Athletes may register for more than one event.
Eight teams with a maximum of 8 (eight) athletes each may participate in the team and highlight competition (no reserves
will be allowed).
Eight duets with a maximum of 2(two) athletes (one man and one woman) each may participate in the mixed duet
competition (no reserves will be allowed).
Twelve teams with a maximum of 24 athletes (no reserves will be allowed) may participate in the duet competition.
As Host Country, Colombia automatically will qualify one team in each event, with a maximum of 9 athletes (8 women and
1 man).
ARTISTIC SWIMMING
Athlete eligibility
The athletes must have signed and submitted the Athlete Eligibility Condition Form.
Only NOCs recognized by Panam Sports whose national swimming federations are affiliated with the International
Swimming Federation (FINA) and the Union Americana de Natación (UANA) may enter athletes in the Cali 2021 Junior Pan
American Games.
To be eligible for participation in the Cali 2021 Junior Pan American Games, a competitor must comply with Panam Sports
Regulations, FINA rules and must be entered by his or her NOC.
Competitors in Artistic Swimming shall be between fifteen (15) years and nineteen (19) years of age on December 31st on
the year of the competition, according to FINA guidelines for 2021.
A competitor’s nationality will be determined according to Panam Sports Regulations.

Confirmation of quota places
Once the quota allocation is completed, based on the system described in the table above, the Pan American Confederation
(UANA) will inform to Panam Sports and NOCs/NFs the quota places obtained, by June 7th, 2021.
The NOCs/NFs must confirm to Panam Sports and the Pan American Confederation (UANA) the use of quota places
obtained, no later than June 14th, 2021.
Reallocation of unused Quota places
If any qualifying country fails to confirm its participation to Panam Sports and UANA by June 14th, 2021, alternate NOCs, in
qualifying order, will be approached to replace them.
The reallocation process will be completed by June 28th, 2021.

As Host Country, if not already qualified, Colombia will automatically qualify one diver or one mixed team to compete in
each of the diving competition events, for the Cali 2021 Junior Pan American Games, to a maximum of eight divers.
According to the quota established by Panam Sports, the maximum number of diving competitors is 64.
Each NOC may enter a maximum of eight divers comprised of men and women if entering mixed team. NOCs not entering
divers in mixed team will be allowed to enter a maximum of four divers.
DIVING
Each NOC may enter a maximum of two divers per individual event and a maximum of four divers for the mixed team event,
consisting of at least one male and one female diver.
Athlete eligibility
The athletes must have signed and submitted the Athlete Eligibility Condition Form.
Only NOCs recognized by Panam Sports whose National Federations are affiliated with FINA and the UANA, may enter
competitors in the Cali 2021 Junior Pan American Games.
To be eligible for participation in the Cali 2021 Junior Pan American Games, a competitor must comply with Panam Sports
Regulations, FINA rules and must be entered by his or her NOC.
All of the participating athletes must be born between January 1, 2002 to December 31, 2007.
A competitor’s nationality will be determined according to Panam Sports Regulations.
Qualification system
NOCs may only send competitors to the Cali 2021 Junior Pan American Games who have qualified through the system
established by UANA.
The objective is to have the top ranked UANA divers compete at the Cali 2021 Junior Pan American Games.
NOCs may qualify for quota positions in three ways.
1. Initial quotas were established based on federations who competed at the Pan American Junior Diving Championships
in 2019 and 2017 and achieved maximum quotas on average from both championships; federations obtained a quota
position for each of their divers who achieved a ranking in the top five of each individual events in Group A and Group
B. Federations earning maximum initial quotas were: CAN, MEX and USA, for a total of 24 initial quota positions.
2. Next, the host federation has a maximum quota.
Since there is an overall maximum quota of 64 divers, there are 32 quota positions remaining.
3. Finally, those divers who have achieved a ranking within the top three in an individual event at each qualifying
competition of the CONSANAT Championships (Zone 1) and CCCAN Championships (Zone 2), may earn a quota position
for their federations provided that the total number of divers do not exceed 64 divers on all boards.
Additional divers may qualify at such events but may be subject to Reallocation of Unused Quota Places outlined below.
If there are less than 64 divers following the results at the CONSANT and CCCAN championships, additional quota positions
may be allocated by going to next placing in each event at each qualifying event (e.g. 4th or 5th place) until all quota positions
are allocated.
If more than 64 divers result from using the same placings at each qualifying competition, they will be reduced to 64
divers by dividing the scores attached by each diver in the same ranking by the winning score at the 2019 Pan American
Games in Lima Peru for such event.
The percentages will be ranked in descending order such that the divers placing the same in the qualifying events who
achieve the highest percentage of the winning score will receive a quota position, to the maximum aggregate of 64 divers.
Each NOC must submit a list with the names of the proposed divers (long list) to be registered for the Cali 2021 Junior
Pan Am Games to UANA no later than June 1st, 2021.
The UANA TDC will review the divers to ensure that they have qualified in accordance with the following events:
Athlete Quota Numbers by Zone (64 Athletes Total)
Zone 1 – 20-28 divers, each federation within Zone 1 limited to a maximum of 8 divers, including COL with have a maximum
of 8 divers as host nation.
Zone 2 – 20-28 divers, each federation within Zone 2 limited to a maximum of 8 divers, including MEX with a maximum of
8 divers qualified through the initial quota process.
Zone 3 – maximum 8 divers, with USA having a maximum of 8 divers qualified through the initial quota process.
Zone 4 – maximum 8 divers, with CAN having a maximum of 8 divers qualified through the initial quota process.
The number of divers from Zones 1 and 2 will depend upon their rankings and percentage scores from the qualifying
competitions. It is possible that there could be 28 divers from Zone 1 and 20 divers from Zone 2 or the reverse.
It is also possible there could be 24 divers from each of Zone 1 and 2.
The first determinant will be the placing at the qualifying competition.
The medallists (or such placing as the UANA TDC may determine that can be applied to both events) from the qualifying
competition (excluding any divers already qualified) will qualify a quota position, provided that it results in 64 or less divers
in aggregate. Additional quota positions may be earned based on percentage of the winning score in Lima.

Reallocation of Unused Quota Places
If the number of proposed divers exceeds the quota of 64, UANA will determine the qualified divers for the Cali 2021 Junior
Pan American Games according to the priority ranking system outlined above.
The reallocation process will be completed by July 15th, 2021.
Qualification to Santiago 2023
In Diving, all gold medalist in individual events will qualify directly to the Santiago 2023 Pan American Games. Three (3)
spots per gender (6 in total) will be allocated in these competitions.
These quotas will be for the athletes, not for the country. If the athlete that earned the place cannot participate in the
Santiago 2023 Pan American Games, said place will be lost and may not be transferred to the country or to any other
athlete placed in another position in the corresponding event of the Cali 2021 I Junior Pan American Games.

These athletes must all have qualified according to the system described below.
SWIMMING

may enter competitors in the Cali 2021 Junior Pan American Games.
To be eligible for participation in the Cali 2021 Junior Pan American Games, a competitor must comply with Panam Sports
Regulations, FINA rules and must be entered by his or her NOC.
All of the participating athletes must have between 15 and 22 years old (athletes born between 1999 – 2006).

Qualification System
Qualification period: January 1st, 2019– June 21st, 2021
As Host Country, Colombia automatically will qualify 14 male and 14 female competitors.
Each National Olympic Committee (NOC) may use proven swim times attained during the qualification period of those
swimmers who have met the qualifying standards established by the Union Americana de Natación (UANA) for the Cali 2021
Junior Pan American Games at a competition recognized by the National Swimming Federation of the NOC submitting the
entry. Each NOC must attest that the entry times submitted were achieved during the qualification period and were achieved
at a competition conducted under the Federation Internationale de Natation (FINA) rules.
The priority order for qualification and selection into the Junior Pan American Games will be:
1. All athletes ho ha e achie ed an A time standa d see cha t on the last page of this document) will be invited to
compete.
2. Universality athletes will be invited to compete. The universality rule applies to those NOCs that do not have athletes
ith eithe an A o B ualif ing time, o NOCs that ha e no athletes in ited to the Cali Junio Pan Ame ican Games through the online meet entry system (OME). These NOCs are entitled to have two male and two female athletes
entered into the Junior Pan American Games. Universality athletes will be selected separately by gender. An NOC that
has ualified one s imme ith eithe an A o B standa d time and that athlete has been invited to compete, may enter
up to one additional athlete of the same gender through Universality into the UANA OME system. An athlete invited to
compete in the Games under the universality provision may enter three individual events without having achieved a
qualifying time in any event. Universality athletes may also participate in mixed gender relays.
3. Relay-only athletes will be invited to compete. NOCs entering relay teams may enter a maximum of one relay-only
athlete per gender, as part of their team. Relay-only athletes will be considered as part of the per-team quota of 14 men
and 14 women.
4. Athletes ho ha e achie ed a B time standa d see cha t on the last page of this document) will be invited to compete
until the quota of athletes for the Cali 2021 Junior Pan American Games is met. If more than 28 spaces remain after
the addition of A ualifie s, B standa d athletes ill be selected b adding the ne t fastest B standa d athlete to each e ent until less than 8 uota spots emain. Additional B athletes ill then be added one at a time to indi idual e ents based on FINA point rankings, with those athletes with the highest FINA point rankings selected first, until the quota of
athletes has been achieved.
If an NOC has an athlete ith B ualif ing standa d, but that athlete is not in ited to compete, then that NOC ma be permitted to enter athletes via the universality rule (not. to exceed a maximum team of 2 men and 2 women).
Once a swimmer has qualified in at least one individual event and has been invited to the Cali 2021 Junior Pan American
Games as an A o B athlete, that athlete ma ente and s im othe indi idual e ents up to a ma imum of fi e indi idual events, without having a qualifying time in those other events, provided that NOC has an opening in that specific event. The
rule of maximum of two entries per event per NOC still applies,
These additional events must be entered during the OME process described in this document, and no additional event entries,
or changes to entries, will be allowed after the entry deadline.
Relays
Each NOC may enter one team in each relay event, provided it has at least three athletes ith A o B standa ds that ha e been invited to compete in the Cali 2021 Junior Pan American Games. Each NOC will be allowed a maximum of one relay-
only swimmers per gender. All other relay participants must be entered in at least one individual event. Any swimmer entered
in an individual event may swim in any relay and does not need a qualifying time in the particular stroke/distance to be swum
in the relay to do so. Relay-only athletes are only eligible to swim in the relay(s) and will not be permitted to swim in any
individual events. A relay only athlete must participate in at least one relay.
Each team is allowed to have one relay only swimmer of each gender within their team quota allotment. each of these
swimmers must swim in the heat or final of at least one relay and must have an A or B qualifying time in the stroke/distance
that he/she would swim in a relay. Should a relay-only swimmer not compete, this will lead to the disqualification of the
respective team. Further, if a relay-only swimmer does not compete in the heats of a relay in which the NOC fails to qualify
for the finals, the relay will be disqualified.
If a relay-only swimmer could swim in multiple relays, but does not compete in any for which he/she is eligible, the final relay
for which he/she was eligible will be the relay that is disqualified. In the event that at least one relay event competes directly
to finals for that gender, the requirement for relay-only athletes to compete will not be enforced.
If a relay-only swimmer is medically unable to compete, they may be excused from the requirement to participate in a relay.
A member of the Panam Sports Medical Commission or their Designee will be present at heats and finals and will be the
independent physician empowered to make decisions about relay-only athlete participation.
The physician designated by the Panam Sports Medical Commission and Cali 2021 has final authority to make decisions
about athlete s non-participation due to injury or illness (particularly related to relay-only athlete participation in relays,
but not limited to this), and to make decisions about permissible use of taping on the bodies of competing athletes.
The relay participants may be completely different between Heats and Finals, with up to eight different swimmers.
An NOC that enters universality athletes at the Cali 2021 Pan American Games is eligible to enter mixed gender relays
however they cannot enter relay-only athletes.
UANA Online Meet Entry System
Swimming entries to the Cali 2021 Junior Pan American Games will first be processed by UANA through its OME system.

Universality Quota Places
UANA will confirm to Panam Sports and invites universality athletes no later than July 7th, 2021.
NOCs will confirm with UANA the participation of universality athletes no later than July 14th, 2021.
Confirmation of Quota Places
Based on the system described in the section above, UANA will inform to Panam Sports and NOCs/NFs the quota places
qualified, by July 20th, 2021.
The NOCs/NFs must confirm to Panam Sports and UANA the use of quota places obtained, no later than July 27th, 2021.
Reallocation of Unused Quota Places
If any qualifying country fails to confirm its participation to Panam Sports and UANA by August 3rd, 2021, alternate NOCs,
in qualifying order, will be approached to replace them.
The reallocation process will be completed by August 10th, 2021.
Qualification to Santiago 2023
In Swimming, all gold medalist in individual events will qualify directly to the Santiago 2023 Pan American Games.
Fourteen (14) spots per gender (28 in total) will be allocated in these competitions.
The athletes who qualify for Santiago 2023 will not have any effect on the delegation size and number of entries per
individual event for the 2023 Pan American Games.
These quotas will be for the athletes, not for the country. If the athlete that earned the place cannot participate in the Santiago
2023 Pan American Games, said place will be lost and may not be transferred to the country or to any other athlete placed
in another position in the corresponding event of the Cali 2021 I Junior Pan American Games.

The maximum number of participants per country is six. Four in recurve (2 men and 2 women) and 2 in compound (1
man and 1 woman).
Quotas for the host country:
As host country, Colombia will receive the following quotas automatically:
• Recurve: 2 individual quotas per gender, 4 in total.
• Compound: 1 individual quota per gender, 2 in total.
ARCHERY
Athletes eligibility
The athletes must have signed and submitted the Athlete Eligibility Condition Form.
All of the participating athletes should be Under 21 (athletes born in 2001 or after).
Qualification system
Qualification for the Cali 2021 Junior Pan American Games will take place at the International Tournament in Medellín,
Colombia, on March 8th – 14th, 2021.
We have designed the qualification system, which will be as follows:

The total number of participants in the Junior Pan American Games by category will be as follows:
• Recurve Women: 22 (6 teams and 10 individual archers)

• Compound Women: 10 (individual only) from 10 different countries
• Compound Men: 10 (individual only) from 10 different countries
• Recurve Mixed Team: As many mixed teams as countries that have qualified at least one man and one woman.
• Compound Mixed Team: As many mixed teams as countries that have qualified at least one man and one woman.
For Recurve events
• Two places per gender for each of the first five (5) countries in the ualification tou nament’s team event.
Colombia will be able to participate in the qualifying team event and if it is positioned in the top five, the sixth
team will earn two places for Cali. The qualifying team event will follow the same structure of only two archers
per country (10 places in total per gender).
• The top ten (10) individual positions by gender (one per country) of archers whose countries did not earn quotas
in the team event. If 10 countries are not completed to receive individual places in the qualification tournament,
the World Archery Americas Council will exceptionally allocate the unused quota places, based on the criteria
of ensuring the participation of as many countries as possible (10 places in total per gender).
For Compound events
• One place per gender for the first five (5) mixed teams. Colombia can compete in the mixed team qualifying
event and if it is positioned in one of the first five places, the sixth country would earn the mixed team places
(5 places in total by gender).
• The four (4) best individual positions by gender (only one by country) achieved by archers from countries that
did not earn places for mixed teams (4 places in total).
Confirmation of quota places
WAA will confirm to Panam Sports and NOCs the places that each NOC has qualified no later than March 17th, 2021.
The NOCs will confirm to Panam Sports and WAA the places they will use no later April 1st, 2021.

Qualification to Santiago 2023
In Archery, all gold medalist in individual events will qualify directly for the Santiago 2023 Pan American Games. Two
spots per gender (4 in total) will be allocated in these competitions.
These quotas will be for the athletes, not for the country. If the athlete that earned the place cannot participate in the
Santiago 2023 Pan American Games, said place will be lost and may not be transferred to the country or to any other
athlete placed in another position in the corresponding event of the Cali 2021 I Junior Pan American Games.

Athlete Eligibility
The athletes must have signed and submitted the Athlete Eligibility Condition Form.
Only the NOCs recognized by Panam Sports and whose respective National Athletics Federations are affiliated to World
Athletics /APA may enter competitors in the Cali 2021 Pan American Junior Games.
The NOCs can only enter athletes in the Cali 2021 Pan American Junior Games that have qualified according to the system
established by World Athletics and APA. The competitors should be U23.
Male and female athletes that will compete in the Throwing events, Heptathlon, Decathlon, 10,000m, 20km Race Walk
event should be at least 18 years old (born in 2003) and athletes born in 1999.
Any athlete aged 16 or 17 years on 31 December in the year of the competition (born in 2003 and 2004) may compete in
any event except the Throwing events, Heptathlon, Decathlon, 10,000m, Marathon and Race Walk.
Qualification System
Each NOC may enter a maximum of two (2) athletes in each individual event under the following conditions:
a) According to the maximum quota of competitors per individual event, the first positions will be taken into account
according to the ranking of the Pan-American area of January 1st, 2020 and until midnight (Colombian time) of
July 20th, 2021 until the maximum quota for each test is filled. The World Athletics ranking by events must be
used as a reference.
For the 4x100 and 4x400 relays of both genders, and 4x400 mixed relays, national teams will automatically qualify,
based on the following provision:
The Technical Delegates and APA will invite national teams until the quota of 8 teams per relay is met, based on the Pan
American area’s ranking from January st, thru July th, . The Technical Delegates and APA will inform the
corresponding NOCs accordingly.
Each invited NOC will participate with athletes already registered in any individual event. There will be no athletes added
for relays.
The principles of universality, parity and equity will be observed. All NOCs have the right to enter at least one (1) man and
one (1) woman in any event.
As host country of the Cali 2021 Pan American Junior Games, Colombia will automatically qualify one (1) athlete per each
Athletics event in which it does not have an athlete already qualified.
To be validated, all performances should comply with the following:
The performances should be achieved during competitions organized or authorized by World Athletics, its Regional
Associations (NACAC/Consudatle) or member federations. Therefore, the results and marks achieved in university and/or
school competitions should be certified by the national federation of the country that hosted the competition (see below
the regulations for the 20km Race Walk Events).
The performance should be achieved in an official competition held according to the current World Athletics Rules.
The performances achieved in mixed events (please refer to Rule 9 (RT9)) will only be accepted under the following
circumstances: for all field events and track events of 5,000m or more held in an indoor stadium, the results will be
managed as follows:
• Performances achieved in national competitions will be automatically accepted.
• Performances achieved in competitions that fulfill Rule 1.1 (i) and (j) of World Athletics will only be accepted if
approved by the Regional Association.
• Performances will not be accepted if achieved in competitions held under Rule 1.1 (a) to (h) of World Athletics.
• Performances achieved in race walking events will always be accepted if the course has been certified by a World
Athletics/AIMS Certified Measurer.
Wind assisted performances will not be accepted.
Hand-timed performances in the following events: 100m, 200m, 400m, 800m, 1,500m, 110m/100 m hurdles, 400m
hurdles, and 4 x 100m and 4 x 400m relays and 4 x 400m mixed relays will not be accepted.
Indoor performances in all field events and for 200m and longer races will be accepted.
For running events of 200 meters and longer, performances achieved on indoor oversized tracks will not be accepted.
Race walking track performances 20,000 meters will be accepted.
Race Walk
Performances achieved at international race walking competitions defined under Rule 1.1 (a), (b), (c), (d), (l), (f), (g), or (j)
of World Athletics will be valid for the ranking, providing the following conditions (where applicable) are always respected:
The course will be measured by a Grade A or B international road race course measurer approved by World Athletics /AIMS.
A minimum of three international or area race walking judges are on duty.

APA will confirm to Panam Sports and to the NOCs the places that each NOC has qualified no later than July 25th, 2021.
The NOCs will confirm to Panam Sports and APA the places they will use no later than April 30th, 2021.
Reallocation of Unused Quota Places
If necessary, no later than August 5th, 2021 APA will reallocate unused quotas to the next best positioned NOC that has
not yet qualified.
NOCs that received reallocated quotas should confirm their participation no later than August 10th, 2021.
Qualification to Santiago 2023
In Athletics, all gold medalist in individual events will qualify directly to the Santiago 2023 Pan American Games. Twenty
(20) spots per gender (40 in total) will be allocated in these competitions.
These quotas will be for the athletes, not for the country. If the athlete that earned the place cannot participate in the
Santiago 2023 Pan American Games, said place will be lost and may not be transferred to the country or to any other
athlete placed in another position in the corresponding event of the Cali 2021 I Junior Pan American Games.

Confirmation of quota places
The countries’ ranking is determined by adding the points of the highest ranked player / team from each country in men's
singles, women's singles and mixed doubles. (A maximum total of the three rankings) using the BWF 2021 World Ranking
from April 20th, 2021. The higher the number of total points, the higher the country's ranking.
The allocation belongs to the country and not to the individual athlete. Each NOC may develop its own procedure for
selecting its competitor (s) to participate in the Badminton Competition. To enter, each competitor must also be eligible to
participate in the Cali 2021 Junior Pan American Games.
Depending on the number of countries that register players in the Junior Pan American Games, the BPAC has the right to
adjust the participation levels upwards (when there are less than thirty-two (32) registrations per gender in the initial
allocation) or the Qualification System of the Cali 2021 Junior Pan American Games downwards (where there are more
than thirty-two (32) entries by gender in the initial allocation) to reach the quota of athletes; that is, thirty-two (32) men
and thirty-two (32) women.
BPAC will confirm to Panam Sports and to the NOCs the places that each NOC has qualified no later than April 23rd, 2021.

Qualification for Santiago 2023
Pan Am Sports will give all gold medalist in individual events, in both the Men's Singles and the Women's Singles, a
direct quota for the Santiago 2023 Pan American Games, which will not be part of the maximum quota specified within
the qualification process for these Games.

Personal title
1. The quota granted by Panam Sports is personal and non-transferable, in view of the fact that it belongs exclusively
to the gold medal athlete.
2. The quota granted by Panam Sports may not be assigned to another athlete from the same country, nor to the
silver medalist of the competition in the event that the winner cannot participate.
Commitment to participate
1. To keep the direct classification granted by Panam Sports, the benefited athletes must meet the following
requirements:
a. A minimum of 2 participations in international championships with World Ranking Points of the Pan
American circuit within the period of August 1st, 2021 to July 31st, 2022.
b. A minimum of 2 participations in international championships with World Ranking Points of the Pan
American calendar within the period from August 1st, 2022 to April 30th, 2023.
Loss of direct quota
1. By rejection of the NOC to the quota granted by Panam Sports.
2. Due to the inability to participate by the athlete, due to injury.
3. For not complying with the participation commitment criteria.

event (5v5 or 3x3). Players must have the legal nationality of that country and must present their passport issued
by the competent authorities before January 1st, 2020.
- Players must not have previously played in an Official FIBA Competition for the national team (5v5 or 3x3) from
another country (see Art. 2-1 of the FIBA Internal Regulations) unless he / she has been designated as a special
case by FIBA and must comply with the time established in the Panam Sports Junior Pan American Games
Regulations.
BASKETBALL 3x3
- Players must have their profile confirmed on the digital platform play.fiba3x3.com (basic requirement for FIBA
3x3 endorsement) at the time of registration.
- Players who participate must be in the Under 23 category (athletes born in 1998), they may be up to 23 years old
on December 31st, 2021. Players can compete up to 23 years old.
NOCs / NFs
- NOCs must ha e at least FIBA-endorsed e ents in their territory in the months prior to the closing date of registrations for classification purposes in case it was through the FIBA 3x3 ranking of National
Federations.
Qualification system
The host country, Colombia, ill be the recipient of a ild card (in both genders), subject to meeting the eligibility
requirements for teams and players established by FIBA 3x3. In case that the host country do not use their quota, the
FIBA regional office in the Americas will allocate the quota to the next country in the FIBA 3X3 Ranking
Host country + FIBA 3x3 National Federations Ranking (in case there are more eligible Olympic Committees than
available places).

These places are only for the NOCs that obtain the gold medal. In case that the NOC that earned the place does not
use the place, another team may obtain it through the Santiago 2023 qualification process.

All athletes must be eligible to compete and represent their country according to the AIBA Technical Rules.
• All athletes must have competed in the AMBC 2021 Continental Qualifier Championship, including the athletes
that will use the Host NOC´s quota and the athletes that receive an invitation.
Note for the Host NOC: The country may choose 4 (four) places for men and 2 (two) for women as host country. The
Host country must inform the AMBC the places that it will use within 48 hours after the conclusion of the only
qualification event.
Any unused quota places will be reallocated to the best athlete that has not qualified yet in the weight category
where there is a vacancy.

NOC not the athlete) in Cali 2021 Junior Pan American Games, will qualify directly to Santiago 2023 Pan American
Games as the ninth athlete in his/her weight category.
In total, 5 places for women and 8 places for men will be allocated in these competitions. If the NOC that obtained the
place cannot participate in Santiago 2023 Pan American Games, such place will be lost and may not be transferred to
other country or athlete placed in another position in the corresponding event of Cali 2021 Junior Pan American Games.

Qualification Principles:
1. An athlete may only qualify one boat in one event for his/her NOC.
2. If an athlete competes with more than one boat and in more than one event and finishes in a position that qualifies
him/her in all or some events:
a. If an athlete qualifies in K2 or C2, his/her results in K1/C1 will not be valid and the next ranked boats in
the K1/C1 event that have not qualified yet, will qualify.

• Starting with the teams qualified 9, 10, 11, 12 and 13, successively adding one individual gymnast to each team.
• If the Host NOC ualifies unde any of the 3 fi st c ite ia, the Host NOC’s indi idual uota ill be eallocated to the next NOC in the Individual All Around standings that has not qualified yet under any other criteria.
If the Host NOC qualifies 1 gymnast only, the Host NOC may add quotas to participate with a second gymnast or to
complete a team of up to 5 gymnasts, with the approval of Panam Sports, the Organizing Committee of the Games
and the National Olympic Committee. However, these quotas would be additional to the 57 allocated to the 20 qualified
NOCs and the host country must compete in the qualifying event (2021 Junior Pan American Artistic Gymnastics
Championship) with individual athletes or a team respectively.
Confirmation of quotas
The Pan American Gymnastics Union will confirm to Panam Sports and to the NOCs the quotas that they have earned no
later than 15 calendar days after the end of the qualifying competition.
The qualified NOCs should confirm to the Pan American Gymnastics Union the places they will use no later than TBC
Reallocation of unused quotas
An order of priority to reallocate the quotas that could be left unused after the NOCs have confirmed their participation has
been determined:
1. If a country withdraws its full team (1-8), the team qualification order will be followed to appoint a full new team.
2. In case that a country with a full qualified team withdraws 3 or more gymnasts, it will become part of the group of
countries with individual qualification and may only participate with a maximum of 2 gymnasts. The full team quota
will be allocated to the next qualified team.
3. If a country with individual qualification withdraws (Teams 9-13) its two gymnasts, the team qualification order will
be followed to appoint a new country for qualification with 2 individual gymnasts.
4. Any other unused quota will be allocated as follows:
a. Individual gymnasts (maximum one per country) until all of the countries that participated in the Junior Pan
American Championship are completed.
b. A third gymnast to the countries qualified 9-13
c. A fourth gymnast to the country qualified 9

The quotas earned for the Santiago 2023 Pan American Games will be for the athletes, not for the country. These quotas
will be additional to the ones earned for Santiago 2023.
If the gymnast that earned the place is registered as part of one of the participating teams in Santiago 2023 or the
athlete that earned the place is unable to participate in the Santiago 2023 Pan American Games, said place will be lost
and may not be transferred to the country or to any other athlete in another position in the Junior Pan American Games

Reallocation of unused quotas
An order of priority to reallocate the quotas that could be left unused after the NOCs have confirmed their participation has
been determined:
Individual Competition:
1. If a country with 2 individual gymnasts (quotas 1-12) declines the participation of 1 or 2 gymnasts, the 2 quotas will
be allocated to the next country in the team standing of the Qualifying Competition. The country that declined may
keep 1 individual quota (quotas 13-15) if the gymnast is in the top 3 positions of the individual All Around qualification,
not considering the countries that earned 2 quotas according to the team results.
2. If a country with an individual quota withdraws its gymnast (quotas 13-15), the individual All Around qualification
order will be followed to appoint a new country.
Group Competition:
1. If a country with a Group (quotas 1-6) declines its participation, the quota will be allocated to the next country in the
All Around results of the Group Qualifying Competition.
NOTE: In any unforeseen case, the corresponding TC will make the decision, with the approval of the PAGU Board.

If the 3 individual quotas (11-13) cannot be completed with gymnasts from different countries to the ones already qualified
(less than 8 countries participating in the 2021 Trampoline Gymnastics Clubs Pan American Cup, 17-21 age group), the
quotas will be reallocated by assigning a second gymnast to the countries that have only 1 gymnast, following the first

A Federation that qualifies in the W4x event at the Qualification Regatta will automatically receive entries for the W1x and
W2x and will not be able to independently qualify entries for the W1x and W2x.
• If a Federation that qualifies for the W4x also places in the top 4 of the W1x, the qualification position in the W1x
will be offered to the next ranked not qualified finisher in the W1x.
• If a Federation qualifies an entry in the W4x also places in the top 3 of the W2x, the qualification position of the
W2x will be offered to the next ranked not qualified finisher in the W2x.
• If Colombia qualifies through the qualification regatta in the W4x or the W2x, Colombia will receive one
qualification in the W2x and the W2x position reserved for the host country will be offered to the next ranked not
qualified finisher in the W2x.
• In the event that a W4x qualification position is not used due to a low number of entries at the Qualification
Regatta, for every W4x qualification not used, the available qualification positions for direct qualification for the
W2x will be increased by 1 each and the qualification positions for direct qualification of the W1x will be increased
by 2 each.

The NOCs will confirm to Panam Sports and the Rowing Pan American Confederation the places they will use no later than
April 20th, 2021.
Reallocation of unused quota places
If necessary, the Rowing Pan American Confederation will reallocate unused places to the next best positioned NOC not
yet qualified no later than May 10th, 2021.
NOCs that received reallocated quotas should confirm their participation no later than May 15th, 2021.
Qualification to Santiago 2023
In Rowing, all gold medalist in individual events will qualify directly to the Santiago 2023 Pan American Games. One spot
per gender (2 in total) will be allocated in these competitions.
These quotas will be for the athletes, not for the country. If the athlete that earned the place cannot participate in the
Santiago 2023 Pan American Games, said place will be lost and may not be transferred to the country or to any other
athlete placed in another position in the corresponding event of the Cali 2021 I Junior Pan American Games.

Entry quotas
The National Olympic Committee (NOC) is the organization in each Pan American country recognized by Panam Sports
and the International Olympic Committee (IOC) as responsible for Olympic sports in that country. The Member National
Authority (MNA) is the organization in each Pan American country recognized by World Sailing as the national governing
body for the sport of sailing.
A count y’s National Olympic Committee may ente no mo e than one boat in each of the four Pan American Junior sailing
events. Qualification procedures and rulings are the responsibility of the Panam Sailing Qualification Committee. The
general timeline fo confi mation of the allocation of count y places to the NOC’s and Ent y by Name is described in this
document.

SAILING
Athlete eligibility
1. The athletes must have signed and submitted the Athlete Eligibility Condition Form.
2. An athlete may qualify an NOC for the Cali 2021 Junior Pan American Games only when eligible to represent that
NOC under Panam Sports regulations.
3. Once a competitor has qualified an NOC in any event, he or she may not thereafter qualify another NOC,
irrespective of any change in their nationality as defined by Panam Sports, or their ability to claim multiple
citizenship.
4. All competitors must be at least 18 years old and not more than 22 years old in the year of the Pan American
Junior Games (year of birth: 1999 to 2003, inclusive).
NOC qualification
1. The host country will automatically qualify one boat place in each of the four Junior Pan American sailing
events.
2. The best-ranked NOCs in each of the relevant events at designated Qualifying Regattas will qualify one boat
place per event according to the quotas presented in the table Quota per Event and the number of places per
regatta in the Qualification System section of this document. NOCs that have already qualified in a previous
qualifying regatta will not be considered.
3. Fo pu poses of NOC ualification in men’s and omen’s e ents, men and women shall be ranked separately in
regattas where men and women race together.
4. Once a competitor has qualified an NOC in any event, he or she may not thereafter qualify the NOC in another
event.
5. Equipment Class Rules requiring athletes to be members of Class Associations shall apply.
Qualifying regattas
1. Athletes from a minimum of three countries must compete in the relevant event at a Qualifying Regatta for it to
be considered valid.
2. If a designated Qualifying Regatta is cancelled or fails to meet the requirement for a valid series, the places will
be divided among valid regattas for the relevant event(s) in a proportion determined by the Qualification
Committee. The Qualification Committee will attempt to maintain continental balance in the selection of
alternate Qualifying Regattas.
3. The Notice of Race of Qualifying Regatta shall be reviewed and approved by Panam Sailing at least six (6)
months before the event.
4. The Notice of Race of a Qualifying Regatta shall specify the following:
a. For purposes of country qualification for the 2021 Junior Pan American Games, the Qualifying System
and Regatta Schedule, Sailing – 2021 Pan American Junior Games, Cali, Colombia, shall apply.
b. An athlete may qualify a country for the 2021 Junior Pan American Games only when eligible to
represent that country under Panam Sports rules; the Panam Sports Nationality rules shall apply to all
members of the team.
c. Equipment Class Rules requiring athletes to be members of the relevant Class Associations shall
apply.
5. The Principal Race Officer (PRO) for a Qualifying Regatta shall be certified as a World Sailing International
Race Officer (IRO). Requests for replacement of the International Race Officer with a nationally certified Race
Officer must be submitted for approval by Panam Sailing at least 30 days prior to the start of the regatta.
6. The Protest Committee for a Qualifying Regatta shall be constituted as an International Jury in accordance with
Appendix N of the 2021-2024 Racing Rules of Sailing. The Notice of Race and the Sailing Instructions shall
specify that the right of appeal is denied, per RRS 70.5.
7. The Qualifying Regattas for each event of the 2021 Junior Pan American Games and the number of boat places
allocated to each regatta are listed in the Qualification System section of this document.
8. Qualifying Regattas shall not be held before December 15th, 2020. All Qualifying Regattas shall be completed by
April 30th, 2021.

Confirmation of quota places
Panam Sailing will confirm to Panam Sports and NOCs the places qualified by the NOCs no later than May 5, 2021.
NOCs shall confirm to Panam Sports and Panam Sailing the places they will use no later than May 12, 2021.
Allocation of universality quota places
NOCs/MNAs shall submit applications for universality quota place(s) no later than May 7, 2021.
Panam Sailing shall confirm the allocation of universality quota places to the NOCs and Panam Sports no later than May
19, 2021.
NOCs shall confirm their intention to use allocated universality quota places to Panam Sports and Panam Sailing no later
than May 26, 2021.
Universality places will be allocated by the Qualification Committee according to the following criteria:
a) Results of the designated athlete in the Qualifying Regattas, Regional Games and Class Championships.
b) The status of the designated athlete in the WS World Rankings (if applicable).
c) Continental balance with respect to NOC representation in the specified event and in the Games overall.
Reallocation of unused quota places
If necessary, Panam Sailing will reallocate unused quota places no later than May 19, 2021, according to the process
outlined below.
NOCs that received reallocated quotas shall confirm their intention to use the places to Panam Sports and Panam Sailing
no later than May 26, 2021.
Unused quota places will be allocated by the Qualification Committee as follows:
a) The first available place(s) in an event will be allocated to the next eligible NOC(s) in the last Qualifying
Regatta for that event.
b) Remaining places will be allocated according to the following criteria: results in other Qualifying Regattas,
Regional Games and Class Championships; the WS World Rankings (if applicable); and continental balance.
c) The Qualification Committee may reallocate unused quota places from one event to another.
Qualification to Santiago 2023

SHOOTING
Athletes eligibility
The athletes must have signed and submitted the Athlete Eligibility Condition Form.
Athletes must be at least 15 years old and up to 20 years old by the day the competition begins.
Qualification system
• Panam Sports approved 64 quota places for Cali 2021.
• Quotas will be awarded in a qualification event for the Junior Pan American Games will be held in El Salvador on
March 8th – 14th, 2021.
• Quotas will be awarded according to the position obtained by the competitor in the qualification event for shooting,
according to the competition program.
• 15 athletes will qualify for each of the 4 individual events.
• In order to guarantee the participation of the host country in all events, the host country will have 4 places (1 for each
event). Colombia will be able to obtain the other 4 places (2 men and 2 women) through qualification to complete the
maximum quota of 8 places per country.
• Quotas will be allocated after the conclusion of the 4 individual events of the qualification event.
• Quotas will be allocated to the countries positioned in the first places of the 4 individual competitions.
• Then, a quota will be allocated to the countries that finished in second places in each competition.
• Then, a quota will be assigned to the countries that finished in third place in each competition; if a country already
has the maximum number of athletes per event or per gender (male, female), the quota will be granted to the country
in the following position.
• This process will be repeated until 15 athletes per modality are completed; this way a fair distribution of quotas in
the 4 modalities is guaranteed, based on the position obtained in the qualification event and ensures that 15
competitors per modality are obtained.
• An athlete can only earn one spot. If the athlete repeats in another event in a position with quota, this will be
transferred to the next shooter without previous quota.
• Federations must use their qualified athletes in their individual events to enter the Mixed Pairs event.
• The places earned must be used in the event in which it was obtained or exchange it for another event of the same
discipline. However, athletes will not be able to switch between disciplines such asl Rifle for Pistol (for example: the
federation may reassign a quota obtained in Men's Air Pistol for women’s Air Pistol). This protects the integrity of the
discipline.
• Unused quota places must be returned to the CAT president for redistribution as soon as possible, but no later than
90 days prior to the Opening Ceremony of the Games.

ARTISTIC SKATING
Qualification system
Host country
As host country, Colombia will qualify automatically with two athletes (one per gender).
Colombia must participate in the Pan American Championship that will be the qualifier for Cali 2021, in order to receive
the automatic qualification.
In case that the participating athlete who meets the age category is not positioned in the first 8 places, only the first 7
positions in each gender will be taken into account to grant qualification to other countries and Colombia will take the
eighth position.
Other countries
A maximum of 7 women (one athlete per country, without including Colombia) and 7 men (one athlete per country, without
including Colombia) will qualify to Cali 2021 Junior Pan American Games.
Places will be awarded to the first 7 athletes positioned in each gender who fulfill the established age category.
Within the first 7 positions, only one athlete may qualify per country and this athlete will be the one who meets the
established age category and earns the highest score.
Places will be for the athletes not for the NOC.
Qualification will be based on the countries’ participation in the 2021 Artistic Skating Pan American Championship.

2. QUALIFICATION VIA OLYMPIC WORLD SKATEBOARDING RANKING (OWSR)
• Ten (10) eligible athletes (5 men and 5 women) will be qualified through the Olympic World Skateboarding
Ranking (OWSR). The Olympic World Skateboarding Ranking (OWSR) are sanctioned by World Skate and will be
listed on the website http://www.worldskate.org/skateboarding/rankings.html. The OWSR is updated every
Wednesday follo ing completion of the pre ious eek’s contests around the orld.
The Host Country is granted with a country quota of 2 athletes (1 Men and 1 Women), they will be the highest ranked Host
Country skateboarders in the OWSR. In case that no athlete from the host country has already been qualified following the
Qualification System criteria.
In case of inability to hold the Pan American Continental Championship 2021, all qualification spots will be assigned via
Olympic World Skateboarding Ranking (OWSR).
In case of inability to fulfill the full Athlete quota per event (8 athletes per gender) due to the country quota limitation, or
the lack of a host country athletes in the Olympic World Skate Ranking, World Skate and Panam Sports will collectively
evaluate possible solutions to complete the field of competitors.
Qualification system is designed based on the athlete not the respective NOC.
Confirmation of Quota Places
World Skate will confirm the number of achieved qualification spots per NOC to Panam Sports and to all NOCs no later
than TBC.
The NOCs must confirm qualification spots they will use to Panam Sports, World Skate and World Skate Americas no later
than TBC.
Reallocation of Unused Quota Places
All the qualification spots are allocated by athlete's name and can be used by the qualified athlete only. If an allocated
qualification spot is not confirmed by the confirmation deadline, or the qualification spot is declined by the NOC, this spot
will be reallocated to the next eligible highest ranked athlete by name in the Olympic World Skateboarding Ranking (OWSR)
while respecting the maximum country quota per each NOC.
World Skate and World Skate America will reallocate unused spots to the next best ranked and not yet qualified NOC not
later than TBC.
NOCs that will receive reallocated quotas must confirm their acceptance and participation no later than TBC.
Qualification to Santiago 2023
In Skateboarding discipline, the gold medalists in both divisions (1 man and 1 woman) will be granted a direct nominal
qualification to the Santiago 2023 Pan American Games.
These qualification spots will not affect the quota numbers assigned to the Skateboarding competition in Santiago 2023.
If the athlete who obtained the spot cannot participate in the Santiago 2023 Pan American Games, this spot will be lost
and may not be transferable to the country or to any other athlete who placed in a different position at the Cali 2021 Junior

A total of thirty two places per gender, as described below:
A total of twenty four places per gender will be allocated to twelve NOCs who have qualified by teams (each qualified NOC
by teams will have the right to participate in the singles and doubles events).
Teams will qualify first and will consist of two players each one. The NOC will be responsible for determining the final
composition of the team.
Eight places will be allocated for singles events (by gender) to athletes that have obtained the best results at the
qualification tournament for singles events of the Junior Pan American Games. Specific details of this tournament will be
informed in due time.

events. Twenty four places by gender will be completed.
The qualification tournament for singles events of Cali 2021 Pan American Junior Games, will be held in May 2021 at a
place to be determined, will be organized after of teams qualification process. NOCs have not qualified by team may
participate.
Each NOC's with at least one male and one female qualified will have the right to enter a mixed doubles pair.
Comments
The ITTF and the Pan American Confederation (PC) / regional confederations will determine together the competition
format of the respective qualifying events.
The competition format should secure the clear identification of two to four reserves, in order, for each event.

Athletes eligibility
The athletes must have signed and submitted the Athlete Eligibility Condition Form.
Only NOCs recognized by Panam Sports, whose National Volleyball Federations are affiliated to the Fédération
Internationale de Volleyball (FIVB) and the Pan American Volleyball Union (PVU) may enter competitors in the volleyball
competition of the Cali 2021 Junior Pan American Games.
All of the participating athletes should be Under 23 (athletes born in 1999).
Qualification system
Qualification of NOC teams will be carried out as follows:
1. Colombia as host country, will qualify automatically with one women's team and one men's team for the
competitions of the Cali 2021 Junior Pan American Games.
BEACH VOLLEYBALL
2. The next eleven teams in each gender will qualify as follows:
a. NORCECA will qualify the best 6 teams of this region in each gender, either through a qualification event
or through the NORCECA Beach Volleyball ranking.
b. The South American Confederation of Volleyball (SCV) will qualify the best 5 teams of this region in each
gender, either through a qualification event or through the SCV Beach Volleyball ranking.

Confirmation of quota places
The Pan American Confederation will confirm to Panam Sports and to the NOCs the places that each NOC has qualified no
later than TBC

Reallocation of unused quota places
If necessary, the Pan American Confederation will reallocate unused places to the next best positioned NOC that has not
yet qualified, no later than TBC.
NOCs that received reallocated quotas should confirm their participation no later than TBC.
Qualification to Santiago 2023
In Beach Volleyball, two teams of each gender will obtain direct qualification to the Santiago 2023 Pan American
Games. These teams are part of the established quota in the qualification process for Santiago 2023.
Qualification will be allocated as follows:
a. NORCECA will qualify the best country of this region in each gender.
b. The South American Confederation of Volleyball (SCV) will qualify the best country of this region in each
gender.
In total 4 teams will qualify for Santiago 2023 (2 per gender)
These places are only for the NOCs that obtain said place. In the NOC that earned the place does not use it, another
team may obtain it through the Santiago 2023 qualification process.

Athletes eligibility

All the participant athletes must be Under 20 (athletes born between 2001 – 2006). Athletes of 15 and up to 20 year of
age by the month of the competition may compete in the Cali 2021 Junior Pan American Games.

The host country will automatically qualify 5 places for women and 5 places for men. The ranking points earned by the host
country in the Junior Pan American Championship will be disregarded and the ranking of the NOCs will be moved up to the
places of the host country.

The Pan American Weightlifting Federation (PWF)will confirm to Panam Sports and NOCs that have qualified no later than
TBC.
NOCs will confirm to Panam Sports and PWF the places they will use no later than TBC
Reallocation of unused quota places
If necessary, PWF will reallocate the unused quota places to the next best positioned NOC that has not yet qualified, no
later than TBC
NOCs that received reallocated quotas should confirm their participation no later than TBC
Qualification to Santiago 2023
In Weightlifting, all gold medalist in individual events will qualify directly to the Santiago 2023 Pan American Games.
Seven spots per gender (14 in total) will be allocated in these competitions.
These quotas will be for the athletes, not for the country. If the athlete that earned the place cannot participate in the
Santiago 2023 Pan American Games, said place will be lost and may not be transferred to a country or to any other athlete
placed in another position in the corresponding event of the Cali 2021 I Junior Pan American Games.
The athletes who obtain direct classification must participate in at least 2 International Championships before the Santiago
2023 Pan American Games.

The host country (Colombia) will qualify automatically. However, all the wrestlers in the 18 weight categories should
participate in the 2021 Junior Pan American Championship to be eligible to compete in the Cali 2021 I Junior Pan American
Games.
WRESTLING
All the participant athletes must have been born between 2001 – 2004. If the athlete is not 18 years old by the day of the
competition, he or she must have a medical certificate and parental authorization.
Additionally, athletes must have the 2021 United World Wrestling valid license.
Qualification system The 8 places in each event and weight category will be obtained according to the following competition:

An athlete that already qualified may not qualify for another place in a different event or weight category.
If necessary, an extra combat will be held to define the exact place in the qualification.
Qualification is for the NOC, not for the athlete.
If after finalizing the qualifying event, Colombia does not qualify any athlete in a weight category, only the first 7 places of
the 2021 Junior Pan American Championship will qualify. Which means that the last place (8th) will be awarded to the host
country.
Confirmation of quota places
UWWA will confirm to Panam Sports and the NOCs that qualified no later than June 15th, 2021.
NOCs will confirm to Panam Sports and UWWA the places they will use no later than June 21st, 2021.
Reallocation of unused quota places
If necessary, UWWA will reallocate the unused quota places to the next best positioned NOC that has not yet qualified, no
later than June 23rd, 2021.
NOCs that received reallocated quotas should confirm their participation no later than June 28th, 2021.
Qualification to Santiago 2023
In Wrestling, according to Article 27 of the Wrestling International Federation competition regulations, which provides
that: “Each National Federation may enter a maximum of one wrestler per each weight category”, the winners (the NOC
not the athlete) of the GOLD medal in the Cali 2021 Junior Pan American Games, will qualify directly to the Santiago
2023 Pan American Games as the ninth athlete.
In total, 6 places for women and 12 places for men will be allocated in these competitions. If the NOC that earned the
place cannot participate in the Santiago 2023 Pan American Games, said place will be lost and may not be transferred to
other country or athlete placed in another position in the corresponding event of the Cali 2021 I Junior Pan American
Games.
