Dear Sir/Madam:
Re: Culpability Assessment; Complaint Pursuant to Article 15(1) of the Statute of Rome
The purpose of this correspondence is to deliver and examine the evidence of
crimes against humanity culpability under the Statute of owners and executives
of Thomson Corporation (“Thomson”), Bell Canada (“Bell”), CHUM Limited
(“CHUM”) and Corus Entertainment (“Corus”).
Due to the factionless nature of Canadian governance, where private sector big
business and individuals and families who possess vast wealth operate in
conspiratorial tandem with the country’s political leadership on the federal and
provincial level, Thomson, Bell, CHUM and Corus participated in the crime

against humanity as alleged in the original complaint and argued in my legal
analysis.
It is to be recognized that the criteria beyond what’s itemized in the Statute of
Rome for an indictment has a very narrow scope. Understanding who in the past
was prosecuted, it is clear only those in top leadership roles were charged
because they were responsible for effecting military or genocide campaign. In
other words, they were the “directing” or “operating” mind behind that which
violates the Statute. The legal analogy is found in the law of vicarious liability.
Corporate executive responsibility for the violation of civil law by employees in
Canada is described in John Doe v Bennett 2004 SCC 17. Chief Justice of the
Supreme Court of Canada Beverley McLachlin states:
"The doctrine of vicarious liability imputes liability to the employer or principal of a tortfeasor, not on the basis of the fault of the employer or principal, but on the ground that as the person responsible for the activity or enterprise in question, the employer or principal should be held responsible for loss to third parties that result from the activity or enterprise." Criminal culpability is established thusly:

The central issue that arises in attaching criminal liability to a corporation is the theoretical difficulty of attributing a culpable mental state (or mens rea) - a required element of most criminal offences - to non-human
artificial entities. However, it is well-established in Canadian law that a corporation can be convicted of crimes requiring a culpable mental state.

In all my culpability assessments I identify only those who had those roles.
There are striking similarities between executives of companies referred to herein
and defendants prosecuted at the Nuremberg Trials1:
(i) Baldur von Schirach, Hitler Youth Leader
(ii) Hans Fritzsche, Head of the Radio Division in Goebbel's
Propoganda Ministry
(iii) Julius Streicher, the anti-Semitic editor of Der Sturmer

Thompson Corporation: Since its founding by Roy Thomson (deceased), the
company evolved and expanded with the media age. By the end of the 1950s, it
grew from a single local Canadian newspaper into a global media conglomerate.
It purchased several prominent newspapers in the United Kingdom, including
The Sunday Times and The Scotsman, and it owned Scottish Television. In the
1960s its publishing realm expanded further to include Thomson Publication
(UK), a consumer magazine and book publishing house, and the prestigious
Times of London. In 1965, Thomson Newspapers, Ltd. was formed as a publicly

traded company in Canada. Roy Thomson's prolific endeavors in publishing
earned him a hereditary title, Lord Thomson of Fleet.
His interests moved beyond publishing with the creation of Thomson Travel and
the acquisition of Britannia Airways in 1965 and 1971 and his corporate interests
included exploring the North Sea for oil and gas. He used oil profits to buy small
American newspapers, starting with the acquisition of Brush-Moore Newspapers
in 1967; at the time the largest sale of newspapers in the U.S..
When Kenneth Thomson (deceased) took over from his father in 1976 the
company was worth about $500 million. At his death in June 2006 the company
was valued at about $29.3 billion and his son David took control of the family
empire. At the time, the younger Thomson was already chairman of the family-
founded Canadian media company Thomson Corp..
According to Forbes Magazine in 2005, the Thomson family was the richest in
Canada, and Lord Thomson of Fleet was the fifteenth richest person in the world,
with a personal net worth of US $17.9 billion. Between the time of that report and
his death, the M.A. in history jumped six positions to ninth with assets of $22.6
billion. As of 2008, David and the Thomson family are the richest in Canada and
20th richest in the world according to Forbes Magazine in 2010.1

Thomson Corp.’s biggest media asset in Canada is CTV Inc.; Canada's oldest,
largest, and most-watched private national broadcast television network. At the
end of August 2010 Thomson Corp. owned 40% of CTV. The corporate entity
that operates CTV is CTVGlobeMedia.
Its assets consist of twenty-seven conventional television stations that span the
country and thirty specialty cable channels primarily concentrated in the genres
of sports (The Sports Network or TSN & TSN2 and Quebec’s Réseau des
sports), music and youth (MuchMusic, MTV Canada & MTV2), science
(Discovery Communications – Discovery Channel), news (CTV News Channel,
CablePulse 24) and entertainment (Bravo!, Space, Star!).
CTVGlobeMedia is also Canada's largest privately owned radio broadcaster with
thirty-four radio stations. Up until September 2010 it owned The Globe & Mail,
Canada's largest national newspaper, which it then sold to Bell.
Thomson Corporation purchased the United Kingdom’s Reuters on April 17,
2008.

Bell Canada (aka BCE Inc.): It owns a significant stake in CTVGlobeMedia. It
has a very long history. 1 Its directing minds are identified with specificity at

CHUM Limited: It was founded by John Martin and Moses Znaimer and became
one of Canada's largest radio and television broadcasting holding companies. It
operates twenty AM and FM radio stations located in most major centers,
including Vancouver, Toronto, Ottawa and Montréal. And its Canada's second-
largest independent television station. CHUM’s music television station
MuchMusic was licensed on April 2, 1984 by the federal government licensor and
overseer, the Canadian Radio-television and Telecommunications Commission
(CRTC). On June 22, 2007, CTVGlobeMedia gained control of MuchMusic as a
result of purchasing CHUM.2
Corus Entertainment: It owns and operates Canada’s country music station,
CMT in addition to a multitude of media assets, many of which cater to very
young children. In correspondence to the Conference of Catholics Bishops
annexed to the September 1, 2010 legal analysis I identify Corus assets and
document CMT’s contribution to the country’s political and corporate cultures
(pgs. 19-20).

All media entities in the country are regulated by the CRTC. The evidence
clearly indicates it is merely a rubber stamping mechanism for the desires and
interests of Canada’s wealthiest individuals and their companies like Thomson,
Bell, CHUM and Corus.
The factionless nature of the country’s public and big business private sectors1 is
observed in political leaders and these corporate executives engaging my
international clients in the diplomatic back-channel environment since 2006. The
archive I kept on behalf of my clients (the “coalition”) contains many entries
documenting how they directly responded to persuasive and coercive diplomacy.

The primary purpose of this diplomacy was the peaceful resolution of violations
of domestic and international law – one being the R&D, deployment and
proliferation of stealth cognition technologies (“SCT”).
The factionless nature of the country’s public and big business private sectors is
also observed in how these corporations have been major participants in
recruitment to sustain and enlarge the country’s law enforcement and intelligence
agencies’ personnel. In addition to helping to perpetuate the “climate of fear”
through television and radio assets as documented, major corporations like
CTVGlobeMedia and Corus have been and continue to be central in recruiting,
training and mobilizing the country’s young for the security apparatus.
Several million of Canada’s youth over the decades were indoctrinated with the
country’s political and corporate cultures and organized and mobilized to protect
unlawful and unconstitutional interests, policies and practices, including SCT
R&D, deployment and proliferation. (More infra in Appendix I)
The first significant instance of CTVGlobeMedia through its CTV asset seeking to
protect these interests, policies and practices was May 1, 2006 as documented in
'From Lab to Slab' - A Combination Human Experimentation Confession and
Death Threat, where an Asian employee was instructed to deliver this
communiqué through CTV’s entertainment program ‘ETalk’.

Tanya Kim1 was then and continues to be co-host of ETalk2 with CTV employee
Ben Mulroney3, the son of former Prime Minster Brian Mulroney under whose
government (1984 – 1993) enslaving human experimentation (“Article 7 R&D”)
began in the late 1980s. This unlawful utterance was in direct response to the
coalition’s February 2006 commenced diplomacy.
Four days after that utterance President Bush declared Soviet-style hostilities
against Canada and China.
The next diplomatic undertaking is documented in How Canada’s Rich, Powerful
and Chinese Behaved that Triggered the Coalition Decision to Create the
Custodian-in-Council; and Trudeau’s Geo-Politically Resonating Legacy. On
April 9, 2007 executives and employees from all of Canada’s nationally operating
television stations (CTV, CBC & Global TV) combined efforts to del iver a
communiqué to the coalition. In unambiguous terms the message was that
operators of the Ottawa-Toronto-Montreal-(Beijing) triangle of power and wealth
have no intention of acceding to coalition demands to comply with domestic or
international law.

Academy Awards and once again takes credit for enslaving human
experimentation;
(viii) August 7th to 23rd and August 30th to September 13th, 2010: During
Canada’s Rogers Cup and U.S. Open CTVGlobeMedia’s media asset TSN
(The Sports Network) broadcasts the ‘lovemeansnothing.ca’ promo virtually
every hour of every morning, day and evening which confesses to
committing crimes against humanity involving SCT; it triggers ICC
complaint; and
(ix) September 16, 2010: On behalf of the country’s political and corporate
leadership and Chinese, Ben Mulroney and Tanya Kim utter “guaranteed”
assassination threat of myself in reaction to preparing Lutfy culpability
assessment.
The recruitment, training and mobilization of Canada’s youth by the state to
advance unlawful and unconstitutional interests, policies and practices was easily
achievable because of what was discovered about human psychology during the

1974 Millgram experiment.1 Those in positions of authority and trust, like
politicians and law enforcement and security intelligence officers, are able to
manipulate otherwise normal and law abiding citizens into behaving contrary to
their values and beliefs and in violation of criminal law. The effect is even more
dramatic on children and teenagers who are more impressionable than adults.
In Appendix I infra, I document one of the primary ways the state preyed upon
Canada’s young to advance nefarious objectives. I personally experienced a
multitude of youngsters (labelled “street soldiers” in the research treatise and
diplomacy archive) engaging in the security apparatus’ stalk-swarm-surround-
suffocate behavior in Edmonton (late ‘80s – ‘92) and Vancouver (‘93 – present).
The traditional indictment of those at the pinnacle of a military command
structure that engaged in and thus liable to prosecution for crimes against
humanity requires a new interpretation in light of the circumstances described in
my complaint, legal analysis, culpability assessments and other submissions.

The demarcation between military and non-military and public and private sector
collapses because of the factionless nature of Canadian governance. Thomson,
Bell, CHUM and Corus willingly and enthusiastically produced, sustained and
increased the size of a nationwide community of young street soldiers which
materially assisted the Article 7 R&D, deployment and proliferation of SCT; and,

of special note, continued after a large constituent of the international community
condemned them for this and other egregious conduct.

Appendix I
What I cumulatively experienced throughout the late 1980s and all of the 1990s
and 2000s led to the research conclusion that Canada’s fused political and
corporate leadership had been recruiting children and teenagers into its security

apparatus for decades to advance unlawful and unconstitutional interests,
policies and practices. Non-stop full-court-press stalking by the security
apparatus was pled in the Federal Court Amended Statement of Claim and one
of the tactics used to make me feel surrounded to the point of suffocation is
described therein as follows:
Another tactic utilized by the Defendant has been making hand signals … to attract the Plaintiff’s attention and to otherwise distract, harass, annoy or assault [… and] to keep his privacy, personal security and anonymity at a minimum.
My research findings circulated during the 2007-commenced edification initiative
(the results of which are posted on the Reform Coalition of Canada website)
stated this:
In 2004, 2005, 2006 and 2007 the same technique was used literally every single time I left my Vancouver apartment by the security apparatus’ street soldier community as part of the never-ending stalk, swarm, surround and suffocation intimidation and harassment dynamic (Submission Three, pg. 6, Submission Four, pg. 7 and the Svengali chapter, pgs. 13 – 15; 24 – 28). What was really astonishing was not only witnessing that behavior on the streets of Vancouver, but also the same hand and hand-to-face gesturing by many members of the House of Commons every time I watched [Parliament’s] Question Period. The Prime Minister, cabinet ministers, government backbenchers, Liberals, Bloc and NDP MPs were being signalled by the country’s security apparatus from a military command post somewhere in Canada that CSIS and the RCMP operated that gave them the ability to engage in that same kind of in-home privacy evaporating stalking behavior. It took a while but it was finally easy to infer there is a sophisticated seamless telecommunication infrastructure in place that connects together a military installation with all complicit Canadian television and radio stations, including [the Canadian Parliamentary Access Channel], which is linked to Parliament’s internal security system.
I describe this circumstance this way in my September 1, 2010 ICC legal
analysis:

Over the last two decades I concluded over and over to the point of absolute certainty that culpable parties are all linked by an advanced, technologically seamless, nationwide communication system employing military, intelligence and public media channels (television & radio).
Instances of this infantile behavior by parliamentarians is documented at

What was concluded in my research was that over the decades these adults
have not only used their public offices and some taxpayers money to fund the
recruitment, training and mobilization of millions of children and teenagers, they
ratified unlawful conduct as leaders to give full effect to what the Millgram
experiment demonstrates about human psychology.

All the embellished face and head scratching documented in these Fiefdom chapters was to the international community proof Canada’s political establishment was both sociopathic and united in the desire to help the Chinese military develop and operationalize its 21st century Pandora’s Box, including stealth cognition technologies….
I articulate one of the justifications for creating the lexicon:
There was another reason for the genesis of this portion of the lexicon. It derives from what was documented in Article 7 of the International Covenant on Civil & Political Rights Svengali in the Extreme, at pgs. 19-
20:
Using the Canadian lawyer’s own body as a weapon against him began in the late 1990s. He began noticing that his nose was constantly very itchy. Over time, like with failed entrepreneurial

ventures and his law practice, street soldier gesturing and honks and sirens, living-room noises, bathroom noises and water drips, serendipity, coincidence and natural causes were dismissed. Eventually it became undeniable that hypnosis was being used to create an itching sensation not only in and around the nose, but all over the body. Ultimate proof of this tactic and more evidence of political and geo-political pettiness came when the itching began to be timed with what he was watching on television, surfing the web or during Fiefdom authorship – just like honks and sirens there were unmistakable patterns of itching contemporaneous with in-residence activity and content on television or when working on his political treatise. References to death, bodily injury, love, sexuality, China and other topics on television were immediately followed by a sharp, out-of-the blue itching sensation.
Coalition partners decided in mid-2006 to create a capacious catalogue of gestures to mirror that conduct back at the malfeasants through all the mediums being monitored by Canada’s security apparatus. As of mid-June 2008 the diplomatic lexicon had 143 kinds of confidential gesturing.
One of the ways to procure and sustain a nationwide community of street
soldiers and perpetuate self-identity and a community bond amongst them was
through what young people naturally gravitate towards: music and celebrity.
Because they regularly, arguably addictively, watch CTVGlobeMedia’s 24.7 cable
music channels MuchMusic, MTV Canada, MuchLOUD, MuchVibe and
PunchMuch and tune into its five-days-a-week entertainment news program
ETalk, the security apparatus exploited this collectively experienced genre of
mass media; turning it into a powerful and effective mechanism of recruitment,
training, mobilization, reward and retention.
The hosts of these shows, such as Ben Mulroney, Tanya Kim, Leah Miller and
Sarah Taylor, and successful Canadian musicians and actors are the equivalent
of who adults seek information on, derive meaning in their lives from and look to
for various kinds of direction and leadership. They’re role models in the fullest
sense because of their association with music, television and celebrities. Every

day year-in-year-out these easily impressionable kids cum street soldiers
watched these programs and observed those their age employ the security
apparatus’ gesturing language over and over. The hosts and musicians
themselves doing it ratified and reinforced what their government handlers taught
them, which caused them to become even more committed to and uncritical of
what they were told is important or instructed to do by agents of the state.
When watching interviews of A-List celebrities from Canada and the United
States it becomes undeniable CTV and CHUM television producers and directors
are behind the scenes micro-coordinating camera usage with choreographed in-
studio street soldiers to impress upon the at-home audience that MuchMusic,
MTV, ETalk, CMT etc. are legitimate institutions of the security apparatus.
One of the reasons for this carefully scripted activity beyond ratification and
creating self-identity and a community bond is to show street soldier recruits the
stalk, swarm, surround, suffocate methodology of engaging victims in action.
I’ve experienced the results of this training and deployment almost daily for over
two decades. The Federal Court Amended Statement of Claim, never
challenged for credibility, itemizes this conduct over a twelve-year period (1990 –

(http://streetsoldiers1.yolasite.com). Over time as recruits develop an expertise
and their psychologies are shaped and made more sociopathic they’re instructed
to be involved in more predatory, threatening and/or violent behavior.
This egregious practice of corrupting Canada’s youth for nefarious political, geo-

(http://behindenemylinesii.synthasite.com). The legal analysis was influenced by
President Bush declaring Soviet-style hostilities against China and Canada on
May 4, 2006. He did not declare a military conflict in the conventional sense, but
rather an “economic war” against the elites of these two countries.
This analysis does not come within the four corners of what is conventionally
prohibited, namely arming children and young teenagers to battle in military
combat. Thus the view espoused in Chinada Recruits Child Soldiers with respect
to the Optional Protocol to the Convention on the Rights of the Child on the
involvement of children in armed conflict and Article 8(2) of the Statute of Rome
is diplomatic rhetoric; that while the letter of the provisions were not violated, the
spirit of them certainty were – that this country and China’s political and
corporate leaders have been training and deploying Canada’s children and
teenagers to ‘fight’ their domestic and imperialistic totalitarian battles for more

than two decades, including being directly involved in the R&D, deployment and
proliferation of SCT.
Further, extrapolated from my personal experiences is the reasonable inference
that SCT are used on children and teenagers for a plethora of reasons; including
(i) making them more obedient street soldiers, (ii) turning them into sociopaths
and instructing them to engage in serious criminality after their ethical values and
beliefs have been hypnotically erased or suspended and (iii) being victims of
hypno-rape to satisfy the perverted needs of those up the Chinada chain of
command and for the benefit of dignitaries and guests from China and
elsewhere.
To demonstrate the culpability of Thomson, Bell and CHUM many examples of
MuchMusic, ETalk and CMT interviews that advantaged the security apparatus
are provided herein. They span the period 2002 to June 2010. As you watch
them you’ll see its undeniable the gesturing (i) derives from directors’ instructions
when switching from camera to camera and (ii) is choreographed when
beginning the interview, returning from a commercial break or at the conclusion
of a clip to saturate the environment with the security apparatus’ presence and
influence. Plus it’s employed (iii) to red flag remarks made by the interviewer or
interviewee as being relevant to street soldiers interests and (iv) in reaction to a
coalition partner interviewee employing the lexicon to counter that diplomacy
(which seeks to neutralize the accountability impact of these efforts).

Over the years many thousands of youngsters participated in these studio
activities and what they did for their superiors and handlers came to the attention
of many millions. The Reform Coalition of Canada ‘Prosperity Theft’ analysis1
proves malfeasant parties have had literally hundreds of billions of dollars each
and every year back to the mid-1980s in after tax profit and one of the uses for
this vast wealth was to finance a massive recruitment drive to build, train and
mobilize an army of kids who would do their unlawful bidding.
The list of transcribed interviews begins with a most recent one. On June 18,
2010 ETalk interviewed one of America’s biggest pop music stars, Katy Perry. It
was hosted by former Prime Minister Brian Mulroney’s son, Ben. Right from the
commencement of the show street soldiers are instructed to saturate the
environment with the presence of the security apparatus. There are nine
gestures within the first two minutes alone.

CMT, owned by Corus, has shown itself repeatedly to be involved with the
security apparatus in ways that are in some cases identical and in some cases
different from CTV. The former consists of using the television medium and
music genre to advance the Satanic political and corporate cultures as
documented in the correspondence to the Canadian Conference of Catholic
Bishops that was annexed to my legal analysis. The chosen texting dial-in digits
numerologically contain ‘666’ and is juxtaposed with the number ‘7’, which in
western culture means luck.

Different is the fact that Corus owners and executives have not used their music
station in the same aggressive manner as MuchMusic and ETalk. Their
approach is subtle. But that being said, what they did has the evidentiary effect
of corroborating the television station being institutionalized in the same manner

music stations in the country have been mobilized by the state for unlawful and
