The Tarpon Springs Community Redevel-opment Area (CRA) Fiscal Year 2016 Annual Re-port describes activities for the period October1, 2015 through September 30, 2016. T h ereport includes a financial statement of CRA rev-enues and expenses, amount of tax incrementfunds collected, and a compilation of activitiesfor the fiscal year.
The City of Tarpon Springs established itsCRA and TIF in September 2001. In 2003 theCRA was expanded to include the Pappasrestaurant property and the Downtown Rede-velopment Plan was amended to address the re-development needs of this property. Otherchanges to the plan included provisions for spe-cial overlay or zoning designa-tions to adjust density/intensitywithin the CRA. The adoption andimplementation of the SpecialArea Plan and SmartCode –basedregulating plan have been a focalpoint since 2010.

A Community Redevelopment Agency(CRA) is a taxing district established by localgovernment for the purpose of carrying out re-development activities that include reducing oreliminating blight, increasing the tax base, andencouraging public and private investments inthe redevelopment area. The members of theCity Commission also serve as CRA board mem-bers. All meetings are open to the public andagendas, minutes, and video of meetings areposted on the City’s website.
CRAs are designed to breathe new life intoareas in need of revitalization and economic de-velopment. Successful redevelopment projectsattract private investors that otherwise may haveoverlooked the community. By establishing aCRA, local governments receive planning andfinancial mechanisms to help redevelop areaswhere private market forces are not working.

CRA OPERATIONS
The CRA continues to experience newbusiness openings and building renovations,sparked by the façade and restaurant grants andgrowing popularity of the Downtown. Newbusiness openings in 2015-16 include BJ’s AsianFusion Restaurant, Mike’s Blue Crab SeafoodMarket, BackDraughts, Sweet E’s Gourmet Pop-
corn, Cliché Piano Bar & Pool Lounge, AncloteConey Island and Meats, Tarpon Art Guild, andSave-a-Lot Grocery Store. New openings in thecoming year include Hello Sunshine Café,Copenhagen Café, Two Frogs Brewing Com-pany, KCQue BBQ, Tuscan Sun Italian Bistro,and Back in the Day Books.

new life into the shopping plaza on S. PinellasAve. In addition to major building renovations,extensive landscaping and parking lot improve-ments were made. The CRA contributedthrough a façade improvement grant.
BrasserieSaint Some-where
This projectbrings a well-established Bel-gian style craftbrewery, tastingroom and inninto two long-vacant Down-town buildings.The brewery ishoused in a former City-owned Public Worksbuilding, and the tasting room/inn in an adjacenttwo-story, historic home on Tarpon Avenue.Both structures underwent complete renova-tions. The redevelopment was made possiblethrough façade and restaurant grants, develop-ment fee credits, and a historic preservation taxabatement.
KCQue BBQA decades-long vacant Queen Ann style
house is undergoing total renovations for a newrestaurant on Tarpon Avenue next to BrasserieSaint Somewhere. In addition to extensive inte-rior renovations, the owners are adding an out-building for a smoker, and an enlargedwrap-around porch for outdoor seating. Façadeand restaurant grants are helping make this proj-ect possible.

Façade Improvement GrantThe Façade grant program was created in
2011 to encourage property owners and busi-nesses to improve the exterior appearance oftheir buildings. In the past five years, the pro-gram has approved 52 grants totaling $268,000.These grants have leveraged more than $1.6 mil-lion in private invest-ment. In 2015-16, ninefaçade grants were ap-proved. To date, six ofthose projects havebeen completed. Thegrants totaled $70,000and improvements val-ued at $370,000.
CRA Incentive Grants
Restaurant Recruitment GrantThe Restaurant grant program began in 2015
to attract more restaurants by creating a grantthat helps fund interior improvements. Sincethen, 10 grants have been approved. Thesegrants have attracted five new restaurants, twobreweries, two bakery/cafés, and a gourmetpopcorn store. To date, seven projects havebeen completed. The grant awards total $49,686and leveraged $1 million inprivate investment into thebuildings. Two new estab-lishments with approvedgrants, Tuscan Sun ItalianBistro and Two Frogs Brew-ing Company, will be open-ing in the coming year.

Public Improvement ProjectsNorth Safford Recreational Corridor
The North Safford Recreation Corridor beganfive years ago with the development of a FitnessPark, Dog Park, and Splash Park. The area nowincludes a canoe/kayak launch on the banks ofthe Anclote River. The launch, which is handi-capped accessible, opened in winter 2016.
Municipal Parking Lot and Ring AvenueReconstructionWith the recent additions of new breweries andrestaurants, a new municipal parking lot isplanned for the 100 block of S. Ring Ave. Thenew parking lot will benefit nearby new busi-nesses including Brasserie Saint Somewhere, Sil-verking Brewery, KCQue BBQ, and Johnny’sTaphouse & Grill. The parking lot constructionis being coordinated with the reconstruction ofRing Avenue from Tarpon Ave. to Lemon St.Construction will begin in late spring 2017.
Tarpon Avenue Mid-Block CrossingA new brick crosswalk was constructed
in 2016 in the 100 block of East Tarpon Avenue,and a decorative streetprint will be installed atthe intersection of Tarpon and Safford Avenuesin 2017. The new streetscape is designed to slowtraffic, add a pedestrian crossing, and beautifythe main business corridor.

Villages of TarponThanks to a $12 million federal grant, the
public housing complex at 200 E. Lemon St.along the Pinellas Trail has been renovated andreconstructed. The renovations have greatly im-proved the southern entry to Downtown andhave sparked interest in the viability of adjacentcommercial properties.
EcoVillageEcoVillage, a 12-unit townhome and 2-unit
single family development adjacent to the Pinel-las Trail and Downtown, will break ground in2017. The second residential project within theCRA, it furthers the goals of walkability and bal-ancing new development with historic preser-vation The energy-efficient homes also featurefront porches and rear detached garages withbackyards.

First FridayDowntown is the place to
be on the First Friday of everymonth. Launched in 2016 bythe Tarpon Springs Merchant’sAssociation with support fromthe City, First Friday featuresentertainment, bands, vendors,food, refreshments, children’sactivities, and more within afive-block area of Downtown.The monthly event attractsthousands of residents and vis-itors and boosts visibility forlocal businesses.

Festivals and EventsDowntown and beyond is becoming more
vibrant through festivals and special eventsgeared toward local residents and tourists. Astrong partnership among the City, CRA, Mer-chant’s Association, and Chamber of Commercehas created numerous festivals. Wine Walks,Oktoberfest, Antique Car Show, Arts & CraftsFestivals, a Fine Arts Festival, and one of thearea’s largest Christmas festivals, “There’s SnowPlace Like Tarpon Springs” are among the manyevents luring people to the Downtown. Amonthly First Friday began in 2016 and hasbeen very successful. Festivals and specialevents have proved to be an integral part of anoverall economic plan to promote and marketDowntown that is reaching tourists, bringinglocal residents into the stores, and increasingfoot traffic both night and day.
