CHAPTER-I
INTRODUCTION
Citizen’s Charter is a document, which represents a systematic effort to
focus on the commitment of the Department/Organisation towards its
Citizen’s/Client’s in respect of standard of services, information, choice &
consultation, non-discrimination & accessibility, grievances redress, courtesy
and value for money.
The Citizen’s Charter – 2018 is released with a view to make the public
aware of various welfare schemes implemented by the Directorate of Social
Welfare, the eligibility condition and the ways and means to get their
grievances redressed. The information contained in this Citizen’s Charter can
enable the users to become a beneficiary under the appropriate schemes,
subject to fulfilling the eligibility conditions. The concept of Citizen’s Charter
protects the transit between the service provider and its users.
OBJECTIVES
The objectives of the Charter are:
to bind bridge between Citizen and Administration and to streamline
administration in tune with the needs of citizens.
to empower the citizen in relation to public service delivery.
to improve the quality of public service for the people of the U.T of
Puducherry.

CHAPTER – II
WELFARE SCHEMES/PROGRAMMES
The Directorate of Social Welfare is implementing various welfare
schemes/programmes focusing on Differently Abled person, Aged people,
Vulnerable person, Children, Senior citizen, etc. It also implementing and monitoring
various social legislation for the Care, Welfare and Protection of children, Differently
Abled person, Vulnerable person, Senior citizen etc are detailed in Chapter -XII.
The Head of Sections implementing the Welfare schemes of the

CHAPTER – III
WELFARE OF DIFFERENTLY ABLED PERSONS
3.1. Name of the Scheme : Grant of Financial Assistance to the Differently
abled persons.
Assistance provided : a) 40% to 65% disability : Rs. 1500/- per month
b) 66% to 85% disability : Rs. 2000/-per month
c) 86% to 100 % disability: Rs. 3000/- per month
d) Age from 60 to 79 Years: Rs.2200/- per month
e) Age from 80 Years : Rs. 3300/- per month
Eligibility criteria : Ortho: 40% and above
Deaf and Dumb: 40% and above
Blind: 40% and above
Mentally retarded: I.Q below 69.
Income Limit : Not exceed Rs. 75,000/- per annum
Other conditions : Should be a resident of the U.T. of
Puducherry (UTP) for 5 years or more.
3.2. Grant of Financial incentive for the marriage of Differently Abled person.
i) Name of the Scheme : Marriage between differently abled and normal
person.
Assistance provided : An incentive of Rs. 25.000/- (i.e.Rs.5,000/- in cash
and Rs. 20,000/- in the form of NSC)
Eligibility criteria : Disability - 40% and above
Income Limit : Not exceed Rs. 75,000/- per annum
Age Limit : Bride: above 18 years,
Bridegroom: above 21 years
Other conditions : i) Should be a resident of the UTP for 5 years or
more. ii) Should be the first marriage and the
Marriage should have been registered.
iii) The eligible persons should apply within 120
days after the marriage.

ii) Name of the Scheme : Grant of Financial incentive for the marriage
between both differently abled persons.
Assistance provided : An incentive of Rs. 50,000/- (i.e.Rs.20,000/- in
cash and Rs. 30,000/- in the form of NSC)
Eligibility criteria : Disability - 40% and above
Income Limit : Not exceed Rs. 75,000/- per annum
Age Limit : Bride: above 18 years
Bridegroom: above 21 years
Other conditions : i) Should be a resident of the UTP for 5 years or
more. ii) Should be the first marriage and the
Marriage should have been registered.
iii) The eligible persons should apply within 120
days after the marriage.
3.3. Name of the Scheme : Grant of 50% claiming of fuel cost
Assistance provided : 50% of the cost of fuel subject to a maximum of
15 litres per month for vehicle upto 2 H.P and
25 litres per month for Vehicle above 2 H.P.
Eligibility criteria : Ortho-40% and above
Income Limit : Not to exceed Rs. 75,000/- per annum
Other conditions : i) Should be a resident of the UTP for 5 years or
more. ii) Should produce bills and certificates as
prescribed by the department once in three
months with the applicant’s signature and the
signature of the agency where the petrol/diesel is
purchased. iii) The vehicle should be registered
with his/ her name. Also, he/she should posses a
valid driving license. iv) The distance between the
residence and the duty point should be above 6
kilometers. v) Should not be in receipt of transport
allowance for conveyance from the Department or
from any other source.

3.4. Name of the Scheme : Grant of stipend to the differently abled
trainees of the vocational training institutes
Assistance provided : An amount of Rs.1000/-per month is paid to
the trainee
Eligibility criteria : Ortho-40% and above
Other conditions : i) Should be a resident of the UTP for five years or
more.
ii) The applicant should have undertaken a full time
vocational training course in any training centre
run by the Central/State Govt./Local body or any
voluntary organization recognized by Central/State
Govt.
3.5. Name of the Scheme : Payment of Transport Allowance to
Differently Abled Persons
Assistance provided : An amount of Rs. 100/- per month
Eligibility criteria : Ortho-40% and above
Income Limit : Not exceed Rs. 75,000/- per annum
Other conditions : i) Should be a resident of UTP for 5 years or more.
ii) Should not be in receipt of any other financial
assistance for conveyance purpose from the
department or from any other source.
3.6. Name of the Scheme : Grant of Financial Incentive for the benefit of
the Eye Donors
Assistance provided : An amount Rs. 5,000/- per eye to the near
relatives of the Eye donor
Eligibility criteria : i) The applicant must be a near relative of the eye
Donor.
ii) Should apply within 90 days after the eye
transplantation.
Age Limit : 18 years and above
Other conditions : Should be a resident of UTP for 5 years or more.

3.7. Name of the Scheme : Free distribution of Rice to Differently abled
persons
Assistance provided : 15 kgs of Rice per month
Eligibility criteria : Differently Abled Pension Beneficiaries
Income Limit : Not exceed Rs. 75,000/- per month
Other conditions : i) Should be a resident of UTP for 5 years or more.
ii) Should be a recipient of the payment of monthly
financial assistance from Directorate of Social
Welfare.
3.8. Name of the Scheme : Free supply of invalid carriages (Motorized
Tri-cycle) to the Differently abled persons
Assistance provided : Invalid carriages (Motorised Tricycles) at free of
cost
Eligibility criteria : Locomotor disability affecting lower limbs to a
degree not less than 65%
Income Limit : Not to exceed Rs. 75,000/- per month
Other conditions : i) Should be a resident of UTP for 5 years or more.
ii) The applicant should be certified by the medical
authority that he/she is fit for operating motorized
Tri-cycle. iii) Should not be in receipt of transport
allowance for conveyance from the department or
any other source. iv)The applicant should be in
gainful employment or pursuing higher studies.
3.9. Name of the Scheme: Scholarship for differently abled persons
(State)
Assistance provided : I – V std –Rs.1000/- per year VI – VIII std–Rs.2000/- per year IX – XII std – Rs.3400/- per year U.G Course – Rs.5000/- per year PG/Professional course – Rs.6800/- per year.

3.10. Name of the Scheme: Pre-matric Scholarship (CSS)
Assistance provided : Scholarship of Rs.3500/- per year for Day scholars
and Rs. 6000/- per year for Hostellers
Eligibility criteria : Disability - 40% and above
Income Limit : Not to exceed Rs. 2,00,000/- per month
3.11. Name of the Scheme: Post-matric Scholarship (CSS)
Assistance provided : a) Group – I (Professional Course) Scholarship of Rs.550/- per month for Day
scholars and Rs. 1200/- per month for Hostellers
b) Group – II (Professional Course) Scholarship of Rs.530/- per month for Day
scholars and Rs. 820/- per month for Hostellers
a) Group – III (Degree Course) Scholarship of Rs.500/- per month for Day
scholars and Rs. 700/- per month for Hostellers
b) Group – IV (Std 11 &12, ITIs & Diploma Courses)
Scholarship of Rs.400/- per month for Day
scholars and Rs. 650/- per month for Hostellers
Eligibility criteria : Disability - 40% and above
Income Limit : Not to exceed Rs. 2,50,000/- per month
3.12. Name of the Scheme: Free supply of sarees and dhothies to the
differently abled persons
Assistance provided : Sarees and dhothies during Deepavali/local
regional festivals at free of cost.
Eligibility criteria : Disability - 40% and above
Income Limit : Not to exceed Rs. 75,000/- per month
Age Limit : 18 years and above

3.13. Name of the Scheme: Extension of free bus pass to the differently
abled persons
Assistance provided : Free bus pass to all differently abled persons
within the region of Puducherry.
Eligibility criteria : Disability - 40% and above
Income Limit : Not to exceed Rs. 75,000/- per month
Other Conditions : Should be a resident of UTP for 5 years or more.
3.14. Name of the Scheme: Grant of State Award to the differently abled
person
Assistance provided : a) Outstanding differently abled Govt. / Private
Employee-Rs.10,000/-
b) Outstanding differently abled Self- employed
persons-Rs.10,000/-
c) Individual serving for the cause of the differently
abled – Rs.15,000/-d) Institutions serving for the cause of the
differently abled – Rs.25,000/-(subject to financial selection by the State level Committee)
e) Government Employer - Citation with Shield.
f) Private Employer - Citation with Shield.
Eligibility criteria : Disability - 40% and above
Income Limit : Not to exceed Rs. 75,000/- per month
Other conditions : Should be a resident of UTP for 5 years or more.
3.15. Name of the Scheme: Free supply of Prosthetic Appliances to the
differently abled persons
Assistance provided : Free supply of prosthetic appliances like calipers
crutches, wheel chairs, tricycle, Hearing aids,
spectacles/low vision aids etc., on the advise of
the specialist Medical officers concerned who are
attached to the Govt. General Hospital,
Puducherry/ Karaikal/ Mahe and Yanam.

Eligibility criteria : Disability - 40% and above
Income Limit : Not to exceed Rs. 75,000/- per month
Other conditions : Should be a resident of UTP for 5 years or more.
3.16. Name of the Scheme: Annual Tour to the differently abled persons
Assistance provided : Free tour to various places yearly once (subject to
selection).
Eligibility criteria : Disability - 40% and above.
Income Limit : Not to exceed Rs. 75,000/- per month.
Age Limit : 18 to 50 years
Other conditions : i) Should be a resident of UTP for 5 years or
more. ii) The applicant should not have performed
a tour for the past 10 years. iii) The applicant
should not be affected by any contagious
diseases. iv) Drugs and alcoholic are prohibited.
3.17. Name of the Scheme: Cash Award to the meritorious Differently
abled persons (Visually Challenged Students)
obtaining first three ranks at the State level in
the SSLC examination.
Assistance provided : Cash award of Rs.20, 000/-, Rs.15, 000/- &
Rs.10, 000/- to the first, second, and third rank
holders respectively.
Eligibility criteria : Disability - 100% and above
Other conditions : i) Should be a resident of UTP for 5 years or
more. ii) The applicant should have studied in
Tamil medium. iii) The applicant should have
passed the qualifying SSLC Examination.
3.18. Name of the Scheme: Perunthalaivar Karma Veerar Kamarajar
Scheme of Financial Assistance towards
funeral expenses of the Differently Abled
persons.

Assistance provided : On the death of a differently abled persons,
financial Assistance of Rs.5,000/- paid towards
the funeral expenses of the deceased pensioner.
Eligibility criteria : Disability - 40% and above
Other conditions : i) Should be a resident of UTP for 5 years or
more. ii) The application should be submitted
within 30 days from the date of death of the
differently abled person.
iii). Son / daughter / spouse or any other close relative under whose care and maintenance of the deceased differently abled persons was living at the time of his / her death.
3.19. Name of the Scheme: Issue of National Identity card to the differently
abled persons.
Assistance provided : Issuance of National Identity card to the differently
abled persons, in multipurpose.
Eligibility criteria : Disability - 40% and above.
Other conditions : Should be a resident of UTP for 5 years or more.
3.20. Name of the Scheme: Reimbursement of educational expenses to the
differently abled students who are studying
special higher educational courses in inside or
outside the U.T. of puducherry.
Assistance provided : Reimbursement of entire fee from 1st Year
onwards.
Eligibility criteria : Disability - 40% and above.
Income Limit : The annual income should not be more than
Rs. 2,00,000/-
Other conditions : i). Should be a resident of UTP for 5 years or
more. ii). Full time course from Govt. recognized
institutions.

3.21. Awareness Programme on prevention and early detection of disabilities.
Assistance provided : a) Awareness about various causes of Disabilities
and the steps to be taken to control the disability.
b) Lectures from specialized doctors.
c) The participants will be provided with kit
materials, lunch and travelling Allowance.
Age Limit : From Adolescence
Other conditions : Gender: Female (Anganwadi Workers, Pregnant
women, Lactating Mothers, Self Help Group
Women and Adolescent Girls).
3.22. National Programme for Rehabilitation of persons with Disabilities (CSS).
i. Grant-in-aid for the construction of barrier free environment in Educational Institutions.
ii. Grant-in-aid to District Differently Abled Rehabilitation Centre (DDARC).
Objective : (i) Survey & identification of persons with disabilities through camp approach. (ii) Awareness Generation for encouraging and
enhancing prevention of disabilities, early
detection and intervention etc. (iii) Early
Intervention.(iv) Assessment of need of assistive
devices, provision/fitment of assistive devices,
follow up/repair of assistive devices.
(v) Therapeutic Services e.g. Physiotherapy,
Occupational Therapy, Speech Therapy etc.
(vi) Facilitation of disability certificate, bus passes
and other concession/facilities for persons with
disabilities.(vii) Referral and arrangement of
surgical correction through Govt. & Charitable
institutes.
Service Provider : To Provide Psycho Social Care and Guidance to
the Differently Abled Persons.
Assistance provided : (i) Actual fitment of assistive devices would be one
of the major activities of District Centre.
(ii) The district centre should provide for repair
services, adjustment and follow-up of assistive
devices. (iii) A nominal charge for repair of

assistive devices should be charged, which can be
different for different devices and types of repair.
(iv) Persons with disabilities, who are provided
assistive devices, should be categorically informed
of the follow up/repair/training services available at
the district centres. (v) Persons with Disabilities
may also be provided training for effective &
correct use of assistive devices and therapeutical
services. They may also be given instructions in
local language in the form of a pamphlet having
sketches/pictures for use and upkeep of the
device(s).
Eligibility criteria : Should be a Differently abled Person.
3.23. Grant-in-aid to Puducherry Corporation for Women & Differently abled persons.
I. Training: Assistance provided: Training imparted to the Differently Abled persons for the
trade computer, Typewriting, Tailoring & Embroidery etc.,
with the stipend of Rs.150/- per student.
Eligibility : should be a differently abled person
Age Limit : 18-35 years
Educational Qualification: SSLC and above for General, +2 and above for
Computer training, 8th and above for Typewriting
Income limit : Annual Income not exceeding Rs.24000/-
II. Loan to the Differently Abled Persons for setting up of business
trade through NHFDC fund.
Loan amount : upto to 5 Lakhs.
Interest rate : i) upto Rs.50,000/- @ 5%, ii) Rs. 50,000 to 5,00,000 @ 6%
Eligibility : Disability - 40% and above
Income limit : i) For urban – below RS.1,00,000/- ,ii) For rural – below 80,000/-
Age : 18 to 55 years

CHAPTER – IV
SCHEMES OF SOCIAL DEFENCE
4.1. Name of the Scheme: Free distribution of Blankets and Chappals to
Senior Citizens.
Assistance provided : One blanket and one pair chappals at free of cost
Eligibility criteria : Should be a resident of Puducherry
Age Limit : Above 60 years, recipient of Old Age Pension
4.2. Name of the Scheme: Help Desk for Senior Citizen
Assistance provided : i) Service provided for protection of life and
property of the parents and Senior Citizens as per
the provision guaranteed and recognised under
“Maintenance and Welfare of Parents and
Senior Citizens Act, 2007”.
ii) redressing the grievances of senior citizen.
Residential Homes run by the Government for Aged, Differently
Abled, Children in contact and conflict with law and Vulnerable
person.
4.3. Name of the Scheme: Home for the Aged and Infirm
Assistance provided : The aged inmates of these Homes are provided
with free food, shelter, medical facilities and in-
door entertainments such as Television, Radio,
Books etc. Four sets of clothes are provided to
them every year. Rs.5/- per day is given to them
daily as pocket money. Annual Tour to places of
interest is conducted subject to their health
conditions. Annual day function is also celebrated
. The inmates can continue to stay in the Home till
the end of their life. The last rites of the inmates
are also carried out by the Government at free of
cost.

Eligibility criteria : i) The aged persons who have no one to look after
them.
ii) The applicants are admitted in the Homes based
on the Certificates issued by the Medical
Superintendents (Govt. Hospital) and the Welfare
Officer of the Social Welfare Department.
iii) Persons suffering from communicable disease
or mental illness are not admitted in the Home.
Age Limit : Above 60 years
4.4. Name of the Scheme : Aravanaippu Illam
Assistance provided : i) The inmates are provided with free shelter and
food. ii) Free supply of 4 sets of Dresses and
other daily living needs. iii) Free medical treatment
(referred to nearby PHC). iv) Training is imparted
to them in Korai & Coir mat weaving.
v) Labour charges of Rs.20 /- per mat are paid to
them for the work of mat weaving as and when
carried out by them. vi) Rs.5/- per day is also
given to them as daily pocket money.
vii) Recreation like Radio, T.V. Library are also
provided besides local trips to places of interest
and temples. viii) Annual Tour is also conducted
to places of interest. ix) Annual Day is conducted
every year in order to exhibit their talents and for
prize distribution.
Eligibility criteria : Persons who are lacking basic needs & proper
care in society and should not have any
communicable diseases.
4.5. Name of the Scheme : Home for Visually challenged Person
Assistance provided : i) Free food and shelter to all inmates.
ii) Free supply of daily living needs to all inmates.
iii) Pocket money of Rs.5/- per day to all inmates.
iv) Vocational Training are given to the inmates
such as Korai & Coir mat weaving, according to
their interest. v) Labour charges of Rs.20 /- per
mat are also paid to them.

vi) Recreation are also available to the inmates
such as T.V., Radio, musical instrument, besides
local trips to places of interest and temples. vii)
Annual tour is also conducted for the inmates to
places of interest.

Children
Assistance provided : i) Free Boarding and lodging are provided to the

inmates. v) Free supply of three sets of Uniform

Assistance Provided : i) The juveniles are provided with free boarding
and lodging, medical facility and education.

various competitions are conducted in sports,
games, drawing, singing, essay writing, etc., The
winners are given prizes during the Annual Day

Assistance
provided : Grant-in-aid paid to NGOs for consolidated expenses of
all recurring items, eg., food, clothing, soap, oil, electricity
and water charges, postage, stationery, education,
vocational training, health, recreation, salary of staff, rent
etc., at Rs.500 per inmate/per month for 12 months,
restricted to 90% of the estimated cost whichever is less.
Eligibility criteria: (i) The NGOs which run residential Homes for orphans,
Destitute and street children, Aged and infirm, Physically and
Mentally disabled persons are eligible for the grant-in-aid from
the Government.
(ii) The NGOs shall be registered under the Societies
Registration Act, 1860 (Act XXI of 1860); or (b) A public trust
registered under any law for the time being in force; or (c) A
charitable company licensed under section 25 of the Companies
Act, 1956.
(iii) It should ordinarily have existed for a period of three years
continuously at the time of application. This condition may be
relaxed by the Government in deserving cases where the
institution could not be run without assistance from the
Government and was started with the sole object of
supplementing the social welfare activities of the Government.
(iv) It should have been licensed by the Department of Social
Welfare under the Women and Children Licensing Rules, 1956.
(v) It should have a properly constituted managing body with
its powers, duties and responsibilities clearly defined and laid
down in writing.
(vi) Its financial position should be sound.
(vii) It should have facilities and resources for running the
residential homes.
(viii) It should be non-sectarian offering services to its
beneficiaries irrespective of religion, caste, colour or creed.
(ix) It should not be run for profit of any individual or a body of
individuals.
(x) It should be free from corrupt practices.

INTEGRATED CHILD PROTECTION SCHEMES
Objective :
To contribute to the improvements in the well being of children in difficult
circumstances, as well as to the reduction of vulnerabilities to situations and actions
that lead to abuse, neglect, exploitation, abandonment and separation of children.
5.1 State Child Protection Society (SCPS)
The service rendered by the SCPS are:
i) To build a protective environment for children in difficult circumstances, Children in
need of Care and Protection and Children in contact and conflict with law in the U.T.
of Puducherry.
ii) Maintain a state level data base of all children in institutional care and family
based non-institutional care.
iii) Contribute to the effective implementation of child protection legislation and
achievement of child protection.
5.2 District Child Protection Unit (DSPU)
The District Child Protection Unit was established at Puducherry and Karaikal
for effective implementation of Integrated Child Protection Schemes.
5.3 Emergency Outreach service through “CHILDLINE”
Objective : To rescue and provide shelter, medical aid, repatriation, psychological support and guidance to Children who are in crisis and need of immediate help.
Service provided : 24 hour emergency phone outreach service provided for Children in need of Care and protection. Producing Children before the CWC for ensuring Care and protection and long term rehabilitation of Children where required.

5.4 Non-Institutional Care Service
i. Name of the Scheme : Sponsorship
Objective : Preventive: To prevent children from becoming destitute / vulnerable, running away, forced into child marriage, forced into child work etc., Sponsorship assistance is provided to a family to enable a child to remain in the family and continue his/her education with a view to provide Child care within the family setting.
Rehabilitative: Children within CCI who are restored to families are provided Sponsorship assistance to encourage parents to fulfill their responsibilities.
Assistance Provide : Rs.2000/- per child per month is released for
education & maintenance purpose.
Eligibility : (i) Children in institutions who can be restored to families (de-institutionalization) (ii) For preventive sponsorship, children in conditions of extreme deprivation based on the "proxy parameters" of - types of residential locality, social deprivation and occupation shall be selected.

provided from the Ministry of Minority Affairs, Govt.

Eligibility criteria : a) The student should belong to any one of the
Minority religions viz., Muslim, Christian, Sikh,
Jain, Parsis and Buddhist.
b) The student should have secured atleast 50%
marks in the previous year examination

Income Limit : Annual Income of the parents should not be above
Rs.2,50,000/- .
6.12 PUDUCHERRY BACKWARD CLASSES AND MINORITIES DEVELOPMENT
CORPORATION
I. Financial Assistance from National Backward Classes and Finance
Development Corporation (NBCFDC):
a. Name of the Scheme : Educational Loan
Objective : To extend Education Loan to the members of
Backward Classes for pursuing professional or
technical education at graduate and higher level.
Assistance provided : i) Admission Fee & Tuition Fee; Books; Stationery
& other instruments required for the course;
examination fee; boarding & lodging expenses;
insurance premium for policy during the loan
period and travel expense /passage money for
studying abroad.
ii) 90% of the expenditure of the course subject to
maximum loan limit of Rs.10.00 Lakh per student
(for studying within India) & 85% of the
expenditure of the course subject to maximum of
Rs.20.00 Lakh per student (for studying abroad),
the balance will be borne by student/ SCAs.
iii) Rate of Interest :
1. 4% per annum
2. 3.5% per annum for girl students.
Eligibility criteria : i) Members of Backward Classes, as notified by
Central Government/ State Governments from
time to time. ii) The applicant should have
obtained admission for any professional courses
approved by appropriate authority such as AICTE,
Medical Council of India, UGC etc.

Income Limit : The annual income of the applicant's family should
be below Rs.1, 20,000/- p.a. in urban areas and
Rs.98, 000/- p.a. in rural areas.
Other conditions : Repayment Period:
The moratorium, besides being co-terminus with
the course for which loan has been obtained by
the students, will have a further six months period
for starting repayment after the completion of the
course.
b. Name of the Scheme : Micro Finance Loan
Objective : In order to cater to the Micro Finance needs of
small entrepreneurs belonging to the target group,
the Corporation has introduced a scheme for Micro
Financing through nominated Channelising
Agencies. It is desirable to disburse loans through
Self-Help-Groups (SHGs) by State Channelising
Agencies (SCA) under Micro Finance Scheme.
Assistance provided : i) Maximum loan limit per beneficiary Rs. 50,000/-
ii) Rate of Interest - 5% per annum
Eligibility criteria : i) Maximum number of persons in one SHG should
be 20. ii) Members of Backward Classes, as
notified by Central Government / State
Governments from time to time.
iii) In SHG, 75% of members can be from
Backward Classes and remaining 25% members
may be from other weaker section like SC /
Handicapped etc.
Income Limit : Annual family income of the beneficiary should be
less than Rs.1,20,000/- p.a. in urban areas and
Rs.98, 000/- p.a. in rural areas.
Age Limit : Age should be between 18- 45 years
Other conditions : Repayment :
Loan is to be repaid in quarterly instalments within
48 months (including the moratorium period of six
months on the recovery of principal).

C. Name of the Scheme : Term Loan
Objective : For setting–up own business/small trades for
uplifting self-employment.
Assistance provided : i) Maximum Loan Limit of Rs.5.0 Lakhs
ii) Rate Of Interest - 6% per annum.
Eligibility criteria : i) Should belong to Puducherry Union Territory.
ii) Should belong to Backward Classes as notified
by Central Government/ State Governments.
Income Limit : Annual income of the beneficiary should be less
than Rs.1,20,000/- p.a. in urban areas and
Rs.96, 000/- p.a. in rural areas.
Age Limit : Age should be between 18- 45 years.
Other conditions : Need Surety from one Puducherry Union Territory
Government Servants (or) Collateral Security of a
Value more than twice the loan amount
sanctioned.
II. Fianancial Assistance from National Minorities Development Finance
Corporation (NMDFC):
a. Name of the Scheme : Educational Loan
Objective : To facilitate job oriented education for the eligible
persons belonging to Minorities for ‘technical and
professional courses of durations not exceeding
five years.
Assistance provided : Loan up to Rs. 10.00 Lakhs is available at the
rate of interest 3% p.a.
Eligibility criteria : i) Members of Backward Classes, as notified by
Central Government/ State Governments from
time to time.
ii) The applicant should have obtained admission
for any professional courses approved by
appropriate authority such as AICTE, Medical
Council of India, UGC etc.

Income Limit : The annual income of the applicant's family should
be below Rs.4.00 Lakhs per annum.
Other conditions : Repayment Period - 5 Years
b. Name of the Scheme : Micro Finance Loan
Objective : Through this Scheme, micro-credit is extended to
the members of the Self Help Groups (SHGs),
specially the minority women scattered in remote
villages and urban slums, who are not able to take
advantage of the formal banking credit and get into
habit of thrift & credit, however small.
Assistance provided : Loans up to a maximum of Rs. 1.00 lakh per
member of SHG are provided through the NGOs /
SHGs at rate of interest 7% p.a.
Eligibility criteria : Members of Minorities, as notified by Central
Government/ State Governments from time to
time.
Other conditions : Repayment Period- 3 years
c. Name of the Scheme : Term Loan
Objective : Motivating to set–up own business/small
for uplifting self-employment of Minorities.

III. Name of the Scheme : Computer Training to Backward and Minority
Communities
Assistance provided : Job oriented training in Computer courses are
arranged to the youths of Backward Classes &
Minority communities. This Corporation has
running Computer Training Centres at
Kadirkamam, Ellapillaichavadi, Kirumampakkam,
Villianur and Karaikal for imparting computer
courses to the Students, youths, unemployed and
housewife belong to Backward classes and
Minorities Communities. The National Institute of
Electronics and Information Technology (NIELIT)
and National Institute of Open Schooling (NIOS),
conducted on line examination for three months
and six months Computer Courses and issue
certificate to the candidates.

IV. Name of the Scheme : I.A.S Coaching to Backward and Minority
Communities
Assistance provided : I.A.S coaching for the deserving students belongs
to the Backward Classes and Minorities students
in tie up with one of the reputed institute
M/s.Manidha Neyam IAS Academy at Chennai.
Every year this Corporation is selecting 15 to 20
nos. of students and sponsoring them for the IAS
coaching. From the year 2016-17 the student
strength has been increased to 50. The
Corporation is also offering stipend amount of
Rs.5,000/- for the selected students.
Eligibility criteria : i ) Should belong to Puducherry Union Territory.
ii) Should belong to Backward Class or Minority
Community.

6.13 PUDUCHERRY BACKWARD CLASSES COMMISSION
Objective : To identify OBCs and MBCs in the Union Territory
of Puducherry by applying suitable criteria and
make recommendations to the Government of
Puducherry in this regard.
Activity of the
Commission : (i)To gather material to determine the adequacy of
representation of OBCs and MBCs in the Union
Territory services and forward them to
Government with suggestions, if any.
(ii) To function as a permanent body and entertain
the requests from the castes and communities for
inclusion in the list of OBCs and complaints of over
inclusion or exclusion and make recommendations
to the Government accordingly.
(iii) To submit recommendations to the
Government as it deems appropriate even to
create such classes or categories among the
OBCs and MBCs for the welfare of all or any part
of the said Classes and to consider any other
matter incidental or ancillary to any of the terms
mentioned above.
