INTRODUCTORYNOTE
As indicated in previous supplements to the Repertoire, Articles 31 and 32 of the Charter and rules 37 and 39 of the provisional rules of procedure of the Security Council provide that invitations to participate in the Council’s discussion may be extended to States that are not mem- bers of the Council in the following circumstances: (LI) when a Member of the United Nations brings a dispute or a situation to the attention of the Council in accord- ance with Article 35, paragraph 1 (rule 37); (b) when a Member of the United Nations or a State thaf is not a member of the United Nations is a party to a dispute (Article 32); and (c) when the interests of a Member of the United Nations are specially affected (Article 31 and rule 37). Moreover, members of the Secretariat or other persons may bc invited IO supply information or give other assistance (rule 39). Of these four categories of invitation, only the second involves an obligation of the Council. In extending invitations, however, the Council has continued to make no distinction between a complaint involving a dispute within the meaning of Article 32, a situation, or a matter of another nature.
The classification of material relevant to participation in the proceedings of the Council is designed to illustrate
the varieties of practice lo which the Council has had recourse, adhering when possible to a classification based on Articles 31 and 32 of the Charter and rules 37 and 39 of the provisional rules of procedure. The Repcrroim, 1946-1951, explains that such a strict classification is impossible because the Council often decides to extend invitations to participate in its proceedings without pro- nouncing itself on the basis for such invitations.
The relevant material is set out in parts 1 and Ill of the present chapter. As there was no discussion during the period under review, of the terms and provisions of Article 32, no entries have been made in part II.
Part I includes a note indicating that no discussion tmk place during the period under review of the basis on which an invitation might be deemed to rest with the exception of the case set out in section D.3 below, relating to the case of invitations not expressly under Articles 31 or 32 or rule 39. Included in this part is a tabulation of invita- tions extended by the Council.
Part III includes a note indicating that limitations on the participation of invited representatives were minimal during the period under review.
Part 1
RASIS OF INVITATIONS TO PARTICIPATE
NOTE
Part I includes all instances in which proposals to extend invitations IO participate.in the drscussion were put forward in the Council. The types and varieties of practice to which the Council had recourse in connection with the extension of invitations are dealt with in three sections: section B: Invitations to representatives of sub- sidiary organs or other United Nations organs;’ sec- tion C: Invitarionr IO Members of the United Nations;’ and section 1): Other invitarions.’
IJuring the t~erit~J under review, no special problems arose rcpirrdirrp rcquc\t\ hy hlcmhcr SI;IICS to be invited lo parlic’rp;rlc in lhc proceedings of llic C’ouncil. Invila- tious to Mcmhcr States submitting matrcrs IO the Council in aceorduncc with Article 35, paragraph 1. as well as invitaticms undrr Arricle 31 IO Members of the United N;rriorrs IO p;rrticiptirc in rhc discussion al' a question when their IIIICI C’SIL~ wcrc’ ~~on\idcrcd specially affected. were ~x~zndcd as a nuurcr VI course arrd withour any discus- siorr SII~I rc’qucsr\ for invitdrions are addressed IO the Prc\idenr of rhc (‘council by letter and he informs the C’ouncil in rhc c‘ouric 01’ a meeting of the receipt of such lerrcrr, proposing that in the abscn~~ of objection the inviraticrns hc extlendcd ;rccvrdingly. In the period under review, the IIUIII~X-I of such invitarrons under Article 31
and rule 37 of the provisional rules of procedure substan- tially increased over earlier periods.
Invitations falling under the above two categories arc recorded in tabular form in sections C. 1 (u) and C.2 ((I . These tabulations are chronologically arranged to provi 1 c information on the following points: (0) agenda item; (b) States invited; (c) request for invitations; and (d) deci- sion of the Council.
Section D.2 contains a tabulation of invitations under rule 39 of the provisional rules of procedure that were extended expressly under that rule and without any dis- cussion, and section D.3 contains a tabulation of invita- lions not expressly under Article 32 or rule 39.
**A. IN THE CASE OF PERSONS INVtTED IN AN INDIVIDUAL CAPACITY
B. IN THE CASE OF REPRESENtATlVFS OF UNITED NATIONS ORGANS OR SUBSIDIARY ORGANS
For the period under review, all invitations to repre- scntatives of United Nations organs or subsidiary organs were extended as a matter of course and without anY discussion. The letters of rquar were read into the record of the meeting by the President of the Council and were not issued as S/ documents. These cases have been re- corded below in tabular form and are chronolo&ahY arranged to provide information on (0) agenda item; (b) United Nations organs or subsidiary organs invited; (c) request for invitation; and (d) decision of the CO~~KII-

CASE 2
At the 18S9th meeting, on 4 December 197S, the Prcs- ident of the Council drew attention to a proposal of the representative of Egypt for the participatron of the PLO in the debate on the situation in the Middle East.
In the course of the informal consultations that had taken place prior to the meeting, the representatives of Guyana, Iraq, Mauritania, the United Republic of Cam- eroon and the United Republic of Tanunia had put forward the same proposal. The President had been asked by those five members of the Council to record that the proposal was not being put forward under NIU 37 or 39 of the provisional rules of procedure of the Council, but that, if it were adopted by the Council, the invitation to the PLO to articipate in the debate would confer on it the same rig R ts of participation as were conferred when a Member State was invited under rule 37.’
In an extended procedural discussion prior to the vote,’ France, the Unit& States, Italy. Japan, Iraq, the USSR, the Byelorussian SSR and the Ututcd Kingdom presented thar views. Costa Rica made a statement after the vote.
The supporters of the invitation to the PLO cmpha- sized the special role of the organixation as rcco nixed by the Unrtcd Nations and the need to acknowl d gc its international status in extending the invitation to partic-

ipate in the Council’s debate. They pointed out that the provisional ruks had not envisaged or taken into account the participation of a party not a Member of the United Nations (rule 37), nor a member of the Secretariat or “other person” (rule 39). Therefore the PLO, according to them, should participate in the Council’s debate under no specific rule.
Those countries, which abstained from voting, held the view that the invitation could only be extended on the basis of rule 39 of the Council’s NIU of procedure. They pointed out that the United Nations was an organhtion of sovereign States and that the PLO was not a sovereign State.
Those who opposed the invitation argued that the relevant provisions of the Charter and the provisional rules of procedure clearly excluded the option chosen in the case, which would be an undesirable and unneceSSIvy departure from the established practice of the Council.
The proposal of the representatives of Egypt, Guyana, Iraq, Mauritania, the United Republic of Cameroon and the United Republic of Tanzania to invite the PLO to the Council table was adopted by 9 votes to 3, with 3 abstentions.’
At all subsqucnt’meetings, the PLO was invited to participate in the discussion of items relating to the Middle East, in accordance with the initial decision.

CONSIDERATION OF THE TERMS AND PROVlSIONS OF ARTICLE 32 OF THE CHARTER
Part III
PROCEDURES RELATING TO PARTICIPATION OF INVITED REPRESENTATIVES
NOTE
Part III is concerned with procedures relating to the participation of invited representatives after an invitation was extended and comprises material on participation by Members and non-Members of the United Nations.
No question arose during the period under review concerning either the stage at which invited States might be heard (section A), or the duration of participation of invited representatives (section B). No question arose during the period under review concerning limitations connected with aspects of the business of the Council in which it was deemed inappro- priate that invited representatives should participate (section D).
