• Lighting accounts for a large share of electricity consumption:– residential lighting consumption ca. 90 TWh– tertiary and industry lighting consumption ca. 150 TWh

• Large and cost-effective saving potential of about 30%

• Lighting is a visible and key area to promote energy efficiency

• Actions have been launched at the beginning of the 90s both for the residential and the tertiary sectors

• Tertiary lighting actions: – Ballast Directive (Directive 00/55/EC of 1.11.2000) came

into effect on 1.5.2002;

– classification scheme for ballasts (in collaboration with CELMA);

– mandates to CEN/CENELEC for the development of test methods for outdoor ballasts and fluorescent luminaires;

– The GreenLight Programme

• Upgrade at least 50% of the spaces owned or on long term leases where the investment is profitable (Internal Rate of Return of 20% )

Existing spaces


• All new installations shall be chosen so that no alternative installation exists that would:– (1) maintain or improve the lighting quality

provided by the chosen installation and– (2) consume less electricity and– (3) represent a supplementary investment that

would pass the profitability test

New spaces


• Complete the upgrades within 5 years of joining the programme

• Send progress report every year

• Appoint a Corporate Manager responsible for assuring the Programme execution

• NB: The commitment is normally at corporate level. However the company can join the GreenLight Programme only for a specific site(s)
