ABSTRACT
Our team has been developing a bid for the new men’s and women’s barracks at Cleburne
State Park. The objectives of this project are to get to know the pre-construction process which
includes estimating, scheduling, reviewing plan details and specifications, completing bid forms,
obtaining insurance bonds, collaborating with key personnel, managing the workflow process of
the pre-bid phase, breaking down work into sub-categories in WBS, linking all the construction
activities to come up with least number of days, quantifying all the construction activities, and
finally pricing out all activities. We gained experience in formulating the information using
Timberline, Vu360 and Primavera P6 R15.1(software programs) Also, this class project simulated
the experience of bidding a construction project from the solicitation phase all the way up to the
tendering of the project proposal for evaluation as well as the possibility of a follow up owner-
contractor negotiation meeting. This project gave us a realistic experience to understand the
general bidding process and steps needed to create a complete bid proposal. The project has helped
us to understand the real world working procedure of getting quotes at the end moment, like just
before the bidding day, which created a lot of pressure and last moment changes. All in all this
project has given a glimpse of our construction industry.

INTRODUCTION
This Project Improvements to Park Structures-Concessions/Bathhouse has provided us opportunities to develop a
bid for the Men and Women Barrack. The main purpose of this project was to learn more about project bids and to
work together as a team. It also gave us opportunities to work on software’s such as Timberline and Primavera P6.
Also this term-project gave us the exposure to Bid and Schedule and present it for project proposal to evaluate as
well as the possibility for owner-contractor agreement.
Our Detailed estimate includes:

3. Pricing General Expenses
4. Summary and Bid.
History of Cleburne State Park
Cleburne State Park is named for the nearby town of Cleburne, Texas. It was opened in 1939 after purchase from
the city.
FACILITIES
Cleburne State Park has a variety of campsites. All sites include a picnic table, grill and a campfire ring. Restrooms with hot showers are available nearby all camping areas.
Tent and parking space with water are common.
Back-in campsites with utilities and shelters accommodate up to 8 people and combination of motor vehicles/trailers.
Group Camp consists of a 2-group barracks with twin beds and mattresses sleeping a total of 44 people. The dining hall and kitchen seat approximately 70 people and has some cooking equipment. All buildings are heated but no air-conditioning.

METHODOLOGY
Improvements to Park Structures is a project for the City of Cleburne. Our team was assigned with bidding on the project by following proper guidelines as stated in the project’s specifications.
Quantity Take-off was done by using the knowledge which we gained in our class. Timberline and RS-Means database were used for pricing the Labor, Material, and Equipment costs.
We went through the plans and identified the improvements to be done to the park.
The bid was based solely based on the items which were provided in the plan.
The price costs for labor material and equipment which were obtained from Timberline and RS Means Database are the latest and up to data prices.
The bid which the subcontractors provided are true and can be included in the bid.
Planning and Scheduling of the equipment and machinery which will be required during the project must be carried out thoughtfully, as the cost will affect the performance. Hence the use of machinery should be used such that it can be maximized during the given period to be cost efficient.
We did not do any site visit for the project as there was no suitable time available for us to go for site visit. Though we dint do site visit we could roughly figure out the idea of the Barracks from Cleburne State Park’s Website.
ASSUMPTIONS
● Assuming notice to proceed on Jan 2nd 2017.
● Survey is done for the project site before the construction phase.
● Assuming there is no water table within 4 feet of excavation in building site.
● Assuming the top soil to be lump free, having sufficient bearing capacity.
● Assuming there is no electric line below and above the construction site.
● Excavating 3 feet more along the boundary of building only for stripping of the top soil.
● Assuming soil to be in moderate plastic limit, we have considered a working area of 1ft x 1ft on each
side and provided a formwork of 1 feet depth.
● Since the barracks are of single floor no need of any forklift required.

● Assuming that the site is accessible to the storage, we are not assuming any lead and lift charges.
● Extra supports have been provided at 2 feet throughout the slab, since we are concreting using direct
chute.
● Markings for blockwork to be done after 2 days of curing time of SOG.
● Assuming the air gap between the two walls in masonry to be 2 inches.
● Assuming the wastage for concrete and CMU blocks to be 5%.
● Assuming there is no lag and lead in our project.
● Assuming all the materials and equipment have been passed the quality standards and test.
● Assumed hook bar length as per ACI standards (if number<=6, 12 inch to be provided).
● Lapping to be considered only is if the length each individual bar exceeds 20 feet
● Assuming the rafter length, purlin length, hip length to be same throughout the joints in roof during
calculation of quantities whereas practically it is reducing. These are considered in wastages.
● Assuming the wastage of steel as 5%.
● Assuming there is steel yard at site and scrap steel can be used.
● Assuming the height of pony wall to be 2 feet on both the outer walls.
● If there is any irregular shaped area or triangular area, then the average height is taken for calculation
purposes.
● Considering all the hardware to be of A1 quality.
● Assuming 5-day calendar with standard holidays.
● Risk Assumption:
● The probability of having bad weather condition is assessed by structural and earthwork calendars
which have been incorporated into planning software calenders.
● Inflation in cost of construction material.
● Late availability of material on site.
● It is very unlikely that we will be held back due a delay in resource delivery.
● Scheduling for both barracks are schedule same and assume to be completed on the same day.

CONCLUSION
Our team has been able to successfully develop the bid for the Improvements to Park Structures in Cleburne. Our
objectives were accomplished and we could familiarize ourselves with the project’s bid preparation and learnt to
work as a team under immense pressure in short period of time.

RECOMMENDATIONS FOR SUSTAINABILITY AND VALUE ENGINEERING
The project already has minimum impact on the existing conditions present on the site. There is little to
no site grading, however, erosion and sediment control measures will be implemented during construction by
provision of barriers. This is to alleviate the impact of storm water during rainfall events during construction.
During the demolition process the noise pollution and dust emission will be reduced by provision of noise reducing
sheets. Proper sound barriers and silt fencing will be done so that there is no sound pollution. Regular sprinkling of
water so that the dust is kept under control.
The scope of the project does not present a lot of opportunity for value engineering. With the permission
of the design engineer we can reduce the thickness of the plywood which is in the interior of the roof, however the
pricing is as per regulation.

Planning of equipments:
Planning and scheduling the equipment needed along with machinery should he carried out with much concerns,
as the cost of each equipment has a direct correlation to the increased cost of performing the activity. Hence, the
projects should be planned so that the use of the machinery can be maximized during a given period of time,
making it as cost-effective as possible for the benefit of us.
In this project, we Universal Contractors own a roller, compactor and backhoe loader, we will just rent an auger
boring machine for future uses.

History of Cleburne State Park
Cleburne State Park is a 528-acre park that encompasses a lively 116-acre, spring-fed lake. Located southwest of
Fort Worth in Johnson County, the park was acquired from the city of Cleburne and private owners in 1935-36 and
was opened in 1938.
The region surrounding Cleburne State Park was a favorite hunting ground for many Indian tribesmen, since it was
composed of dense woods surrounded by plains and included several clear springs. The Comanches used this area
as a trail from the northwest to raid the homesteads in the south. The Indians would lead two fresh horses as they
rode a third one, switching to a fresh horse as each was winded. In this manner, they would escape their pursuers.
Their concealed trail was last used for a raid on Kimbell, which was built in 1851 and was the first town in Johnson
County. Kimbell was established on the Chisholm Trail at its crossing on the Brazos River. Vast herds of cattle from
thesouthern ranches in Texas crossed at Kimbell Bend going north to the markets. The park, located eight miles
north of Kimbell Bend, was also a good campsite for the cowboys who drove cattle on the Chisholm Trail.
In 1934, this beautiful valley of springs was recognized as a picturesque place for a park. A group of local
businessmen, interested in its development, secured it for the State Parks Board to establish a state park. In
1935, Civilian Conservation Corps Company 3804 of the federal government moved into the park site to start
developing a park.

The men built a small earthen dam to impound the park's 116-acre lake, with a beautiful masonry, three-level
spillway, and then cleared a three-mile scenic roadway around the lake. A concession building, boathouse and
bathhouse were built in 1936, with additions in 1940.
The park residence, water tower and interior furnishings display a variety of handcrafted wood and metal
ornaments.
Summary:
Cleburne Slate Park photos gave us much knowledge and a brief idea about how the state park’s barrack is going to
be constructed and also we learnt team work. As the photos were there we were able to comprehend our projects
plan with the available photos. We have attached the photos below. Our proposal is going to reflect the bid
documents and we hope that we did a good job.

APPENDIX AG: ADDENDA

CLEBURNE STATE PARK – MEN’S BARRACKS
Addendum No 002 TPWD is issuing the following Addendum No 002 with the intent of answering questions that have been posted by any and all interested bidders. Any changes identified as part of this addendum shall be incorporated into the project documents and supersede the information on the project plans and specifications as applicable. 1. What is the scope of our project? Do we need to consider the alternatives A, B and C for the bidding? The scope of this project is limited to the work associated with the Men’s Barrack and Women’s Barrack, all other alternatives are not part of this project. 2. Do we need to consider the demolition of existing buildings for the bidding purpose? Yes, existing structures in the way of your construction must be appropriately removed. Please note that the existing structures contain environmental issues and as such must be abated per state and federal guidelines. 3. Should we consider the gravel below slab on grade? And what is the thickness of gravel? There is no drainage gravel layer below the slab. Construct the slab per the details in the drawings. 4. Should we consider the demolition of existing bathroom, ramp and stairs, retain existing structures? See answer to question 2 above. 5. Drawing S-0 shows that depth of select fill below slab on grade for barracks is 4 feet. But if I see the depth of all grade beams in drawing S-3, maximum depth is 2’6” less than the depth of selected fill. So how should we consider the excavation of grade beam means in option 1 – should we neglect the excavation of grade beam as the depth of selected fill is greater than the depth any grade beam. Or in option 2 – after excavating for selected fill we will fill it on the whole barrack building foot print and excavate again for grade beam? Means and methods of construction are left to the contractor’s discretion; however, contractors must abide by the project plans and specifications. In reference to the select fill, the project requires that 4-feet of select material must be built up as the building pads for the barracks. 6. Do we have to use 3000psi grade concrete for every concrete component? Concrete strength is to be per the project plans and specifications; reference the appropriate plan sheets and specification sections for the required concrete strength.

7. As part of the Bid package all interested bidders must also include the attached bid schedule completed accompanied by supporting calculations, diagrams, or notes.
