Street Lighting Sub-Commission May 10, 2016 Compilation
Objective: Develop a policy for evaluating need for and selecting new sites for street lights which best uses resources and meets community needs.
Summary: A process has been developed for placing additional street lighting which will be reviewed by the PWC on June 2.
Background: Berkeley has replaced most street lights with LEDs, with nearly $1MM in annual savings. This includes $400K in electrical savings, and, since the LED lights last significantly longer, savings include an addition $300K in staffing, and $300K in materials. The loan to install the lights will be paid off in about five and one half years.
We have a budget of $100,000 for street lighting which will fund either approximately 50 new lights per year, fund alternative investments, or simply be saved. Alternative investments could be for new technologies such as PV-solar lights, technologies that include local data transmission, and technologies not yet invented..
Solar Street Lighting: Lights which currently are powered off the grid can be converted to PV-solar at a cost of about $4000(?) per light. Current technology allows approximately eight days of available electrical storage for each light which is sufficient for most Bay Area weather. Because of the current low PGE rates we have for our lights, there is a disadvantage to shift current lighting to solar. However, solar lighting could be advantageous as fill-in lights, park and trail lighting, and for some building entrances.
Tree Trimming: Occlusion of street lights by tree branches is often the cause of poor lighting. Beginning summer 2016, systematic tree trimming will begin. Berkeley has 35,000 street trees. Those which interfere with lighting were identified during the recent LED retrofit process. A fund of $25,000 per year has been allocated for tree trimming by Public Works. The program of tree trimming is expected to begin in the Summer of 2016 and continue as an on-going program.
Resident Application Process: Requests can be submitted by Berkeley residents or business owners to Public Works for additional lights. A proposed application form is shown as Appendix A.
The Public Works staff would then check for feasibility (available poles), possible need for tree trimming, safety considerations, and other impacts prior to approving. Specific rationale for street light installation include:
• Proximity to BART, other public transit, schools, and hospitals• Crime statistics

• Pedestrian traffic• Bikeways• Current available light (measured in lumens; done by PW staff)• Zoning (e.g. value to commerce)
We will initiate the street lighting process a shown. If conflict or problems develop over evaluation of the rationale, a scorecard using more objective criteria will be developed.
Outreach: When the new processes are approved by the PWC, the Sub-committee recommends outreach be by Councilmember newsletters, emails to existing lists, and creation of a webpage on the Public Works website.
Parallel Process: Using available street light location data, areas that may be dark will be identified (map being developed), light level measured by Public Works and evaluated for possible additional lighting. Those proposed lights will follow the same process as shown in Appendix A.
Current Street Lighting Requests: Requests received to date are summarized in Appendix B. Nearly all the requests can be accommodated this year if they fit the criteria outlined in Appendix A.
