4130 precinct caucus will elect 51,700 delegates plus the same number of alternates to 124 local partyconventions. The caucuses may forward as many resolutions as they see fit.
124 local party conventions will elect 1,200 delegates plus the same number of alternates to the stateconventions. The local party may forward 3,238 resolutions to the state platform and resolutionscommission.

Preference Balloting Cheat SheetUnlike the presidential preference balloting two years ago, the gubernatorial Preferenceballoting is non-binding.
Preparing the BallotsTo appear on the preference ballot, a candidate must meet participation eligibilityrequirements 3.c. and d. above and file a written request with the State DFL Chair by 4:30p.m. on January 4, 2010.The state party creates and distributes a master ballot and possibly ballot envelopesThe local party produces sufficcient ballots. Two ballots for each pre-printed registrationform page should be sufficient.
Casting the BallotsAfter registering by completing and signing the precinct roll, each eligible attendee will
be given a ballot on which the attendee can indicate a preference for Governor (includinguncommitted status). Balloting begins at 6:30 and ends at 8:00. The preference ballot at
the precinct caucuses shall be a secret ballot, not requiring the voter's signature. Aperson may participate in the preference balloting only, and need not remain for othercaucus activities. Petitions submitted by absent individuals may not be used toparticipate in the preference balloting.
Counting the Ballots1. Two tellers should be used. Only they may be touch the ballots, and then only
in the full sight of the watchers.
2. Teller A empties ballot box/envelope and places all ballots in a pile on table
3.Teller B and Watchers confirm box/envelope is empty.
4. Teller A takes each ballot in turn, announces the vote and hands it to Teller B.
5. Teller B confirms the vote and places the ballot face up in a pile for that candidate.
6. When all the ballots have been sorted, each teller counts each candidate pile.
7. If they disagree, repeat until they do.
8. If they agree, the tally is entered on the envelope and the pile is placed inside.
9. When all piles are accounted for, tellers sign and seal the ballot envelope.
10. The Caucus Chair announces result to caucus and also signs the envelope

Resolution Cheat SheetGuideResolutions will only be accepted if they are completed correctly on the official form (F9).
Before your caucus, please read pages 5 and 6 of the 2010-2011 Official Call (a part of F10). Experience shows it will be tremendously helpful to you.
When possible, encourage resolution presenters to consult the Platform to ensure theirresolution doesnt conflict with the Ongoing Platform; Action Agenda items that conflictwith the Ongoing Platform are rejected outright. Resolutions presenters may also findthat their resolution already exists in the Action Agenda; in that case, their resolutionshould be checked as readoption of an action agenda item.
For hot issues, such as single-payer health care, escalation in Afghanistan, education, job training, gay marriage, etc., suggest that people who have resolutions on those topicsmeet together to present a single resolution. This will save a lot of time, both at yourcaucus and at the meeting of your Resolutions Committee.
GlossaryAction Agenda : The biennial list adopted by the DFL at its State Convention . This listcontains specific positions on important state and national public policy issues which theparty supports in order to enact the principles in the ongoing platform. The ActionAgenda can have up to 100 items selected from a larger list prepared by the PlatformCommission from resolutions first submitted at caucuses. Items on the Action Agendacannot conflict with the Ongoing Platform.
Legislative Priorities : A subset of the Action Agenda that is presented to state and localDFL elected officials as party priorities. The Legislative Priorities are selected by the stateexecutive committee with the advice of the Platform Commission
Ongoing Platform : The declaration of the beliefs and principles for which the partystands, adopted by the State Convention.
Platform and Resolution Commission: A committee of the state DFL charged overseeingthe platform process. The commission develops procedures, prepares the stateconvention platform ballot and helps select the legislative priorities. The Commission hasmembers from every Congressional District in the state.
Resolution Category : The Platform is divided into 16 issues categories, and resolutionsshould be submitted under the one category that is the best fit (some issues fitcomfortably into multiple categories). These issues categories are: agriculture; businessand community development; civil, human, and constitutional rights; education; energy;government accountability to the public; health and human services; labor andemployment; national security and international policy; natural resources and theenvironment; public safety and crime prevention; retirement security; tax and budgetpolicy; transportation; and veterans affairs.
Readoption : Proposing a renewal of an action agenda item that was approved during theprevious biennium.

Nominations1. Any caucus participant may nominate himself/herself for any position being elected by the caucus. No nominating
or seconding speeches may be given.2. If a contest exists, each candidate for an elective position may take up to one minute to explain why he/she should
be elected by the caucus to that position.

Registration ProcessBegin registering attendees at (or before) 6:30 PM. The Caucus Secretary shouldfill in a registration card for anyone who is absent but has sent a letter expressing
an interest in becoming a delegate.Each Caucus participant should:
1) Verify they are at the correct DFL Caucus (by checking the map showing thePrecinct boundaries)
2) Read the list of and agree to the Eligibility Requirements for participation.

How to manage a Walking Sub-Caucus1. Caucus Chair opens nominations for Sub-Caucuses
Each nominator gives title and a very brief description of the Sub-Caucus Nominations are closed
2. Time for 1st count (suggested by Caucus Chair) set by majority vote: ______ 3. Time for 2nd count (suggested by Caucus Chair) set by majority vote: ______ 4. The Caucus Chair identifies areas where each Sub-Caucus will meet and provides

Suggested Sub-Caucus Agenda
(The person who nominated the Sub-Caucus should lead the Sub-Caucus until aSub-Caucus Chairperson is elected)
1. Have each person introduce themself (their name, address and why they havechosen this Sub-Caucus).
2. Decide how this Sub-Caucus will elect a Sub-Caucus Chairperson.
3. Elect a Sub-Caucus Chairperson.
4. Have any new members introduce themselves (their name, address and why they
have chosen this Sub-Caucus).
5. Have each member who wishes to be a delegate state their name and then brieflydescribe why they wish to be a delegate.
6. Decide how this Sub-Caucus will elect delegates and alternates (secret ballot or another method).

Recording Process:Caucus Secretary should print all Delegate and Alternate names andcontact information on the Delegate/Alternate Form.
Caucus Secretary should fill in the Caucus Recording Form.
The above two forms and all other caucus materials (Registrationmaterials, delegate/alternate roster, preference ballots, money"-**$"1$# 8 ) should be placed in the Caucus Envelope.
Reporting Process:Call this number: 651-201-1383 and report the total votes cast for each candidate on the Preference Ballot and any additionalinformation that is needed.
Deliver the Caucus envelope containing all Caucus materials to your Senate District/County Unit Chair as soon as possible.
