Annex 5.1.1 A
Annex 5.1.1.B
Annex 5.1.1.C
PELI 2010 Debriefing Hub Meeting: Islamabad
Strengths Weaknesses
American hosts: Welcoming: Whole team met PELI 2010 at Boston Airport Encouraging: No shyness felt about accent Home Visits: Blake and Gail: Felt extremely comfortable and at home
Pakistani community: Not Welcoming Contemptuous Made the participants feel conscious about their English speaking abilities Home visit at Dr. Suleman’s was very uncomfortable
Dorm comfortable, clean, well managed Dorm staff very helpful. Didn’t even protest at helping people at 1:00 am Extra provisions for Tea made
Dorm food quality poor and there was no choice Fans were too small Cleaning material was provided very late
Cafeteria food good
Pakistani group interaction good: Male-female interaction fine; The males were all very cooperative
Group didn’t know appropriate behaviour eg how to flush the toilet; Pagri incident including Adam;
Group was very punctual for classes Group leaders were being too authoritarian. They were making their own decision so much so that the Americans noticed and began appointing personnel themselves Cultural Night Coordination was extremely poor. The PELI 2010 group had no idea what it was supposed to do
Phone facilities good after cards were received PELI group used up the Skype budget so that there was no phone access during the first few days. This also caused intergroup tensions.
Washington trip was wonderful. Received sufficient spending money. State Department Meeting was fine
Washington security was an issue PELI 2010 behaviour: 2 young girls were saving money by not eating and one of them fainted
Provided presentations on everything, including security and medical issues
Provided medicines after 48 hours when that is the crucial time, since one is jetlagged and feeling ill
Program changed perceptions of America: Thought they were all very indecent; Not true Thought they didn’t have strong family bonds: Not true; Example given included: Richard, Blake, Sarah, Gail Thought would experience racism: not true Very accommodating to our culture; didn’t mind if the women didn’t shake hands
Newspaper article Issue: Need to identify someone to speak to the media PELI 2010 misbehaviour: asking unnecessary questions simply to speak in English
Wonderful inter-group cultural exchange; Learnt about marriage customs of people from other regions; men learnt how to make tea;
Balochis were instructed to attend dinner with a random person who had resided in Balochistan for a while. The rest of the PELI 2010 group wasn’t aware of this until after the event.
Later, a Pakistani visiting America also visited the Baloch
The Americans only used Pashto and Darri and didn’t acknowledge any other language at one formal gathering
Pre Departure Orientation Sessions Adequate: Prepared PELI 2010 to work hard Prepared PELI 2010 in how to live there Alerted PELI 2010 that feedback on their behaviour would be given and therefore ensured their proper behaviour
Weather was a surprise but ITA did tell PELI 2010 to check the weather on the internet so the blame is not on them; Pre Departure Orientation should have warned about the American Airline Food. 50% of the PELI 2010 group didn’t eat on the plane. If they had known this, they could have taken dry rations themselves; The initial food served at PSU was not acceptable either;
Another issue with travel was that there was different luggage criteria within American and Pakistani travel which meant that Luqman had to leave some of his shopping behind The travel time was too long: 32 hours between Pakistan and Boston The return stay at Bahrain was too long
Content: Best area was Leadership Conflict Resolution was very good Education Leadership was good
Watershed was boring. Teacher was not so good. Too much lecture method. Should have been more activity based. During Activities, Learning Objectives were often forgotten. Must be more focussed. Some of the PELI 2010 group were not conversant with computers which created a major problem. Some of the PELI 2010 kept taking photographs even at serious discussions
Can adapt content to our context. Especially conflict resolution and watershed.
MAP themes were very relevant There were constantly technical issues with the MAPs
MAP teaching style was facilitative, not authoritarian
MAPs were very difficult to understand because of less guidance
Blake switched teaching groups so that the PELI 2010 group having difficulties was taught by the better group
One of the teaching groups was difficult to understand.
Challenges and Recommendations:
PELI Group Dynamics
PELI Behaviour
PELI/Media Interaction
PELI Telephone Issue: Individual cards should be given and the Skype system ignored
A balance to be maintained between lectures and activities while remaining focussed on learning objectives
It should be ensured that all nominated candidates have appropriate IT Skills. Maybe they should be tested the same way their English skills are tested.
PELI MAPs: Individual/group? Assessment? Evaluative Methodologies? Evaluative Criteria? How is Individual Evaluation to be done in a MAP implemented by a group? Documentation Process? Budget Clarity? Where should the grant go – to the institution or to a separate MAP Account opened by ITA?
Luqman’s MAP to be revisited
The MAPs of each person present was discussed in detail. This will be documented separately.

Strengths Weaknesses
Selection Criteria
Appreciated Pre-orientation session in Islamabad. Got clear about PSU in the Pre-orientation session.
At the Test day they didn’t know any thing about the PELI-PSU program. At the selection day, they were not prepared for test & interview. Purpose of visit was neither conveyed nor cleared.
Test Feed Back
Very easy and basic. Knowledge based.
As such no negative feed back received from the participants.
Interview Procedure
Relevant to the participants’ field/area of interest.
Detailed and lengthy interview.
Visa Information
No visa confirmation received from ITA or the referent organization to participants.
Pre- Departure Orientation
Idea of get together was good. During pre-departure Participants knew each other and mingle with each other. Ice-breaking questions were appreciated by the participants. 2 days were sufficient for 40 participants to know
No negative feed back received from the participants.
each other. Information shared at the pre-departure proved to be useful during travelling.
During Travel
Secured and well protected travelling. Identifications marks/tags on the bags help them in finding their group members.
Although in pre-departure orientation the liquids were prohibited but still some of the participants put liquids in their bags which cause problems during travelling. Some of the participants stopped for investigation and there they faced pinching and hurting behaviour from their group fellows.
Time Spend at PSU
Best regarding learning point of view. Maximum information in minimum time span. Resource persons were very punctual. Theme of the visit was good. Cultural night was very good and Americans enjoyed and appreciated a lot. Leadership sessions were good and up to the mark.
Information in the science sessions was very basic and not up to the mark. Lack of co-ordination among the PSU staff. Support Staff themselves were not cleared and ready. Equipment in the chemistry session was not working. Some time participants thought that they were just wasting their time like visit of canal. No sequence of information in science sessions especially. Sessions on the writing projects were not time effective. Issue of using detergents (people use extra detergent) Participants pretend themselves to be less privileged in problems discussion session. They discussed problems like terrorism, poverty, fraud etc. Same eating menu continue till the fifth day. Personal relationships developed.
Master Action Plan (MAP)
Group work People were willing to help each other in MAP designing.
PSU staff was not very supportive. PSU staff approve all the MAPs; even those MAPs which had mistakes in them. Didn’t know the reason/purpose of the MAP. Not cleared about the MAP sessions.
Change in Participants:
Positive Behavioural change Equipped with new methods and pedagogies
Value time after their visit to PSU Challenges and Recommendations:
PELI-PSU Alumni Behaviour
Planning to develop province wise hub meetings after every two and half months.
Planning to register the PELI network irrespective of institutions.
Develop the vision of before debriefing session.
PELI MAP: Evaluation of the MAP will be done 3 times, internally. Support will be provided if PSU Alumni 2010 if they need any help for MAP implementation. Evaluation penal comprises both ITA members and other PSU Alumni. MAP should be reviewed before debriefing. MAP should be realistic and proper action plan.
During debriefing a follow-up & monitoring procedure will be developed to ensure whether desired objectives are achieved or not.
Participants are expected to be volunteers just for five days a year.
