2. (U) Thousands of marcters came out in RabatSunday. June 6, to decry the recent Israel raid on aGaza-bound aid flotilla, Waving Moroccan andPalestinian flags and chanting slogans condemning1 he vile act" perpetrated by the Israeli Ann y, themarchers numbered approximately 50,000, according 10security officials , Estimates in the press variedwildly, with one newspaper putting the figure at atremendously exaggerated 600,000.

The Positive Impact of the Cairo Speech

3, (U) In recent years, anti-Israel demonstrationsof this type typically have attracted angryparticipants who targeted the U.S. as much as theytargeted Israel. Posters of President Bush were ascommonplace as those or Israeli leaders (captionedwith inflammatory slogans sud1 as 'War Criminals" or"Butchers" ), and American nags were often bumedalongside Israel! flags. Aconsistent element inMoroccan public opinion over the past half a centuryhas been solidarity with the Palestinian people -at least at the level of rhetoric. Public opinion(such as it exists) still also links unpopularIsraeli actions like the flotilla attack with theUnited states, and the majority of Moroccans stillview American foreign policy unfavorably in theMiddle East.

(U) The June 8 demonstration, however, markedthe first time in recent years that a Moroccandemonstration of this type witnessed a more reservedcriticism of the U.S. There was no poster ofPresident Obama in evidence nor of any other U.Sleaders, and there were no banners with harshcriticism or violent slogans against AmericaDemonstrators dkl chant slogans calling on thecurrent U.S. administration to stop itsunconditional support to Israel, but harsh orviolent rhetoric was not heard, as used to beconsistently the case in the past. This time theAmerican flag was not set alight.

5. (SBUl Observers and demonstration organizersattributed the change in tone - at least toward theLl.S. - to the Obama administration and thePresident's Cairo speech. Abdelaziz Nouaydi,president of the human rights NGO "Adala," told PolLES that "his is the result of the still-prevailing'Obama -mania' in the region .~ Another participant,Professor Abadallah Saaf, Director of the MoroccanCenter for Social Studies, added, ~Morocca ns, likeother Arabs, have started showing signs of trust andconfidence in President Obama. This absence ofha rsh criticism during the demonstrat ion stowsd early a divide between two eras."

Asone of the part icipants said, "1 is a mutua lopportunity for beth sides to establish a newrelationship based on trust and ccnncerce." Otherssaw the demo nstrat ion as an intem al Morocca npolitica l struggle to show to the public opinionwh ich power is still able to mobilize the greatestpropo rtion of participants in the shortest amount oftime . Turkey Raises Gaza Flotilla at the OSeE

(SBU) At the joint FSC/PC meeting June 1, Turkish PermRep Sar ibas raised the top ic of Israel 'smilitary operation against the Gaza flotilla, which he termed a "grave violation of international law" forwhich there was no justification. He cited statements of the UN Security Council and representativ es ofNATO, the EU, and the Parliamentary Assembly of the Council of Europe condemning Israeli actionsand expressing regret at the loss of life. SaMbas called for the immediate release of the ships andpersons detained by Israeli forces, as well as a prompt, credible investigation into the incident TheIs raeli deputy PermRep, in her reply , focused on the legitimacy of the blockade and asserted that Israeliforces acted only in self-defense, after being violently provoked by the passe ngers of the Marmara ship.She drew attention to the fad that the organiz ers of the flotilla had refused to hand the goods over forinspection, which she interpreted as proof that the purpose of the floti lla was not humanitarian, butpolitical. The United States read the May 31 statement made by Assistant Secretary Crowley, while theEU, Canada, and Russ ia drew attent ion to statements they had made in other fora. 1. (U) Following the May 31 Israeli raid onthe Gaza flotilla, theEstonian Government and press have condemned t he lossof life, but also expressed understanding for Israel 's actions. Foreign Minister Paet on May 31 issued a statement that wasvery similar to that issued by the European Union, condemning t he loss of life, demanding an investigation, and calling forthe Gaza blockade to be lifted. That was the only GOE statement on the incident. On the contrary, t he Estonian -Israeliparliamentary group issued a statement saying that perhaps excessive force was used, but faulting the flot illa forchallenging Israel 's blockade and stat ing Israel has the right to defend itself. Chairman ofthis group Igor Grazin, an MPfrom the ruling Reform Party, further stated that Israel hasa legal right to search vessels headed to Gaza. Estonia 'sGreenParty issued a statement condemning both the raid aswell asthe flotilla 's provocative behavior.

2. (Uj Estonian presswas even more supportive of Israel. In the past week Estonia 's largest papers havepUblishededitorials supporting Israel. Daily newspaper Paevarebt asked why it took six ships to deliver 10,000 tons of aid, anamountthat could fit in one cargo ship. The paper also questioned the presence of 600 people, most extremely hostile to Israel,on the Mavi Marmara, and asked what role they expected to play to help the Palestinians. Paevaleht suggests that if Gazawants peace, it should stop shooting at Israel, and pointed out Israel 's blockade hasresulted in a sharp drop in rocketattacks. In a subsequent editorial, Paevalebt criticized Hamas for withholding assistance from non-supporters. Estonia'sother large paper, Postimees, pUblished two editorials that explained how this raid greatly hurt Israel 's standing in t heworld, but pointed out that Israel is fighting for its very existence.

I. (U) On June I, only two days into its 14m sess ion. the Human Rights Council interrupted its proceedin gs tohold an "urgent debate" on Israel 's May 30 boarding of several ships carrying cargo directly 10 Gaze , whichresulted in at least nine deaths, many of them Turkish nationals . The Organization of the Islamic Conference(Ole), at the behest of the Palestinian delegation and Turkey , tabled a resolution entitled "The Grave Attacks byIsraeli Forces against the Humanitarian Boat Convoy. " The resolution, which passed by a vote of 32 in favor, 3opposed (U.S.), 9 abstentions and 3 absent, created an international fact-findi ng mission (FFM) to investigateviolations of intemational law in the incident. Despite some indications of flexibility by the OlC members,USDcl was unable to prevent the crea tion of the FFM or to convince key delegations to adhere to language agreeda day prior by UN Security Council members. The OIC members arc encouragi ng the HRC President to quicklyappoint the members of the FFM. End summary .

Urgent Debate

2. (U) Th e Council suspended its regular program of work on Wednesday, JWlC 2 for an urgent debate to discussIsrael's May 30 sbip-bcerding that ended in at least nine deaths and multiple injuries. The GOJ action against the"humanitarian convoy" was undertaken as part of Israel ' s maritime and land blockade on Gaza .

3. (U) Israel and Palestine spoke as conccmcd countries . Israel stated that the events were tragic and unfortunateand expressed regret at the loss ofJife. It adhered to its position that the Gaze maritime blockade was a lawfuland legitimate action necessa ry to prevent Hames from smuggling weapons into the Gaze Strip, and thatinternational law pennitted Israel to prescribe the technical arrangements, including search, under whichhumanitarian aid was transmitted into Ga7.3 . Tbc flotilla organizers were repeatedly warned, said IsraeliAmbassador Ronny Year, from the point of depa rture to the point of interception, but such overtures wererejected, making clear to Israel the political motive to break the blockade. Israel stated that it was in the process

(U) Palestinian Ambassador and Vice Fore ign Minister Ibrahim Khraishi stressed that no impuni ty cou ld beaccepted for the"a trocious crime at hand.~ The measures called for in the draft resolut ion should cause lsrac l 10realize that the blockade and occupation of the Gaze Strip must be lifted.

" and creating an international fact finding mission to investigate"violations of international law." The resolution sponsors repeatedly noted throughout negotiations that they hadintentionally drafted a" modest resolution " in the interest of achieving consensus with all lI RC members. 6. (lJ) Ambassador Donahoe and members of the U.S. delegation met on severa l occasions over the course ofTuesday, June I and Wednesday. June 2 with delegates from themissions ofPalcstinc , Pakistan (representing theOIC), Turkey, Egypt, Saudi Arabia, and Sudan (representing the Group of Arab States) to discuss U.S . proposedchanges to the text of me proposed resolu tion. Members ofthc U.S. delegation also met with representatives ofdelegations includ ing EU member states and the Netherlands in an attempt to reach consensus language on anumber of redIine issues .

7. (lI) While much of the text posed concerns for the United States - including references to "occupied " Gaza ­the sponsors ' call for an immediate international investigation into the incident was the paramount issue for allconcerned parties and was the primary focus of discussion .

(U) The U.S. delegation urged the sponsors to endorse the Security Council's Pres idential Statement (PRSl)of June I , wh ich called for a prompt , impartial, and transparent investigation that conformed to internationalstandards. We suggested possib le options for phrasing this endorsement which would have underscored theimportance of the issue and the signifi cance ofa unified view among Security Council and Human Rights Councilmember slates .

9. (lI) In response to the sponsors desire to internationalize me investigation, the EU proposed. two mainalternatives. First, the EU joined the United Slates in advocating for a text that would support the PRST. Whenthe sponsors rejected this proposa l. the EU recom mended language that would have endorsed the PRST' s call foran investigation, "bearing in mind the role of the UN Secretary General ... "

15. (SBlJ) In the days after the vote, Turkey and OIC members lobbied the HRC President to quickly appoint themembers of the FFM. The President 's office told us that the OHCHR was wor king to identify possible FFMmembers. although it was unlikely the OHCHR would be able to identify, vet and propose the individuals beforethe Belgian Ambassado r ceded his position as HRC President on June 18. The task of appointing the FFM teamwould therefore fall to the next HRC President (from the Asian Group). Frontrunners are Thaila nd and Maldive s.
