What is a programme?

Overall plan or strategy with a budget, objectives and expected outcomes

Rules for who can apply for funds and how the projects will be selected

Predefined projects and open call for proposals

The programmes are managed by the beneficiary state The donors approve the programme, but not the

projects. Each programme has a dedicated web page

Role of the donor programme partner

Assist in developing the programme Advise on implementation and selection procedures Participate in cooperation committee Advise on possible donor project partners Organize study tours, seminars and exchange of experience

Project partnership

Only entities in the beneficiary state can apply for project funds

Can have partners in Iceland – partnership projects

Seed money to develop partnership project prior to calls for proposals

Up to 85% grant rate

Respect public procurement and state aid regulation

Bilateral funds

At national level all beneficiary states needs to set aside 0.5% of the funds for initiatives that will strengthen bilateral relations with the donor states

Every programme will set aside 1.5% of the programme costs for a bilateral fund to develop partnership projects or promote networking exchange of experience, best practise, etc
