SAME PART (Category I) - Item previously provided to Prime System Vendor / Original Equipment Manufacturer (OEM), or Department of Defense (DoD). This category will be used when the manufacturer has produced the item to OEM technical data in the past, but did not provide it directly to DoD.
SIMILAR PART (Category II) - Item to be provided is similar to an item previously provided to the Prime System Vendor / OEM, or DoD. A similar item in this context is one whose design, application, operating parameters, material, and manufacturing processes required are similar to those of the item for which the manufacturer is seeking source approval. This category will be used when the item requested will be produced using approved technical data, but the manufacturer has not produced the same part before, but has manufactured and provided similar items.
NEW MANUFACTURER (Category III) - Manufacturer has not provided the same or any item similar to item being solicited to the Prime System Vendor / OEM or DoD. A similar item in this context is one whose design, application, operating parameters, material, and manufacturing processes required are similar to those of the item for which the manufacturer is seeking source approval. This category will be used when the item requested will be produced using approved technical data, but the manufacturer has not produced the same or similar items.
FAA-Parts Manufacturer Approval (PMA) / REPLACEMENT PART MANUFACTURER (CATEGORY IV) – Manufacturer has received FAA PMA certification to provide the same or similar item being solicited to DoD or desires to propose, through identicality or test and computation (reverse engineering) that the part is the same or better than the part it seeks to replace. This category will be used when the item requested will be produced by a manufacturer having FAA PMA certification or for any proposed part for which the manufacturer is not using OEM technical data.

2.4.5.1. Holders of FAA PMA for items with equivalent AF use must submit a SAR package for approval. The package must be evaluated to ensure that the proposed equivalent item is acceptable in the military environment, in addition to evaluating the manufacturer’s processes and material specification. If the FAA PMA holder is the actual manufacturer, and the approved part is the government specified part, then the SAR category chosen is the one that corresponds to how they were approved by the FAA. PMA items approved through identicality with licensing agreement should be submitted under SAR Category I, Actual Item. PMA items approved through identicality without licensing agreement should be submitted under SAR Category II, Similar Item. If the proposed item is not the exact item requested by the government specifications, or the FAA PMA item was approved under the FAA “test & computation” category, the SAR package should be submitted under SAR Category IV, Alternate Item as the new design must be verified. FAA PMA holders who are not the actual manufacturer, but control the manufacturing processes and manufacturing quality shall be considered manufacturers. Note: Any changes in manufacturing process or location require revalidation.
