ACGU Actions Update
• Established an ACGU WG (WJTSC 9-01) focused on training integration
issues and includes systems/technical sub-group (JTEN issues) Meets bi-monthly….includes ACGU partners, PACOM, NORTHCOM, JFCOM, and

• WG initially focused on identifying possible forum for additional training
coordination and scheduling

ACGU Actions Update
• Developed ACGU Charter which identifies WG structure and
organization, roles/responsibilities, and depicts a suggested ACGU
scheduling & coordination process

regards a CAN-NORTHCOM training integration relationship (AUS-
PACOM model)
• GBR investigating feasibility of similar relationship with EUCOM

ACGU Charter Background
Background
• The 2009-1 Worldwide Joint Training and Scheduling Conference (WJTSC)
documented issue 08-018 “the enhancement of ABCA Joint, Combined, Multilateral
training in order to increase operational capability, preparedness, and improve
interoperability” and established a work group (WG) to identify problems, recommend
solutions, and execute actions necessary to resolve the issue.
• Following WJTSC 2009-2, AUS drafted a proposed ‘Way Ahead – ACGU Integration’
paper whose initial draft outline was coordinated and endorsed by both CAN and GBR
work group representatives. The completed draft document was then reviewed and
generally approved during the Nov 24, ’09 WG meeting.
• The WG recommended that the substance of the ‘Way Ahead’ paper form the basis for
development of a Charter document. Upon review and endorsement by the WG members,
the Charter would be further distributed to respective partner nation representatives for
approval.

ACGU Training Integration Charter
Purpose: The purpose of this paper is to define the structure and outline
guidance associated with working issues related to AUS, CAN, GBR, and USA
training integration and collaboration.
Work Group Structure and Organization
The Working Group Forum at the WJTSC is too big to achieve consensus. While it is acknowledged that many organizations have a peripheral interest in this issue, a small representative core “management group” should be established to lead all aspects of the initiative. Additionally, a separate work group focused on technical issues will be established, i.e. Systems Work Group.

Management Group – Composition & Responsibilities
• The Management Group (MG) is comprised of representatives from the following:– JFCOM (Div Chief, TDSD)– AUS (ADF)– PACOM – GBR (LNO to JFCOM)– EUCOM– CAN (LNO to JFCOM)– NORTHCOM– US Joint Staff– JFCOM (JTCP Rep) ?
• The MG will brief the WJTSC Working Group Forum on significant actions, accomplishments, outstanding issues and the way ahead as well as provide an opportunity for “peripheral organizations” to share their views or concerns.
• A consideration of the MG is to perhaps develop one overarching ACGU Training Integration document or agreement, if deemed appropriate.
• The MG will form sub-groups as necessary to work associated issues in the areas of policy, business rules, scheduling, etc.

Systems Work Group - Composition & Responsibilities
• The Systems Work Group (SWG) is comprised of representatives from the following:
- JFCOM
- AUS
- PACOM
- GBR
- EUCOM
- CAN
- NORTHCOM
• The SWG will focus on technical solutions required to meet both the “vision statement” and “user requirements” as specified and identified by the Management Group.

Scheduling and Coordination of Training
CAN and GBR will look to adopt a process similar to the AUS-PACOM scheduling process/model with a CAN-NORTHCOM and GBR-EUCOM alignment. Principal elements of that process include:
• Nation-COCOM develops their exercise schedules under their own processes. Nation develops a Program of Major Service Activities and COCOM develops its Theatre Security Cooperation (includes all COCOM and Service Component Exercises).
• Nation-COCOM conducts an annual (or bi-annual) planning event to synchronize and coordinate activities (i.e., Combined Exercise Planning Group (CEPG). The CEPG is purposely scheduled prior to the COCOM exercise scheduling conference.
• LVC requests are also coordinated and agreed upon at the CEPG.
• Should COCOM be unable to meet the nation’s requests for LVC enablers, COCOM then seeks assistance from the wider US Defence Force on nation’s behalf.
• “Assistance from the wider US Defence Force” may be solicited via engagement and participation in the US Joint Training Coordination Program (JTCP)

• Specific LVC requirements between nations may be initially agreed through direct liaison between the defense forces. Additional coordination between USJFCOM and COCOM may also required to reserve training network bandwidth.
• Nations’ and respective COCOM reps could meet annually (or bi-annually) to discuss bi-lateral and multi-lateral requirements/events requiring LVC enablers.

Issue 08-018: The enhancement of ACGU Joint, Combined, Multilateral training in order to increase operational capability, preparedness, and improve interoperability.Discussion: No formal procedure exists for scheduling and coordinating ACGU Joint Combined and Multilateral training and use of the full range of Live Virtual Constructive (LVC) training capabilities. An ACGU working group (WG), including Combatant Commands and JS J7, needs to be established to draft agreement(s), develop business rules, and identify/develop the appropriate forum for coordination. The WG will use the PACOM-AUS Joint Combined Training Capability (JCTC) work as a starting point. Formal business rules will require a long term effort, but short term efforts will continue to leverage existing multilateral venues.Endstate: Defense level policy guidance, and agreements. A formal coordination process, business rules and/or other documents as necessary for ACGU partners and combatant commands/Services that outlines the process for scheduling and coordinating bi-lateral and multilateral training and exercises enhanced via LVC enablers using ACGU networks. Short term endstate will address OIF/OEF pre-deployment training. Long term solution expected to take several years.POA&M: - Formalize overarching vision statement and reach agreement in principle (c/w)
