sisted, leading
them to realise that the troublewas with the signal posts. Theyare now in the process of replac-ing them with advanced ones.
These signal posts havebecome very old and need tobe changed. We have alreadyreplaced around 100 old ones onC-Hexagon and in Dwarka, said
Anil Shukla, additional commis-sioner of police (traffic). Some ofthe posts on NH8 and NH24 alsoneed to be replaced, the police said.
The traffic police are also inthe process of erecting 45 signalsand 30 blinkers at new locations.

NEW DELHI: A senior woman andchild development ministryofficial slit her wrist in herShastri Bhawan office onTuesday after a turbulentmeeting with her boss, WCDsecretary Nita Chowdhury.
Rugmini Parmar, the minis-trys economic adviser, was takento RML hospital by colleaguesand later discharged after first-aid as the cut wasnt deep.
The Indian EconomicServices officer was reportedlypulled up by Chowdhury over
work pending in her departmentat the meeting. She put up withit, sources said, adding that oth-ers present were quiet too.
But after the meeting, Parmar who works in the womens
bureau that drafts key legisla-tion, right from preventing sex-ual abuse at the workplace to the
dowry prohibition law wentto her room and slit her wrist.
She was later foundbleeding by her personalsecretary.
Parmar, an officialsaid, had soughtand received atransfer from theministry and wasexpected to leave

NEW DELHI: The Comptroller andAuditor General of India (CAG)Shashi Kant Sharma has orderedan audit of all flood control mea-sures and the citys drainagesystem.
The order comes on the heelsof heavy rain crippling vehicularmovement in the Capital, damag-ing roads, flooding residentialcolonies as well as the swankyTerminal 3 of the Indira GandhiInternational Airport. The CAGhas ordered the audit for theperiod ending March 2013 on a
priority basis.The audit report will, interalia, cover various schemes
being implemented by the Delhigovernment for flood controland effective drainage system.The audit will seek informa-tion on internal control frame-
work in the government to dealwith the situations arising outof flooding and waterlogging,official sources said.
The audit will cover thesurvey conducted by the gov-ernment to identify vulnerableareas and corrective actiontaken. It will also cover theresponse mechanism devised
by the government to meet
unforeseen situations arisingout of waterlogging.
The audit will examine thesteps taken for coordinationamong various departmentssuch as the municipal corpo-rations, flood control depart-ment, the New Delhi MunicipalCounci l , Publ ic WorksDepartment and the Delhi JalBoard. It will also take stock ofthe governments plan of actionto face such eventualities.
The audit body will examinehow the city responds to the
warnings of the meteorologicaldepartment.
Standard operating proce-dures adopted by the govern-ment and the mechanism forinforming/alerting the publicabout any impending flood or
waterlogging challenges willbe examined.

NEW DELHI: The Delhi High courtwill on Wednesday examine thesteps taken by the civic agen-cies in the Capital to implementits orders issued many yearsago to address the problem of
waterlogging.The issue was raised before
the court by president of theNGO Nyaya Bhoomi Col. BBSharan. He told the court that
waterlogging and traffic snarlson the Capitals roads duringthe recent rain proved that thegovernment, the three munici-pal corporations, NDMC and thePWD had not implemented the
courts orders issued since 2005.The government had submit-
ted before the court last yearthat a team led by IIT professor
AK Gos ain will examine theCapitals waterlogging problemand prepare a master plan toprovide a long-term solution.
A bench of acting chief justiceBD Ahmed and justice VibhuBakhru posted the matter forhearing on Wednesday.
The court had directed allcivic agencies to ensure thatdrains were cleared of silt beforethe monsoon.
Seeking a short- and long-term road map to deal withthe menace, it had asked thetraffic police to ensure the
smooth functioning of traf-fic lights during the rain andalso deployment of addition-al traffic police personnel.Two other PILs have soughtsteps to address the problemof waterlogging in Delhi.
One of the petitions claimedthe civic agencies did noth-ing significant after 1998to clean the drains. It sub-mitted a list of 41 waterlog-ging-prone areas in the city.The petition said MintoRoad, Ashram Chowk, SouthExtension Part-I, MathuraRoad, ISBT Kashmere Gate,RTR Marg near Moti Bagh fly-over, Dhaula Kuan underpassare waterlogged every year.

NEW DELHI: The verdict on aminors involvement in theDecember 16 gang rape mayget deferred as the SupremeCourt on Tuesday agreed tohear a plea by Janata Party
president Subramanian Swamyfor a fresh interpretation of theterm juvenile.
A b ench headed by C hiefJustice P Sathasivam admittedthe plea for hearing on July 31.The juvenile justice board (JJB),
which had been hearing the caseagainst the minors involvementin the rape, had fixed July 25 topronounce its verdict.
When Swamy said his peti-tion would become infructuousas the board was scheduled topronounce the judgment onThursday, the CJI told him toinform the JJB about his peti-tion in the apex court. Informthe board that we are seized ofthe matter, it said.
In his petition, Swamy hasasked to consider the men-tal and intellectual maturityinstead of age limit of 18 yearsfor offenders involved in grue-some crimes. He said thestraightjacket interpretationof the term juvenile in the pres-ent law was in violation of theUnited Nations Convention forthe Rights of the Child (UNCRC)and Beijing Rules.
The UNCRC and BeijingRules say the presumption ofthe age of criminal responsi-
bility be fixed while bearingin mind the mental and intel-lectual maturity of offender,Swamy said.

NEW DELHI: Despite a go-aheadfrom the government, transfer-ring property using the generalpower of attorney (GPA) is notgoing to be easy in the Capital. Aday after the revenue departmentof the Delhi government cameout with a circular allowing GPAtransfer, experts said nothing hadchanged on the ground.
A sub-registrar who did notwant to come on record saidthe new circular did not allow aGPA-holder to execute a GPA infavour of another person.
The circular clearly saysthat only a sale-deed holder(title owner of a property)can execute a GPA in favourof a home-buyer. This doesntchange the earlier position. Itis just that the revenue depart-
ment has reframed the para-graphs of the earlier circular,a revenue department officialsaid, requesting anonymity.
There is absolutely nochange in the prevailing situ-ation. The seller who holds theproperty on a GPA will first haveto get the sale deed registered in
his name and only then he cantransfer it to another person,a sub-registrar told HT.
There have been severalinquiries since morning asking
whether transfer of propertyfrom one GPA holder to anotherGPA holder is now possible.We have told everyone that itis still not allowed, he added.Recently, the Delhi HighCourt had struck down aninternal circular of the stategovernment issued in April
2012, restricting propertytransactions through GPA.The latest circular states:There is nothing in the existingprovisions of law that prevents
a registered property owner...from executing general powerof attorney in favour of hisfamily or relatives or person oftrust to manage his property.There was no ban on transferof property from one familymember to another on GPA,an official said.

A General Power of Attorneyis given by a property ownerto a person to manage his/her property. However, thetitle or the ownership ofthe property remainswith the owner.
Can a property owner (titleowner) execute a GPA now?
Yes, he can. But the ownershipwill continue to remain withthe original owner.
Can GPA holder sell/transfer/execute another GPA?
No, he cannot. He will firsthave to get the title of theproperty in his name.
What happens to properties inregularised colonies?
Transactions there have takenplace on the basis of Irrevo-cable General Power of Attor-ney. They dont get any relieffrom this circular as the IGPAholder will first have to get thetitle of the property registeredin his name to execute the IGPAor GPA or the sale deed infavour of a second party.

NEW DELHI:Three days after a film-maker was electrocuted in GreenPark, the south Delhi municipalcorporation removed air-con-ditioner compressors and anelectric signboard from the spot
where the incident took place.Naked wires hanging out of the
AC compressors and the sign-board, which were in contact withan iron gate, had claimed the li feof Anand Bhaskar Morla duringSaturday afternoons downpour.
The civic body officials alsodemolished a concrete platformthat was constructed around atree under which the electricequipment was installed.
Kamlesh Bansal and her sonDhruv Dhawan Bansal, whoowned a jewellery shop andsome of the equipment, claimedthat no prior notice was given tothem to remove the signboard orcompressors.
They had been arrested onMonday and later released on
bail. Their shop is located in thesame building Morla visited onSaturday when he came in con-tact with an iron gate and waselectrocuted.
