300.01 GeneralPedestriantravelisavitaltransportationmode.Itisusedatsomepointbynearlyeveryoneandisacriticallinktoeverydaylifeformany.Designersmustbeawareofthevariousphysicalneedsandabilitiesofpedestriansinordertoensurefacilitiesprovideuniversalaccess.
Section504oftheRehabilitation ActandtheAmericans with Disabilities Act of 1990(ADA)requirepedestrianfacilitiestobedesignedandconstructedsotheyarereadilyaccessibletoandusablebypersonswithdisabilities.Thischapterprovidesaccessibilitycriteriaforthedesignofsitepedestrian,buildingsandpassengerloadingfacilitiesthatmeetapplicablestateandfederalstandards.
Thepedestrianfacilitiesincludedinaterminalprojectaredeterminedduringthescopingphasebasedonidentifiedaccessibilitydeficiencies,andadditionalaccessibilityandotherfactorsintheterminalbuilding,passengerloadingareas,andotherfactors.
Whendevelopingpedestrianfacilitieswithinalimitedamountofright-of-wayorrestrictiveterrain,designerscanbefacedwithmultiplechallenges.ItisimportantthatdesignersbecomefamiliarwiththeADAaccessibilitycriteriatobeabletobalanceaccessibilityneedswiththephysicallimitationsfoundatterminalsitesinordertoensureequalaccessusebyeveryone.
Similartotheroadwayandstructuralinfrastructure,pedestrianfacilities(andelements)requireperiodicmaintenanceinordertoprolongthelifeofthefacilityandprovidecontinuedusability.TitleIIoftheADArequiresthatpublicentitiesensurethatallnecessaryfeaturesbeaccessibleandmaintainedinoperableworkingconditionforusebyindividualswithdisabilities.

300.03 DefinitionsAccessible – Usablebypersonswithdisabilities(ADAcompliant).
Americans with Disabilities Act of 1990 (ADA) – TheADAisacivilrightslawthatidentifiesandprohibitsdiscriminationbasedondisability.TitleIIoftheADArequirespublicentitiestodesignnewpedestrianfacilitiesor,insomecases,alterexistingpedestrianfacilitiestobeaccessibletoandusablebypeoplewithdisabilities.
Construction Impact Zone – Theareainwhichanalterationtoanexistingfacilitytakesplace(alsoknownastheprojectfootprint).Thecurbrampsservinganalteredcrosswalk(markedorunmarked)areconsideredtobewithintheconstructionimpactzone.Notethatpavingacrosswalk(overlayorinlay)isconsideredanalterationofthecrosswalk.
Maximum Extent Feasible (MEF) –FromtheU.S.DepartmentofJustice,28CFRPart36.402,Alterations.Thephrase“tothemaximumextentfeasible”appliesto“theoccasionalcasewherethenatureofanexistingfacilitymakesitvirtuallyimpossibletocomplyfullywithapplicableaccessibilitystandardsthroughaplannedalteration.”
Thisphrasealsoreferstoastand-alonepieceofdesigndocumentationthatWSDOTusestorecorditsreasonsfornotbeingabletoachievefullADAcomplianceinalterationprojects(calledaMaximumExtentFeasibledocument).
300.04 Policy(1) General
ItisWSDOTpolicytoprovidepedestrianfacilitiesatallferryterminalbuildings,ferryterminalsites,watersidefacilities,andalongandacrosssectionsofstateroutesorcitystreetsasanintegralpartofthetransportationsystem.USDepartmentofTransportationandWSFpolicyisthat bicycleandpedestrianfacilitiesbegivenfullconsiderationintheplanninganddesignofnewconstructionandreconstructionofTerminalImprovementorPreservationprojects,exceptwherebicycleandpedestrianuseisprohibited.
(2) JurisdictionWhenproposedprojectsextendbeyondWSFterminallimits,pertheterminalsundrysiteplan,andintopublicrightsofwayseeDesign ManualSection1510.04forfurtherinformationonADAcompliancerequirements.
(3) MaintenanceAsnotedinSection300.01,TitleIIoftheADArequiresthatapublicentitymaintaininoperableworkingconditionthosefeaturesoffacilitiesandequipmentthatarerequiredtobereadilyaccessibletoandusablebypersonswithdisabilities.

300.05 ADARequirementsbyProjectTypeWhereverpedestrianfacilitiesareintendedtobeapartofthetransportationfacility,federalregulations(28CFRPart35)requirethatthosepedestrianfacilitiesmeetADAguidelines.AllnewconstructionoralterationofexistingWSFtransportationfacilitiesmustbedesignedandconstructedtobeaccessibletoandusablebypersonswithdisabilities.USDepartmentofTransportationisoneofthefederalagenciesdesignatedbytheDepartmentofJusticetoensurecompliancewiththeADAfortransportationprojects.

(1) New Construction ProjectsNewconstructionprojectsaddresstheconstructionofanewroadway,terminalsite,orothertransportationfacilitywherenoneexistedbefore.Fortheseprojects,pedestrians’needsareassessedandincludedintheproject.Allpedestrianfacilitiesincludedintheseprojectsmustmeettheaccessibilitycriteriawhenbuilt.
(2) Alteration ProjectsAnyprojectthathasthepotentialtoaffecttheusabilityofapedestrianfacilityisclassifiedasanalterationproject.Alterationprojectsinclude,butarenotlimitedto,renovation;rehabilitation;reconstruction;historicrestoration;resurfacingofcirculationpathsorvehicularways;orchangesorrearrangementofstructuralpartsorelementsofafacility.Whereexistingelementsorspacesarealtered,eachalteredelementorspacewithinthelimitsoftheprojectshallcomplywiththeapplicablerequirementsfornewconstructiontothemaximumextentfeasible.Foradditionalinformationonexistingbuildingsandfacilities,seeSection202ofthe2010 ADA Standards for Accessible Design.

Ifthereisuncertaintyastowhetheraprojectmeetsthedefinitionofanalterationproject,consultwiththeWSDOTADAComplianceManager.
Thefollowingapplytoalterationprojects:• Allnewpedestrianfacilitiesincludedinanalterationprojectthatareputinplacewithinanexistingdevelopedrightofwaymustmeetapplicableaccessibilityrequirementstothemaximumextentfeasible.
• Allexistingpedestrianfacilitiesdisturbedbyconstructionofanalterationprojectmustbereplaced.Thereplacementfacilitiesmustmeetapplicableaccessibilityrequirementstothemaximumextentfeasible.
• AnalterationprojectshallnotdecreaseorhavetheeffectofdecreasingtheaccessibilityofapedestrianfacilityoranaccessibleconnectiontoanadjacentbuildingorsitebelowtheADAaccessibilityrequirementsineffectatthetimeofthealteration.
• Withintheconstructionimpactzoneofanalterationproject,anyexistingconnectionfromapedestrianaccessroutetoacrosswalk(markedorunmarked)thatismissingarequiredcurbrampmusthaveacurbrampinstalledthatmeetsapplicableaccessibilityrequirementstothemaximumextentfeasible.(SeeDesign ManualSection1510.09(2)forcurbrampaccessibilitycriteria.)
• Acrosswalkservedbyacurbrampmustalsohaveanexistingcurbrampinplaceonthereceivingendunlessthereisnocurborsidewalkonthatendofthecrosswalk(RCW35.68.075).Ifthereisnoexistingcurbrampinplaceonthereceivingend,anaccessiblecurbrampmustbeprovided.Thisrequirementmustbemetregardlessofwhetherthereceivingendofthecrosswalkislocatedwithintheproject’slimits.
• Withintheconstructionimpactzoneofanalterationproject,evaluateallexistingcurbrampstodeterminewhethercurbrampdesignelementsmeettheaccessibilitycriteria.(SeeDesign ManualSection1510.09(2)forcurbrampaccessibilitycriteria.)Modifyexistingcurbrampsthatdonotmeettheaccessibilitycriteriatomeetapplicableaccessibilityrequirementstothemaximumextentfeasible.Thismayalsotriggermodificationofotheradjacentpedestrianfacilitiestoincorporatetransitionalsegmentsinordertoensurespecificelementsofacurbrampwillmeettheaccessibilitycriteria.
• WithintheconstructionimpactzoneofanalterationprojectthatincludesHotMixAsphalt(HMA)overlay(orinlay)ofanexistingroadwayanddoesnotincludereconstruction,realignment,norwideningoftheroadway,evaluateallexistingmarkedandunmarkedcrosswalks.(SeeDesign ManualSection1510.10(2)forcrosswalkaccessibilitycriteria.)Ifitisnotpossibletomeetthenewconstructionrequirementsforcrosswalks,documentthisintheDDP.

ADAComplianceManagertodevelopaworkablesolutiontomeettheaccessibilityrequirementstothemaximumextentfeasible.Ifitisdeterminedtobevirtuallyimpossibletomeettheaccessibilitycriteria,documentthedecisionviaaMaximumExtentFeasible(MEF)document.Costisnottobeusedasajustificationfornotcomplyingwiththeaccessibilitycriteria.Physicalterrainorsiteconditionsthatwouldrequirestructuralimpacts,environmentalimpacts,orunacceptableimpactstothecommunityinordertoachievefullcompliancewiththeaccessibilitycriteriaaresomeofthefactorsthatcanbeusedtodeterminethatthemaximumextentfeasibleisachieved.Foranydeficientelementthatdoesnotmatchtheprecedingdescription,documentthedecisionviaaMaximumExtentFeasible(MEF)document.• TheMEFdocumentwillbereviewedbytheappropriateAssistantStateDesignEngineer(ASDE)andtheWSDOTADAComplianceManager.Ifacceptable,theMEFdocumentwillbeapprovedandincludedintheDDP.
300.06 TerminalFacilitiesAteachferrysitetheremaybeanumberofbuildingsandotherfacilitieslocatedwithinornearbytheferrydockthatareavailabletopassengerswaitingtoboardordisembarkfromaferry,andforWSFstafftocarryoutdailytasksintheoperationandmaintenanceofferryservices.
Accessibilityateachofthesebuildingsorfacilitiesisrelatedtotheusersanddetailedbelow.
(1) Basic Accessibility CriteriaProvideaccessiblecirculationpathsandpedestrianaccessibleroutesatallWSFterminalbuildingsandfacilitiesthatareforpublicusetomeetthefollowingdesignelementrequirements:
(a) AccessibleRoutesCirculationroutesinandaroundtheterminalbuildingallowpedestrianstomoveaboutthebuildingandbetweentheferryvessel.Provideaccessibleroutesataterminalbuildingtocoincidewithorbelocatedinthesameareaasgeneralcirculationpaths.Wherecirculationpathsareinterior,requiredaccessibleroutesareinterioralso.Additionally,accessibleverticalinteriorcirculationmustbeinthesameareaasstairsandescalators,notisolatedinthebackofthefacility.Theaccessibleroutemustalsoincludethoseareaswhereconcessionsandvendingfornewspaper,foodservices,restrooms,etcarefoundinaterminal.ForadditionalinformationontherequirementsofacirculationpathseeDesign ManualSection1510.06.

TollplazasareutilizedatmanyWSFterminalstocollectfaresforvehiclesandtheirpassengersbeforeenteringthevehicleholdingareaorfrom“walk-on”passengers.TollboothsarestructuresstrategicallylocatedwithinthetollplazaareaandarestaffedbyWSFpersonneltocollecttollfeespriortoboardingaferry.
Personswho“walk-on”totheferrymayneedtopurchaseaticketatthevehicletollbooth.Provideapedestriancirculationpathfromthevehicledrop-offpoint,terminal,orparkingareatoadesignatedtollboothtoallowindividualswithadisabilitytopurchaseaticket.
Whereapplicable,atthetollboothprovideanaccessiblelocationoutofthetollboothdrivinglanewherethetickettransactioncanbecompleted.Thisareashallbecoveredtoprovideweatherprotectiontotheindividualpurchasingtheticket.ThetransactionareashallcomplywiththeBasicAccessibilityCriteriafoundinSections300.06(1)(a)thru(g).
