BACKGROUND / PURPOSE
BACKGROUND: The Zero Textbook Cost program initiative
resulted from a number of study results revealing how the
rising costs of education impacts student attendance and
course selection. Studies demonstrated that students make
a decision to attend college, select a college major and/or
select a class based upon the cost of attendance and cost
of textbooks. These studies captured the attention of
California Legislatures to take action to reduce the overall
cost of education for students and decrease the time it
takes students to complete degree and certificate
programs.
PURPOSE: to develop, implement and sustain the greatest
number (minimum of one) of Zero Textbook Cost program
pathways that benefits a multitude of students.

ZERO TEXTBOOK COST PROGRAM
Definition: a community college associate degree or career
technical education certificate earned entirely by completing
courses with no cost textbooks. The program uses alternative
instructional materials and methodologies, including open
educational resources.
A ZTC program must be:
Clearly identified in the college catalog and class schedule
In compliance with Federal Americans with Disabilities Act
(Public Law 104-197 and the Federal Copyright Act of 1976
(Public Law 94-553).
Sustainable after the grant funding is exhausted
Courses that eliminate conventional textbook costs refer to
the instructional material as ‘Open Educational Resources’
material.

OPEN EDUCATIONAL
RESOURCES (OER) COURSE
“Open Educational Resources” is high-quality teaching, learning, and research resources that reside in the public domain or have been released pursuant to an intellectual property license that permits their free use and repurposing by others, and may include other resources that are legally available and free of cost to students. OER include, but are not limited to, full courses, course materials, modules, textbooks, faculty-created content, streaming videos, tests, software, and any other tools, materials, or techniques used to support access to knowledge.
All OER materials first developed in draft and in final form pursuant to this Grant Agreement shall, in a prominent place, bear the © (the letter "c" in a circle) or the word "Copyright," or the abbreviation "Copr.", followed by the year created; and the words "California Community Colleges, Chancellor’s Office." In addition, all such materials shall bear the Creative Commons CC BY symbol
All OER materials are required to be posted into California’s repository for higher education (http://cool4ed.org/ ) for use.

WHAT SHOULD BE COMPLETED
College has identified a ZTC program pathway for:
1) majors with the highest number of program awards,
CCCCO Datamart is a resource tool available for CCCs to view the number of
credit program awards issued per CCC per FY.
2) majors known to have the highest textbook cost.

IMPLEMENTATION GRANT
An implementation grant enables a
college to put a zero textbook cost
degree/career technical education
certificate in place.
The planning process (conduct
research, professional development,
meetings, coordination, and other
resources and activities required to
organize the components of creating
ZTC program pathways) is complete.
By Jan 2019 students are registered
in courses in ZTC program pathways.

MODELS OF A ZTC PROGRAM PATHWAY
Cohort Design
Student cohorts start course sequences together on a
pathway and take all courses together in course sections
specifically set aside for them. Enabled by California Code
of Regulations, title 5 §58106 (b) (4)
“limiting enrollment in one or more sections of a course to a
cohort of students enrolled in one or more other courses,
provided however, that a reasonable percentage of all
sections of the course do not have such restrictions;”
Hybrid Design (Major/General Education)
Major course sections are OER and general education
course sections are OER with students moving through as a
cohort.
Comprehensive Design
All course sections in a major and general education
course sections are OER.

DATA COLLECTION
CCCCO is required to report to the Legislature, Legislative Analyst Office and the Department of Finance on status of the ZTC program.
At a minimum, CCCs are required to collect/report on the following items:
• Number of degrees developed & implemented
• Number of students who completed the ZTC program pathway
• Estimated annual savings to students
• Recommendations to increase, expand, or improve the offering of degrees
The ZTC Technical Assistance contractors will be working with the ZTC grantees and assisting in identifying and gathering additional data for the CCCCO report.
