• Constructed a vehicle and railroad detour in Phase 1 and 2
• 23,000 CY of cut along alignment of First Avenue and construction of railroad bridge during Phase 3
• Phase 4 was a 14 day critical closure to remove railroad detour, complete storm sewer, and construct new pavement
• First Avenue open to traffic and trains on the new bridge by Phase 5
