This has been an incredibly exciting period of time to be Chair of the Downtown Surrey Business Improvement
Association as not a week goes by without seeing new evidence of the fruits of the work of so many for so long to
build out a new Downtown Surrey. As we head into this renewal year for the DSBIA, taking stock of the incredible
growth here is important, however, it underscores how much work is left to be done to ensure we continue to build the
future of this great community.
Chair’s Report
The past year has seen progress made on items such as
the Simon Fraser University Surrey campus expansion,
rapid transit expansion from the downtown core, large
new residential and commercial projects coming on
stream, and continued growth of Innovation Boulevard.
These are all important signs of progress, and all of
which the DSBIA can feel proud of our involvement.
Telling the Downtown Surrey story is a key focal point
of ours, and we will continue to loudly and proudly
promote this shared vision.
We also have a role to play in addressing some of the
other needs of our Downtown community, such as a
housing strategy for Surrey. We want to be part of a
comprehensive solution to help people get off the
streets in our area. This not only helps our local
businesses thrive, but it goes to the heart of what we
want to be as a compassionate and caring city.
Addressing other issues such as crime prevention,
neighbourhood safety, area enhancement, and overall
livability are other areas where our voice and input will
continue to play a key role. The voices, experience,
opinions, and ideas of DSBIA Members are important
and we will continue to strive to ensure these are
central to any dialogue and decision making.
We can't say enough about the talent and dedication of
the DSBIA staff, and of the students and volunteers who
support them all year long. Elizabeth, Bonnie, Tracey
and the others are the pulse of our organization and are
all true community builders in their own rights. Our
sincere gratitude and appreciation go to them on behalf
of our members, the Board, and all those in Surrey who
benefit from their dedication.

CEO’s Report
As your CEO, many thanks are extended to the local
businesses in Downtown Surrey and a dedicated Board
of Directors for the combined efforts for continuous
on-going focus, hard work, and commitment to and for
the business community. I would be remiss if I did not
mention the DSBIA’s ceaseless efforts to improve the
situation on 135A Street while trying to mitigate the
problems the proliferation of services has created for
the businesses and community on a daily basis. It is the
ongoing, consistent efforts and messaging that we, as
key stakeholders in the community, collectively send
out to our elected government officials, neighboring
Cities, Provinces and beyond as the situation has
impacted everyone. Nothing is accomplished in
isolation. It is with the partnerships forged that we build
a better Downtown. The DSBIA’s Vision Statement: The
Downtown Surrey Business Improvement Association
are champions of co-creating a new and growing
vibrant Metropolitan Centre. This is what we all strive
for daily.
A special thank you is extended to the DSBIA Chair Bill
Cunningham, for his first year of a two-year term. Bill’s
background in both business and Board experience, has
added a great dimension for the DSBIA.
His keen interest and commitment to the businesses in
City Centre is noted by his support and involvement in
all aspects of City Building. To the Board of Directors,
thank you for your time, efforts commitment and

My personal thank you is extended Bonnie, who
embodies the true essence of community service and

VIP Educational Health and Technology “FAM” Tour
DSBIA hosted the Innovation Boulevard familiarization
tour showcasing a number of major milestones within
Innovation Boulevard and the Health Technology
District close to the hospital. Participants had the
opportunity to view world-leading technology that is
currently underway and being developed in Surrey. A
post-tour reception and hands-on demonstrations were
hosted at the Health and Technology District. Working
with LBMG helped bring regional media to the event
which had a combined impression value in excess of 54
million.

The DSBIA Bike Patrol contracted through Paladin
Security, was on the streets Monday through Saturday
from 9 AM to 7 PM. In addition, a second team has been
scheduled to work three days per month (Thursday,
Friday, Saturday) from 11 AM to 7 PM on high volume
service days immediately following “Welfare
Wednesday”. The Bike Patrol generated over 1400
incident reports in 2017 and answered an average of
thirty calls for service per month that came into the
DSBIA office. In 2017, we found that it was taking longer
to deal with issues in the area which affected the Bike
Patrol’s response time.
SAFETY
The DSBIA supports, encourages and promotes a
safe, livable Downtown for people to work, play,
live and learn.
DSBIA Business Patrol
SFU Co-op Student and Summer Intern, Bhav Bansi
returned for a third semester this time as our Safety
Intern. She completed the 13th Annual Safety Audit.
Approximately 220 street–level businesses and 25
second and third-floor businesses responded. This was
a 15% increase over 2016. Top five concerns that are
affecting businesses are discarded needles, drug
dealing/drug use, litter/trash, loitering and illegal
dumping.
The DSBIA has promoted calling the Rig Dig program
to businesses as a way to have discarded needles
removed. In addition, our summer interns, Bhav Bansi
and John Latay, designed a pamphlet to advise
businesses how to safely dispose of discarded needles
and dropped off a “sharps container” when requested
by businesses.
The DSBIA participated in the roll-out of the Public
Safety Strategy in March at SFU Surrey.
Business Connect – initiated in the summer of 2014, our
summer intern Bhav Bansi increased the participation
in 2017. Currently, there are 18 pockets of businesses in
the DSBIA area and 142 individual businesses. All
participants are given information on crime prevention
and staff safety tips upon signing up.
Two Community meetings were held regarding issues
on 135A Street – Senior staff from the City of Surrey
attended, RCMP, Fraser Health were also in attendance
to answer questions. Mayor Hepner and Minister Bruce
Ralston attended the second meeting.
The DSBIA staff participates in the monthly Whalley
Integrated Service Team (WIST) meetings, bi-monthly
Boulevard Shelter meetings, and safe consumption site
meetings when held.
In the month of August, the DSBIA sponsored a
recognized speaker, Stephen O’Keefe, to present on
Retail theft. His presentation was videotaped and can
be viewed on the DSBIA website.
Other Community Safety Initiatives

Since April 2012, the DSBIA has used Goodbye Graffiti
for graffiti removal within the DSBIA area. During the
year ending December 31, 2017, over 20,000 site
inspections were done and 3868 tags were removed
as well as 446 posters and 267 stickers.
The Clean Streets Program, provided by Options New
Frontier Clubhouse Program, ran from January 1st until
December 15th, 2017.
The DSBIA sponsored the new Christmas lighting
fixtures along King George Blvd.
The DSBIA has an ongoing program to identify Bylaw
infractions and report to appropriate departments at
the City of Surrey. Staff also forward complaints from
the community to the City.
The DSBIA work with the City of Surrey’s
Beautification Planner to identify beautification
projects within Downtown Surrey.
It was brought to the attention of the DSBIA that a
number of groups hand out clothing, blankets, and
food to people on the street. While we applaud these
groups for their good intentions, quite often it creates
a problem for local businesses. Old clothes and wet
blankets end up in the landfill after one night in the
rain. Therefore, several of our summer interns in 2015
created a campaign called “Recreate how you donate”.
The social media campaign carried on throughout
2017 and the materials produced were used by the
City to develop a City-wide program.
To help enhance positive activity in the area, a number
of placemaking activities were organized throughout
the summer. These activities included Free Bollywood
Aerobics classes in July at Grosvenor Road, free
Yoga classes in August at Grosvenor Road, two
Music Marathons at Central City Plaza (where we
hired pianists to play 12 hours straight), Sweet
Surrey (candy distribution at Surrey Central
Skytrain Station) and a variety of pop-up
entertainment where our High School Theatre
Troupe performed in front of stores, in plazas and
by Skytrain Stations. We also sponsored a sidewalk
chalk-art drawing evening near Chuck Bailey
Recreation Centre.
To celebrate Canada 150, we held three “Hockey in the
Plaza” lunchtime events at the Civic Plaza in July.
AREA ENHANCEMENT & SUSTAINABIL ITY
The DSBIA champions a clean, welcoming, walkable
and quality area for businesses, residents and visitors.
EVENTS
The DSBIA engages and encourages activities and
events to build popularity and enliven public spaces
to create a welcoming downtown where people want

DSBIA S ignature Events
In 2017, we showed four very popular movies: “Lego
Batman”, “Sing”, “Moana”, “Beauty and the Beast”
each Saturday in August at Holland Park. Prior to each
movie, we had displays, activities, and a variety of
local entertainers. A complete list of sponsors can be
found under Sponsor Recognition on page 11 of this
report.
To celebrate Canada 150, the DSBIA and Prospera
presented a Singalong movie night at Civic Plaza at
City Hall in July “Mary Poppins”.
Movies Under the Stars
To celebrate Canada 150, we brought back our popular
Long Long Table to Civic Plaza. Over 200 people
enjoyed a five course dinner that focused on food
from different regions of Canada.
The Long Long Table
The Lighted Truck Parade at Surrey City Hall took
place in December. This event has been the second
part of the Surrey Santa Parade in Cloverdale for
seven years. Local residents show up to see the
spectacularly lighted trucks. In 2016, we added a
Christmas Carol Sing-along prior to the arrival of
the trucks which was continued in 2017. This event is
organized with assistance from the Cloverdale BIA.

The Downtown Surrey BIA has been interested in
holding a Gingerbread Contest for several years as a
way to bring people into the area and this year, it was
held at Central City Shopping Centre from December
14-16. There were over thirty entries in a variety of
categories (highschools, post-secondary schools,
elementary schools, businesses, nonprofits, service
groups, open) and the People’s Choice Award which
raised over $300 for the Surrey Christmas Bureau.

and ran Kid’s World while promoting upcoming events
such as Movies Under the Stars and encouraged people
to “Explore the George”.

experienced by people who are homeless. DSBIA has
assisted with the operations and promotion of the

Pride Festival at Holland Park in June - sponsored and
ran Kid’s World including crafts, face painting and a
bouncy castle. Organized by Surrey Pride.
Eat, Play, Live Well Street Fair at Phoenix Drug and
Alcohol Education Centre in July. DSBIA provided staff
support to organize the event and sponsored the
children’s activity area. Initiated and organized by
Phoenix Society with help from the DSBIA.
RCMP Sports Day at Holland Park – two afternoons of
fun and sport with RCMP officers (in July and August).
Surrey Fest Downtown, A Celebration of Community –
at Holland Park September 2017. DSBIA was the main
stage sponsor and used the opportunity to promote
the work of the DSBIA and events in the area over the
fall/winter months. Organized by the Whalley
Community Association.
In 2017, the DSBIA continued a comprehensive
Public Relations campaign that focused on Good
News Stories about Surrey. Laura Ballance Media
Group (LBMG) was hired to plan and implement the
program that ran until May 2017. The Good News
campaign included pitching stories tailored to local
media outlets, media releases, paid advertorials in
daily newspapers with a tie-in to social media, and a
radio campaign on News 1130.
King George Boulevard has long been referred to as
“The George” by first responders. In an effort to
persuade local residents and employees as well as
people who drive “The George” every day to check
out the businesses in the area, we started a campaign
in 2016 to encourage people to “Explore the George”.

In addition to updating the DSBIA Restaurant Guide,
we held a weekly “Restaurant Tour” throughout July
and August. A different restaurant was highlighted
each week through a social media campaign.
Continued to use the DSBIA Trade Show Booth at
various events and Trade Shows both locally and
Nationally.
Updated presentation outlining information about
Surrey and the benefits of investing/relocating to
Downtown Surrey which we continued to hand out on
USB Drives at various events and Trade Shows
throughout the year.
A website, explorethegeorge.com, was linked to the
downtownsurreybia.com website that hosts
information on the campaign.
35 – 30 second videos were added to the 60 done
in 2016 and used in social media as well as posted
on the explorethegeorge.com website – each video
focused on a different business or organization –
initially the videos fell under one of the following
categories: food, retail, medical, education, and
finance. In 2017, businesses from other categories
were added.
Using the hashtag #explorethegeorge weekly social
media campaigns focused on specials offered by
local businesses.
This initiative was continued in 2017.

assistance to the DSBIA Membership
PinstopRestaurant Tour
What’s Up Downtown – a newsletter distributed by
unaddressed admail to businesses in the DSBIA area
and sent out 6 times per year. This newsletter updates
the members on specific projects in the area as well as
the projects the staff is working on.
Pens were distributed to our Members through our
Bike Patrol reminding businesses to call 9-1-1 in an
emergency or the DSBIA Bike Patrol for nuisance
complaints.
Social Media – DSBIA has a presence on Twitter
(@dtsurreybia), Blogs, Facebook and Instagram
(@dtsurrey). Also, for the investment community, we
share a Twitter account @downtownsurrey that is tied
into the surreycitycentre.ca website.
In addition to our ongoing social media campaigns
(#recreatehowyoudonate, #growSFUSurrey,
#ExploreTheGeorge, #reportcrime), we have
continued with #DYK (Did you know) which
provides interesting information about the area
and #realpeoplelivehere – a blog that highlights
interesting people that work or live in the area.
In 2017, the DSBIA went through a renewal process. In
addition to surveying members (surveys sent out via
snail mail, unaddressed admail, and electronically and
followed up in person and with phone calls), several
information meetings were held in May. At our EGM
(Extraordinary General Meeting) in September,
members voted on the proposed budget for
2018-2022.
Community Safety events were held to provide
up-to-date information to the membership.
As an acknowledgement of Canada’s 150th Birthday,
we tried to bring back our popular Pin Stop from 2010.
Although the number of participants was down, it
sparked the interest of local residents to visit the
local businesses that participated.
