As the Syria crisis entered its eighth year in March, the number of Syrian refugees in the region passed the five and a half million mark. There are now over 3.5 million Syrian refugees registered refugees in Turkey, almost 1 million in Lebanon, some 659,000 in Jordan, almost 250,000 in Iraq and more than 128,000 in Egypt. The total net increase during 2018 is 148,504 refugees, mostly due to registration of Syrian refugees who had already been residing in Turkey but also counting in new-borns in all five countries. Across the region, almost 35,000 people have benefited from sexual and gender based violence response services in 2018, while over 293,000 individuals have engaged in or benefited from community led initiatives. In the first quarter of 2018, almost 8,300 refugee resettlement submissions have been made for Syrian refugees in 3RP countries but much more support is needed from donors, as the sector is only 33 per cent funded, and from resettlement countries due to a large drop in available resettlement spaces in 2018. In Jordan, The Government announced the commencement of a rectification of status campaign to regularize the legal status of certain Syrian refugees in Jordan. During March over 9,055 families (approx. 31,073 individuals) came forward for regularization or were referred by NGO partners resulting of 9,475 individuals being issued Asylum-seeker Certificates so far. The campaign runs through 28 September 2018.

HIGHLIGHTS
Across the region, food security partners have reached 84 per cent of their target of assisting 2,628,189 Refugees & Local Community Members. Nonetheless, many of those assisted require support on a monthly basis and the sector is only 39 per cent funded meaning that support from the donor community is essential.In Jordan, following an increase food assistance, in response increases in tax on food commodities and the removal of a long-standing subsidy on bread, around 109,000 refugees residing in camps and 207,000 extremely vulnerable refugees living in communities received JOD 23 per person per month, while 175,000 refugees categorized as vulnerable received JOD 15 per person per month. In Iraq, families in need are now able to approach a dedicated food helpdesk in each camp, with those found to be food-insecure included in the following month's distribution. Camp residents can also pass concerns on to their representatives who meet regularly with Food security sector staff. In Turkey, sector partners in close coordination and collaboration with the Ministry of Food, Agriculture and Livestock have been scaling up agriculture related livelihood activities for Syrian refugees and vulnerable members of the host communities, with a focus on skills development in order to meet the high demand of agriculture labour in Turkey.

HIGHLIGHTS
Across the region, over 600,000 children between the ages of 5-17 are enrolled in formal general education but this is
order to ensure increased access to safe, equitable and quality education for children and youth. In Jordan, the education sector reached 59,331 in both camps and host communities through Learning Support Services in Makani centers. In Iraq, partners continue to address the underlying causes of children being out of school, for example in March 169 refugee children who had dropped out of school because of long distances were targeted for transportation support. In Egypt, in preparation to the new academic year 2018-2019, education partners are preparing to register students for educational grants which will kick-in in September. The sector also continues to financially support 271 Syrian refugee students in Egypt who are enrolled in the DAFI scholarship programme, in order to ease the financial pressure on them during their education and facilitate the completion of their studies.

HIGHLIGHTS
At 21 per cent funded the Health and Nutrition sector is chronically underfunded. The sector has only reached 11 per cent of its target consultations for primary health care services and without further funding the lifesaving work of the sector in under threat. In Jordan, the Mental Health Action Plan 2018-2021 has been launched in collaboration between he health sector and the Ministry of Health (MoH). In Iraq, access to health services for refugees is impacted by a shortage of Medicines, especially medicines for chronic diseases, and a shortage of human resources in public health facilities due to the ongoing financial constraints. In addition, partners have noted a lack of awareness on available health services at governmental health facilities among non-camp refugees. In Egypt, within the resilience component of the health sector, the reporting 3RP partners supported 25 public healthcare facilities and also provided training to community health workers (CHW) in the first quarter of 2018.

HIGHLIGHTS
efforts towards integration of refugees into the economies of their host communities, while simultaneously providing complementary support directly to the most vulnerable families. Across the region, almost 400,000 households have received unconditional, sector-specific or emergency cash assistance so far in 2018. In Turkey, monthly cash assistance continued, with over 1.26 million beneficiaries being reached by the ESSN alone in the first quarter of 2018 and a further 154,000 being assisted through other complimentary cash-based interventions. Due to the protracted nature of the crisis, across the region Syrian refugees struggle to meet their basic needs and continue to face challenges including poverty, food insecurity, malnutrition, and social disparity. In Egypt, for example, the latest National poverty rates available indicate that 27.8 percent of the population fell below the income poverty line in 2015, compared to 26.3 percent in 2013.

HIGHLIGHTS
Of the 5.3 million registered Syrian refugees across the region, around 456,000 (9 per cent) live in camps while almost 4.9 million (91 per cent) live in host communities in urban, peri-urban and rural areas. The shelter situation for those refugees living in host communities varies greatly; the vast majority struggle with security of tenure putting them at constant risk of eviction. The camp proportion of the refugee population is highest in Iraq where some 37 per cent

In general there are 3 types of shelter in these camps: 82 per cent of households live in upgraded shelters (tents removed and sites fitted with concrete slabs, kitchen, family latrine, shower, roof and walls of 2.8 metres high); 16 per cent of households live in improved shelters (still a tent but semi-upgraded, including concrete slabs, Kitchen, family latrine, shower and partial walls and, 2 per cent of households live in emergency shelters (emergency shelter tents). As of the end of March, the sector is only 28 per cent funded.

As of the end of the first quarter, the WASH sector is only 15 per cent funded, meaning that sector partners will not be able to implement many of their planned activities without the urgent support of the donor community. Only 8 per cent of the sector target has been reached in relation to access to adequate quantity of safe water through improved longer-term water systems while 43 per cent of target has been met in relation to adequate quantity of safe water through temporary provision. This is indicative of the dire funding situation of the sector in that the sector has been forced to prioritize short term solutions at the expense of long term efficiency. Increased funding would allow the
governorate, Iraq, to upgrade the water supply system at household level for 2,600 families inside Darashakran and Kawergosk refugee camps. The project aims to provide a sustainable water supply for the camps.

HIGHLIGHTS
At 22 per cent funded the Livelihoods & social cohesion sector is chronically underfunded, limiting its ability to implement activities targeting the most vulnerable refugees and targeted members of the host community with activities to enhance their employability. Such cross community activities, which create employment or income generating opportunities, and foster a business environment for job creation, have a significant role in promoting social stability. In Jordan, 1,750 applicants have been recently approved and cleared by Syrian Refugee Affairs Directorate (SRAD) to leave Azraq camp to work. The refugees will be eligible to leave the camp using their work permits. Some 1,500 further applicants are pending feedback on the process.
