BIDDING FOR FIBER PROJECT
Telecom infrastructure development business such as fiber optics implementation
and maintenance projects involve serious contest and bidding because of what is
involved in it.
Fiber project Bidding starts with document and documentation, some of which are
discussed bellow
1. RFP……………….. 'Request for Proposal
A type of bidding solicitation in which a company or organization announces that
funding is available for a particular project or program, and companies can place
bids for the project's completion. The Request for Proposal (RFP) outlines the
bidding process and contract terms, and provides guidance on how the bid should
be formatted and presented. A RFP is typically open to a wide range of bidders,
creating open competition between companies looking for work
It presents preliminary requirements for the commodity or service, and may dictate
to varying degrees the exact structure and format of the supplier's response.
Effective RFPs typically reflect the strategy and short/long-term business
objectives, providing detailed insight upon which suppliers will be able to offer a
matching perspective.

The prospective contractor respond to this document and proceed to collect the
SOW (scope of work) document
2. SOW A statement of work (SOW) is a formal document that captures
and defines the work activities, deliverables, and timeline a vendor must
execute in performance of specified work for a client. The SOW usually
includes detailed requirements and pricing, with standard regulatory and
governance terms and conditions. It thus overlaps in concept with a contract,
and indeed SOWs are often legally equivalent to contracts. In Fiber
OSP/ELP projects, there are some key areas to understand if the project
contractor should deliver the mindset of the client

Technical specification: This explains the technical aspect of the project.
Which include information about the Site Specification such as the number

Ducting and Fiber Specifications: This aspect contains what the client
wants about the depth of the trench, the laying of the ducts and sub-ducts,

the fiber core number and enclosure configuration, This largely depends on
whether the project the Backbone or Metro fiber
RoW Strategy: Right of way strategy specifies how the permission from the
relevant authority should be taken.
Infrastructure Acceptance Process, inspection of all equipment elements
and performance of the network checking of the link, the various test to be
conducted, certificate of acceptance (CFA) which will qualify the contractor
to submit an invoice for payment.
Project management/ Project plan: project Organization ( this describes a
company profile with a personnel resources, detailed project plan, an
organization chart for the project with the name and function of the key
persons participating in the project organization and their experience in the
fielding, progress Reports, and As-Built Documentation

A Request For Quote is a variation of a Request For Proposal (RFP), and typically
provides more information to the bidder about the project's requirements. It often
requires the bidder to break down costs for each phase of the project so as to allow
the soliciting company to compare different bids

7. METHOD STATEMENT DOCUMENT
This a project document that states the methodology of project
implementation. This document reveals Team composition, Mobilization to
site, Civil works (trenching), Cable installation, splicing and testing,
Maintenance Services and Equipment Schedule for Fiber Installation and
Maintenance. How each will be achieved are given below.
A. Team composition.
A good implementation team will include the following personalities
1. Team leader

4. OTDR Technician
5. Pick-up truck Driver
6. Splice van Driver
7. Casual Labour
B. Mobilization to site
The materials, equipment and personnel needed for the execution of the project in
the various cities shall be transported to the locations.

C. Civil works (trenching)
Here the contractor needs to explain how the civil work of the project will be
carried out in succession. The depth of the trench, Duct installation, manhole
specification as stated by the client.
D. Cable installation, splicing and testing
Fiber Cable Installation method (Hand pulling, blowing…..)
Splicing: splicing techniques (fusion splicing, mechanical splicing or Ribbon
splicing) and testing of the installed cable
E. Maintenance Services
It is expected of the contractor to indicate the maintenance approach to be
adopted and the reason for the chosen one
