Zachary Historical Association Sets Agenda, Changing of the GuardBy James Ronald skains

“We are going to participate with the City of Zachary in their downtown Christmas event at the Historical Village on December 6th,” Betty Tucker, longtime pres-ident of the Historical Association told the Zachary POST. “I will be in the archive building along with Jessie Spears to answer any ques-tions to the best of my knowledge about the history of Zachary, the Plains, and Port Hudson.”

“Based on what has happened in previous years with the downtown Christmas event at our Historical Village, I anticipate everyone hav-ing a great Christmas experience. The only thing different is that we will not have the Train Depot open.”

Tucker, who is the official City of Zachary Archivist, has headed the Zachary Historical Associa-tion for several years after being involved for many years in histori-cal activities not only in Zachary, but historical reenactments at Port Hudson and Plains. Tucker had this to say about her continued involvement in the Association at their meeting on November 6:

“I’m well past my 80th birth-day, plus I’m recovering from a heart by-pass last summer. I think that it is time for me to take a less active leadership role in the Asso-ciation. So come early next year I

would like to “pass the baton” on to one of our younger members.”

Jean Byers, the official Histori-cal Village Museum Director for the City of Zachary noted Tucker’s involvement:

“Betty Tucker has been a driv-ing force in all things pertaining to our culture and history here in Zachary for many years. She has spent countless hours working on the Historical Village houses and all the history that goes with them. Betty has been instrumental, along with the Zachary Historical Asso-ciation, in helping obtain and ren-ovate the Annison House.”

“Betty has developed a world class History Archive about so many individuals, families, and historical events that shaped Zach-ary,” Byers continued. “Her work with the Historical Association and the archives has been very much appreciated by the City of Zachary.”

“The Historical Association has generated a lot of good will in the community. We need to keep the Association going and work-

ing with the City. What disturbs me is that local children know so little about our local history. That is what makes Betty’s efforts to compile and showcase our history so important.”

Tucker, the late Lois Hast-ings, Tom McVea and other were very instrumental in working to have the 1811 era Annison House donated to the City of Zachary. McVea was State Representative at the time and was able to lead the effort in the Louisiana Legis-lature for funding for the Annison House, which is located on Old Scenic Highway at the western edge of the City of Zachary.

“I do appreciate your compli-ments about our work with the City,” Tucker told Byers during the Association meeting on the 6th of November. “As all of you know, we have worked with the Port Hudson State Historic Site for many years in their reenact-ments and events.”

“Last year the director of the Port Hudson Historic Site called

Lane Home Health announced that it has been named a Top Agen-cy of the 2013 HomeCare Elite, a recognition of the top-performing home health agencies in the Unit-ed States. Now in its eighth year, the HomeCare Elite identifies the top 25 percent of Medicare-certified agencies and highlights the top 100 and top 500 agencies overall. Winners are ranked by an analysis of publicly available performance measures in qual-ity outcomes, best practice (pro-cess measure) implementation, patient experience (Home Health CAHPS), quality improvement and consistency, and financial performance. In order to be con-

sidered, an agency must be Medi-care-certified and have data for at least one outcome in Home Health Compare. Out of 9,969 agencies considered, 2,496 are elite.

The award is sponsored by OCS HomeCare by National Research Corporation, the leading provider of home health metrics and analyt-ics, and DecisionHealth, publisher of the most respected independent newsletter in the home health pro-fession, Home Health Line.

“The 2013 HomeCare Elite winners demonstrate a commit-ment to providing patient-centered care and serving as leaders in the home health community. Their success is a tribute that managing

healthcare data and utilizing it for improvement initiatives lead to high quality care, and we rec-ognize them for their outstanding achievements,” said Mary Oakes, senior vice president of post-acute at National Research. “We con-gratulate Lane Home Health on being recognized as a top home care agency.”

“HomeCare Elite recognition is a significant acknowledgement. The shift from fee-for-service to pay-for-performance payment models is reshaping the healthcare profession. And home health is proving to be an integral part of the continuum,” said Marci Hey-dt, Product Manager for the post-

The Veterans Day appreciation events in Louisiana for 2013 began on Wednesday, November 6 in Bossier City and culminated on Saturday, No-vember 23 with the Hall of Honor event at LSU. The LSU event saw 12 LSU graduates inducted into its Military Hall of Honor for servicemen and women.

Military Veterans inducted into the LSU’s Veterans Hall of Honor includ-ed Navy Captain William Bruce King (ret.) of the Zachary Area. Captain King (ret.) ended a 40-year career in the US Navy when he retired in 1996. King has lived in Central for 25 years. He holds a master’s degree from LSU in Environ-mental Engineering.

“This year I have seen more appre-

LSU Recognizes Zachary Area Outstanding Military Graduatesciation events for our military in Loui-siana than any previous year I remem-ber,” Retired Navy Captain William Bruce King told the Zachary POST. “Not only are we having this very pres-tigious event at LSU, but all around the state there have been numerous events saluting our military veterans and active duty personnel.”

Captain King’s (ret.) military career took him from an enlisted man in the Navy at the Bay of Pigs invasion on the USS Murray in April 1961, to the up-per reaches of South Vietnam with the US Marines near the DMZ as the Naval Fire Control Officer in 1969.

Captain William Bruce King, (ret), joined 11 other military men inducted into the LSU Hall of Honor which is a

part of the LSU Military Museum on Saturday, November the 23rd. Joining Captain King in the 2013 Class of In-ductees was Lt. General Wade Talley, the 32nd and current Chief of the Army Reserve. General Talley graduated from LSU with a degree in forestry and a Regular Army commission through the LSU ROTC in the Corps of Engi-neers.

“It has really done my heart good to see such an outpouring of support in Louisiana this year for our mili-tary,’’ Captain King, who first joined the Navy as an enlisted man in 1956, acknowledged. “I was able to person-ally attend several of the Veteran’s Day events including the Veterans Day Cer-

emony at the Old State Capitol.”The Old State Capitol Veterans Cer-

emony was sponsored and organized by Tom Schedler, the Secretary of State of Louisiana, the USS Kidd Museum vol-unteer organization, and the staff of the Old State Capitol. The Old State Capi-tol affair began promptly at 11:00 a.m. on November 11th with a Welcome by Maury Drummond. Drummond, a for-mer serviceman, is the longtime Direc-tor of the USS Kidd Museum located on the Mississippi River in downtown Baton Rouge.

The agenda for the event included the Star Spangle Banner, Posting of the

Colors, Pledge of Allegiance, and a Vet-erans Day Proclamation by the Secre-tary of State, plus the Invocation.

In addition, the overflow crowd in the old Senate Chamber was treated to a rousing musical rendition of pa-triotic songs by the Baton Rouge Cho-ral Group. Those musical renditions included songs from the Civil War through the first 13 years of the 21st Century. The first musical arrange-ment of the event was, “When Johnny Comes Marching Home,” followed by “An American Trilogy,” “Over There,” “George M. Cohan Patriotic Fantasy,” and a Cole Porter song, “My Heart Belongs to Daddy’’ sung by Cynda Barfield.

Mauray Drummond read an emo-

tional poem that he had written entitled: “What the Flag Means.” The Cole Por-ter song was followed by “I’ll Be See-ing You,” “This is the Army (Mr. Jones Medley),” “White Cliffs of Dover” sung by Linda Rogers and a Korean War era song, “Soldier Boy.”

The four musical offerings to close out the program included “Those Were the Days Medley,” as well as the “Armed Forces Salute” in which the song of each branch of US Military Ser-vice was played as members and former members of their respective branches stood at attention. “Amazing Grace” was next, followed by John Wilbert playing “Taps.” The Benediction by Bobbie Pugh (Fleet Reserve Branch #371) was followed by the last song of the event in which everyone present participated, “God Bless America”.

“I was very pleased to see so many towns across Louisiana acknowledge their Veterans this year,” emphasized Captain King, (ret.) who also serves as a Commissioner for the USS Kidd Mu-seum. “What LSU is doing with their Military Hall of Honor is truly awe-some.”

LSU is pursuing a path for their Military Veterans by regularly honoring its men and women in the service both from yesterday and today, as well as fu-ture military leaders. To this end, LSU has embarked on a campaign to reno-vate and restore the Memorial Tower to house the LSU Military Museum. LSU already has three other military tributes to its long line of former students. These include the LSU War Memorial, which honors those former students who lost their lives in WWII, the Memorial Oak Grove which honors those 30 LSU stu-dents and alumni who lost their lives in WWI, and the T-33 Jet which is a me-morial for all LSU graduates who have

died in the defense of our nation during the “jet age.”

LSU President Dr. King Alexander and Richard Lipsey, head of the Cadets of the Ole War Skule, presented each of the inductees a plaque and medal dur-ing the ceremony. Among the inductees with Lt. General Talley and Captain King (ret.) were Lt. Colonel Nick Lo-russo who currently serves in the Loui-siana State Legislature, US Federal Judge Thomas Stagg, Jr. of Shreveport who served in WWII, Colonel Warren Waguespack (deceased), WWII vet-eran, and another WWII veteran now deceased, Ford Stinson, Sr., Colonel E.C. “Woody” Tircuit, (USAF ret.), Colonel George Todd, Jr., (US Army ret.), Colonel E.W. “Butch” Lutz, Jr., (US Army ret.), Lt. Colonel J. M. “Jack” Jolissanint, Jr., (US Army ret.), Colonel Warren R. Hull, Sr., USAF ret, and retired Marine Corp Colonel Ray Caldwell Dawson, (ret).

Captain Bruce King (ret) is seated on the right. Directly to the rear of Capt. King is Lt. General Richard Talley, commanding general of the US Army Reserves. Seated to the left is Federal Judge Tom Stagg of Shreveport, a WWII veteran. All were inducted into the LSU Hall of Honor.

HISTORY continued from page 2me and asked if I could come out to the Port Hudson Park on a cer-tain day and time. I asked him if I should dress in my reenactment costume, and he said that would be fine. I got out there about 11 a.m., which was the appointed time dur-ing a big reenactment they were staging. The Port Hudson group had a plaque for me, recognizing my ongoing contributions to the Port Hudson Historic Site and their reenactments. They even fired the cannon in my honor!”

“Getting that award certainly touched me, because all the things that I’ve done for the Port Hud-son group has been fun and what I wanted to do,’’ Tucker acknowl-edged. “The Port Hudson group has really helped our Association

in all our activities that we have asked for their participation.”

“We do need to get new mem-bers, especially from the younger generations. I’m like Jean, it is hard to understand how so many of our local children don’t know much about our local heritage and history. We have our work cut out for us in just bringing our kids up to date on the history of Zachary, Plains and Port Hudson.”

“I would like to see our Asso-ciation elect new officers in Feb-ruary so they can take office in the first quarter of the year,’’ Tucker elaborated. “It has been a real joy to serve as the president of the As-sociation, but I do think it is time for me to step back in a lesser role in it. I certainly appreciate every-one’s help and dedication on our many projects.”
