1. Introductiontothetechnicalexaminationprocessonadaptation

1. TheConferenceofthePartiesatitstwenty‐firstsession(COP21)decidedaspartoftheenhancedactionpriorto2020inthedecisiongivingeffecttotheParisAgreementthattwotechnicalexaminationprocesses(TEPs)willtakeplaceduring2016‐2020:oneonmitigation(M‐TEP)andoneonadaptation(A‐TEP).1TheCOPfurtherdecidedthattheA‐TEPistobeorganizedbythesubsidiarybodies,beconductedbytheACandsupportedbythesecretariat

2. TheTEPsaremandatedtorunfrom2016to2020,withamid‐termassessmentoftheireffectivenesstobeperformedin2017(tobeheldduringCOP23).

3. TheobjectiveoftheA‐TEPistoidentifyconcreteopportunitiesforstrengtheningresilience,reducingvulnerabilities,andincreasingtheunderstandingandimplementationofadaptationactions,includingthroughthefollowingfourfunctionsoftheA‐TEP:

a) Facilitatingthesharingofgoodpractices,experiencesandlessonslearned;

b) Promotingcooperativeactiononadaptation;

c) Identifyingactions,includingactionsthatcouldenhanceeconomicdiversificationandhavemitigationco‐benefits;

d) Identifyingopportunitiestostrengthenenablingenvironmentsandenhancetheprovisionofsupportforadaptationinthecontextofspecificpolicies,practicesandactions.

4. TheCOPrequestedthattheA‐TEPtakesintoaccounttheprocess,modalities,outputs,outcomesandlessonslearnedfromtheM‐TEP.TheCOPalsodecidedthattheAC,inconductingtheA‐TEP,wouldengagewithandexplorewaystotakeintoaccount,synergizewithandbuildontheexistingarrangementsforadaptation‐relatedworkprogrammes,bodiesandinstitutionsundertheConventionsoastoensurecoherenceandmaximumvalue.

5. TheCOPfurtherinvitedPartiesandobserverorganizationstosubmitinformationontheopportunitiesforstrengtheningresilience,reducingvulnerabilitiesandincreasingtheunderstandingandimplementationofadaptationaction,by3February2016.

6. ThefullmandateoftheA‐TEPiscontainedinannex1.

2. Expectedoutputsandactivities

7. Inaccordancewithdecision1/CP.21,thecoreoftheA‐TEPwillbetwoannualtechnicalexaminationmeetings(TEMs)inthemarginsoftheMay/JuneSBsbringingtogetherabroadgroupofstakeholderstodiscusspolicies,actionsandconcreteopportunitiesandtheirimplementation.

8. Discussionsheldatthesemeetingswillbereflectedinanannualtechnicalpaper(TP)andfurtherdistilledinanannualsummaryforpolicymakers(SPM)inauser‐friendlyonlineformat.TheSPMwillfeedintotheannualhigh‐levelevent(HLE)thatbuildsontheLima‐ParisActionAgendaandistobeheldinconjunctionwiththeCOPuntil2020.

3. RoleoftheAdaptationCommitteeandotherstakeholders

9. AstheACisrequestedtoconducttheA‐TEP,theACwillneedtodefinethefocusandidentifythetopicsoftheA‐TEP,takingintoaccountthesubmissionsreferredtoinparagraph5andothersourcesofinformation.Lastly,theCommitteewillselectspeakersoftheTEMs,andhaveapro‐activeroleattheA‐TEMs.

10. Decision1/CP.21identifiedotherstakeholdersactivelyinvolvedintheA‐TEP,andwithwhomtheACwillhavetoliaise.Theyinclude:

a) TheSBIandSBSTA,whichwillhavetheoverallresponsibilityfortheTEPsandtheirproceduralarrangementsinaccordancewithestablishedpractices;

b) Twohigh‐levelchampions.AppointedbythecurrentandincomingCOPPresidents,theyareexpectedtoprovidehigh‐levelstrategicandoverallguidanceontheTEMsandSPM.Assuch,theyareexpectedtoadviceontheultimateaspirationsoftheprocessesandthedesirablefocustobetakenintoaccountinthedeliberationsbytheAC.TheywouldalsoprovideadviceforthepreparationoftheSPM;

c) OtherconstitutedbodiesandprogrammesundertheConvention,suchastheLeastDevelopedCountriesExpertGroup(LEG),theExecutiveCommitteeoftheWarsawMechanismonLossandDamage,theNairobiworkprogrammeonimpacts,vulnerabilityandadaptation,theStandingCommitteeonFinance(SCF)ortheTechnologyExecutiveCommittee(TEC),whichwhomtheACmayengagetakingintoaccounttheneedtoensuremaximumcoherenceandvalue.NewinstitutionsestablishedinParis,suchastheCapacity‐buildingCommittee,oncetheyareupandrunning,couldalsobeengagedintheA‐TEP;

d) Thesecretariat,whichhasbeenrequestedbytheCOPtoorganizetheTEMsandpreparetheTPandtheSPMandwillsupporttheACinitsfunction.

4. PossibletopicsandareasfortheA‐TEP:synthesisofthesubmissions

11. Inregardstothesubmissionsmentionedinparagraph5,by26February2016,thesecretariathasreceivedsubmissionsfromfourgroupsofParties,fromeightParties2andfromsevenobserverorganizations.3ThesesubmissionsshouldbethepointofdeparturefortheACtoidentifyandselecttopics.Annex2presentsatablewiththekeytopicsproposedineachsubmission.

12. Manysubmissionsproposemorethanthreetopicsandareasoffocus.Someofthemaremutuallyreinforcing,e.g.proposaltoaddressissuesrelatingtonationaladaptationplans(NAPs)andmainstreamingofadaptationintonational,subnationalandsectoralplanning.

13. OverhalfofthesubmissionsfromPartiesandtwoobserverorganizationsonesprovidespecificsectoralinformation.Twosectorsthatweremostcommonlyreferredtowereagricultureandwaterresources.Health,urbanareasandhumansettlements,biodiversityandecosystems,aswellasenergywerealsoreferredtoinseveralsubmissions.TheconsiderationofadaptationissuesderivingfromgeographicalcharacteristicswasalsoseenbyonegroupofPartiesasanareaoffocusfortheA‐TEP.AnothergroupofPartieshighlightedthepossibilitytotakeahazardapproach,4thusmakingacloselinktodisasterriskmanagement.

14. MostsubmissionshighlightedtheneedfortheA‐TEPtoaddresscross‐cuttingissues,withthefollowingonesmentionedinseveralsubmissions:

SomePartiesalsomadealinkwiththenationaladaptationprogrammesofaction(NAPAs)andtheprocesstoformulateandimplementNAPs.SomegroupsofPartiessuggestedthatadditionaltopicsbederivedfromtheneedsexpressedbyPartiesintheadaptationcomponentoftheirINDC,aswellasintheirNAPsandnationalcommunications.TheyfurtherproposedthattheACreviewsthoseneedsandidentifiestopicsthatwouldshowcasesolutionstoaddressthem.

17. Ontheprocessofidentifyingtopics,severalParties,invitedtheACtoselectthefirsttwotopics,i.e.for2016,andseekinputsfromothers(e.g.inputsfromotherbodiesundertheConvention)toidentifytheremainingtopics.

TheearlierphasesoftheM‐TEParewidelyconsideredtobeasuccess,andechoingtherequestfromtheCOP,PartiesandobserverorganizationsencouragedtheA‐TEPtolearnfromthemodalitiesandlessonsoftheM‐TEP.InresponsetothisCOPrequest,theACmaywishtorequestthesecretariatstaffsupportingtheCommitteetocollaboratecloselywithitscounterpartssupportingtheM‐TEP,tolearnfromtheirexperienceandensurecoherencebetweenthetwoprocesses,includinginregardstothetimelineanddeliveryoftherequestedoutputs(e.g.TEMS,TPs,SPMs).

5. WaystoensurecoherenceandmaximumvalueintheA‐TEP

19. TheCOPrequestedtheACtoengagewithandexplorewaystotakeintoaccount,synergizewithandbuildontheexistingarrangementsforadaptation‐relatedworkprogrammes,bodiesandinstitutionsundertheConventionsoastoensurecoherenceandmaximumvalue.Inresponsetothiscall,figure1mapsthebroadcategoriesoftopicsidentifiedinthesubmissionsagainsttheprogrammesandbodiesundertheConventionwhich,excludingtheAC,havethesetopicsincludedintheirworkstreams.Italsohighlightsthesectoraltopicsmostoftenreferredtointhesubmissions.

Tosupplementtheinformationcapturedinfigure1,itcouldbeusefulfortheACtoalsoconsideradaptation‐relatedactivitiesofotherprogrammesandbodiesundertheConventionandotherrelevantinstitutionsoutside,plannedfortheperiod2016‐2020.However,atthemoment,suchinformationislimitedsincemostbodiesundertheConventionareintheprocessofdevelopingtheirpost‐COP21workplan;anditmightnotbepossibletoundertakeacomprehensivereviewofrelevantactivitiesconductedbyorganizationsoutsidetheConventiongiventhelimitedtimeremainingforthepreparationofthe2016A‐TEMs.

21. Inthiscontext,asafirststep,theACcouldconsiderthoseactivitiesthatarealreadyplannedfor2016‐2017.Suchinformationisincludedinannex3andstructuredalongthebroadcategoriesoftopicsmentionedinparagraphs14‐15above,asappropriate.

22. Inseekingcoherenceandmaximumvalue,othersourcesofinformationcouldalsobeconsideredassuggestedbysomePartiesintheirsubmissions,includingadaptationneedscommunicatedbyPartiesintheadaptationcomponentoftheirINDCand/ortheirNAPs.TheACcouldalso,wheneverpossible,seektoaligntheA‐TEPtopicstotheM‐TEPones,inparticularfortopicsthatallowfortheidentificationofactionsthathavemitigationco‐benefits.5

6. PossibleapproachtoorganisingtheA‐TEPandforundertakingfurtherwork

23. WhileprovidingasolidfoundationtostartdiscussionsontopicsfortheA‐TEP,thepossibilityoflatesubmissionstothesecretariatshouldnotbeexcluded.Ifthisisthecase,thesuggestedlistoftopicscouldexpandinthenearfuture.Meanwhile,thesynthesisreportontheaggregateeffectofINDCs6isbeingupdatedtoincludeinformationonINDCscommunicatedbyPartiesafter1October2015.ThisreportwillnotbeavailableuntilApril2016bywhichtimeitmightbealreadytoolatetostartplanningforthetwoA‐TEMsinMay.Furthermore,asof26February2016,onlytwocountries7haveofficiallycommunicatedtheirNAPtothesecretariat.

24. InlightoftheaboveandconsideringtheneedtostartpreparingforthefirstA‐TEMsatthismeeting,theACcouldlimitthescopeofitsworkonselectingtopicstothoseforthe2016A‐TEMsonly.Selectioncriteriacouldinclude:

a) Topicsthataresufficientlybroadandcross‐cuttinginnatureandreflectedinseveralsubmissions;

b) Topicsthatcouldbeofinteresttoalargeanddiversegroupofstakeholders;and

c) Topicsthatarenotbecoveredbyotherworkstreamsin2016soastoavoidduplicatingexistingefforts.

25. Inaddition,theACmaywishtoprioritizemulti‐facetedtopicsthatcouldofferfutureopportunitiesforlookingintosomeoftheirspecificitiesinmoredetails,forexample,policyframeworksandinstitutionalarrangementsforadaptationplanningandimplementation;methodsandtools;privatesectorengagement;oradaptationinthecontextofsustainabledevelopment.

26. TheACcouldalsodecidetoestablishanA‐TEPtaskforce/workinggroupwhichwouldidentifyspeakersfortheupcomingA‐TEMsanddevelopmodalitiesforselectingsubsequenttopicsfortheperiod2017‐2020.TheA‐TEPtaskforce/workinggroupcouldalsoseektoinvolveotherentitiesinitswork,inparticularsincetheCOP,supportedbyseveralsubmissions,encouragedtheACtocollaboratewithadaptation‐relevantprogrammesandbodiesundertheConventionforselectingthetopicsandspeakersoftheA‐TEMs.SomesubmissionsalsoemphasizedtheneedfortheACtocollaboratewithnon‐Partystakeholders,includingtheprivatesector.

                                                            5ThereisainitiallistofM‐TEPtopicsdrawnbyparticipantsatthededicatedmeetingheldinFebruary2015.Theseinclude:transportation;innovativefinancingincludingforearlyvoluntaryaction;marineprotection;economicdiversification;carboncaptureandstorage;andenergysectortransformation,includingfiscalinstrumentsandincentives,aswellascross‐cuttingissuestoshareexperiencesinrelationtodomesticprocessestofacilitatelong‐termtransformation,includingtheinstitutionsandlegalsettingneededtodevelopandimplementmitigationpolicies.

27. Inaddition,thetaskforce/workinggroupcouldexplorewaystoensuretheparticipationofthelargecohortofstakeholdersthattheA‐TEPnecessitates,inparticularduringtheA‐TEMs.

7. Otherissuestotakeintoconsideration

28. Inadditiontorecommendingtopics,somesubmissionsalsoprovidedsuggestionsforenhancedoperationalizationoftheA‐TEPbytheAC.ItwasproposedthattheACorthesecretariatcoulddevelopaftereachhigh‐levelevent,asummaryoftheoutcomesoftheannualphaseoftheA‐TEP.ThissummarywillthenbeusedbytheACtopreparerecommendationsonwaystobridgesomeofthegapsidentifiedthroughtheA‐TEPfortheconsiderationoftheCOP.

29. ThereisarequestfromPartiesandobserverorganizationstobeperiodicallyinvited,throughcallsforinputs,tosuggestexperts,initiativesorcasestudiesfortheTEMs.SeveralofthemalsoofferedtovolunteertodeliverapresentationattheA‐TEMs.

30. AgroupofPartiesadvocatedforacross‐fertilizingcommunicationflowbetweentheA‐TEPandeventshappeninginregionsandsub‐regions,includingwiththesupportoftheA‐TEPtaskforce/workinggroup.ThesamegroupofPartiesalsoemphasizedtheneedfortheoutputsandoutcomesoftheA‐TEPtobewidelydisseminated,includingthroughsocialmedia.

31. SomePartiesaskedfortheagendaoftheA‐TEMstobedeveloped,asearlyaspossible,toensureoptimalpreparationandparticipationofallinterestedstakeholders.

32. Inregardstoalonger‐termoutlook,afewsubmissionsconsidertheA‐TEPtobeofferingapathwayformoreambitiousadaptationeffortsinthepost‐2020regime.Toharnessthispotential,theyproposetolinktheA‐TEPtotheglobalstocktakeestablishedbytheParisAgreement,8withoutputsandoutcomesoftheA‐TEPbeingfedintothepreparationofthisperiodicstocktake.

8. Nextsteps

33. TheACmaywishtoagreeto:

a) Selecttwotopicsforthe2016A‐TEPs;

b) EstablishanA‐TEPtaskforce/workinggroup,includingidentifyingmembersandalead,to:

i. PlanforthetwoA‐TEMsin2016,includingselectingspeakersandengagingwithotherentities;ii. Identifypossibleadditionaltopicsfor2017‐2020,includingproposingpossiblesequencingofthese

topicsandfurtherwaystoengageotherentitiesintheA‐TEP;iii. ReviewthesubmissionstofurtherinformtheconductoftheA‐TEP;iv. LiaisewiththeSBChairsandtheHigh‐levelChampions.

c) RequesttheA‐TEPtaskforcetoprovideaprogressreportatAC10toinformtheAConthenextsteps

34. Tofacilitatetheworkofthetaskforce,theACmayalsowishtorequestthesecretariattoupdatethesynthesisofthesubmissions(section4ofthisconceptnote)ontheA‐TEPasnewsubmissionsarereceivedandtoprovidethetaskforcewithadditionalrelevantinformationfromtheINDCsandtheNAPs.
