The Rutherford County School Health Services Department has developed a training site for new nurses in the old John Colemon Building. The site will be used for CPR and First Aid training, nursing skills stations for annual competency determinations, new school nurse orientation, meetings and in-services. Sarah Delbridge, Director of School Health Services, has submitted a request to name the training site after Liz Graves. Ms. Graves retired from Rutherford County Schools in May of 2011 after being School Health Services Director for 13 years. The Health Services Department is planning an opening and naming ceremony in August and have invited Ms. Graves’ family to attend. Pursuant to Policy 3.210 the Director may make recommendations to the Board for naming a portion of a school campus/property.
Recommend Approval --- motion to approve the naming of the Health Services Department Training Site the “Liz Graves Nursing Education Center”.

6. RECOGNITION
Mr. Odom introduced Angie Baker Templeton, newly appointed principal at Christiana Elementary School.
7. FINANCIAL MATTERS
Mr. Tackett has been working with the coaches and sponsors of the sports and cheerleaders who will be working with the new safety coaches that the Board added to the 2017/18 budget. Mr. Odom is recommending that a fourth safety coach be added to the 2017/18 General Purpose School Budget in order to handle the scheduling needs that we are seeing. With three safety coaches we will not be able to adequately cover the various sports and cheerleading due to the varying and overlapping schedules of these activities. Mr. Sandvig thinks that we will cover this additional 17% supplements within our approved budget.

8. FACILITIES
Construction Contract for Rockvale High School
The bids for the construction contract for Rockvale High School were opened on June 1, 2017. The low bidder was Barton-Malow Co. with a bid of $63,284,000. Mr. Clardy plans to accept at least $500,000 of the value engineering suggestions that were presented on June 6, 2017. Therefore, staff recommended that the construction contract for Rockvale High School be awarded to Barton-Malow Co., the low bidder, in an amount of $62,784,000, contingent upon funding approval by the Rutherford County Commission which will meet next on June 27, 2017.
Motion made by Mr. Blair, seconded by Mrs. Moore, to award the construction contract for Rockvale High School to Barton-Malow Co., the low bidder, in an amount of $62,784,000, contingent upon funding approval by the Rutherford County Commission.

Pursuant to Policy 1-41 Bus Contract award procedures, the potential contractor lists for the 2017-2018 school year are presented. These two lists (first priority list is

regular bus drivers; second priority list is those contractors who currently own one or more contracts) are for approval in order to facilitate the awarding of new bus contracts on a timely basis for the beginning of the new school year and thereafter as contracts are turned into the Transportation Department throughout the year.
Motion made by Mr. Hodge, seconded by Mr. Holladay, to approve the potential first and second priority lists for the 2017-2018 school year as presented.

Paula Barnes provided a year end summary of the PESG substitute usage for 2016-2017, including a breakdown by reason code and total absences.
11. INSURANCE UPDATE
Mr. Sandvig mentioned that the 2016-2017 current funding position of the Rutherford County Medical Insurance Fund has improved this spring. Graphs showing three years of comparative data were provided for the Board Members.
12. DIRECTOR’S UPDATE
Director Odom shared with the Board Members that he is starting to get questions from School Support Groups on our school books who are now wanting to become independent School Support Organization, (501(c)(3)’s with their own bank accounts. It appeared that the consensus of the Board was to not make any changes.
13. TENNESSEE LEGISLATIVE NETWORK (TLN) UPDATE – No report at the
present time. 14. FEDERAL RELATIONS NETWORK (FRN) UPDATE
Aaron Holladay drew the board’s attention to President Trump’s proposed 13.5 percent budget cut for education. He then listed all the programs that would be affected — "band, athletics, theater, anything not necessarily academic would be out the window” — and the importance of knowing and understanding how this federal budget will affect all of us. Mr. Holladay said Mr. Odom has been observing the proposed cuts and that Dr. McQueen wrote a letter to Education Secretary Betsy DeVoss, urging her to reconsider supporting these cuts. He then closed by saying “As we talk with our federal officials, we need to tell them about Rutherford County. How we (already) do a lot with a little” and can ill-afford more cuts to the education budget.

15. GENERAL DISCUSSION
Communication Coordinator James Evans was asked to update the Board on the district’s plan for the solar eclipse on April 21. Mr. Evans gave an overview of the timing of the event and explained the Instruction Department is developing curriculum materials for schools. The district is currently working with MTSU and the local parks departments about events for the eclipse. MTSU is also providing eclipse viewing glasses for all local students and school district employees. Richard Zago, Assistant for Curriculum and Instruction, also explained that parents would receive a permission slip at the beginning of the year for their children to participate or not.
The Board Chairman announced that the Murfreesboro City School System will host the next meeting with Legislators. No date has been scheduled.
