Planning
• Government Announcement of Clean Cooking for All by 2017
• Annual plan prepared and approved by Government during Budget Session
Identification of
beneficiaries
• Identification of target beneficiaries by Partner Network and in coordination with ‘District Disaster Relief Committee’ to avoid resource duplication
• Assessment of cooking needs of beneficiaries with the help of partners network
Preparation for tender call
• Approval from the Senior Management of AEPC for the number of cookstoves to be procured, budget, modality and Evaluation Committee
• Finalizing technical specification as per need assessment based on ‘National Interim Benchmark for solid biomass Cookstoves-2014
• Preparation of tender document by procurement and technical expert group based on Nepal’s Public Procurement Act-2007 and Public Procurement Rules-2007
Tender notice
• 30 days notice in the National daily Newspaper
• Information disseminated to the widest possible circle by other means as well
• Pre-Bid meeting
Bulk Procurement Process
Selection suppliers
• Examination of eligibility for completeness of tender document, other legal documents and technical parameters of parameters
• Suppliers proposing least cost after meeting all technical criteria is selected
Supply of cookstoves
• Successful bidders must complete supply of cook stoves within specified deadline in Bid
• Supplier will demonstrate the use of Cook stove among beneficiaries along with operation maintenance procedures
• Suppliers needs to fill the standard form developed by AEPC , take signature of beneficiary and submitted to AEPC. Form containg basic information of user
After Sales Service
• As per tender document, suppliers are bound to provide replacement warranty for 1 year
• 5% amount of total cost is retained as performance security to ensure After Sales Service
Monitoring
• By AEPC, Regional Centers and District Environment, Energy & Climate Change Section/District Development Committee
• Also done through independent third party
Experience with bulk procurement of cookstoves
• As AEPC implements program through the network of implementing partners
(RSCs, SPs and DDCs) and private sector through subsidy program, our
experience with bulk procurement of cookstoves is limited to relief works for
earthquake victims.
• Currently, one tender call from AEPC for the procurement of 20,000 Clean
Cookstoves to be distributed in 13 EQ affected districts is at the last stage of
evaluation
• Another tender call for procurement of 20,000 Clean Cookstoves will be
made very soon from AEPC
• Practical Action in coordination with AEPC is also planning to disseminate
10,000 hood stoves and 20,000 portable clean Cookstoves in 5 EQ affected
districts
Challenges and Dissemination to EQ Victims
• Transportation challenges to reach out the beneficiaries (EQ victims)
• Up to now only 684nos. of ICS were distributed among EQ victims of
some of the districts
• In case of solar lighting 11,640 HH, 240systems of Mobile Charging
Stations and 200 Camp lights were distributed to EQ Victims of 14
most affected districts
• Coordination with World bank, Red cross etc are under process to
collaborate the effort of much more household to serve with clean
Cookstoves.
