1. Introduction
Hansen Partnership have been engaged by AECOM Australia Pty Ltd on behalf of Neoen Australia Pty Ltd to
prepare a Landscape and Visual Impact Assessment (LVIA) for the proposed Goorambat East Solar Farm, which is
located within Benalla Rural City in north-eastern Victoria. The LVIA is required as a component of the Planning
Permit Application for the development of the proposed Solar Energy Facility, with installed capacity of around 250
megawatts (MV) across an area of approximately 630ha in the Goorambat locality.
This preliminary assessment is provided in advance of a comprehensive evaluation and serves as a summary of the
key findings of an assessment of landscape values and an assessment of potential impacts which could occur as a
result of the development of the proposed Solar Energy Facility, when viewed from key vantage points.
The following preliminary assessment includes a series of photomontage images that demonstrate the visual
presence of the proposed Solar Energy Facility from a series of representative viewpoints in the public domain.
Subsequently, this provides a basis for any appropriate measures to assist in ameliorating any resultant visual
impacts, where they are considered either necessary or desirable.
2. Site and Context
The subject site is located on primarily freehold agricultural land, to the immediate south and east of the
Goorambat locality. The site is generally bound by Hall Road/Saunders Road to the north-west, Benalla-Tocumwal
Road to the southwest and Hooper Road to the north-east. The site is identified in Figure 1 of Appendix A.
The broader LVIA study area comprises the properties upon which the proposed Solar Energy Facility is proposed
and surrounding landscape, including the Goorambat township (to the north-west) and a range of land uses
including agricultural land, remnant bushland, transport corridors and residential areas.
3. Project Description
The proposed Solar Energy Facility
occupies an area of approximately
630ha within the Goorambat locality.
The facility comprises an installed
capacity of around 250 megawatts
(MW) and associated infrastructure. The
proposed solar panels are grouped to
avoid or minimise impacts on native
vegetation including large old trees
throughout the site with a spacing of
5.5m between each row of solar panels.
The associated infrastructure includes a
single site substation along the existing
high voltage powerline easement. Indicative photovoltaic cell design

During the construction phase, it is anticipated that temporary site infrastructure will include a site office, waste
transfer facilities, temporary batching plant, water tanks, temporary laydown area and secure and bunded
hazardous materials storage areas. There is some vegetation removal throughout the site to accommodate the
solar panels.
The specific details of the proposed solar panels are:
Tracker height – 4m
Pitch – 5.5m to 7m (1v) 11 to 13 m (2v)
Bifacial 2V
Min/max tilt 60 degrees
The proposal includes some vegetation removal and associated security fencing.
4. Planning Context
The subject site falls within the Farming Zone (FZ) of the Benalla Planning Scheme, which seeks;
To implement the Municipal Planning Strategy and the Planning Policy Framework.
To provide for the use of land for agriculture.
To encourage the retention of productive agricultural land.
To ensure that non-agricultural uses, including dwellings, do not adversely affect the use of land for
agriculture.
To encourage the retention of employment and population to support rural communities.
To encourage use and development of land based on comprehensive and sustainable land management
practices and infrastructure provision.
The site is affected by a small area of Rural Flood Overlay at the western extremity of the site.
The following policies are considered relevant:

5. Landscape Character Assessment
The landscape within which the proposed development is positioned comprises largely flat and undulating open
pastoral land dissected by fence lines, roads (made and unmade) and associated farm structures such as sheds
and outbuildings, The precinct is affected by the diagonal alignment of high voltage powerlines, and the position of
the railway line heading into Goorambat.
The study area contains a range of scenic elements which contribute to its prevailing landscape character. Through
baseline desktop analysis and fieldwork, in our opinion, a number of landscape character areas have been
identified. The ‘values’ attributed to these elements are set out below:
Flat Pastoral - Low
Foothills Pastoral - Moderate
Dense Natural Bushland - High
River Valley - Moderate
Townships - Moderate
Dry Lake - Low
The mapping of each landscape character area is shown in Figure 2 of Appendix A.
6. Zone of Theoretical Visual Influence
A viewshed is defined as the surface area or terrain visible from a given viewpoint. It is also the area from which
that viewpoint or series of viewpoints may be seen. This is referred to as the ‘intervisibility’ relation. The visibility between two points depends on the presence of on-ground obstacles, such as vegetation and buildings along the
sight-line which connects the two points. Such obstacles may obstruct or reduce the reciprocal vision of the same
two points. Viewshed assessment to produce Zone of Theoretical Visual Influence mapping involves the use of
computer software packages to translate topographical data (ie contour lines) into a 3-dimensional digital terrain
model.
This information was subsequently used to guide the identification (firstly by desktop analysis and then through
field investigations) of 6 viewpoints, all within public land for which photomontages were generated as a means of
demonstrating the visual impact of the proposed development and to consider the degree to which mitigation of
visual impacts may (or may not) be required.
The extent of the LVIA study area has been determined by
the distance at which it is considered that the solar farm will
be indiscernible to the human eye. The diagram to right
shows the typical vertical field of view of the human eye
(Human Dimension & Interior Space – A Source Book of
Design Reference Standards, Julius Panero and Martin Zelnik
1979). A person’s natural or normal line of sight is normally 10° (central field of vision).
Where the solar panels occupy <5% of the vertical field of vision will be indiscernible to the human eye. Given the
broad landscape setting of the subject land, a viewing distance greater than 456.08m from the proposed
development will be indiscernible to the human eye (assuming a flat profile).

Despite the basis of <5% test, we have examined a Zone of Theoretical Visual Influence across all land within 10
kilometres of the proposed solar energy facility from which one or more solar panels may potentially be visible
thereby defining the viewshed. Please refer to Figure 3 of Appendix A.
7. Assessment of Visual Impact from Representative Viewpoints
A series of 6 representative public
viewpoints have been selected for
the preparation of photomontage
images to demonstrate the visibility
and visual impact of the proposed
solar energy facilities. Please refer
to Figure 4 of Appendix A for
selected viewpoints. These
viewpoints were selected following
viewshed analysis, desktop review
and fieldwork as being
representative of key public views
around the proposed development
site.
At this juncture, private vantage
points have not been evaluated,
however we recognise that these
are necessary considerations in a
fulsome appraisal.
In adopting a series of criteria for assessing the visual impact, it is important to define a range of terms which
provide some indication of the extent to which a view location may be impacted upon visually by the proposed
development. In determining this range, a grading system of visual impact categories is described below.
Extreme: entailing close proximity in an exposed location incapable of effective mitigation, where in
principle the proposed structures would impact unacceptably on visual amenity, with limited opportunity
for the implementation of mitigation measures.
Substantial: where impacts will be substantial, with the proposed structures forming a major element in
the view. There will be a tendency for proposed structures to be more dominant than other landscape
elements. Consideration of the feasibility and appropriateness of mitigation measures will determine
whether or not the development results in unacceptable impacts on visual amenity.
Moderate: proposed structures will typically be visible, sometimes obviously so. Notwithstanding this, the
generally greater distances involved, together with the contribution to visual screening typically provided
by topography or vegetation, results in situations where proposed structures will not be a dominant
element in the view. Mitigations measures are generally not necessary.
Limited: proposed structures are visible but form only minor elements in available views as a result of
distance and/or screening by vegetation and/or topography. Mitigation measures are considered
unnecessary.
Negligible: proposed structures are visible in clear conditions and may be recognisable, but conversely
may sometimes not even be noticed. Mitigation measures are considered unnecessary.
Based on our review of the completed photomontages, we have determined the visual impact of the proposed
solar energy facility on the surrounding landscape from each representative public viewpoint. Please refer to
Appendix B for photomontages.

The visual impact of the proposal at Viewpoint 1 - as represented by the photomontage image - is ‘Limited’.
2. Halls Road, Goorambat, facing south towards subject site
The visual impact of the proposal at Viewpoint 2 - as represented by the photomontage image - is ‘Limited’.
3. Benalla-Tocumwal Road, Goorambat, facing south-east towards subject site
The visual impact of the proposal at Viewpoint 3 - as represented by the photomontage image - is ‘Moderate’.
4. Benalla-Tocumal Road, Goorambat, facing north towards subject site
The visual impact of the proposal at Viewpoint 4 - as represented by the photomontage image - is ‘Moderate’.
5. Goorambat-Chesney Road, Goorambat, facing west towards subject site

8. Cumulative Impact
Cumulative impacts resulting from solar farms can occur when multiple solar farms develop in an area at a
proximity close enough to result in views of solar panels in many directions from individual viewing points. In these
circumstances it can be difficult for the observer to determine boundaries or separation between individual solar
farms. With respect to the proposal, the closest approved (but not constructed) solar farm is adjoining the site at
the south-eastern corner of the intersection of Chesney-Goorambat Road, Thoona-Goorambat Road, Halls Road and
Saunders Road, with frontages to Saunders Road and Spinks Lane (formally known as Allotment 59, Parish of
Goorambat). This generally integrates with the proposed development and will not exacerbate or worsen the
proposed condition.
9. Potential for Mitigation
Of the 6 public viewpoints identified in this assessment only 2 resulted in an impact that is likely to be ‘Moderate’. Whilst mitigation in such circumstances is not necessary, it could be readily provided - in the form of screen
planting at the perimeter of the site. Given the height of solar panels, on-site mitigation can in our opinion
effectively mitigate even moderate impacts when viewed from the identified public vantage points.
A continuous buffer planting belt is proposed along the boundary of the solar farm and all roadways and the railway
alignment. Further planting is proposed to the south-western boundary to mitigate impacts from the south along
Benalla-Tocumwal Road.
The Landscape proposal provides 2 types of buffer plantings and identifies the height that vegetation would need
to reach in order to mitigate visual impacts. In order to maximise the growth of new plantings, all species are
indigenous and consistent with the Ecological Vegetation Class (EVC). Please refer to Appendix C.
10. Assessment of Visual Impact on Private Residences
A total of 9 non-stakeholder residences are located within 500m of the proposed solar energy facility, as measured
to the closest solar panel location in each instance. It should be noted that photomontage images have not been
prepared for viewpoints and not assessed within this LVIA review. Consultation with these landowners may be
required to determine the extent of mitigation. The locations of these residences are shown in Figure 4 of
Appendix A.
