General Rules No person shall handle exhibits without the permission of the handlers in charge of the department. Exhibitors must sign a release form before leaving with their entry. These rules will be strictly enforced. After receipt of all entries by Sunday 5:00 P.M., building will be open 11:00 a.m. to 9:00 p.m., Friday, Saturday & Sunday. 12:00 p.m. to 9:00 p.m. Monday thru Thursday.
1. Entries will be received until August 20 or such time as the cooping capacity is reached.
2. Only entered listed specimens will be accepted.
3. Entered specimens will be received on, Saturday, September 7 from 10:00 A.M. to 8:00 P.M. and on Sunday, September 8 from 10:00 A.M. to 5:00 P.M. Entries released Sunday, September 15 from 4:00 P.M. to 8:00 P.M.

4. Applications and fees for entries will be received in person, by mail or online at the office of the Society, 334 Carlisle Ave., York, PA 17404. Checks or money orders payable to the York County Agricultural Society. 5. Exhibitors whose entry fees are less than $3.00 will receive two admission tickets. Those whose entry fees are $3.00 or more will receive a ticket for car and driver for the day entries are received, plus two admission tickets. If it is necessary to remove the entries before Sunday, September 16 an additional car and driver ticket may be obtained from the department office with prior approval of the superintendent. 6. Judging starts Monday, September 9, at 10:00 A.M. for pigeons and 11:00 A.M. for rabbits, cavies and poultry.
7. Efforts will be made to coop singly. Right is reserved to place in one coop more than one bird of the same variety if owned by the same exhibitor. 8. The American Standard of Perfection issued by the American Poultry Association will govern poultry judging. 9. A bird or animal can only compete for one prize, except as provided for in special awards.
10. A judge shall not officiate in a class where he has an entry. Collusion between a judge and exhibitor will exclude from competition and awards all entries of the offending exhibitor. Exhibitor’s protest relative to such exclusion must be in writing. 11. Specimens are entered at the sole risk of the owner. The Management will take the greatest possible care of all exhibits but will not be responsible for accident, mistake, loss or damage thereto. All entries will be watered, fed and cared for by competent employees. 12. Entered specimens must be bona fide property of exhibitor.
13. Entries showing physical evidence of transmissible disease will be excluded from the show. During the continuance of the show, all entries will be examined carefully each day. Entries showing signs of disease will be segregated and properly cared for or returned to the owner at his expense. 14. All specimens are to be exhibited in their natural condition except Games and Game Bantams, which
are to be dubbed in accordance with A.P.A. and A.B.A. rules.
15. Substitutions will be permitted before closing date of the entries. No substitutions will be permitted after closing date of entries unless of the same breed, variety and sex. 16. Names, distinctive marks, advertising or decorations will not be permitted until all judging and awards are completed in that department, i.e., poultry, pigeon, or rabbit & cavy department.
17. Animals and birds will be handled only by the judge or authorized Fair Official.
18. Entries will be accepted and premiums paid only on breeds, varieties and colors listed in the York Fair Premium book and will be awarded only on animals or birds exhibited in their proper classes.
19. In the absence of a protest, which must be in writing, the decision of the judges will be final.
20. Premiums will be paid only on awards indicated by judges’ records.
21. Exhibits may be removed 4:00 to 9:00 P.M., Sunday, September 15. Removal of animals prior to this time will result in the forfeiture of awards unless prior approval is received from the building superintendent.
22. Any contingency that may arise and is not covered by these rules will be adjusted by the Department Superintendent whose action will be final.

Section 13: Pennsylvania Poultry, Including Chickens, Turkeys, Waterfowl, Upland Game Birds, Ratites and Pigeons/doves, and Hatching Eggs
Requirements: 1. All Pennsylvania poultry, including chickens, turkeys, waterfowl, and upland game birds
entering an exhibition must bear an official PDA-issued crimp style or butt end style leg band. Ratites must be identified with a neck band or an electronic implant device (the exhibitor must supply a reader). Pigeons and doves must bear a unique individual identification leg band but do not have to be identified with an official PDA leg band.
2. An Owner-endorsed Poultry Health Certificate or a Certificate of Veterinary Inspection (health chart or CVI) must accompany all Pennsylvania poultry, including chickens, turkeys, waterfowl, upland game birds, and ratites; and pigeons/doves; and hatching eggs. The certificate must include the following:
▪ Name and location of exhibition; and ▪ Name, address, and telephone number of the owner; and ▪ A statement that the entries and the flock of origin are free of evidence of infectious
and contagious diseases; and ▪ Owner signature and date of that signature.
3. Avian Influenza Testing and Verification: All samples must be collected by a Certified Poultry Technician or a Category II Accredited Veterinarian.
▪ All poultry, including chickens, turkeys, waterfowl, upland game birds, and ratites, (pigeons/doves excluded), and their hatching eggs for exhibition must originate from a flock in which a random, representative sample of a minimum of 30 birds, 3 weeks of age or older, were tested for avian influenza within the 30 days prior to opening date of the exhibition. The birds or hatching eggs must be accompanied by the most recent test report (copy acceptable). Test results must be negative. If there are fewer than 30 birds in the flock, test all birds. For waterfowl, cloacal swab samples must be collected for testing instead of blood samples, and the swabs may be tested using PCR techniques. Swabs from geese and ducks may not be combined in the same tube for testing. Untested birds shall not be comingled with or added to the tested flock after negative samples have been collected and before the show.
4. Pullorum-typhoid Testing and Verification (pigeons/doves and waterfowl excluded for exhibition). All samples must be collected by a Certified Poultry Technician or a Category II Accredited Veterinarian.
▪ Poultry, including chickens, turkeys, upland game birds and ratites (waterfowl excluded) and their hatching eggs must originate from a flock in good standing on the NPIP Pullorum-typhoid Clean Program (and there was no break in the chain of ownership by NPIP participants) or from a flock in good standing on the PA Pullorum Equivalent Program. The birds or hatching eggs must be accompanied by the most recent test report (copy acceptable). Test results must be negative. If the rapid whole-blood plate agglutination test was done, the most recent NPIP 9-2 form or state equivalent form must accompany the birds or hatching eggs (copy acceptable). Test results must be negative. If birds are less than one year of age and originate from an NPIP Clean hatchery, they do not have to be tested for pullorum-typhoid if they are accompanied by an NPIP 9-3 form from that hatchery and any additions to the flock were also from NPIP Clean sources. The NPIP number must be noted on the report for NPIP Pullorum-typhoid Clean flocks;

▪ All individual birds (pigeons/doves and waterfowl excluded) for exhibition (maximum of 300) must have had a pullorum-typhoid test within the 90 days prior to the opening date of the exhibition. The birds must be accompanied by the most recent test report, or state equivalent form for the rapid test (copies acceptable). Test results must be negative. The following age restrictions apply:
▪ Chickens shall be tested at 4 months of age or older. ▪ Turkeys shall be tested at 12 weeks of age or older. ▪ Game birds shall be tested at 4 months of age or older, or upon sexual maturity,
whichever comes first. ▪ Ratites shall be tested at 12 months of age or older. ▪ All birds not meeting these age restrictions at the time of sampling are exempt
from pullorum-typhoid testing requirements. Section 14: Out of State Poultry, Including Chickens, Turkeys, Waterfowl, Upland Game Birds, Ratites, Pigeons/doves and Hatching Eggs Requirements:

Entries will be received until August 20 or such time as the cooping capacity is reached.
Entry Fee — $1.00 per Entry. Must be paid at time entries are made.
Entries will be accepted and premiums paid only on breeds, varieties and colors listed in the York Fair Premium book and will be awarded only on birds exhibited in their proper classes. Entered specimens will be received on, Saturday, Sept. 7 from 10:00 A.M. to 8:00 P.M. and on Sunday, Sept.8 from 10:00 A.M. to 5:00 P.M. Entries released Sunday, September 15 from 4:00 P.M. to 8:00 P.M. Judging Monday September 9 at 10:00 A.M.
No person shall handle exhibits without the permission of the handlers in charge of the department. Exhibitors must sign a release form before leaving with their entry. These rules will be strictly enforced.
BANDS: Bands of all reputable banding organizations will be recognized. Young Pigeons must wear a 2019 seamless band of the proper size. All pigeons must wear some type of numbered band. Bands bearing any initial or address will disqualify bird from competing for award.

RABBITS YOUTH MAY ENTER THE SAME RABBIT IN BOTH THE OPEN AND YOUTH DIVISIONS.

H09….Meat Turkey
Youth Meat Turkey Competition and Compliance Statement
This year the York Fair will be holding a meat turkey competition as part of its fair scheduling. The top competitors will be included in the youth livestock sale to be held Saturday, September 14th at 11:00 A.M. Rules for competing are as follows.
A. Each competitor is limited to one turkey entry and must be a 4-H or FFA member.
B. The turkey should be a minimum of 4 months old and no older than 6 months. Turkey poults will
be supplied by the poultry superintendent to be of the same age if notified of the intent to enter
the competition.
C. Youth exhibitors must be the sole owner and raiser of the turkey.
D. Owners must notify the York Fair and their local 4-H leader or FFA advisor of their intent to
enter a turkey.
E. An entry form must be sent to the York Fair or submitted online by August 1, 2019, along with
the correct entry fee.
F. All turkeys must have an official state leg band, and have met state testing requirements.
G. A compliance statement must be brought with the turkey submitted. All entries must be within
the guidelines as presented above.
H. Exhibitors must have their turkey entered by the deadline to be weighed and in place for
judging. Judging will be done by an APA licensed judge.
I. The champion and reserve champion turkeys will be auctioned off as part of the youth livestock
auction to be held on Saturday, September 15, starting at 11:00 A.M. The youth must be
present to present their turkey for sale.

B61….Meat Chicken
Youth Meat Chicken Competition and Compliance Statement
This year the York Fair will be holding a meat chick competition as part of its fair scheduling. The top 2 competitors will be included in the youth livestock sale to be held Saturday, September 14, 2019. Rules for competing are as follows.
A. Each competitor is limited to one entry consisting of two birds and must be a 4-H or FFA
member.
B. The chickens should be a minimum of 6 weeks old and no older than 2 months. Meat chicks will
be supplied by the poultry superintendent to be of the same age if notified of the intent to enter
the competition.
C. Youth exhibitors must be the sole owner and raiser of the chickens.
D. Owners must notify the York Fair and their local 4-H leader or FFA advisor of their intent to
enter their chickens.
E. An entry form must be sent to the York Fair or submitted online by August 1st, 2019 along with
the correct entry fee.
F. All chickens must have an official state leg band and have met state testing requirements.
G. A compliance statement must be brought with the chickens submitted. All entries must be within
the guidelines as presented above.
H. Exhibitors must have their chickens entered by the deadline to be weighed and in place for
judging. Judging will be done by an APA licensed judge.
I. The Champion and Reserve Champion Market pens MUST be sold at the Livestock Sale,
Saturday, September 14th, 2019. The youth must be present to present their meat chickens for
sale and bring the chickens into the sale ring. Appropriate dress is expected.

139….Meat Rabbits Youth Rabbit Meat Pen Competition and Compliance Statement
This year the York Fair will be holding a rabbit meat pen competition as part of its fair scheduling. The top competitors will be included in the youth livestock sale to be held Saturday, September 14, 2019 Rules for competing are as follows.
A. Each competitor is limited to one rabbit meat pen.
B. Youth must be an enrolled York County 4-H Rabbit and Small Animal club member and/or FFA
member in good standing to participate in this show and sale. Barn checks may be conducted
for every member participating in this project as deemed necessary by 4-H leaders and
Extension Staff to ensure members are making progress with their projects.
C. Youth must notify their 4-H leader or FFA advisor by JUNE 1ST of their intent to show a Market
Pen at the York Fair. An entry form must be sent to the York Fair or submitted online by August
1st, 2019, along with the correct entry fee, this is a closed entry show.
D. You must own the doe(s) by June 1st and kit’s must be kindled in the owner’s rabbitry. Plan to
breed your does 100 days or less from the day of the show but not before May 29, 2019 (100
days before the start of the York Fair)
E. All rabbits must be tattooed prior to the fair and in the presence of a York County 4-H Rabbit
and Small Animal Club leader, FFA advisor or a York County Extension Agent. Youth may
tattoo up to ten rabbits but may only show their top three rabbits at the Fair. The tattoo date for
2019 is to be determined by the York Co 4-H office.
F. All rabbits must be accepted ARBA breeds and EACH rabbit in the Meat Pen (consisting of
three rabbits) MUST weigh between at least 3 ½ pounds and no more than 5 ½ pounds at York
Fair check in (check in dates – please see York Fair online catalog). Ideal average weight is 5
pounds.
G. Members may only show and sell rabbits younger than 69 days old as of the check in at the
York Fair.
H. Youth exhibitors must be the sole owner and raiser of the meat pen rabbits.
I. Exhibitors must have their meat pen entered by the deadline to be weighed and in place for
judging. Judging will be done by an ARBA licensed judge. Members do not need to be present
at the show but are encouraged to be there to hear the judge’s comments on their Market Pen
as a learning experience.
J. Youth may enter one Market pen (consisting of three rabbits) per exhibitor. The Champion and
Reserve Champion Market pens MUST be sold at the Livestock Sale, Saturday, September 14,
2019. The winners of the Champion and Reserve Champion Meat Pen must be present at the
sale and bring the rabbits into the sale ring. Appropriate dress is expected.
K. A compliance statement must be brought with the rabbits submitted. All entries must be within
the guidelines as presented above.
