CALL FOR ARTISTS / REQUEST FOR PROPOSALS

SCULPTURAL COURTYARD ART

IN HYATTSVILLE, MD PARKVIEW MANOR APARTMENTS

Deadline to Apply: October 29, 2018, 5:00pm | Commission: $35,000

PRECIS The Hyattsville Community Development Corporation (CDC), on

behalf of Montgomery Housing Partnership (MHP), is accepting

artist proposals for the design and fabrication of one (1) sculptural

shade structure and two (2) complementary sculptural courtyard art amenities, for placement at Parkview Manor Apartments,

located in Hyattsville, within Prince George’s County, Maryland.

PROJECT BACKGROUND Parkview Manor is a garden apartment community located 1 mile between the West Hyattsville Metro Station and the Route 1 Corridor, at 5040 38th Street, Hyattsville, MD 20782. Starting Summer 2018,

the property will be renovated to provide residents healthier living amenities including energy efficient appliances, fixtures, roofing, insulation, and two captivating art infused courtyards built for community

engagement. This project is meant to complement the city’s Hamilton Street ‘Artway North’ initiative

with sculptural elements or structures that create pleasant, meditative outdoor spaces inviting children to play, commuters to rest, and the community to gather. It will introduce art to emphasize a

welcoming community.

This project is privately funded and intended to engage the imagination of the local arts community to promote a public facing identity and to optimize limited open-space. MHP’s aim is to provide quality

affordable homes that empower families and strengthen the neighborhood, and the CDC’s mission is

to revitalize the community through unique and engaging art and public spaces. In confluence, this

commission thematically calls for:

REST: One appropriately scaled uniquely designed, sculptural shade / seating structure to be

placed on the front lawn, proximate to the southern bus stop. Non-conducive to sleeping.

PLAY: One locally-designed playful, family-friendly play sculpture/structure that children (ages 2-9)

can play upon in the northern courtyard: when not in use the structure would stand as an aesthetic

work in its own right. An integral slide would be interesting and welcome. The sculpture would be

situated on a rubberized mulch area (outside the scope of this call) .

ART: One sculpture (non-conductive to play) that can serve to visually bridge the two REST and

PLAY amenities.

Examples are provided in the attached package as are layouts of the existing plans for the exterior

renovations. The designs should aesthetically complement the property’s new façade, presenting warmth and contemporary playfulness. Parkview Manor wishes to provide a comfortable and modern

home for families and accessibly to nearby public transportation, parks, and shops; therefore, this call for artists seeks sculptural art that would be accessible to pedestrians and residents alike.

Artists are welcome to expand upon form:

The playground as shown in the package has been scrapped, in favor of the PLAY sculpture.

Artists are encouraged to explore the PLAY concept, e.g. standalone to playhouses. The jury is open to your ideas!

The selected artist will work with the CDC and the landscape design team to further integrate their sculptural art into the landscaping. The landscaping can be altered given artist’s vision.

The three sculptural artworks are thought to provide continuity given the linear space, as if to form a sculptural “outdoor room.”: e.g. could act as sculptural courtyard outdoor furnishings

such as a wishing well, tiny library, bird house, etc.

Timeline: Fabrication of both the sculptural shade structure and the two courtyard sculptural

artworks are to be complete by mid March. Installation will be scheduled later to follow other construction at the property (exp. Spring / April 2019)

Eligibility: Individual artists or artist teams from the greater metropolitan area or within 65

miles are eligible to respond. Locally established or emerging sculptors, woodworkers, metal -

workers, and artists of any durable media within Prince George’s County are strongly

encouraged to submit their work.

PROJECT DESIGN CRITERIA Emphasis in this RFP will be on demonstrable ability to design aesthetically unique, structurally appropriate, and feasible to fabricate outdoor sculptural art. From a design perspective, the requested

preliminary “thumbnail” concept sketch of each sculpture should generate a sense of domestic

comfort through form, imagery, materials, or processes. Entries may be iconographic, narrative, or

stage-making in nature. Re-purposed materials or ecologically-friendly construction methods are

encouraged. The three sculptural artworks should appear complementary in style.

Size Guidelines:

Grounding Specifications: 1. Courtyard art should

be no taller than 6’ tall.

2. Sculptural shade

structure is to be at least 6’ wide x 10’

Entries should not require a concrete footer for anchoring.

Instead, entries should be secured to the ground through other

means, minimally disruptive to the soil, and mindful of other

proposed structures, as depicted in the Aerial and Site Plans.

Proposed anchoring methods will be reviewed, discussed, and

approved by the CDC and MHP design team.

Sculptural Art > Package

Artwork must be designed, fabricated, secured, and installed

such that the artwork is safe as a freestanding object fully

accessible to the public. The sculptural courtyard amenities

should be grounded, and climb-ability will be reviewed,

discussed, and approved by the Parkview Manor team.

Maintenance Needs: Artwork must be designed and constructed to deter vandalism

and require minimal maintenance. Courtyard artwork should be

aesthetically suitable for public exhibition to all ages and

sensibilities.

The sculptural shade structure should be stand-alone and

provide some shelter from inclement weather and seating not

conducive to sleeping. Any additional features such as a bicycle

rack, receptacle, or signage elements are welcome but not

required. The structure will be placed back from the existing

sidewalk, on the lawn, unless otherwise noted.

Given the budget, we request submission of a simple concept sketch of each sculpture no bigger than

6” x 10” to express how the artist would approach the form and functionality of the sculptural shade

structure and two courtyard sculptures. Images of thematically compatible, pre-existing works or

maquettes, if proffered, will be considered a stand-in for the requested informal conceptual sketch,

but original works created with the theme, intention, and aesthetic of this project in mind are

preferred, and the object of this call. Please describe in a brief statement the longevity of materials

and how typical maintenance needs. This should serve as the artists’ initial thoughts on the project.

A site plan, image board, and promotional photos of the

renovation are included in the package. Please review

the attached PowerPoint detailing this Call along with a

previously researched compendium of structures, built

upon a varying spectrum of budgets, to serve for

context, comparison, and as a time-saving courtesy.

BUDGET & FUNDING: The budget for this commission is a total of $35,000. The stipend is to be all inclusive of fees and costs.

The selected artist is responsible for maintaining budget, keeping to production schedule,

documentation of the installed work, transportation and installation, insurance, and any necessary

technical engineering needed to install the shelter.

Upon inquiry, a detailed fabrication timeline can be provided. Fabrication of the artwork must be

completed by March 11, 2019, and installation will be scheduled for April 2019. Upon jury selection, a

work agreement will be provided for review, discussion, and execution. Artist will work with the CDC to

coordinate inspection of the work in progress, as well as the fabrication and installation process.

Selection Process and Criteria: A jury comprised of representatives of MHP, Hyattsville CDC, and local artists will review proposals.

Criteria will include:

Qualifications and professional experience of the artist/team, including the quality of previous

works

Outstanding potential of the artwork concept

Excellence in design, and appropriateness of artist expression to the proposed project;

Demonstrated and assessed ability to execute the project under the criteria developed, while

meeting the budgetary constraints within the performance period ending April 8, 2019.

Artist Schedule Dates are week-of and are subject to change.

Ownership Provisions: Included in the Artist’s contract will be the provision that the Artist will advise MHP of any required or

foreseeable maintenance of the artwork in written form. The selected Artist will retain all rights under

the Copyright Act of 1976, 17 U.S.C. §101 et seq., as the sole author of the Artwork for the duration of

the copyright. Artist will grant to MHP its agents, and the CDC and its assignees an irrevocable license

to make two-dimensional reproduction of the Artwork for non-commercial, promotional purposes.
