1. General requirements 1.1 IAA intends to buy several mobile self-contained air plane air-condition
units trailers, powered by dependable diesel engine.
2. Scope of works
2.1 Design, manufacture and supply of complete self-contained PCA mobile
trailer units for E type airplanes.
2.2 The complete design of the complete unit will be presented and approved
by the IAA.
2.3 The scope of work will include a unit to suit the following airplanes:
Narrow body air planes
Wide body air planes
Jumbo air planes
2.4 Unit to be mounted on an integrated trailer and powered by a diesel
engine, direct driven or separated power pack (generator set).

3. Terms and Conditions 3.1 This Specification represents the basis for all the technical requirements
with regard to the units and all other operations and accessories that the
Supplier must deliver, provide and perform.
3.2 The scope of the supply will include everything necessary for complete,
full, and satisfactory functioning of the installed units, in accordance with
the defined standard of functioning that is appropriate for it, even if some
specific item has not been explicitly mentioned in the Specification.
3.3 Before submitting the proposal, the supplier must study all the details and
the requirements with regard to the aforementioned supply, must examine
the existing conditions and must ensure to obtain all the details regarding
the required equipment.
3.4 Together with the price proposal, the supplier will submit a list of
manufacturers, sub-suppliers and suppliers of the equipment on which the
proposal is based, accompanied by catalogs specifying characteristics,
technical data, performance curves and other similar information. The
catalogs and other documentation must be either the original, or
alternatively, a photocopy of extremely high quality.
3.5 All the materials equipment and works that will be supplied by the supplier
at this facility must conform to the stipulations of this Specification and
they must be new, of excellent quality and suitable for their purpose. All
the materials equipment and works must meet the requirements of the
tender and standards.
3.6 The supplier shall allow the IAA personal and the consulting Engineers to
check his equipment, the materials and the performance level at the
various stages of work, and if necessary, will provide the consulting
Engineers with all the means for performing the check, at no additional
charge.
3.7 Should the consulting engineer reject materials or products of any kind,
either because they did not meet these specifications, the supplier must
remove them from site within the period of time specified in the Engineer's
instructions.
3.8 Should the Engineer reject any part of the work performed whatsoever,
either due to the use of inadequate materials or due to poor workmanship,
or for any other reasons, the supplier will perform that portion of work
anew, in accordance with the guidelines he will receive from the Engineer.

3.9 In all the instances where the body of the respective paragraph contains
the phrase "or equivalent", the supplier is allowed to propose suitable
substitutes. The Engineer shall be willing to authorize them, provided that
the substitute is indeed "equivalent" and/or there is justification for this on
cost grounds or for other reasons. If the supplier does not have the
possibility to propose a substitute, as previously mentioned, or if he does
not propose a substitute even if this is allowed, he must utilize the material
required, as indicated in the Specification.
3.10 No more than month after issuance of the order, the supplier shall submit
for approval to the engineer, the Specifications and data of the materials
and accessories which he intends to utilize in the course of his work.
3.11 Approval of the equipment and the materials specification by the Engineer
and/or inspector does not release the manufacturer from full responsibility
for the choice of appropriate material/equipment.
3.12 Approval of the materials equipment and works is an indivisible part of the
supply and comprises a fundamental condition for its approval.
3.13 In the event that the Works were performed not in accordance with the
technical specifications, the IAA reserves the right to demand any change
or addition that may be required, even after the installation of the
equipment and materials.
3.14 Final design will be a complete detailed engineering approved by the
consulting engineer.
3.15 Any item manufactured or supplied without having formal approval of the
IAA might be requested to be changed with no extra cost and without any
delay in delivery time.
3.16 Price of contract covers complete systems: Designed, manufactured,
tested and commissioned. The delivery includes everything which is
needed for the full and excellent functioning of the system, except for the
items which are specifically excluded.
3.17 There will be no additional payments for items added in order to enable
the functioning of the system, even if not implicitly mentioned.
3.18 If the work demands special requirements with regard to the systems
which are connected to it, these requirements must be explicitly stated in
an appendix to the proposal. In the absence of such requirements, no
claims of any non- conformity whatsoever shall be accepted.

4. PCA units
4.1. The supplier shall design, manufacture and supply a mobile self-contained
Direct expansion air-cooled aircraft pre conditioned air unit ("the PCA
unit"). The PCA unit will be “50Hz” design (if applicable) and of sufficient
capacity to satisfy the cabin conditions at the design ambient conditions
for the aircraft mentioned. Each unit shall consist of direct expansion
circuits including compressors, expansion valves, dry filter, evaporators,
condensers, together with blower and inlet filter, outlet plenum section,
and controls and safety devices, delivery hose insulated 22m' length,
aircraft couplings and diesel engine and generator set (if applicable),
completely packaged in a single weatherproof unit, mounted on multi-
functional trailer. The supplier can offer direct driven unit or separated
energy pack. The unit offered shall be designed to provide sufficient
cooling for the following aircraft:

Unit shall include hose storage system.
4.3. trailer construction
Unit to be mounted on an integrated trailer and powered by a robust diesel
engine and generator set(if applicable), Surge Brake and hand operated
parking Brake, hose storage compartment, Leaf-Spring Suspension and
Running Gear with Pneumatic Tires and fifth Wheel Front Steer Axle.
4.4. unit construction
The unit is totally encased in a steel housing (from 1.5 mm of thickness,
galvanized and painted steel plates or powder coated steel) with rigid
frame (3mm of thickness, cold-rolled, galvanized and painted steel plate or
powder coated steel), or equivalent aluminum casing, free of vibration
transmission and installed with vibration isolators where necessary. The
materiel used is according to the EN 10 142 European regulations.
The main housing contains, in addition to the electrical cabinet, the VFD (if
applicable, non-direct drive), the blower, cooling coils, the condensate
drain pan, the outlet plenum, air filters, the condensate pump and safety
devices required for safe, unattended continuous operation. The unit
construction is of a material sufficient to provide adequate structural
rigidity of frame and enclosure, of a non-corroding material, and provided
with thermal insulation for conditions encountered in normal usage,
Double skin design is preferable. The equipment exterior and interior is
primed and painted in quality assuring a life of 15 years against external
agents. The equipment interior is manufactured to the highest standards.
Hinged access doors and panels are provided for inspection and access to
internal parts including motor, blower, damper, heaters, compressors, and
cooling coils.
4.5. Unit power /electrical panel
Electric switchboard to include automatic power circuit breakers (ACB),
control power transformer(s), motor starters including the VFD for the

blower motor. The electrical cabinet section shall be integral with the unit
main housing and accessible from outside the unit. Electrical panel for
direct drive units will have adequate electric panel to control the units.
4.6. Blower and blower motor
The blower is of the centrifugal, high pressure type and sized for the
appropriate variable volume airflow requirements at 3600 rpm max. The
blower size is selected so that the fan brake horsepower does not exceed
the maximum required when considering the design operating range of the
unit at the total static pressure. The blower is statically and dynamically
balanced and designed for continuous operation at the maximum rated fan
speed and horsepower. Fan as Comfri, Nicotra or equal made in USA or
Europe.
The blower motor (if applicable) to be high-efficiency type (min. IE3) of
standard frame sized for the unit, with permanently lubricated bearings or
sealed re-lube able bearing. The motor is accessible for inspection or
replacement from outside the unit via an access panel. Motor as Siemens
or ABB or equal.
4.7. Condenser coils to be no more than 14 fins per inch spacing. Coils to
coated with Blygold or equal anti-corrosion coating.
4.8. Compressors and related components
Compressors are serviceable, hermetic “scroll type” or screw type with
integral vibration isolators. Safety Controls: Low pressure cutout; high
pressure cutout; compressor motor overload, manual reset, anti-recycling
timer, adjustable low-ambient lockout, compressor over-temperature
safety module. Inverter compressor type shall be considered as an
advantage (see temperature stability requirements). Brands : Danfoss,
Bitzer, trane, Frick or equal made in USA or Europe.
4.9. Refrigerant selection

4.10. Air filters
1 stages of air filtering are will be installed:
Metal mesh Pre-filter class G2 (CEN EN 779) (EUROVENT EU2),
Pressostats are installed for each stage of filtration monitoring dirty filters.
4.11. Noise level
The maximum sound level for the PCA unit at maximum operating
condition does not exceed 98 dBA at a distance of 5 meter from the unit.
4.12. Control
The unit Control equipment shall be a Microprocessor electronic control
(PLC) including display. The control system shall automatically modulate
the flow and temperature of the air leaving the unit. The outlet air is to
provide ventilation only or adequate cooling for the selected aircraft (“Cat.
C”, “Cat. D", "Cat. E”). The mass flow and discharge temperature are to be
controlled depending on the ambient temperature and the cabin
temperature (measured by the cabin sensor).
4.13. Unit Control management
The unit will have main control panel in the unit.
The unit control shall provide the following information as a minimum:

4.14. Unit factory acceptance tests (FAT):
Each functional assembly shall be inspected and tested at the factory prior
to shipment. Complete test reports and test procedures could be
requested for each job. Test shall be at nominal condition (ambient, full
load required flow, etc). The units shall be tested with the client
representatives present (witness test). Success of test (complying with all
spec requirements) is compulsory and shall be pre condition for the supply
of the units and contract payments.
4.15. Site acceptance tests (SAT):
The complete unit shall be tested on site, verifying compliance for spec
requirements, mainly cooling category E air planes. Success of test
(complying with all spec requirements) is compulsory and shall be pre
condition for contract payments.
4.16. Codes and standards compliance:
Unit shall be manufactured in accordance with codes and standards as
applicable in Israel (mainly Israel electrical codes),
All materials used (such as frame, finishing coating etc) shall be comply
with EN 10 142 or equivalent American standard.
Copper tube shall be comply with NF A 51-122,ASTM B68 and B743, DIN
1754 an 17671 specifications,
Directives: 98/37/CE “Machine Safety”, 89/336/CE “Electromagnetic
Compatibility”, 73/23/CE “Low voltage”, 97/23/CE “Pressure Equipment”,
Meet all applicable European and IATA AHM 973 and 974 standards.

4.17. Submittals:
The supplier is to submit the following:
* A data sheet or description providing full and detailed information on
the units offered depicting general construction, main components, size,
weight, dimensions and electrical requirements
* A set of calculations demonstrating for each aircraft type to be served,
that the cabin conditions will be met at the design conditions including
detailed heat load calculations at different load conditions.
* At the max ambient design condition, the supplier is to state: a) the
cabin temperature to be expected and b) at which ambient temperature
the cabin temperature still can be met.
5. Commissioning, training and spare parts
5.1. Commissioning and training should be provided by the supplier, using the
complete maintenance and operating manuals shall be provided to the
attendees.
5.2. Training aims at operating and maintenance personnel for basic operation,
preventative maintenance, adjustments, and initial fault response.
Handlers and Airport Maintenance Engineers shall be part of this
important session. The supplier shall provide also additional training
courses dealing detailed maintenance of the controls and overall system
troubleshooting and re-alignment. The contractor will qualify the IAA team
to be able to train others (train the trainer program). The training course
should cover all aspects of the equipment, provide needed training
documentation and last at least 30 academic hours.

6. Bill of Quantities General Remarks to the Document of Quantities
a) The prices per unit shall include all required for the completion of the work
as described in the specification, in the drawings and in the work contract.
The proposed unit price will be the price of the completed work, when it is
ready to be delivered and set into operation.
b) The unit prices shall be considered as including the following:
1. All the materials and their depreciation, including the costs of their testing.
2. All the work needed for the performance, in accordance with the conditions of the specification and of the contract.
3. The use of equipment, tools, instruments, machinery, ladders, scaffolding, etc.
4. All the protective means required by work safety.
5. Transportation of all the materials, products, equipment, tools, etc., as their loading and unloading to the site and in the site.
6. Storage of the materials, products, tools, machinery and guarding them, as well as protecting and guarding the work that has been performed.
7. Social expenses, insurance costs, purchase tax, customs release expenses, excise duties, customs duties, and other taxes.
8. Costs of work management, surveying and office expenses.
9. Insurance of the work, of the workers, third party, against the influence of weather, the work of other suppliers, etc.
10. Warranty of 24 months as of Final Acceptance.
11. Costs of sea/air/land, freight that will be necessary.
12. Supplier's profit.
c) The IAA retains the right to reduce or increase the scope of the work,
without entailing an increase of the unit price as detailed in the supplier's
proposal.
