European Union
How politics work in Europe
Commission = EU Administration with agenda setting power
Parliament = 751 elected representatives
Council = member states representation
FEMA needs to deal with 3 different bodies during a decision making process
5/47
FEMA key lobby moments:•Organisation of a workshop at the European Parliament (02/2011) http://www.fema-online.eu/workshop
• Parliament TV Broadcast opposing some industry arguments on tampering and durability (05/2011) http://www.fema-online.eu/index.php?mact=News,cntnt01,detail,0&cntnt01articleid=223&cntnt01returnid=57

EU Road Safety communication 2011-2020
Commission’s communicationhttp://ec.europa.eu/transport/road_safety/pdf/com_20072010_en.pdf
Improving education, training Safer road infrastructure Improve emergency and post-injury services Protect VRU (incl. Motorcyclists) Increase enforcement (by means ofvehicle
technology) Harmonisation and strenghtening of Road
worthiness testing (+ roadside checks) Promote the use of modern technology (active and
passive safety, ITS)
10/47
EU Road Safety communication 2011-2020
More specifically for motorcyclists: Improving awareness of PTW riders by other road
users. enforcement on speed, drink and driving, helmet
use, tampering and riding without licence Encouraging research and technical developments
standards for personal protective equipment use of relevant ITS applications (e.g. eCall) Airbags appropriate anti-tampering measures extend to PTWs the existing EU legislation
concerning roadworthiness testing better adapt road infrastructure to PTWs (e.g.
safer guardrails)

EU Road Safety communication 2011-2020
European Parliament’s report (pending vote)http://www.europarl.europa.eu/sides/getDoc.do?
type=REPORT&mode=XML&reference=A7-2011-0264&language=EN
Improving indicators and data Calls for greater account to be taken of the
protection of vulnerable road users such as motorcyclists
In car driving lessons, greater attention should be devoted to PTWs and their visibility;
calls to bear PTWs in mind when designing road infrastructure and equipment
Urges to design roads in such a way that they do not present any hazards to motorised two-wheeled vehicles;
12/47
EU Road Safety communication 2011-2020
points out that the standard guard rails used on European roads are a death trap for motorcyclists, and calls to take prompt action (including replacing the existing guard rails)
13/47
EU Road Safety communication 2011-2020
Calls for the introduction of monitoring equipment by means of which speeding offences by motorcyclists can be systematically detected and punished;
Calls to adopt as swiftly as possible the Intelligent Transport System (ITS) specifications for priority actions relating to road safety; to draw up a proposal to fit vehicles with ‘intelligent speed assistance systems’
Regards the phased, mandatory introduction of anti-brake-locking systems on all new motorcycles as an important measure
to make the carrying of warning jackets for all vehicle occupants compulsory

Safety: change our image - Show our work and expertise
The EC Motorcycling Day for the Road Safety Unit => All staff members (from administrative secretary to Head of Unit):• were shown the great variety of size,
weight, style and performance of motorcycles and the relation btw cc/power
• perceived to lack of conspicuity of motorcyclists and the need to raise car drivers’ awareness
• Were illustrated the wide expertise from the motorcycle community
• were taken on the road as pillions
