VETTAL MEGA SERVICES LIMITED (VMSL) was incorporated in 2007 with a vision to provide
maritime operations and offshore support services in Nigeria’s maritime and oil and gas industry.
From a humble beginning as an indigenous shipping agency outfit, VMSL is currently positioned to
provide excellent marine and maritime services to the Oil and Gas
Industry where activities are progressively moving offshore and deep-water operations are becoming
commonplace.
Vettal Mega Services now specializes in provision of Offshore Support Vessels and Services, Ship to Ship
(STS) berthing/transfer operations, Crewing, SBM, all forms of mooring activities and is poised to take on
the challenge of delivering a wide range of maritime services to the oil industry in the entire Gulf of
Guinea, in conjunction with our foreign corporate partners.
We are a leading indigenous maritime operations and offshore support services provider in Nigeria, and

c) Require Tenderers/sub-contractors, who do not provide made-in-Nigeria goods, fabrication and/or
services, to provide a Knowledge/Technology Transfer Plan.
d) Search for experienced Nigerians and encourage Tenderers/sub-contractors to engage them in
project execution positions.
e) Increase the number of Nigerians in each project discipline/skill-pool through training, exposure
and certification, thus making them available for other major projects.
f) Involve Nigerian Banks, Insurance firms and other financial institutions in the contract’s financial
transactions.

LETTHEMSAY .B INAIBAGHA- MANAGING DIRECTOR
Letthemsay.B Inaibagha is a seasoned and respected Master Mariner and Maritime Pilot with experience
spanning over twenty – year in pilotage and offshore mooring operations. He holds Nigerian Master
Mariner (Home Trade) Certificate. He is also the Executive Vice Chairman of Mike- Lely Marine
Limited, which is household name in off-shore mooring masters in the African Continent.
VERONICA INAIBAGHA – EXECUTIVE DIRECTOR, FINANCE
Mrs. Veronica Inaibagha has both administrative and business management experience.
Prior to her appointment as the Executive Director of Vettal Mega Services Limited, she has served in
different capacities at different times and in different organizations. She has served as; an assistant
administrative manager for Sach Oil Nigeria Limited, Warri
as Sales Representative for Panabiz Nig Ltd and as a General Manager for Lebedd Ocean Services Nigeria
Limited Lagos.
RICHARD DANIELS- EXECUTIVE DIRECTOR, BUSINESS DEVELOPMENT With vast experience in Oil and Gas Maritime Industries, Richard Daniels key areas of responsibilities are
Building and Development of the company.
He was previously the Financial Manager for Lamnalco Limited where he grew capacity and start- up
operations throughout Africa through commercial and financial structuring and relationship building with
key clients.
During his 17years experience which included 11 years with FMC Technologies (NYSE Listed and
Fortune 500 most admired company), he secured key contracts with value in excess of $500m in West
Africa and Europe and expanded the company’s presence throughout Africa.

Mr. Samson Ekwebe Meshach holds a Bsc. Hons degree Banking and Finance from Olabisi Onabanjo
University, Ago- Iwoye. He is a qualified accountant with over fifteen years of working experience in the

Okoro Nigeria Limited as Operations Manager. He has great knowledge in vessels operations.
RUME ROBINSON - HSE MANAGER/DPA
His experience in the marine industry spans over a decade. He holds a BSC in Administration, and is also
a certified HSE professional. He was a coordinator in the defunct Association of Ship Brokers and
Consultants. He has a wealth of experience in Marine Operations, Crewing and documentation. He is
dedicated, committed, reliable and goal-oriented.
CAPT JACOB FYNN ANNAN- MARINE SUPERINTENDENT
Capt Jacob Fynn Annan has over 20years experience in the maritime industry. From being a 3rd officer
with Ship and Shore then 2nd officer with Atlantic oil Maritime and then Britannia oil Maritime He has
displayed in his various work roles professionally and dedication. He became a Captain in 2010 and has
delivered quality services to the organization he worked with.
Presently as Marine Superintendent he corresponds directly with the vessels and coordinates the day to
day movement of the company vessels.

SAFETY DECLARATION
VETTAL MEGA SERVICES LIMITED foremost interest in all projects is SAFETY and
ENVIRONMENTAL PROTECTION; and we will demonstrate SAFETY in all our
operations.
VETTAL MEGA SERVICES LIMITED is already conversant with the current
requirement of the mineral oils Act, and mineral oils (safety) Requirements, and the factories
Act and will incorporate the CLIENT's safety rules and standards together with our safety
manual in the execution of contract services.
VETTAL MEGA SERVICES LIMITED has familiarized herself with requirements of
STANDARDS WORK SITE and will incorporate all standards.
VETTAL MEGA SERVICES LIMITED will also provide all necessary safety clothing
and equipment for all personnel.
VETTAL MEGA SERVICES LIMITED will ensure that persons engaged in work and
services in all contracts shall remain medically fit throughout the duration of the contracts.
Alto Oil and Gas Resources will prepare and present certificates of medical fitness on all
personnel and ensure that all personnel are CLIENT certified swimmers.
VETTAL MEGA SERVICES LIMITED Safety Manager and Project Manager will
ultimately be responsible for safety in our operations. The staff will also have experienced
safety officers who are well acquainted with CLIENT's safety regulations and will ensure
that all proper work permits and complementary certificates are obtained prior to
commencement of work and shall keep them up to date daily and ensure that all safe working
practices are observed during the execution of all contracts. VETTAL MEGA SERVICES

QUALITY ASSURANCE POLICY STATEMENT
VETTAL MEGA SERVICES LIMITED is committed to ensuring that quality of goods and
services delivered are of the highest standard at all times conforming to local and International
standards and satisfying Client’s needs, or, contractual requirements.
In pursuance of the above, VETTAL MEGA SERVICES LIMITED ensures that the best,
skilled and qualified personnel is engaged for the execution of her works and services and
continuously monitored and supervised for effective performance of the Quality Management
System, structured to meet the requirements defined in ISO 9001.
VETTAL MEGA SERVICES LIMITED management objective is to provide services and
products, which are in conformity with ISO 9001 standard and to Client’s contractual
requirements. To fulfill these objectives, the company has decided to adopt the Quality
Assurance System and Program as outlined in the Quality manual.
It is required of all personnel to operate in strict accordance with the Quality system,

COMMUNITY RELATIONS POLICY
For enhancement of harmonious relationship between VETTAL MEGA SERVICES
LIMITED and host communities with the aim to ultimately reduce operating costs, and
shutdown culminating from unhealthy Vettal Mega Service Limited-community
relationship, VETTAL MEGA SERVICES LIMITED shall engage 60% of the non-skilled
work-force from the Local/host Community.
VETTAL MEGA SERVICES LIMITED will engage a community liaison officer who
shall liaise between the community and VETTAL MEGA SERVICES LIMITED on
matters such as employment of indigenous and community development projects.
The implementation of the community Relations Plan shall be the responsibility of the HSE /
Community relations department.
VETTAL MEGA SERVICES LIMITED policy is to function to manage community
affairs as an integral part of VETTAL MEGA SERVICES LIMITED business with a view
to maintaining good relationship between VETTAL MEGA SERVICES LIMITED and her
host community.

ENVIRONMENTAL MANAGEMENT POLICY STATEMENT
All operations of VETTAL MEGA SERVICES LIMITED shall be planned and executed
in such a way as to minimise any adverse effects or impact on the environment in which we
work.
VETTAL MEGA SERVICES LIMITED shall promote and encourage plans, activities, and
programmes aimed at environmental preservation and protection.
Staffs are encouraged to pay appropriate regard to the environment by protecting it from
adverse effect.
All wastes generated in course of our operations must be collected, handled, treated and
disposed of in an environmentally sound manner
Discharges of pollutants into air, or in water bodies are strictly prohibited.
All such disregard to environmental laws must be reported immediately.
This policy and manual aligns with the International Standard ISO-14001 specification for
an Environmental Management System (EMS) covering relevant environmental
requirements, procedures, specifications, objectives and targets that will be communicated to
