Solid waste management refers to the control of generation, storage, collection, transfer and disposal in accord with principles of public health and environmental considerations responsive to public attitude.

Garbage or waste is any discarded household or institutional and commercial wastes that are non-hazardo`us and non-toxic that are generated from different human and animal activities as describe by the Republic Act 9003 or the Ecological Solid Waste Management Act of the Philippines.

Ecological Sol id Waste Management Act of the Philippines or RA 9003 is an existing law in the Philippines enacted in the year 2001 that manage the collection, transfer, transport, processing, and disposal of solid waste in the country.

It is declared in the Article 1 Section 2 of the said law that the state shall adopt a systematic, comprehensive and ecological solid waste management program in which it shall ensure the protection of the public health and environment.

Pamantasan ng Lungsod ng Maynila or PLM is one of those institutions that adapt the RA

9003 to ensure the cleanliness of the university. RA 9003 guides the university regarding proper solid waste management.

PLM is a learning institution that was established through a Republic Act known as RA 4196. It is located in Intramuros, Manila and considered as the largest city-funded university.

PLM already proved that it excels in academic field producing some of the most respected names in various fields and being one of the top 10 performing schools in the university because of its outstanding performance in different board and licensure examinations.

PLM indeed excels in the field of knowledge and learning but there’s still an issue in the university that they’ve been trying to solve, solid waste management.

Physical Development and Special Projects Office or PDSPO is the department in the university that handles the solid waste management in the university. They are the ones that make sure that the existing rules and a policy regarding solid waste management is being implemented. But even though it is being implemented, issues regarding solid waste management in the university remains one of the concerns of the administration such as improper waste disposal due to absence of waste segregation.

Improper waste management in the university can be a product of different factors that concerns the administration, PDSPO or the students. However, the university shall work hard to solve the issue in solid waste management to continue to become a truthfully efficient learning institution for academic excellence.

PLM is adapting the Ecological Solid Waste Management Act or Republic Act 9003 (RA 9003) to ensure that the cleanliness of PLM is not taken for granted.

RA 9003 assigns the Local Government Units to be in charge of the solid waste management in their community.

Garbage has become a serious perennial issue in our country right now. According to National Solid Waste Management System, 8 700 tons of garbage are produced just in Metro Manila alone.

Pamantasan ng Lungsod ng Maynila (PLM) is also experiencing this type of problem when it comes to wastes. The inevitable increase in the volume of university wastes that PLM is producing becomes a serious threat and problem to the administrators of PLM especially that the health and safety of every student is at risk.

Aside from being a well-known university that produced and mold respectable professionals in various fields, PLM shall also work on being the university that is look up to in terms cleanliness. PLM shall also produce not only academically successful individuals but also green minded or environment conscious students.

PLM is adapting the Ecological Solid Waste Management Act or Republic Act 9003 (RA 9003) to ensure that the cleanliness of PLM

is not taken for granted. RA 9003 assigns the Local Government Units to be in charge of the solid waste management in their community.

Despite the solid waste management of the university, the overwhelming increase with the volume of the wastes in the university remains a major concern that university is facing.

It’s safe to say that the never ending story of increasing volume of wastes in the university is because of improper waste management programs.

Therefore, to protect the health and cleanliness of the university as well as its stakeholders, a policy that will cater proper waste management in the university in terms of waste generation, storage, collection, processing and recovery and disposal shall be made to give the students a place where they can be safe.

To address this issue of PLM regarding solid waste management, a proposal is made that will lead to policy formulation entitled ZWEEP or Zero Waste Ethics, Education and Programs.

ZWEEP

ZWEEP is a proposal that will serve as a benchmark for a new policy in the university. It is based from the different point of views, the POV of the students and administration. It will gives reference on what the new policy shall have to guide the students and PDSPO on what is the right thing to do in terms of solid waste management. It will also educate the students to be aware and knowledgeable of solid waste management and it will also suggest to create different programs or projects that will encourage the students to participate in the program.

The character is named as ZWEEP Hero, this is one of the strategies to encourage students to follow the solid waste management system in the university. The color of the mascot is white

and green. White is associated to cleanliness while green is associated to environment. The mascot has also an icon which is one of the symbols in solid waste management. The said icon is placed in the body of the mascot along with the title of the system which is ZWEEP.

OF THE UNIVERSITy.

Solid waste management is the proper handling of solid waste materials. People, may they be in an academic community or not, are generating big volumes of waste every day. It is a bigger dilemma for universities, though, because of how an unhealthy environment affects the physical and psychological health of a student. But solid waste management will always be an issue because solid wastes are inevitable as long as people satisfy their basic needs like the need for food and drinks, thus, the garbage.

Solid wastes are being handled through waste segregation, waste reduction, and waste reuse. In the past years, the PLM has been following the Republic Act 9003 or the Ecological Solid Waste Management Act. It has been proven in the past years, too, that this law is not enough to provide a concrete solid waste management system in PLM.

Problems in the proper waste segregation, waste reduction, and waste reuse arise in the university because students are not aware that the said practices are being implemented in the university.

Also, the PDSPO is not aggressive enough in implementing rules and policies to the students, which made the students phlegmatic in issues concerning the environment.

As one of the top educational institutions in the Philippines, the behavior of students towards a cleaner environment in Pamantasan ng Lungsod ng Maynila reflects the image of the university. Due to the problems mentioned above, the researchers came up with a ZWEEP System that would help provide a new set of plans, education, and activities for the betterment of the current solid waste management of the institution.

This project is made to serve as a proposal for the policy makers in the university and PdSPO to create a new policy that will guide them in implementing solid waste management system which includes collection, processing and transport and waste disposal.

The proposal will also urge policy makers to impose rules that will educate the students regarding waste management system as well as the right behavior or ethics in following such rules.

The proposal will also urged the students to take place in the solid waste management system that will be imposed thru making policies that will encourage them to play a part.

The proposal also wants to disseminate the areas of responsibility to all stakeholders involved with the implementation of the policy for easier dissemination and completion.

The proposal urged the policymakers of the university to include acknowledging the students or any stakeholders that will give their full effort to participate by giving rewards and incentives.

The system proposed is dubbed as ZWEEP System which includes the Ethics, Education and Projects for the improvement not only of PDSPO system but also of PLM students’ system in following the proper solid waste management system in the university.

TRAINING

All employees and janitors will be undergoing an extensive training from the university or PDSPO. National Solid Waste Management Council can also offer training regarding proper solid waste management.

All janitors must present a certificate of completion of training to prove that they are knowledgeable of their line of jobs.

Training will includes linkage b e t w e e n a d e t e r i o r a t i n g e nv i ro n m e n t , wa s t e , a n d human health, the treatment and management of waste, principles behind composting and recycling, occupational hazards, health and hygiene, collection and transportation procedures, aggressive implementation of the rules and policies and etcetera.

COLLECTION &TRANSFER

100% collection competence must be enforce in PLM to achieve proper collection in the areas or pits in PLM where trash bins are allocated on a daily basis with the following procedures:

They must make sure that segregation of different types of waste is taking place with enough trash bins to do segregation

There must be color coded trash bins to distinguish the differences between the trash bins that are properly labeled to ensure proper

waste segregation.

The trash bins should be easily removed from their containers in case it is need in another place with small wheels below for easier transfer and transport

Waste must be carried from source to disposal sites

All officers who are doing and handling waste collection and transport must be properly trained and having a certificate that he undergoes such training.

STORAGE, PROCESSING AND RECOVERy

As advised by the NSWMC, every institution like PLM shall allot a Material Recovery Facility or MRF as storage for their collected wastes before dump trucks collect it for final disposal. The following are the benefits of having a MRF in the university:

MRF gives universities easier disposal of wastes because you can easily see what are the wastes that will go to dump sites and wastes that can still be useful.

Material Recovery Facility is where the collected waste materials from households, universities or any institution are being sorted into different types namely biodegradable, non-biodegradable, recyclable and compostable which promotes easier processing and recovery.Having MRF is really important in maintaining the orderliness of the materials that we used.

Aside from maintaining the orderliness in having MRF, it can also be useful in containing funds especially in universities. The used materials that were transformed or recycled into something can be sold to have funds in the university and help each student in their expenses.

A gOOd mRf muST hAvE ThE fOLLOWINg fACTORS:

It must have a roof to protect the wastes from extensive heat and rain because it has direct effects

on the wastes.

The area of the MRF must be big enough to accommodate high volume of wastes that a

university is generating.

The wastes that will be stored must be segregated properly

according to its label.

It must be located near the back door of any university

for easier transfer of wastes to dump trucks.

The person who will be in charge with the MRF must

undergo training in handling a MRF.

The solid waste facility must be included but not limited to the amount of disposal capacity needed to accommodate the solid waste generated. The facility must be a safe site for temporary storage. It must be transferred and finally disposed on a daily basis. It must be properly maintained for public health, it is greatly prohibited to use open dumps as storage.

SOLID WASTE SEGREGATION

WASTE DISPOSAL The university must be aggressive in implementing the rules and policies in waste disposal. To ensure that proper waste disposal is being implemented, the following course of actions must be done:

The implementers of the policy must do segregation at source to impose proper waste disposal and waste segregation.

Solid waste segregation is how the wastes must be segregated to meet the proper solid waste management of what is implemented. To create solid waste segregation effective in this university, the following course of actions must be done:

Wastes disposed must avoid burning of wastes.

Segregation must be properly implemented in terms of waste disposal.

Segregation must be properly implemented in terms of waste disposal.

Trash bins must be allocated enough for the wastes generated by the student body and must be place in the areas where most of the wastes are generated.

Trash bins must be easily moved in its place for the time that it will be needed in other areas for bulk wastes, it can be easily move.

Trash bins must be available in different class rooms.

Sanctions must be given to those students who are not following proper waste disposal based on the weight of their violations.

Four different trash bins must be allocated in different areas in the university enough to accommodate the waste generated by the students.

It must be properly colored differently to distinguished the differences of each trash bins with proper labels.

Each trash bins must labeled as “Dry Paper”, “Compostables”, “Recyclables” and “Other Wastes”.

Dry Paper trash bins include used wastes like white paper or colored paper, crumpled or not.

Compostable trash bins include wastes like left over foods and wet paper

Recyclable trash bins include wastes like aluminum cans, plastic and glass bottles

Other wastes include wastes styrofoams, cartons, plastic bag and cups, junk food and candy wrappers

SOLID WASTE REDUCTION & REUSE

REDUCTION OF USE OF NON-BIODEGRADABLE

Solid Waste Reduction is to reduce the volume of solid wastes that will be collected especially non-biodegradable, implementation of strategies is greatly needed. You can reduce wastes by simply reusing wastes that can still be useful. Most of these non biodegradable materials are from food services.

Incentives will be given to those who will reduce the use of non -biodegradable. Waste Reduction will be best practiced if the students will be willing to pack foods in their own lunch box and water jug. Aside from this, the efficiency of the use of paper, cardboard, glass and less plastics and styro must be utilized among concessionaires and students in the university.

Students must be aware of the use of recyclable, reusable and biodegradable materials like bags and containers. All stores located inside PLM must be mandated to only sell and allow the following as checkout bags or containers to students:

Recycled or recyclable paper bags;Biodegradable plastic bagsReusable bags, such as cloth bags/eco bags Tupperware and the like orCorrugated boxes or cartons.

INFORMATION DISSEMINATION COLLATERALS

It is very important to motivate

the students to be aware of the

public awareness campaigns

must be done to engage the

students to be part of the

solid waste management

system. The following are the

proposed activities for constant

information dissemination.

To assure that students will

follow the said actions in the,

dissemination techniques will

be formulated to guarantee

that students will not only be

aware of the existence of the

policy thus, they will also be

knowledgeable in a way that

they are applying the things

they know about the proper

solid waste management

system in PLM. The following

actions will be done to educate

the PLM students of the proper

solid waste management

system in the university.

8.1 Establishing a Curriculum Regarding Solid Waste management

As advice by the NSWMC it is best to establish a curriculum regarding solid waste management system to teach the students proper awareness and knowledge regarding the solid waste management. The curriculum will tackle about what is the proper waste disposal from its segregation, reduction and reuse.`

8.2 Semestral Orientation

PDSPO will conduct a semestral orientation to enlighten the students on the status of solid waste management system in PLM. In here, the students will be updated to the problems, issues, concerns and changes about the solid waste management in the university. This orientation will serves as the guidelines or basis of the students in practicing the solid waste management, also they will be able to know and learn different aspects of solid waste management system of PLM.

8.3 Ecoways video

A 30 seconds to 1 minute short video will be created that will be screened in different televisions scattered in the university that is operated by ITC. The video is an informative one in which the important and significant things that needs to be done for the proper solid waste management system are included. This will educate the students of what is the proper management of solid waste in the university, proper waste segregation will be tackled in the video, as well as proper waste reduction, reuse, recycling and disposal.

8.4 Seminars and Workshops

Seminars will also be conducted to educate the students. The seminars that will be accomplished will tackle different topics that are in line with the maintenance of proper solid waste management in the university. Some of the topics that are included may be about solid waste and management system, different areas of solid waste management system, such as the basic 3R’s or commonly known as Reduce, Reuse and Recycle, included also are the topics that really needs an improvement in the university such as the proper waste segregation and waste disposal. Along with the seminars, workshops will also be conducted to educate and to enhance the skills and proficiency of the students in applying what they learned in different topics that are tackled in the seminars. Workshops will be done to assure that students do not only know what the tackled topics are, but also for them to know how their understanding in the topics will be applied in the environment they are involved. In these workshops, students can learn different things and actions, such as recycling and reusing trash as well as the segregation. Workshops can also help to improve the system of the students on how they follow the solid waste management system in PLM.

8.5 ZWEEP manuals

Manuals will be produced that will be available to each student in the university. The manual contains new policies regarding the proper waste disposal of wastes It also includes the facts about solid waste management specifically segregation, reduction, reusing and recycling. Also stated in the manual are the things that students should know in the proper solid waste management, included also are the tips and guidelines and the actions that should and should not be done in managing solid waste.

8.6 ZWEEPvisory

ZWEEPvisory refers to the different collaterals will be produced to create awareness as well as to inform and educate students in the proper solid waste management in the university.

Posters, Signages, Keychains, Stickers and Bag Tags will be distributed all over the university. Posters will be produced and will be posted in different parts and in every room of the university. The poster’s content will be the different topics in solid waste management that needs an improvement in the university, such things as what is and how is the

proper waste segregation and waste disposal, what should be and should not be done in proper waste reduction, reuse, recycle, and the likes. By the use of these posters, students will be educated of the things that are right and just in the solid waste management system in the university.

Stickers will also be produced to educate the students. These stickers are intended for each garbage bins in the university. Each sticker will be attached in each garbage bins containing what the specific bin is and what should be thrown in that bin. Stickers will be a

big help for the students for them to know the things that should they know. These stickers will educate them on maintaining the proper solid waste management in the university, because by the use of the stickers students will have a guide on the proper segregation as well as on the proper disposal.

Bag Tags and Keychains with eco-friendly designs will also be distributed to each student. In the design of the said collaterals, pieces of advices or encouragements will also be indicated to remind the students to maintain the proper solid waste management in PLM.

This project is for the students and the PDSPO department to inform them in

the first step of improving the solid waste management system of the PLM. This

first step is to know the basic which is the 3R’s also known as REDUCE, REUSE,

and RECYCLE. This first step of the improvement of the system will prepare the

students and PDSPO department in different actions that are needed to be done.

This is one of the projects that will be implemented in the university. This

project is adapted to the NSWMC, in here, each student will be encouraged to

donate recyclable materials that can be converted into money as an exchange to

their donations. The conversion of materials to money will be achieved because

each students of PLM will be given an ecosavers bank wherein the equivalent

money of their donations will be deposited. Their savings in their ecosavers

bank will be used by the students as their income or allowance, this can also be

use when students need money for a project or school works.

Project for Styrofoam and plastic management will also be conducted. In here

students will be able to participate in minimization of Styrofoam and plastics as

well as proper storage and collecting of the used plastic and Styrofoam that will

be then useful and valuable. Useful in the sense that it can give money as well

as it can have different useful outputs.

9.4In this project the students are encourage to find ways to achieve the zero waste

environment. Students are also encouraged to find ways and not waste, in a

sense that they will practice on their own how to minimize their trash or how

to reduce it. In addition, the ways that are included in this project are the things

that students should do to lessen the trash; lessening trash includes reusing

and recycling. In general, this project only encourages students to find their

own ways how to maintain the proper solid waste management system in the

university by means of their own solid waste management.

This project is also intended for the students, where all trash will have

its own worth. You throw? The university will give back. In this project,

every collected trash of students, organizations or colleges has its own

equivalent, not in the form of money but in the form of useful materials.

Like for example, if students collected used papers, the student will only

give it and the university will change it to a brand new paper. This project

will encourage the students to participate and follow the proper solid

waste management system in PLM.

This project aims to improve the trash bin system of the university. This

is to allocate more trash bins around the university as well as in each

room. In here, 4 trash bins will be proposed, the said trash bins will be

for DRY PAPER which include used wastes like white paper or colored

paper, crumpled or not. There are bins for COMPOSTABLES that include

wastes like left over foods and wet paper. RECYCLABLES for wastes

like aluminum cans, plastic and glass bottles and OTHER WASTES that

include wastes Styrofoam, cartons, plastic bag and cups, junk food and

candy wrappers. By this project, the waste generation and collection of the

university will be developed.

The Festival entitled “Wise Ways for Waste” is a one-day annual event

celebrating the zero waste university environment. The festival includes

exhibits, contests, colloquiums, and more different activities that will

promote the proper solid waste management in the university. The goal of

this festival is to boost the awareness and knowledge of PLM students that

zero waste environment must be attained in the university as well as the

good effects of the proper solid waste management system.

The following can be the source of the funds for the implementation of the solid waste management policy.

The university shall a lot and provide funds from its resources for the maintenance and assurance of the implementation of solid waste management policy.

The university through the funds given by the city government shall support income-generating project about solid waste management.

PLM can also engage their selves with partnerships to government, NGOs and private institutions for financial and material support.

Solid waste management fees can also be collected from organizations that will host various events inside the university for their support to the solid waste management policy of the university.

Fees can also be collected from the students every start of the semester as a part of their miscellaneous fees.

The Action group leader must coordinate with the concerned sector of the university if it is necessary. This action group shall be the responsible for formulating action plans for their respective offices that is still in sync with the existing policy on Solid Waste Management of the university.

The action group must be the responsible for the implementation of the solid waste management policy as well as giving incentives and

rewards for those who will participate and sanctions for violators of solid waste management system. They must monitor if the action plan that they made in lined with the solid waste management is being implemented well upon the approval of the university president. They must also create different programs, awareness and campaigns to encourage different sectors in the university to participate with the implementation of the solid waste management plan.

The policies, events, and activities in the system plan will be evaluated to determine if the activities are effective for the PDSPO and PLM students.The effectiveness of the whole system plan is considered a success if at least 70% of the students have found the new set of policies easy to comply to and have actually complied to it and if the activities and seminars have successfully gathered a fair number of the student populace. This compliance and participation of the students will be determined in the study that will be made.
