MESSAGE FROM THE EXECUTIVE DIRECTORJoanne E. Dunne, CAE
Happy New Year! I hope that you enjoyed the holidays, although they seem solong ago already. 2019 has been interesting so far. January began withunseasonably warm weather. The government shut down, affecting many in themetropolitan Washington area. Then a major snow storm hit and now we'reexperiencing an Arctic chill, not to mention a full lunar eclipse. Never a dullmoment, I guess!
Despite it all, we at WPS are very busy planning for 2019. The CME Committeeis developing an outstanding slate of programming and a new format is beingrolled out this year. We will hold two full-day Symposia; each will feature twoseparate CME workshops, one in the morning and one in the afternoon withlunch in between. You can attend the full day program or choose to attend onlyone of the sessions. The full-day program will offer 7 CMEs and the half-dayprograms 3.5 CMEs. The Presidential Symposium will be held in early April andthe Fall Symposium will be held in September. Watch for details coming soon!
Exciting news for our ECP members! WPS is fortunate to have received severalAPA and Area 3 grants to support a new series of programs aimed at ECPs,including in December, a $10,000 2019 Innovative Grant. This grant will helpsupport the development of the programs and cover speaker expenses. Theseprograms are designed for ECPs, but RFMs and other WPS members arecertainly invited to attend. Watch for information in the next month or so.
The first WPS Board of Directors' meeting of the year will be held on Saturday,February 2, 2019. At this meeting, the Board will approve the 2019 budget andreview the slate for the 2019 election which will open in mid-February.
Finally, if you have not yet renewed your APA/WPS membership for 2019, do ittoday!! Membership expired December 31, 2018 and you don't want to missany important information and programs for the year.

DC Mayor Signs Behavioral Health Parity Act of 2018
On January 16, 2019, DC Mayor Muriel Bowser signed into law the BehavioralHealth Parity Act of 2018. The legislation was first introduced in November2017 and it has been a long road to approval, although it fulfills therequirements of the Federal 2008 Mental Health Parity Act which was passed adecade ago. Both APA and WPS have been strong supporters and advocatesfor passage of this bill. The law requires health insurers offering health benefitsplans in the District to comply with the requirements of the Paul Wellstone andPete Domenici Mental Health Parity and Addiction Equity Act of 2008 and anyguidance or regulations implementing the act. It requires the Department ofInsurance, Securities, and Banking to enforce the requirements of the act, toimpose annual reporting requirements on health insurers and the department,to bar health insurers from imposing non-quantitative treatment limitations onthe provision of benefits for mental health conditions or substance use disordersunless certain enumerated requirements are met. It also requires Medicaid toprovide coverage for medication-assisted treatment prescribed for the treatmentof substance use disorders, and authorizes the Mayor to issue rules toimplement the provisions of the act. LEGISLATIVE NEWS
The 439th Maryland General Assembly convened on January 9, 2019 with theswearing in of 17 new State Senators and a welcome from Governor LarryHogan with an emphasis to work together in a bipartisan manner during the 90-day legislative session which ends Sine Die-on April 8, 2019.
Four hundred years after Virginia lawmakers first met in Jamestown, the state'sGeneral Assembly opened on January 9, 2019. This will be a tight, 46-daysession testing, among other things, lawmakers' abilities to agree on what to dowith a $1.2 billion federal tax windfall.
The DC Council held its first Legislative Meeting of the two-year session knownas Council Period 23, on January 8, 2019. The Committee of the Whole willmeet for the first time on January 22, 2019.
The Committee on Health & the Committee on the Judiciary & Public Safety willhold a Joint Public Oversight Roundtable on January 28, 2019 on "The DistrictGovernment's Strategy and Actions to Combat the Opioid Epidemic." Anyonewishing to testify at the roundtable should contact the Committee on theJudiciary and Public Safety via email at [email protected] or (202) 724-8275, and provide their name, telephone number, organizational affiliation, andtitle (if any), by close of business Thursday, January 24. Representatives oforganizations will be allowed a maximum of five minutes for oral testimony, andindividuals will be allowed a maximum of three minutes. Witnesses should bringtwenty double-sided copies of their written testimony and, if possible, alsosubmit a copy of their testimony electronically in advance [email protected]. Note that government witnesses will testify at thebeginning of the roundtable.

What's New at the APA
APA called for a vigorous appeal to a Federal judge's ruling striking downthe Affordable Care Act. U.S. District Court Judge Reed O'Connor inTexas ruled the ACA unconstitutional without the requirement of anenforceable individual mandate after Congress repealed the tax penaltyassociated with it. The Affordable Care Act has provided coverage toroughly 2.8 million Americans with substance use disorders and 1.3million Americans living with serious mental illness. New CME module on Central Appalachia and the Opioid Epidemic
APA's Division of Diversity and Health Equity has recently published a CMEmodule on Central Appalachia and the Opioid Epidemic. Attempts tounderstand the opioid epidemic have repeatedly engaged with constructions ofmultiple "cultures" such as the Appalachian culture, substance use culture,psychiatric/health care culture, and political policy culture. This CME module willexplore and critique these cultures which are considered integral to the opiateepidemic in Appalachia and the way these cultures impact Appalachian mentalhealth. APA's Division of Diversity and Health Equity has published a CME module onCultural Formulation Interview (CFI). The goal of this module is to increaseawareness of the impact of culture on the practice of psychiatry and to describecurrent research in cultural psychiatry. Presented in pulse-learning activity(PLA) form, this module provides information on the CFI's development, utility,and implementation into regular clinical practice.

Transgender Mental Health Pulsed Learning Module
APA's Division of Diversity and Health Equity has published a new CME moduleon Transgender Mental Health. This CME activity evaluates the currentliterature on various health and clinical aspects of the transgender populations.Using a pulsed learning format via email, participants will be provided with aseries of multiple-choice questions to be completed over time. The questionsare also designed to evaluate central features of social determinants of healthin transgender youths and adults. You can access the course here.
