What does being a branch volunteer mean for you?Being a branch volunteer is an excellent way to raise your profile in your local tax community. The Branch committees are open to volunteers at any stage of their career and can offer opportunities to suit a range of skills and experience.
Benefits of volunteering• Opportunities to exchange views and experiences with fellow tax professionals, further
developing your personal and professional networks• Opportunities to establish professional relationships with local firms, tax authorities and
government departments• A contribution to your annual CPD requirement• Excellent additional material for your CV• A potential route into CIOT or ATT council
The duties of the Branch Committee are to:• educate members of the CIOT and ATT in their local area
• discuss any tax policies or tax issues that require clarification
• respond on technical matters as required or requests for opinions
• deal with enquiries from members
• build up good relations on a local level with the tax authorities and other professional bodies
• respond to consultation on proposed tax changes and to liaise with the tax authorities whenrequired on tax technical and policy matters
• provide an opportunity for members and non-members to meet other tax professionals andshare technical issues

I am very pleased to introduce the Branches programme for the coming year. One of the amazing advantages of being part of the community that our Institute represents relies upon the fact that through our UK wide Branch network and the events they organise, learning, improving and keeping up to date is made easier. That network is vibrant and across the coming year will offer something for everyone of us regardless of where we are in our careers and whether we work alone, in the largest firms or “in-house”.
I hope to meet as many of you as possible but can only do so if you get involved. Time is obviously the great challenge we all face but I have no doubt that getting involved with your local Branch will more than repay that effort at a time when there is more new things to learn than ever before. I am proud that together with our conference events the CIOT is a great place for developing your skills and making progress in your career.

Despite the Government move to the one fiscal event per year, the tax world seems to be constantly on the move. It is vital for us all to keep up to date with the changes we are faced with in our day to day work. Add to that the ability to mix with like-minded people and the result is our branch network.
As ATT President for the 2018-19 year, I am proud of the programme in this booklet. Having been involved with my local branch I know the work and time that the volunteers on the branch committees have devoted to putting each event together. Each year they manage to give us access to CPD which is excellent value for money together with access to some of the finest speakers.
I would encourage all of our members who are not already regular attendees of their local branch to go to a meeting. The first time I walked into a branch meeting, I found it daunting. Some years later here I am having met some great people and made some amazing friends along the way.
Thank you to each and every one of you for your work on arranging another great season. I am looking forward to meeting some of you throughout my year as your President.

THE NTP CHAIR
I am very proud to Chair the Branch Network and be involved in such a vibrant part of the ATT and CIOT. The new season of events is upon us and I am delighted to advise that it another superb and varied programme. Each branch committee deserves an enormous thank you for the time and energy that they very kindly give in support of their Branch.
Each branch run their programme from the autumn to the following summer and they are arranged to appeal to both the tax specialist and the general tax practitioner. I am keen to ensure that our members obtain training and assistance relevant to their work and I hope to continue with extending the availability of webinar seminars during the 2018- 19 season. We have also seen many branches introducing softer skills seminars and I am confident these will appeal to our members and the ever-changing tax and commercial landscape we work in.
I strongly believe that the Branches Network and the seminar programme provides an invaluable opportunity for every tax professional to network and meet new, and reacquaint with old, fellow tax people to share knowledge and experiences. I would encourage you all, including new tax professionals, to get involved, no matter how small, with your local Branch – you will receive far more than what you give.

The New Tax Professionals (“NTP”) network has been gaining momentum since its formation a couple of years ago. Students or members of the ATT and/ or CIOT who are in the first ten years of their career in tax constitute “NTPs” and our aim as a committee is to encourage engagement between the CIOT/ATT and NTPs. Hosting events targeted at the needs of new tax professionals and, in particular, the promotion of the Branches Network to NTPs is critical to achieving that aim.
Branches do an excellent job of celebrating the successes of newly qualified members in their region and we would love to help build on that success by creating lasting relationships between Branches and those in the early part of their tax career. There are a number of branch events that appeal to the typical “NTPs”, from soft skills and career development sessions to social events and we would encourage anyone who is new to the CIOT/ATT to attend.
We have the late and much missed Chris Jones, past CIOT President, to thank for establishing our committee and focussing attention on the NTP network. We have had the benefit of valuable support from other past and current Presidents and Council members and look forward to developing our network and programme of events over the next 12 months. Alongside hosting specific NTP social, networking and soft skills events, our focus this year will be on developing international links with new tax professional organisations overseas. We are also very excited to be working towards the creation of a residential conference tailored to NTPs.

DO I NEED TO UNDERTAKE CPD?(REGULATION 1)CPD Regulation 1 states the following:
“1.2 Compliance with the Regulations is compulsory for all members of the Chartered Institute of Taxation (CIOT) and the Association of Taxation Technicians (ATT) and Advanced Diploma in International Taxation (ADIT) affiliates who:
1.2.1 provide tax compliance services, advice, consultancy or guidance in tax including, without limitation, those in private practice, the public sector, commerce, industry or not for profit sector;
1.2.2 do not fall in paragraph 1 above but who use the designation, CTA, CTA (Fellow), ATII, FTII, Chartered Tax Adviser, ATT, Taxation Technician, ATT (Fellow), Taxation Technician (Fellow), ADIT affiliate or International Tax Affiliate of the Chartered Institute of Taxation.”
WHAT IS CPD AND WHY IS ITIMPORTANT? (REGULATIONS 1 AND 2)CPD is the requirement to maintain and develop the skills and competencies necessary to carry out professional and technical duties competently throughout the member’s working life. The mandatory CPD scheme applying to members of the CIOT, ATT and ADIT affiliates should ensure that members maintain and build on the technical knowledge obtained through their CTA, ATT and ADIT studies and develop the additional skills and technical knowledge required on a variety of subjects as their career progresses. It is recognised that members often progress in a diversity of careers and their CPD needs may evolve in line with their career direction. Maintenance of relevant competence and adherence to professional standards is necessary to uphold the highest standards of practice and to enhance public confidence in the integrity and quality of professional services offered by those who use the designation CTA, CTA (Fellow), ATII, FTII, Chartered Tax Adviser, ATT, Taxation Technician, ATT (Fellow), Taxation Technician (Fellow), ADIT affiliate or International Tax
Affiliate of the Chartered Institute of Taxation.
WHAT ARE THE ANNUAL CPDREQUIREMENTS?(REGULATIONS 1.3 AND 3)CPD requirements must be met over a CPD year. The CPD year commences on 1 January and ends on 31 December each year. The requirements during a year are as set out in steps one to three below.
Step One – Planning
Members must carry out their professional work with proper regard for the technical and professional standards expected and, based on this, members should consider their CPD objectives each year and consider CPD opportunities available to them. In determining what is appropriate CPD, members should plan based on existing knowledge, skills and competencies that need to be maintained to carry out duties competently on an ongoing basis. In addition, they should consider areas identified for development as a result of, for example, changing legislation, career changes and aspirations or employer and client feedback.
Step Two – Undertaking CPD (regulation 2.2)
CIOT, ATT members and ADIT affiliates will meet requirements by;
• Undertaking appropriate CPD activities as set
out under step one in their annual CPD plan; or

• Performing such CPD as is appropriate to
their duties. Members need to be able to
substantiate why they consider the CPD
undertaken meets the requirements.
CPD covers a broad range of activities. Members should include an element of professional standards material in their annual CPD. The trend amongst professional bodies is to move away from the hours based approach to CPD compliance and to require members to plan their CPD requirements and effectiveness based on the individual member’s circumstances. If members move away from the hours based approach they should be aware that this does not change the requirement to undertake CPD. The CPD hours based approach (in 2016 CIOT 90 hours, ATT 45 hours) which has been used historically will satisfy the requirements under the new Regulations provided it
is relevant to the work undertaken by the member (it is recognised that members generally exceed the current hours requirements).
Step Three – Outcome of CPD
Having recorded the CPD undertaken during the year members should consider the outcome and effectiveness of the CPD undertaken. This may lead to the preparation of the individual CPD plan for the next year.
WHAT ACTIVITIES COUNT AS CPD?Any CPD undertaken needs to be relevant to your role. Some examples include:
• Attendance at branch talks, conferences,
seminars, workshops, discussions at committee
meetings and similar events organised by CIOT
or ATT and its branches and similar training
organised by other professional bodies,
professional firms and companies
• Learning media including podcasts and
computer based training packages.
• Learning at work, such as firms’ training
meetings, coaching and mentoring.
• Technical discussions on client matters, new
legislation and case law.
• Studying for a relevant further qualification.
• Developing and presenting relevant training
material.
• Writing books, articles and reviews.
• Reading technical journals such as Tax Adviser.
• Researching the answer to a technical query
• Reading material relevant to your role such
as anti-money laundering or data protection
guidance.
• Reading professional standards material e.g.
Professional Rules and Practice Guidelines and
Professional Conduct in relation to Taxation.
• Non tax technical subjects such as practice
management, “soft skills” and IT skills as
relevant to your role.
ARE THERE ANY EXEMPTIONS?Fully retired members and honorary members not also
falling within regulation 1.2.1 are exempt from performing CPD. Any members falling only within regulation 1.2.2 are required to consider their need to perform CPD as relevant to their role.
DO I HAVE TO UNDERTAKE CPD WHENI AM TEMPORARILY NOT WORKING?Members may suspend CPD when they are temporarily not working. However, the CIOT and ATT encourage them to meet the CPD requirements on a voluntary basis as a means of ensuring that they keep up to date. This is particularly important where the member will be returning to a role where tax knowledge is required. Examples of temporarily not working are: maternity leave, career break or illness. Time spent off work and limited or no access to training, are factors that will affect your learning objectives and career development plans. In order to minimise the impact we suggest that you consider whether you are going to maintain CPD throughout the period when you are temporarily not working or undertake a more intensive CPD programme on returning to work as either approach is acceptable. If you are taking up a new role you should consider whether any additional CPD will be required to enable you to carry out your duties effectively.
I AM A MEMBER OF ANOTHERPROFESSIONAL BODY AND I COMPLYWITH THEIR CPD REQUIREMENTS. DOI HAVE TO DO MORE CPD?It is very likely that compliance with the CPD requirements of your other professional body and in house training and development programmes operated by employers will count towards and possibly fulfil CIOT and ATT requirements. However, to count towards CIOT’s and ATT’s requirements the CPD must be relevant to your work. Where you work in a predominantly tax related role you should ensure that any additional CPD is undertaken to ensure your tax knowledge is appropriate to the role you are undertaking. Please refer to the case studies included in the guidance on the website which give further helpful information.

I AM A RETIRED TAX ADVISER BUT IDO SOME UNPAID VOLUNTARY WORKFOR ONE OR TWO LOCAL CHARITIES –MAINLY BOOKKEEPING AND GIFT AIDRECOVERIES. DO I HAVE TO COMPLYWITH THE CPD REQUIREMENTS?You must carry out all your voluntary work with due
regard to the technical and professional standards expected of members. Assess your training needs to ensure that your knowledge is up to date in all areas of your work. Please refer to the case studies included in the guidance on the website which give further helpful information.
WHAT RECORDS DO I NEED TO KEEP?(REGULATIONS 3.1 TO 3.3)We recommend that you download a form from the CIOT or ATT websites. However, if you are a member of another professional body, or work for a partnership, or company which requires you to keep CPD records then you may use those records, suitably adapted where necessary. At a minimum we would expect a record to show:
• The date CPD was undertaken
• Details of learning or activity (including course title and provider where relevant)
We expect members to be able to explain why the level of CPD undertaken is appropriate. Whilst there has been a move away from the hours based requirement for CPD the form gives you the option of recording the hours spent on training and it may be a helpful to record this. It is not necessary to record a breakdown of the reading element in minutes or hours on a daily basis for each on-line or hardcopy publication, although indicating the nature of the publications read and the estimated time spent will be helpful, for example, Tax Adviser x hours per month, HMRC manuals y hours per week, or sundry on-line publications z hours per month. Additional guidance is included on the website setting out examples of good CPD records for members in different circumstances.
HOW DO I SELF-CERTIFY MYCOMPLIANCE WITH THEREQUIREMENTS OF THEREGULATIONS EACH YEAR?(REGULATION 1.3)All members are required to make a declaration on-line as part of their annual return. The declaration asks you if you have completed your CPD obligations.
