2.2 Establishment of DSM StandardizationTechnology Committee
Establishment of DSM Standardization Technology Committee
In December 2012, the Electric Power Research Institute of CSG applied to CEC for
the establishment of the DSM Standardization Technology Committee.
It is intended to prepare a total of 23 DSM and DR standard systems falling into
three categories and eight series as the standard basis of the implementation and
technical and economic evaluation of DR projects and the energy savings and energy
efficiency assessment of power grids and enterprise customers.
In December 2012, the Electric Power Research Institute of CSG applied to CEC for
the establishment of the DSM Standardization Technology Committee.

2.3 Organizing International DSM StandardizationBusiness
In 2012, the data of electricity use of more than 40 customers involved in DR were collated and analyzed, and many technicians and experts were consulted for comments. The environment of DR implementation in different countries
was taken into account.
In 2012, the Electric Power Research Institute of CSG led the
development of the national standard - Guide for the Benefit Evaluation of Electric Power Grid
Customer Demand Response.At the end of 2012, Beijing,
Foshan and others were determined to be the DSM pilot
cities to test the standard.
In October 2013, the standard was approved as a project (No.
P2030.6) by IEEE.In November and December
2013, the outline of and descriptions for IEEE P2030.6
were completed.

Technical Standards of smart meter & end
CSG criteria have described the type, size, function, communication protocol and outline structure of energy meter; and Function deployment is defined as well. With advanced technical indices, such energy meter could meet the demand of CSG’s metering procedure.
3.2 Application requirements of Smart Metering in CSG
Functions RequirementsMetering energy bidirectional metering, four quadrants reactive power metering,combined
reactive and active power metering, settling day recorded.
Max Capacity Metering
Metering total amount of active and reactive power, and each one in peak/off-peak/valley time,with time recorded.
Monitoring Measurement, collect and display the whole and each phase electrical parameters, off-limit monitoring and recorded as an event.
Event Recording Recording the event times and accumulative events, with meter reading
Time adjusting When the time difference between master station and meters is ±5min, meters should be adjusted to consistency with the master station.
Consumption Time Recording
Equipped with timetables of two different time zone, of which the upper amount of time zones around the year is 14.The span of each timetable is 8 days, and another price strategy could be triggered in preset time, which include the prices of critical peak/peak/off-peak/valley time.

The meter could be triggered by buttons or other indirect operations during outage, with infrared metering and displayed functions.
