Better Green Business is credited by business personnel1, its first chapter discusses
drivers and barriers for enterprise to adopt some green practices and is very relevant
for the persuasion and development of our project to counter these challenges.The book is published on November 3rd 2009 by Wharton School Publishing,
University of Pennsylvania, an eminent university press renowned for its innovative
and leading business insights and perceptions. The writer, Doctor Golson, is
currently a lecturer on business and economics in London School of Economics.
The writer mentions:
He lobbies for deployment of a measurement system to establish projects
accountability because there are sufficient information to gauge and monitor energy-
saving performance.
This is helpful as our target group House Development Board (HDB) flat has adopted
green measures like dimming of corridors flouroscent lights. Therefore we need to
assert why our LED plus infra-red switch combo is better by measuring, controlling
and tracking long-term cost and electric energy savings through a trial, because
estimation is rarely accurate to include numerous costs involved over the revamp

HDB is the initiator because it is managing most of the flats directly or indirectly and
it has carried out energy-saving experiments under the Greenprint Programme.
Online bidding enables HDB to seize bidders to find a reliable and experienced
contractor and choose a fairly lower price and Phase 2 is implemented at a time
when corridors usage is at minimum since most of the residents would have gone for
work. It is important to conduct the trail at a few build-to-order blocks for two reasons:
1. lighting facilities of surrounding blocks are new so fair and meaningful comparison
is established to reflect the true electricity savings of our trial. 2. There must be
residents using the corridors. After all the compilation of data, analysis sets in to
evaluate whether our plan can save more.
However, an experiment at a build-to-order block may not reflect the true cost of
revamping existing flats. Because:
1. More working days are needed to compensate the loss in effective working
hours per day.
2. Logistic fees might be higher in a crowded and congested neighborhood than
a new one.

during the installation, compromise on safety level, which could dent residents
welfare and render unease.
Therefore conducting a trial at inhabited block is compelling as it could gauge the
uncertainty in revamp period and magnitude of costs and benefits that stem from
myriad factors.

Pre-survey is sent by Community centres (CC) through emails because it is mainly to
inform the residents about this project and sample initial public reactions about this
project so feedback from every household is not necessary.Poster display at notice
board is cheap and effective to inform all if not most of the residents about the full
benefits of revamp-cost-savings can be passed down to fuel other HDB upgrading
projects like block-washing, repainting and landscaping management. CCs suitable
driver since it has access to household information and is managing the notice
board. With myriad volunteers and same agenda in environment preservation, NEAs
help to collect residents feedback is cheap and give residents a say in operating
hours of corridor electricity-saving project.
