1. UDCDA’s Background:
In 2006, the President of Afghanistan established an Independent Board for the development of
a New city in Dehsabz and Barikab area of Kabul. The Board consists of Senior Economic
Advisor of the President, Minister of Urban Development, Minister of Agriculture, Irrigation
and Livestock, Kabul Mayor, leading private sector representatives, urban planning specialists
and an urban Economist.
As a national priority, the Board formed the Dehsabz City Development Authority (DCDA) in
late 2006 as its executive and Authoritative body. The DCDA was tasked to pave the way,
through mostly private sector-led activities, for the administration, design, documentation,
marketing, Implementation and maintenance of this exciting new economic hub for Afghanistan
and the Region.
A number of European companies specializing in urban design, water management, and
Sustainable environment and landscaping, business strategies and energy resource management
were commissioned to develop the conceptual master plan for the new city. Preliminary
conceptual Designs, initial feasibility, technical and economic impact studies and a 1:20000
model of future City were complete. With the assistance of Japan International Cooperation
Agency (JICA), the Master plan of the New City is now complete and fully endorsed by the
Afghan Cabinet. The Project is moving into the implementation phases and enjoys growing
support from the national and international private sector as well as government agencies.
2. IiInInstructions to Interested Firm
1. The Expression of Interest (EOI) shall comprise:
a) A brief background of the Firm capability statement and experience of the Firm with
similar nature of project and a list and qualification of key staff members.
b) The firm must be a registered design firm with a real address.
c) The firm should have at least five years of experience in architecture and design
projects/competitions.
d) Firms that have more experience in cultural and religious architecture projects will be
prioritized.
e) The firm should attach his projects fact sheets + a portfolio visualizing graphically their
projects.
f) Consultants are advised to provide only materials that are specific to the proposed
service as to avoid submitting generic promotional material.
2. The interested firms will be selected based on the selection procedures of DCDA. Firms
who will be selected will be informed.
The Expression of interest must be delivered to the address mention below no later than 24th
of
September 2412, 5:00pm Kabul Time.

1 Background
Kabul, the Capital of Afghanistan is symbolizing the spirits of all Afghans and international cooperation,
situated at the heart of this highly resourceful region, with great potential to turn into a business hub for
all. After 2002, the new geo-political dynamics and its subsequent business opportunities, rapid urban
population growth and emergence of high unemployment, triggered the planning of urban extension
towards the immediate north of Kabul, in the form of a new city.
In 2006, the President of Afghanistan established an Independent Board for the Development of Kabul
New City. The Board brings together key stakeholders, including relevant government agencies, as well as
representation from private sector and urban specialists and economists. With the cooperation from the
Government of Japan and French Private sector, the board prepared a master plan for the city in the
context of Greater Kabul. The Master Plan and its implementation strategy for 2025 were endorsed by the
Afghan Cabinet in early 2009. Soon, as a top priority, the initiative turned into one of the biggest
commercially viable national development project of the country, expected to be led by the private sector.
The Government of Afghanistan has established the Afghanistan National Development Strategy (ANDS)
for the coming years as part of its efforts to secure continued understanding and support from the
International society for sustainable development. The ANDS is supported by three main pillars of
Security, governance and socio-economic development with eight under-pillars:
1. Infrastructure and natural resources
2. Agriculture and rural development
3. Human capital and gender equity
4. Social protection
5. Economic governance and private sector development
6. International and regional cooperation
7. Good governance and rule of law
8. Security
All the above objectives of the ANDS have been addressed through the planning of the Kabul New City as
a viable and sustainable concept to enable growth and economic prosperity on the local, national and
regional basis. Urban development is an important issue in the strategy for infrastructure and natural
resources together with transport, water resources and sustainable and quality energy resources and supply
for the residents and businesses.
As part of efforts to deal with the urban problems in Kabul, the development of a new city in Dehsabz has
been contemplated as mentioned in the ANDS. The Government of Afghanistan has requested the
Government of Japan for technical cooperation to develop a Master Plan for the Kabul city with the new
city as an important means to guide the future urbanization in the Kabul Metropolitan Area (KMA). In
response, the Japan International Cooperation Agency (JICA)-the official agency responsible for the
implementation of the technical cooperation program of the Government of Japan, decided to conduct a
study to examine the strategy and directions for urban development in Kabul Metropolitan Area (KMA)
and to prepare a Master Plan for further design and implementation.

2 The KNC Project
Kabul City is one of the fast growing cities in Asia since establishment of new government. The
population has exceeded vastly from 2002 to 2006. It is expected that the population will increase rapidly
and the existing infrastructure and public facilities of Kabul will not be sufficient to supply the required
demands. Therefor the government initiated the need for developing a new city.
In 2006, according to Afghanistan National Development Strategy (ANDS) the President of Afghanistan
established an Independent Board for the development of a new city. The board and senior urban planners
and economic specialists have decided to develop the New City in Dehsabz and Barikab area. As a
national priority, the Board formed the Dehsabz-Barikab City Development Authority (DCDA) in late
2006 as its financial and implementing body. The DCDA was tasked to pave the way, through mostly
private sector-led activities, for the administration, design, documentation, marketing, implementation and
maintenance of the new economic hub for Afghanistan and the region. Japan International Cooperation
Agency (JICA) prepared the Master Plan Study on Kabul Metropolitan Area (KMA) Development in
2009. The Kabul New City was planned as a part of KMA development. The Master Plan of Kabul New
City (KNC) comprising of an area of 740 km² has already been endorsed by the Afghan Cabinet of
Ministers. JICA is also supporting the capacity development (CD) of DCDA and Kabul Municipality
under the Technical Cooperation Project on Promotion of the Kabul Metropolitan Area Development.
As an output of CD the Structure Plan of the Phase 1 Development Area was prepared.
Kabul new city is going to spread over an area of 740 square kilometers. It has been divided into four
broad areas namely Dehsabz South, Dehsabz North, Paymonar and Barikab as shown in Figure 1and 2.
The city is planned to accommodate about 3 million populations within its boundary. Implementation
stage of Kabul new city has already been started. Dehsabz South being close to old Kabul has been
selected in the primary stage. The Structure Plan of Phase I have already been prepared by JICA.
. The Master Plan land use is shown in Fig. # 2.

3 Introduction to Grand Mosque ToR
The idea for planning a Grand Mosque in KNC is to plan and design the largest and most attractive place
of worship in the KNC and its surrounding areas. With an aimed capacity of 300,000 worshipers it should
also become an icon of the city, which would attract even tourists and other worshipers of the Islamic
Faith. This Mosque shall be funded and financially supported by International donors. For the purpose of
fundraising this ToR gives a framework in which the requirements, the aimed concept as well as rough
projected cost estimation for the Grand Mosque are explained. Once preliminary funds have been raised,
a national competition will be announced for the design of this Grand Mosque and in case of
unsatisfactory result the competition would request the international designers to participate in the
competition in accordance with the .
This Term of Reference is defined hereafter for concept designing of Grand Mosque in the Kabul New
City (KNC).
4 Goals for Grand Mosque
In order to fulfill the requirements for the Grand Mosque to become an iconic building, the following
goals are set:
KNC Grand Mosque should be an extraordinary building that won’t go under the influence of
other landmarks of the region.
The KNC Grand Mosque should have symbolic expression of Islamic identity and Afghan
tradition.
The building should have a monumental mass, be attractive and inviting, at the same time, an open
place which allows other activities, which would be in accordance to Islamic Law (Sharia).
It should be a place of socialization and education and a place for manifesting the Islamic festivals.
It should be a place for any worshipers of Islam, no matter which race, gender and age they would
have
The Grand Mosque should have best and easy public and private accessibility from any direction
of the KNC
The building should be sustainable on the physical and material aspect as well as on maintenance
at low costs, and satisfy energy efficiency standards. The Mosque facilities to be designed to result
into lower and economic Operation and Maintenance costs.

5 Requirements for the Grand Mosque
As the largest Mosque of the city, the Grand Mosque is required to have space for around 300,000
worshipers of which only 10 percent has to be placed under the covered area.
For a quicker and manageable fund raising of the design and construction costs of the Grand Mosque the
functional program is required to be divided into two phases:
Phase 1: Core praying area and
Phase 2: Educational/ commercial area

5.1 Proposed Location for Grand Mosque
The KNC Grand Mosque unlike Jami Mosques or Eid Gahs in KNC will be only one of its kinds and
has to be located in a central location of the city or close to the center in order to be visible and easily
accessible to all city residents and to become an icon for city.
Since the main function of a Mosque is a place of worship the Grand Mosque has to be in a quite
location of the city away from the traffic and city noise, therefore the Central Park is proposed to be the
best location for the Grand Mosque. Also, the aim is for the KNC Grand Mosque to be distantly visible
based on the fact that it is the regional landmark building, Central Park being at the heart of the city could
be the optimal site for it as shown in figure #3.

5.2 Proposal of Concept for Grand Mosque
The Grand Mosque is planned to accommodate around 300,000 worshipers within the Mosque and its
surrounding open spaces. KNC Grand Mosque besides its primary function which is a place of worship
would also be a monumental type of building which would be located in an elevated location visible from
every corner of the city.
Islamic education is very important in an Islamic society. The Grand Mosque and other facilities built
in its surrounding areas would be a great place for Islamic studies such as Quran, Tajweed, Fiqh (Islamic
jurisprudence), Islamic Philosophy, Islamic Law, History of Islam, Islamic science, Islamic economics
and modern developments in the Muslim world etc.
The green areas, garden and the Mosque surrounding environment built with a green buffer walls can
become a quite space for relaxation for the city resident who wants to enjoy the natural beauty of the sites
around the Grand Mosque. The open space of the park could also be used for Islamic festivals and other
permitted occasions.

In the concept proposal all these aspects of where exactly to place the Grand Mosque on the spot and how
to distribute the functions according their relationships has to be cleared and graphically as well as in
written form documented. Special focus shall be done on the following:
1. The position of the Grand Mosque on the proposed location
2. The distribution of needed functions of the Grand Mosque with right interrelation to each
other
3. The overall conceptual idea
5.3 Proposal of Conceptual Design for Grand Mosque
The estimated area of Grand Mosque, including the buffer zones, would be around 20-25ha and shall
not be exceeded. the functions on this area are mentioned under paragraph 5 (Requirements for Grand
Mosque), such as the Grand Mosque Building, abolition area, training centers, Imam residence, open,
green areas, admin and service areas, etc. to be considered and integrated in a reasonable modern design.
Registered designers, architects or architectural firms participating in the competition of the Grand
Mosque are required to consider the following factors in order to achieve:
Identity (Islamic and Afghan)
Sustainability
Space for women
Modern style architecture
Accessibility
Visibility & Attraction
There are two phases of development to be considered. Further it is to mention that the design firm or
Architect shall not be limited to the aimed requirements, but is free to propose functions and areas, that
would support even better the overall idea of the Grand Mosque.

6 Terms & Conditions
6.1 Overall Concept Plan of the Grand Mosque
The design firm or Architect is required to provide comprehensive documentations listing based on the
goals, requirements and proposals mentioned under paragraph 4-6 of this document within the within 24
calendar weeks after award of contract. (Before contract signature the time line for completion should be
discussed). Negligence or modification in any of the above mentioned points should be explained
reasonably.
6.2 Conceptual Plans for the Grand Mosque
Beside of written documentations for the concept, a conceptual plan (scale: 1:200) for the Grand Mosque
is requested to be delivered in form either drawings, models, sketches, etc.

7 Terms and Conditions
The design firm or Architect must be registered national, international or a joint venture firm having
experience in preparation of Design and Planning.
As this competition will be announced publically, any registered design firm or Architect can
participate.
The duration for this project competition will be 3 months after announcement. Any late deliverables
will not be accepted (Exact dates will be given)
Submittal shall include:
- Concept plans (open to be delivered in drawings, sketches, models etc. in a scale of 1:200)
a. Floor plans
b. Elevation
c. Sections
d. Roof
e. Shadow
- Rough cost estimation
- Virtual 3D Models of Concepts
- Documentation report 3- 5 A4 pages
The results of competition will be announced within 6 weeks of delivering date
The deliverables shall be in hard and soft copies (one of each)
7.1 Contributions of the Client (DCDA)
The Client (DCDA) will provide all necessary permits, data information, maps, drawing, etc., required to
accomplish and process the design proposal for the Grand Mosque (including visit to site, if applicable)
and will provide all documents and plans needed to perform the duties, unless they are the subject of the
provision of the design firm or Architects services. These are in particular:
General and technical data, drawings and descriptions of the planned investments in electronically
workable form (dxf, dwg, rvt, word, excel, pdf’s etc.(
8 References
The Client (DCDA) will deliver all the necessary documentations for the consultant and will ask the
consultant to deliver all the used references as an appendix/attachment.
