Fire Breaks
Michael Emery
City of cockburn
3:16
Overview of Compliance
• 895 rural inspections completed since November 2016
• 225 residential inspections completed since November 2016
Within Banjup;
• 51% of non comply due to overhanging trees
• 15% of non complying due to dead-end firebreaks
• 49% of non complying due to ground fuel on firebreak
* Figures are approximate and numerous properties failed for more than one reason.
12 March 2017Banjup Residents Group 19
Fire Control Order Requirements
Firebreak Time – from 1 November to 15 April the following year.
All property (vacant or Developed - 2032m2 or greater:
To reduce the fire hazard on your land and to comply with the requirements of this Fire Control Order you are required to;
2.1Construct a Firebreak (as defined within section 3 of this order) immediately inside all external property boundaries, including those adjacent to roads, drains, rail reserves and any public open space reserves; and
2.2 Remove all dead vegetation surrounding and over all habitable buildings to a radius of 3 metres except living trees, shrubs, maintained green lawns and gardens under cultivation.
12 March 2017Banjup Residents Group 20
Firebreak Specification - 1
A Firebreak is an area of land cleared of flammable material, installed to minimise the spread or extension of a bush fire and to provide suitable access for fire fighting vehicles. The standards of a compliant Firebreak are as follows;
3.1 A Firebreak must be constructed of bare earth, stone, or sealed surfaces and be clear of all flammable materials to create a 3 metre wide trafficable surface;
3.2 Maintained lawn may occupy a Firebreak, providing it does not exceed 50mm in height during the Firebreak Time;
3.3 Overhanging branches must be pruned to provide a 4 metre vertical clearance above the full width of the Firebreak surface; and
3.4 A Firebreak must be a continuous trafficable path for a fire fighting vehicle, clear of any obstructions and must not terminate in a cul-de-sac (dead end).

Complying with 2.1 of the Fire Control Order
2.1 Construct a Firebreak
(as defined within section 3
of this order) immediately
inside all external property
boundaries, including
those adjacent to roads,
drains, rail reserves and
any public open space
reserves;

2.2 Remove all
dead vegetation

shrubs, maintained

12 March 2017Banjup Residents Group 24
Complying with 2.2 of the Fire Control Order
Cannot Comply?
The City allows residents to apply for a Firebreak Variation.
• Variations must be received by 1 October for view.
• Variations are approved when no effective solution can be practically completed
• Non variation areas must still comply with the Fire Control Order
12 March 2017Banjup Residents Group 25
Recommendation - LPG Gas cylinders
• Place LP gas cylinders on the side of
the house furthest away from the likely
direction of a bushfire.
• Do not place them under a verandah.
Make sure the pressure relief valve is
directed away from the house and that
there is no flammable material in front
of the valve for at least 6 metres.
• Set the cylinders on a concrete or brick
base and fix them to a strong support.
Turn the valve off as a fire approaches
and if the cylinders are exposed to heat,
and if it is safe to do so, hose them
down with water to reduce the pressure.

• MRWA plans still not finalised
– Doing detailed plans
– Seeking environmental approvals
– What have they been doing for a year?
• MRWA must have had concept plans for years
• Why were environmental approvals not sought years ago?
• Earthmoving will not start until mid-2018
– 3 years after funding given
– Bureaucracy grinds exceedingly slow

Why didn’t
Cockburn tell
us during
‘Additional

consultation?
Schaffer is paying for the construction of the
roundabout
12 March 2017Banjup Residents Group 35
Schaffer ‘additional use’

$½ million gamble
What do they know that we don’t?
Maybe it’s a certainty

“Having examined your
proposals, I believe from a
planning perspective, your
approach to the site has
strong merits in terms of its
current and future uses for
industrial purposes.”
“I understand Jandakot Airport
Holdings (JAH) believes that the
land should be regarded as
part of the airport site for
operational and commercial
reasons … has planning merit.”
What is WAPC’s rationale?
12 March 2017Banjup Residents Group 37
Land within 25 ANEF cannot be residential
BUT can be commercial
Schaffer cannot use the land
except for commercial
We don’t know what we don’t know
12 March 2017Banjup Residents Group 38
WAPC approval
ANEF contours
Treeby plan
Residents spent days and days preparing
submission
• Cockburn did not alert us to very relevant
information
– WAPC roundabout approval
– ANEF considerations
– Treeby structure plan
• Residents at great disadvantage
• To respond to public consultation, residents
need expert help
– Beyond capacity of most
– Are residents just a nuisance to Cockburn?12 March 2017Banjup Residents Group 39
Why not keep the land as ‘Bush Forever’?
• Schaffer knew the
rules when they
bought the land
• Now they are trying
to change the rules
• Does Cockburn
really want to see
26 ha of banksia
woodland
bulldozed?
12 March 2017Banjup Residents Group 40
Banjup and Jandakot residents submission
asked for equity
• Either
– ALL Jandakot rural properties given ‘Additional Use’
• or
– NO properties given ‘Additional Use’
• Give Jandakot rural residents opportunity to
escape the ‘sandwich’ planning blight
12 March 2017Banjup Residents Group 41
Better still, avoid piecemeal planning
• Develop a formal structure plan for the whole
area
– Armadale Road to the Airport
– Not just the Treeby structure plan for south of
Jandakot Road
• Defer Schaffer decision until then
12 March 2017Banjup Residents Group 42
12 March 2017Banjup Residents Group 43
What shall we resolve?
• Motion:
– The BRG requests the City of Cockburn to
develop a formal structure plan for the
whole area between Armadale Road and
the Airport in full consultation with property
owners

Aboriginals yet to authorise
use of Shirley Balla land
Construction may be June 2017
Jandakot Road use has doubled since 2010
• 17,335 vehicles per December 2016 weekday
– 15,000 vpd is limit for single carriageway
• 26,000 vpd at Berrigan in 2031
• 18,000 vpd at Warton Road in 2031
– 8,000 vpd from urban Treeby
– 10,000 vpd from Piara, Harrisdale, etc
• Why is this traffic not on Armadale Road?
– Jandakot Road was built to ‘Rural’ standard
– Where is Cockburn’s vision?
– Why has rural amenity been trashed?
12 March 2017Banjup Residents Group 46
Cockburn now planning dual carriageway
• Stockland will pay for some widening work
– After 900th lot sold in 2018
– Will land needed come from Stockland?
• Land from 20 rural properties to be bought
• Cockburn negotiating with owners
• Several owners rejected Cockburn’s offers
• Meeting of all parties to be arranged
12 March 2017Banjup Residents Group 47
Jandakot Road widening should have been
planned years ago
12 March 2017Banjup Residents Group 48
Why was Stockland
exempted from the
re-alignment?
What land will be
taken from residents
for the widening?
Will the sharp bend
east of Solomon be
dangerous?
What a reasonable man
would have planned
Why do Cockburn’s plans keep to the current
alignment?
12 March 2017Banjup Residents Group 49
Why is
Stockland
not
providing
all of the
land
needed?
Calleya is
creating all of the
extra traffic
volume, not
existing residents
12 March 2017Banjup Residents Group 50
What shall we resolve?
• Motion:
– The BRG requests the City of Cockburn to
replan the alignment of the dual
carriageway Jandakot Road so as to
minimise the impacts on existing
residences

Many residents were alarmed by the proposal
and 56 objected on these grounds
• Visually intrusive
• Inappropriate for rural area
• No need to improve reception in Banjup
• Only a repeater for Piara Waters
• Nearby properties will be devalued
• Mast may affect future land development
• Radiation will be harmful
• Precedent for more masts
• Why not somewhere else?
• Compromises aircraft safety
12 March 2017Banjup Residents Group 54
Other residents did not object to the mast
• Mast would be obscured in midst of 20 to 35
metre high trees
• Residents further than 250 metres away will not
see the mast
• Mobile reception in much of Banjup needs to be
improved
• Good mobile reception needed in case of fire
and emergencies
12 March 2017Banjup Residents Group 55
BRG Committee did consult widely
• Committee exchanged 10 emails on draft
• Facts were emailed to 232 households - 30 Dec
– Included line of sight diagrams
– Asked for comment
• 6 responses received
– 3 supportive of mast
– 3 against
12 March 2017Banjup Residents Group 56
To reflect residents’ diverse opinions,
BRG made 2 submissions to Council
• Opposing the mast on the grounds listed
• Not opposing based on observable facts
• Cockburn Council resolved unanimously to
reject Optus’ application
• Optus unlikely to appeal to State Administrative
