Jammu, Sep 2 : Chief Minister, Omar Abdullah Tuesday said that talks are only way forward to resolve issues adding that border skirmishes have always made the lives of people liv- ing there miserable and diffi- cult. He said the inhabitants of LOC and Borders have to bear the brunt of firing and shelling and their life and property is endangered by such incidents. He said the State of Jammu and Kashmir is greatly and commonly af- fected by such incidents. Omar Abdullah said that peace and tran- quility on Borders is equally important for both the neighbours maintaining that the authorities across the Border should understand this need and help in creating calm at the LOC and Borders. He said the people of Border areas have to bear the pain of the gun fire. He said their lives; property and economy get se- verely affected and endangered by shell- ing and firing. The Chief Minister said that people liv- ing in the frontiers want peace to carry on the life process smoothly. “We do not subscribe to war but are in favour of re- solving the issues through talks and in a peaceful manner”, he added. The Chief Minister today visited for- ward areas in Jammu where the inhab- itants were greatly affected by the shell- ing from across the Border. The Chief Minister while interacting with the affect- ed families at Joia, Trewa, Saikalan, Jora, Jabowal, Jangian and various other places in the Border area in R. S. Pora and Bishnah sectors, announced three months free ration for those who had to leave their homes for shelter due to shelling and whose agricultural oper- ation has come to stand still due to firing. He said that the State Government has taken all mea- sures to provide necessary relief to them as also safeguarding their lives. “We are with you at this hour of need”, he told them adding that the State Administra- tion is fully geared up to be at your help. He said that he has given directions to all concerned agencies to do all that is possible to safeguard and help the Bor- der people in the situation of shelling and firing from across the Line of Con- trol and Borders. The three militants were identified as Altaf Ahmad Rather, who was outfit’s District Commander, Fa- rooq Ahmad Laway and Showkat Ahmad Dar. Official sources had told GNS that acting on a specific input, the government forces including po- lice’s Special Operation Group (SOG), army’s 44 Rashtriya ri- fles (RR), 182 and 183 battalions of Central Reserve Police Force (CRPF) cordoned off Hanjan Bala hamlet and zeroed in a residen- tial house. The house belonged to Wali Muhammad Nengroo. “The militants hiding in the res- idential house fired indiscrimi- nately on the forces ensuing gun- fight,” they said. The encounter was suspended till morning. However, as the dawn prevailed, the exchange of fire between the holed up militants and forces re- sumed. The gunfire, according to sources, continued till noon resulting in killing of one of the holed up militant identified as Showkat. “The forces later blasted the house which resulted in the killing of two other militants,” sources told GNS, adding the bod- ies off all three militants were re- covered from debris. The bodies, after legal formalities, were sent to the respective villages of slain militants. Showkat Ahmad Dar, according to sources and his father, joined the militant ranks on August 19. Earlier, the forces, sources said, had brought his father, Ghulam Qadir Dar, to persuade him to surrender, but there was no re- sponse from the former to lat- ter’s call. The Deputy Inspector Gener- al (DIG) south Kashmir, Vijay Kumar, told reporters that the killing of Altaf is a setback to militants in the area. He said the police tried to persuade Showkat but Altaf Rather stopped him from surrendering before us. Official sources told GNS that Altaf Ahmad Rather, who was a resident of Check Badrinath in the district, was active in the area from last four years and was JeM’s District Command- er. “He was behind many mili- tancy related incidents. Altaf’s group was behind the weapon snatching incident at Pakhar- pora Shrine in June, this year,” they said. However, they said, he had no role in recent attacks in Pulwama district which left six people dead including five gov- ernment forces men. Government directs schools to watch Modi’s Teachers Day address ‘Warns schools against any laxity’ Srinagar, Sep 2: The state authorities have put the master plan for the Haz- ratbal Shrine here in lim- bo- stating that there are no funds available for im- plementation of the plan for the place that houses relic of the holy Prophet Muhammad (SAW). According to the KNS cor- respondent, the issue of Hazratbal Shrine master plan was raised in Legis- lative council during the autumn session with the concern raised over the huge rush of people being witnessed on almost all congregational prayers. The government later proposed a master plan for the shrine- prioritiz- ing that the growing rush of devotees be accommo- dated sans any hassle. The master plan for Haz- ratbal Shrine proposed to provide an additional capacity of 6, 500 persons inside the shrine. Dr Shiekh Mustafa Ka- mal submitted the ques- tion wherein he asked the state government that whether the master plan for Hazratbal is awaiting implementation due to the scarcity of funds. The government through the Haj and Auqaf Ministry while responding to the question stated that the proposed plan of the fa- mous shrine where the holy relic of Prophet Mu- hammad (SAW) was be- lieved to be stationed had already been drawn up by the chief architect and it had got the consent of all major stakeholders and that the plan is awaiting Implementation due to fund shortage. Srinagar, Sep 2: The government has stated that since the year 2010, 306 drugs in Jammu and Kashmir were found sub-standard while as 397 were found not of the standard quality and 91 have been found mis-branded.According to the KNS correspondent, the de-tails provided by the Drug Controller of the state informed that since the year 2010, 12534 num-ber of samples were col-lected so far and that prosecution against 175 drug suppliers has been launched.The details informed that during the year 2010-2011, 1415 drug samples were collected and 28 were found of not having the standard quality and sev-en misbranded. Also out of the samples collected, 21 were found sub stan-dard and prosecution against 12 drug suppliers was launched during the year.

He said Yusmarg Development Authority has already initiated several measures to develop tourism infrastructure adding that recently a modern TRC has been inaugurated there for the convenience of the tourists. He said survey is being conducted to construct a cable car project from Yusmarg to Bargah and Yusmarg to Neelnag which will go a long way in promoting tour-ism activities in the area. He said the sewerage system in Jammu has been divided into four zones to cater to the needs and manage the disposal of sewerage in a scientific manner.Earlier, the Chief Minister laid foundation of multi-ti-er parking project at General Bus Stand here. The project involving an expenditure of Rs. 131 crore will be developed over an area of 37.50 kanals out of the 55.37 kanals available at the General Bus Stand. The built-up area will be 60365 sq. meters and is expected to be completed in two years.Facilities proposed include bus terminal building in the ground floor for 75 buses, car parking in three floors for 1300 ECS plus additional provision for 335 ECS. There will be two floors of commercial area comprising of 13125 sq. meters and landscape plaza on 5875 sq. meters.Omar Abdullah said that the government was active-ly looking for a major multi-tier car parking complex in the heart of Jammu city to decongest the area and help smooth ply of vehicles. He said that accommodation for pilgrims at Bhawan, Adhkuwari, Katra and Jammu has been augmented and water and power supply is being augmented to meet the emerging requirements of the pilgrimage. He briefed the President about the upcoming Shri Mata Vaishno Devi Institute of Medical Excellence as a multi-Speciality Hospital at Kakryal, near Katra.The Governor observed that, under his direction, focus on environmental preservation is continuing to be accorded very high priority and, towards the furtherance of this objective, plantation of Trikuta Hills has been undertaken on a very large scale. During the last five years, more than 8 lakh plants of indigenous species have been planted in the Trikuta Hills.The Governor also briefed the President about the func-tioning of Shri Mata Vaishno Devi University which has been established by the Shrine Board at Kakryal and the efforts underway to develop it as a major centre of excellence in teaching and research in the coming years. ANANTNAG, SEPTEMBER 02: For implementation of Sakshaar Bharat Mission in Anantnag district, a meet-ing of Zilla Lok Shiksha Samiti (ZLSS) was today held under the chairman-ship of District Development Commis-sioner Anantnag who is also the chair-man of ZLSS. The meeting held thread-bare discussion with regard to implemen-tation of Saakshar Bharat Mission for eradication of illit-eracy among 15 to 53 years age group in the district.

The DDC asked the committee to achieve the goal of providing education to the drop outs and top priority be given to women’s education. He directed the district co-ordinator and other committee mem-bers of ZLSS to make all the centres functional in each block of the district.

The District Coordinator informed the meeting about the requirements for making the institutions functional with regard to supply of furnishing, stationery and other equipment like computer for district office.

The DDC constituted a committee including Chief Edu-cation Officer Anant-nag, Principal DIET and CPO Anantnag, the ADDC Anantnag will be chairman of the purchasing com-mittee.

For making the mission successful, the DDC asked BDO’s

and ZEO to make surprise visit of cen-tres and to submit the functional re-port of each centre within a week posi-tively. The Saakshar Bharat Mission is aimed to provide literacy to 97000 households of rural population of An-antnag district.

The Congress alleged that the BJP captured power by making lofty promises and selling unreal-istic dreams.

Congress on Tuesday dubbed Prime Minister Narendra Modi as a “dream merchant”, who came to power by selling “false hopes” and dismissed the 100 days of his rule as high on rheto-ric and low on performance.

“Modi sold false dreams that cannot be realised. He promised all things to all people. Rahul Gandhi did not do it. He did not give false assurances and refused to be a dream merchant. Rahul is sincere and hence he did not do all this,” party spokesperson Anand Sharma said at the AICC briefing.

Alleging that the BJP cap-tured power by making lofty promises and selling unrealistic dreams, he said the 100 days story of this government has proved to be “disappointing.”

He said the government’s functioning has, so far, been “characterised by non—fulfil-ment of promises, undermining of institutions, compromising of administration and governance and promotion of work culture nurtured by distrust and fear.”

Sharma asked the Prime Minister to “explain why 18 of his Ministers are facing serious

criminal charges compelling the Supreme Court to observe that it is for the Prime Minister to en-sure that those having criminals charges are not promoted. He is the head of the government. Why he brought such people in the Cabinet?”

Expressing concern over the situation along borders with Pakistan and China, Sharma said there were ceasefire violations day in and day out from Islam-abad, which was witnessed only before the Kargil conflict.

“A party and its leaders, who

during their election campaign faulted the leadership in Delhi for LoC violations went on to in-vite the Pakistan Prime Minister over shawl and saree diploma-cy,” he said accusing the govern-ment of absence of firmness and clarity in dealing with Pakistan and showing “no maturity” in its foreign policy.

“It’s approach is opaque and directionless in foreign policy. It is trivialising India’s bilateral, regional and international com-mitments. Government should show forthrightness in foreign

policy engagements. It cannot be just rhetorics and theatrics,” he said.

Attacking the government on the black money issue, he said while BJP and its then Prime Ministerial candidate prom-ised to bring back black money,

which was, according to them, to the tune of 85 lakh crore, “even 85 paisa are yet to come while the government is completing 100 days“.

He said this amounted to a “fraud with people,” who were “misled.”

Mr. Chandy also assured Mr. Singh that he would con-vene an all-party meet to discuss the issue of political kill-ings in Kerala.Manoj was killed when an unidentified gang at-tacked him in politi-cally-volatile Kannur district on Monday.

The RSS activist was waylaid on a road by the gang which threw a country-made bomb at him and then hacked him to death before fleeing from

the area, police said.

BARAMULLA, SEPTEMBER 02: Deputy Com-missioner Baramulla today reviewed the arrange-ments being made for operationalization of the New Administrative units in District Baramulla in a meeting held at Dak Banglow Baramulla. During the meeting, the Deputy Commissioner impressed upon all the concerned officers to complete all the arrangements before 8th of September, so that the new units will start functioning in full capacity from 8th September.

The arrangements regarding furniture, Computer Services and other infrastructure were keenly looked into in the meeting.

The DDC showed satisfaction over the arrange-ments being made for making the new units functional. However, the Deputy Commissioner impressed upon the Revenue officers present in the meeting to leave no stone unturned, so that the newly created administra-tive units become fully and efficiently functional.

While addressing the meeting, the Deputy Com-missioner said that the people must not feel any sort of difficulty as far as the services available at the new administrative units is concerned. Deputy Commis-sioner said that the Administration is determined for the benefits of people.

ACR Baramulla, SDMs, all Tehsildars and Naib Teh-sildars of District Baramulla were present in the meet-ing.

‘Missing files no excuse for denying information’

Public authorities cannot take excuse of “missing files” for deny-ing information under the RTI Act as such claims have no legality under the transparency law for withholding records, the Central Information Commission has held.

“Unless proved the record was destroyed as per the prescribed rules of destruction/retention policy, it is deemed that record contin-ues to be held by the public authority,” Information Commissioner Sridhar Acharyulu said in his order.

The case came before the CIC after one Om Prakash sought to know information from Land and Building Department of Delhi Government regarding allotment of alternative plot in lieu of his land acquired by the Government.

The Department admitted before the Commission that the rele-vant file is missing and it could not be traced even though the officers personally inspected room of the Land and Building Department after receiving the RTI application.The official representing the depart-ment said there is no possibility of retrieving the missing record.

In a terse order, the Commissioner said loss of records that are required to be kept and maintained permanently, if considered as evidence in a case, should invite criminal complaint against officials under section 201 of Indian Penal Code (punishable with imprison-ment which is directly proportional to seriousness of offence charged from seven years to 10 years and for life.)

There is no doubt that with the help of some central schemes, the basic infra-structure in schools and other

educational institutions has got a boost and more and more space has been made possible for the children who earlier had to do their schooling in open air or in a very stretched place. There was no arrange-ment of toilets, sanitation, drinking water and ventila-tion as several classes consist-ing of dozens of students were managed in one class room which used to be small, dark and stinking. However under various centrally sponsored schemes most of the difficul-ties were overcome even in the far flung areas of the state. The unfortunate aspect of the school education is that it is mostly run by bureaucrats who have no concept of mod-ern education and only try to complete their tenure by hook or crook. Normally this Dept. should be managed by a re-nowned educationist with ad-ministrative capabilities so that impetus is given to the latest educational advance-ments and a visionary policy is framed to make school ed-ucation particularly in govt. schools competitive and raise its standard. Presently the school education dept. has become a mismanaged field where every politician and bureaucrat is poking nose and interfering in its affairs. The wives of V.I.Ps occupying pres-tigious schools nearer to their residences and hardly attend classes thus making mockery of school education dept. The reported corruption in trans-fers and postings and the po-litical intervention has be-come dangerous for this dept. whose prestige and pristine is loosing its sheen with every passing day. There are vari-ous charges and allegations against its administrative and political heads who have re-portedly ruined this dept. The state govt. perhaps does not consider school education as a priority and it is because of this that no attention is being paid towards improvement of this dept. and to probe the alle-gations which appear in local media.

Pollution of different kinds has caused maximum damage to the world ecolo-gy and the present

global warming which has created a panic like situa-tion in the universe is one of the repercussions of un-ending holocaust of this pol-lution. Noise pollution, air pollution, dust pollution, water pollution and indus-trial pollution have made the life of the human-beings almost impossible. Our soul freshening air has become so poisonous that whenever we breathe, we inhale hun-dreds of life threatening par-ticles. Only a few years back, no body in Kashmir Valley would dream of filtered wa-ter supplied through taps. People used to fetch fresh water from streams, nal-lahs, brooks and springs as they were so fresh that there was no need to treat the wa-ter scientifically and then consume it. Not only this, the farmers working in the fields used to drink the same water which was meant for irrigating their fields. A bath in the fresh water would re-fresh the body and relieve it of all the fatigue, Now look at our water- bodies, they are being polluted and all the garbage of cities and villag-es specially in rural areas, is being thrown in them. See the famous spring of Koker-nag and witness how many tones of polythene bags and other garbage is dumped in its water. There is no civic sense and no realization and awareness. There is no ar-rangement for garbage dis-posal in rural areas, hence, whatever is the garbage it is thrown in the water-bodies of the villages. We are pol-luting our water and making it poisonous for ourselves and our coming genera-tions. Govt. is in slumber, at least the common people can wake up and save our water-bodies from this men-ace. It is not the question of one river, one brook or one spring, the garbage dump-ing in water-bodies is ram-pant every where.
