HavinghadtheprivilegeoftakingontheroleofChiefExecutiveOfficermidwaythroughthe2015-16financialyear,2016-17representedanexcitingopportunityfortheteamatFamilyDayCareAustralia(FDCA)todevelopand‘own’ourfirstfullfinancialyearbudgetand deliverables,andIamdelightedbyallthathasbeenachieved!
Followingthesignificantoperationaldeficitof2015-16,theimmediatechallengewasto returntheorganisationtosurpluswhileensuringtheeffectiveandefficientdeliveryofour Mission.Iamespeciallyproudofthefactthatinanuncertainenvironment,wehave deliveredunprecedentedreinvestmentintopromoting,supportingandrepresentingthemembershipwhiledeliveringanextremelystrongbottomlinepositionatyearend. Withearlychildhoodeducationandcareentrenchedinpoliticalandpolicydebate,FDCAhasremainedactiveandengagedinrepresentingtheinterestsoftheservices,educators,familiesandchildreninfamilydaycare.ThroughtheintroductionoftheChildCare AssistancePackagelegislationintoparliamentandinensuringfairandproportionate

regulatorymechanismsundertheFamilyAssistanceLawDeterminations,ourcommitmentandcapacitytodevelopanddeliverinformedandbroadlyrepresentativepolicypositionshasensuredthatFDCAhasbeenbothvisibleandhighlyeffectiveinouradvocacyfunction.
Throughout2016-17wehaveembracedourroleinpromotingandmanagingtheimageandprofileoffamilydaycareandinpositioningthesectorasan‘optionofchoice’inearlychildhoodeducationandcare.Throughstrategicmediaengagementandrelationshipswehavebeensuccessfulinshowcasingthemanyanduniquebenefitsofqualityfamilydaycaredespiteattimesbeinginthecontextofotherwisechallengingcircumstances. Furthermoreourpublicrelationsstrategyremainshighlyeffectiveinpromotingand positioningthesector.Engagementin,andexposurethroughtheExcellenceinFamilyDayCareAwardsandNationalFamilyDayCareWeekcontinuestogrowandprovidethe platformbywhichwesharethestoriesthatmakefamilydaycaresuchavitalandvaluedcontributortothelivesandearlychildhoodeducationandcareofchildren,familiesandcommunitiesacrossAustralia.
Ultimately,itisthequalityoftheearlychildhoodeducationandcareoutcomesthatare deliveredinfamilydaycarethatunderpinsthereputationandgrowthofthesector.The professionalism,dedicationandsustainedcommitmentofsomany,isthefoundationuponwhichacollectiveandcollaborativeapproachtoongoingimprovementwillensureastrongandviablefutureforfamilydaycare.FDCA’sinvestmentintoresearch,resourcesand professionallearningopportunitiesthroughout2016-17hasbeenanimportantandrewardingcontributiontothisoutcome. Formepersonally,thelaunchoftheNationalEngagementProgram(NEP)hasbeenoneofFDCA’smostexcitingandrewardinginitiativesof2016-17.Theopportunityto‘takeFDCAtoitsmembers’,toconnect,consultandsupport,andtoengagedirectlywithourmembersisarguablyoneofourmostrelevantinvestmentsintothedeliveryofourMission.Having attendedalmostallofthe11memberforumsthroughouttheyearandhavingconnectedpersonallyandprofessionallywithourmembersacrossAustraliahasbeenawonderful privilegeandanimportantcontributortostrongerlinkagesbetweenFDCA,ourmembersandsectorstakeholders.IlookforwardtodeliveringthesecondroundoftheNEPin2017-18,tonewcontent,andtobuildingonthesignificantmomentumalreadycreated. GuidedbyourMission,andthroughtheeffortsofahighlyskilledandextremelydedicatedteam,2016-17hasbeenawonderfullysuccessfulyearforthenationalpeak;my managementteamandstaffarecentraltotheoutcomesoftheorganisation. IambothsincerelygratefulforthecontributionofourBoardofDirectors,andwellsupportedbythehighlyfunctionalBoard/Executiveculturethathasbeenbuilt. IwouldalsoliketoexpressmysincereappreciationfortheongoingsupportofourmembersandforyourimmeasurablecontributiontothehundredsandthousandsofchildreninfamilydaycareacrossAustralia.FDCAlooksforwardtocontinuingtosupport,promoteand representyouthroughout2017-18.

TheintroductionoftheJobsforFamiliesChildCareAssistancePackageandthesubsequentfederalelectionhaveseenavibrantpoliticalandpolicyenvironmentforearlychildhood educationandcareandoneinwhichFDCAhasbeenbothhighlyengagedandhighly effectiveasthenationalpeakforfamilydaycare. 2016-17seesFDCAwellandtrulybackontrackfinanciallyandingreatshapeindeliveringonitsMissionasthenationalpeakbodyforfamilydaycare.
AsaDirectorofFDCAforsixyears,myappointmenttotheroleofBoardChairinOctober2016wasawonderfulopportunityandagreatprivilege;comingamidstaperiodofsignificantchangeandopportunityforFDCA.
Inmyexperience,theorganisation’sstrategicdirectionisclearerinitsintentandmoreevidentinitsdeliverythaneverbefore.FromagovernanceperspectivewearealsoenjoyinganunprecedentedevolutioninDirectorengagementandBoard/Executivecollaboration.

GeneralMeetinghasseenDirectorsengagedacrossthekeygovernancestructuresandframeworksoftheorganisation,leveraginguniqueskillsetsandaffordingourChiefExecutiveOfficerregular,functionalconnectionswithallDirectors.
Similarly,thedevelopmentandlaunchoftheonline‘DirectorDashboard’hasprovidedanewlevelofaccessibility,transparencyandaccountabilityinBoardmeetingpapers,Directoractionsandresolutions,financialreports,andstrategicinitiativedeliverables.
2016-17welcomedtwonewDirectors,andwiththem,newskillsandfreshperspectivetotheBoardofFDCA.SolIbrahimisanexperiencedDirectorandlargeserviceproviderfromNorthernNSW.TamzinLeeisaBoardappointedDirectorandNorthernTerritorybasedBarristerwhoseexperienceincludesworkingwithchildrenandfamilies,includingindigenouscommunities.
MyspecialthankstoTrishaAlstonandJenniferBroadbentwhostepdownfromtheBoardafterclosetoadecadeofservicetoFDCA.
Withstrongfoundationsacrossthegovernance,strategic,financialandoperationalfunctionsoftheorganisation,FDCAisextremelywellplacedtopromote,supportandrepresentthemembershipaswemoveforwardinto2017-18.

TheChildCareAssistancePackagelegislationwaspassedthroughtheHouseof RepresentativesandamendmentsweresubsequentlyproposedintheSenate.OnThursday23March2017,theSenatepassedtheFamilyAssistanceLegislationAmendment(JobsforFamiliesChildCarePackage)Bill2016(‘theBill’).Throughoutthisprocess,FDCAcontinuedtoactivelyengagewithmembers,theAustralianGovernmentandkeystakeholdersthroughanumberofmeans(includingaformalsubmissiontotheSenateInquiryanddirect engagementwiththeMinisterforEducationandTraining,SimonBirmingham),inordertoensurethatFDCA’skeypositionswereacknowledged.FDCAexpressedconcernsinrelationtotheimplementationoftheBillasitcurrentlystands,namelythat:
• Theactivitytestmayleadtodisengagementwiththeearlychildhoodeducationandcaresystemwhichwillimpactmostonvulnerablechildrenand,assuch,wecontinuetorecommendthattherebeminimumhoursofaccesstoearlychildhoodeducationandcarefeeassistancethatisnotsubjecttoanactivitytest;and,
• WhileFDCAsupportstheoverarchingintentoftheintroductionoftheChildCareSubsidy(CCS),wemaintainthatthecurrentcapcalculationisinequitableandwilldisproportionallyaffectthefamilydaycaresector.

InDecember2016,FDCAdevelopedtheinauguralFamilyDayCareSectorProfilereportfortheDecember2016quarter.Thereportprovidesinformationandanalysisrelatingtothe generalprofileofthefamilydaycaresector,thelocationofeducatorsandservicesby remotenessareaandsocio-economicdisadvantage,educators’age,andservices’ NationalQualityStandardqualityratings.
Thereporthighlightsthecrucialrolethatfamilydaycareplaysintheearlychildhood educationandcaresector,particularlyforAustralianfamiliesinareasofdisadvantage.TheJune2017editionofthequarterlyreportindicatesthatdespiteadecreaseinbothserviceandeducatornumbersoverthequarter,familydaycarecontinuestoretainstrong representationinregionalandremoteareas,with20.3%ofeducatorsand18.6%ofservicesoperatinginregionalandremoteAustralia.Additionally,theproportionofeducators providingcareininnerregionalAustraliaincreasedto14.1%thisquarter.FamilydaycarealsocontinuestoprovidemuchneededearlychildhoodeducationandcareforAustralian familiesinareasofhighdisadvantage;19.1%ofeducatorsprovidefamilydaycareinthehighestdecileontheSEIFAindex(representingareasofhighestsocio-economic

In2016-17workcommencedonthedevelopmentoftheFamilyDayCareMarketingRe-sourcesHubwhichwasdevelopedinorderforFDCAmemberstohaveaccesstoarangeofmarketingresources.Aspartofthedevelopmentofthehub,arangeofmarketingmaterialwasdevelopedinconsultationwithsectorstakeholdersfromacrossAustralia.TheFamilyDayCareMarketingResourcesHubwilllaunchaspartofthenewFDCAwebsite.DemonstrationsoftheFamilyDayCareMarketingResourcesHubweregivenat2016-17FDCANationalEn-gagementProgramforums.

FreetoattendforFDCAmembers,theforumsprovidedaconduitbetweenthegrassrootsofthesectorandthenationalpeakandofferedmemberstheopportunitytoinformtheworkanddirectionsofFDCA;providingaloudervoiceatthelocallevel.

TheFDCAExcellenceFundwaslaunchedinOctober2016toprovidesmallgrantstoFDCAserviceandeducatormembers.ThefundrepresentsFDCA’songoingcommitmenttobothreinvestingdirectlybackintoourmembersandthesector,andfosteringexcellent organisationalandpedagogicalpractice.TheExcellenceFundsupportsthedevelopment,deliveryanddisseminationofsectorleadingprogramscreatedbyfamilydaycare,forfamilydaycare.
Applicationswerereceivedfromawiderangeofserviceandeducatormembers,whichrepresentedauniquemixofinnovativeprogramsandresourcesregardingculturaldiversity,flexibilityandinnovationsinservicedelivery.Threegrantswereawardedtobothserviceandeducatormembers,whichincluded:
• BlueMountainsFamilyDayCareutilisedtheExcellenceFundgranttoenablethedeliveryoftheirinnovativeprogram,‘TherapeuticandInclusivePlaySpacesinFamilyDayCare’.Throughthisprogram,BlueMountainsFamilyDayCarepartneredwith localNationalDisabilityInsuranceScheme(NDIS)providerstoprovidetrainingfor educatorsinsettingupearlylearningenvironmentsinamannerthatwillsupport childrenwithadditionalneedsfromatherapist’sperspective.
• DeidreKnight,havingbeenawardedFirstClassHonoursin2015forherresearchoneducationforsustainabilityinSouthAustralianprimaryschools,hassubsequently

• KentishLifelongLearningandCaredeliveredaCulturalHeritageProfessional DevelopmentSeminaratYarrawongaintheNorthernTerritory.Theseminarwasintendedtoaddressthelackofearlyyears-basedheritageandculturaleducationprogramsinthesector,andassistthesectortoexpandtheirknowledgeand resourcesregardingculturalheritageprogramming.

InJuly2016,FDCAengagedECAinrelationtothedevelopmentofaresourcedesignedtoexplorethefindingsoftheresearchundertakenbytheUniversityofNewSouthWales’SocialPolicyResearchCentrewhichexploredthedistinctivenatureofqualityinfamilydaycare.Thefinalreport,titled‘PerspectivesonQualityinAustralianFamilyDayCare’presentednumerouspracticesthatdemonstratedqualityservicedeliverywithinfamilydaycare.TheresourcefocussedonkeythemesoutlinedinthereportsuchasProfessionalPractice, Flexibility,Autonomy,Relationships,DiversityandSocialSupport.
TheresourcerepresentsafurthercommitmenttoreinvestingintheFDCAmembershipandbridgingthepreviousgapinFDCAresourcedevelopment,andthepromotionofhighqualityfamilydaycarepractice.
