New Delhi: The income tax de-partment has stepped up its driveto launch criminal prosecutionagainst alleged offenders by initi-ating 570 cases, which is three ti-mes higher than last year. Thishas also put pressure on otherevaders, resulting in at least 1,200applications from accused see-king mercy under compoundingof offences rules with several ofthem approaching authoritiespost-demonetisation.

A senior income tax (I-T) offi-cial said the department has filedas many as 570 prosecution casesin the last one year (till January2017) against alleged offenders

caught laundering money andevading taxes, compared to 196 ca-ses filed in different courts acrossthe country in the previous finan-cial year (2015-16).

Under I-T laws, a court convic-tion for tax offences can lead to im-prisonment of up to seven yearsin addition to fine and interest andpenalty on the tax evaded. The de-partment has been taking up ca-ses of money laundering serious-ly and has asked officials to fileprosecution complaints againstentities who refuse to own up the-

ir money despite enough eviden-ces based on banking data obtai-ned on deposits made after demo-netisation.

The department is hopeful offiling more cases as the post-de-monetisation data obtained frombanks are still being analysed. Inthe Karnataka and Goa region,the tax department had recentlyissued over 850 prosecution noti-ces to firms in the private and go-vernment domain on charges ofdelay in remitting TDS funds tothe exchequer. In some high profi-le cases, the department has alsolaunched prosecution against po-liticians. One such case is that ofan MLA from Telengana whereunaccounted income is to the tu-ne of Rs 500 crore.

In a number of cases, the accu-sed in black money cases have op-ted to surrender their unaccoun-ted income under the PradhanMantri Garib Kalyan Yojna(PMGKY) available till March 31.

New Delhi: The governmenton Tuesday introduced a bill inLok Sabha, seeking to speed upthe inter-state river water dis-pute resolution process by set-ting up a single permanent tri-bunal whose order will be finaland binding on the states.

Instead of having multi-ple tribunals under existinglaw, the bill makes a provisionof a single permanent tribu-nal with multiple benches.The tribunal will have a fixedtime period to resolve the dis-pute, unlike the existing ones.

Once the proposed legisla-tion is enacted, the Inter-StateRiver Water Disputes Tribunalwill subsume all the existingtribunals. The bill was introdu-ced in the backdrop of linge-

ring disputes over river watersharing among many states.

The Inter-State River Wa-ter Disputes (Amendment)Bill, 2017, which was introdu-ced by water resources mini-ster Uma Bharti in the LS, al-so proposes to introduce a me-chanism to resolve the waterdispute amicably by negotia-tions through a ‘dispute reso-lution committee’ (DRC) befo-re such disputes are referredto the tribunal.

BJD member BhartruhariMahtab said, “Since water is astate subject, I would also askthe government whether ithas consulted all the 29 statesbefore drafting it”. Bharti, ho-wever, said the Centre was ve-ry much within its rights to in-troduce such a bill under Arti-cle 262 of the Constitution.

Guwahati: Forty-six Muslim cler-ics in Assam have issued a fatwaagainst aspiring singer NahidAfrin, the first runner-up in the 2015season of TV show ‘Indian Idol Ju-nior’. Police suspect the fatwa is areaction to Nahid’s recent songsagainst terrorism, particularly theterrorist organisation IslamicState. Leaflets bearing the fatwa inAssamese were distributed in thestate on Tuesday. According to thefatwa, a programme where Nahidis scheduled to perform on the Uda-li Sonai Bibi College grounds atLanka on March 25 was alsoagainst the Sharia.

“If anti-Sharia acts like musicalnights are held on grounds sur-rounded by masjids, idgahs, ma-drassas and graveyards, our futuregenerations will attract the wrathof Allah,” it said.

The young singer, a resident ofBiswanath Chariali who studies inClass X, broke down on hearing thenews. “I am speechless. I neverthought this could ever happen tome. I think my music is God’s gift tome. I will never bow down to it (suchwarnings) and will never leavesinging,” she said. Her mother add-ed, “The organisers of the musicalnight told us the programme onMarch 25 will not be cancelled. Shehas another performance lined upin Karimganj on March 28.”

New Delhi: Washrooms ofsouth Delhi hotels, restaurantsand eateries will turn into publictoilets from next month, withanyone willing to pay up to Rs 5getting access to these facilities.

Taking this decision, thesouth Delhi municipal corpora-tion (SDMC) said the movewould make more than 4,000 toi-lets accessible to the public. Thecivic body said it would enforcethe rule by adding a provision tothis effect in the health trade li-cences issued to these establish-ments.

“The license has a conditionthat the corporation can modifyit any time. The move will be par-ticularly beneficial for womenwho face problems due to lack oftoilets in marketplaces,” SDMCcommissioner Puneet KumarGoel told TOI.

The restaurants, however, re-acted with scepticism, with thetrade association saying it waswrong to force the move on them.“It violates our basic right tokeep the rights to admission re-served. Besides, it will also raiseissues regarding security,” saidRiyaaz Amlani, president of theRestaurants Association of In-dia said.

Civic officials said lieutenantgovernor Anil Baijal had ad-vised the SDMC to explore thepossibility of opening up toiletsin restaurants and hotels for thegeneral public. Thereafter, thedecision was taken after consul-tations.

The restaurant associationsaid it would study the details ofthe move before planning itscourse of action. “I appreciatethe intent behind the move. Even

now, people don’t have to buyfood to use our toilets. But forc-ing it on private enterprises iswrong. We will look at the detailsto see whether our fundamentalrights of admission and securityare being violated,” Amlani said.

The south corporation has is-sued 4,586 health trade licensesto establishments which includehotels and restaurants. “Manyof these places are small and donot have toilets. But more than4,000 of them have toilets whichwill be opened for public usewithout any burden on tax-pay-ers,” Goel said.

Under the new rules, estab-lishments may provide the facili-ty for free. But they wouldn’t beallowed to charge more than Rs 5from each user.

“Maintenance charges inrestaurants usually vary de-pending on the restaurant but wehave decided to keep it at Rs 5 oth-erwise people from the lower eco-nomic groups would not be ableto use the facilities,” he added.

The restaurants will alsohave to “prominently display”the fact that toilet facilities areavailable in their establishment.

Bengaluru: A 43-year-old BJPleader and RSS activist washacked to death near Bomma-sandra, south-east Bengaluru,early on Tuesday morning.

This is the seventh personfrom the Sangh Parivar to be al-legedly murdered in Karnataka.The opposition BJP went on thewar path, blaming the murderson the Congress government’sineptness.

Srinivas Prasad alias Kitta-ganahalli Vasu, resident of Kit-taganahalli and member of theBommanahalli town municipalcouncil, left home in his ToyotaInnova at around 5am after re-ceiving a call. He was attackedlater by five armed men nearBTL College on Hosur Road. Theassailants wielded daggers, ma-chetes, knives and other sharpobjects. They hacked away atPrasad, whose cries for helpdrew the personnel manningthe nearby Chandapura tollbooth. The attackers fled whenthe toll booth staffers came run-nning. Vasu died instantly.

Police sources said the at-tack was so brutal that a daggerstuck in Prasad’s chest had to becut away using a hacksaw bladeduring the post mortem. Hisbody bore at least 15 injuries andhis lungs were ripped apart,sources said. Prasad is survivedby his parents, wife, a 11-year-olddaughter and 6-year-old son. Hiselection as town municipalcouncil president had beenstayed by the court after his op-ponents raised a dispute overreservation for the post.
