 PROJECT  SNAPSHOT      ACSONE  HELPS  THE  BELGIAN  GAMING  COMMISSION  IMPROVE  PRODUCTIVITY  AND  COMPLIANCE                              

THE  SITUATION:  SEVERAL  DIFFERENT  BUSINESS  PROCESSES  AND  RULES  The  Belgian  Gaming  Commission  (BGC)  is  a  federal  institution  that  ensures  the  protection  of  players,  advices  the  government  on  games  of  chance,  and  makes  important  decisions  on  whether  to  grant  licenses  to  casino’s,  arcades,  suppliers,  and  gaming  employees.  When  considering  license  applications,  employees  must  make  certain  that  all  candidates  meet  the  necessary  requirements  and  regulations  and  ensure  that  all  the  required  information  is  collected  and  made  accessible  to  the  decision  makers.  Granting  gaming  licenses  is  not  a  stagnant  business,  however.  During  the  lifecycle  of  a  gaming  license,  there  are  usually  subsequent  procedures  that  trigger  the  need  for  new  information  to  be  captured  and  recorded.      

THE  CHALLENGE:  ENFORCING  RULES  WHILE  STILL  ALLOWING  FLEXIBILITY  

Subject  to  strict  regulations,  BCG  procedures  can’t  move  forward  in  the  lifecycle  unless  all  the  rules  are  followed  properly.    Commission  employees  needed  better  tools  to  help  them  work  faster  and  more  efficiently,  while  still  meeting  all  the  necessary  rules.    Complicating  matters  was  the  fact  that  regulations  change  over  time,  so  the  system  needed  to  provide  enough  flexibility  to  easily  incorporate  any  changes.    Perhaps  most  importantly,  employees  needed  to  find  information  as  quickly  as  possible  in  order  to  do  their  jobs  properly.        

OUR  SOLUTION:  CENTRALIZED  DATA  AND  TOOLS  Acsone  proposed  several  solutions:      

• Identified  the  most  important  entities  and  procedures  and  developed  a  web  application  on  top  of  a  central  database.  

• Identified  rules  and  constraints  and  incorporated  them  into  the  business  logic  of  the  web  application.  

• Developed  appropriate  tools  to  search  for  information,  express  relationships,  and  generate  reports.  

• Developed  a  module  that  automatically  generates  all  outgoing  mail  based  on  templates  provided  by  the  employees.  

The  new  Belgian  system  is  inspiring  some  gaming  commissions  in  Europe  and  in  the  U.S.  to  use  the  same  approach  for  both  virtual  and  real  gaming  establishments.      Etienne  Marique  Magistrate,  President  of  the  Belgian  Gaming  Commission

• Created  asynchronous  jobs,  whenever  possible,  which  perform  fully  automated  tasks  and  greatly  alleviate  much  of  the  burden  for  employees.    

OUR  RESULTS:  BETTER  FOLLOW  UP  OF  PROCEDURES  AND  LICENSES  

Employees  are  more  productive  and  less  stressed,  as  they  have  a  tool  that  enables  them  to  more  easily  perform  all  the  steps  required  to  complete  gaming  license  procedures.  The  flexible  system  reduces  instances  of  human  error,  allows  for  faster  response  times,  and  makes  information  searches  quicker  and  more  accurate.    

BEHIND  THE  SCENE  -­‐    TECHNOLOGIES  USED  Based  upon  rigorous  analysis  using  UML  standards,  Acsone  developed  a  Java  web-­‐based  application  easily  deployed  under  Tomcat  application  server  and  Oracle  database.  Most  technical  components  are  well  established  open  source  standards  like  Apache  Camel,  Spring,  Hibernate,  Axis2,  JasperReports,  etc  ...    Particularly  important  the  Alfresco  Enterprise  Content  Management  System  has  been  deployed  as  central  documentary  database.  All  developments  are  achieved  using  the  Scrum  methodology  and  Agile  best  practices.
