Tension continues to grip Islam- abad after violence broke out on Saturday night when support- ers of Pakistan Tehreek-e-Insaf (PTI) chairman Imran Khan and Pakistan Awami Tehreek (PAT) chief Dr Tahirul Qadri marched towards the PM House using cranes to remove barricades. Protesters several of whom are armed with batons and sling- shots have clashed with police even breaking down a fence out- side Parliament late Saturday. Protests began with a march from Lahore on August 14 which reached Islamabad the next day. Despite calls by Khan and Qadri for millions to join, crowds never exceeding the tens of thousands. Both Khan and Qadri stayed overnight at the protests, spend- ing most of their time in the con- tainers. The decision to march to the PM House was taken after talks be- tween the government, PTI and PAT failed to end the deadlock over the resignation of Prime Minister Nawaz Sharif. PTI chairman Imran Khan has said that an independent probe of rig- ging in the 2013 general elections cannot be held if Nawaz Sharif remains prime minister. Khan has called for Nawaz Sharif to step down until the proposed ju- dicial commission completes its probe. Government and the ma- jority of opposition parties have dismissed Khan’s demand for the prime minister’s removal. Meanwhile Inter Services Public Relations (ISPR) the media wing of the mil- itary has termed news reports of Army Chief General Raheel Sharif asking Prime Minister Nawaz Sharif to resign or going on leave as baseless. Reports broadcast by some news channels in Pakistan that Army chief General Raheel Sharif had advised Prime Minister Nawaz Sharif to resign was also dismissed by the government spokesman. He said that in the meeting between Prime Minis- ter Nawaz Sharif met with Chief of Army Staff (COAS) General Raheel Sharif on Monday it was agreed that there needs to be a political and constitutional solu- tion to end the current deadlock. On Sunday night the Corps Commanders meeting decided that further use of force would only aggravate the situation. The meeting once again reiter- ated that the situation should be resolved politically without wasting any time and without re- course to violent means. Dr Sujad Shuja exposed the fraud and irregularities committed by Dr Shabir Ahmed Parray, Medical Officer ,ISM Dispensary Budnumbal. The assistant director revealed that he reached ISM dispensary Budnumbal, District Kupwara at 10:45 a.m on 28-08- 2014 , and on examining the attendance register maintained by Dr. Shabir Ah- mad Parray, the Medical Officer posted there ,it was found had Dr. Shabir Ah- mad Parray had fraudulently marked his attendance in advance for future dates 29-08-2014 to 30-08-2014 and even for 31/8/2014 despite being Sunday, an off day. This has been done with the intention to deceive authorities and populace and to put himself to advantage illegally. How- ever, it is well established principle that “crime never pays”. The local people also complained that Dr Parray does not attend the dispensary due to which they have suffered. He had been habitual of doing this illegal practice for long but ultimately was exposed. appeals ECISrinagar, Sep 1 (KNS): Reacting over the reports that the upcoming state elections in the state may be held in mid December or early January, the ruling Nation-al Conference Monday said that the election commis-sion should consider the snow bound mountainous areas of the state.Talking to KNS, NC provincial president Nasir Aslam Wani said that the party has no objection with the de-cision of the Election Commission of India (ECI) that the polls in the state shall be held in December- Janu-ary. He maintained that the snow bound regions and the mountainous areas of Kashmir must be looked into so that election process in those areas could be held amicably.He maintained that the new government in Jammu and Kashmir be formed around January 5. “We in 2008 had the same schedule of elections. The last phase of elections in 2008 were slated during the last week of December in Srinagar while as in the far flung areas of the state, the process was already concluded.” Pertinently, the reports earlier informed that Jammu and Kashmir and Jharkhand may witness elections in late December-early January. The Election Commis-sion is working on the schedules and may announce the programme for Maharashtra and Haryana by the middle of September. (KNS)

Srinagar, Sep 1 (KNS): The students undergoing counseling for the Prime Minister’s scholarship pro-gramme by AICTE, Monday said that they are being given limited choice of colleges that too in North India region only.The students while talking to KNS stated that counsel-ing by AICTE team is being conducted in SP College of Srinagar from the last few days and that the choice be-ing offered to the students if merely from the 20 north India colleges. They added that when they brought the issue before the notice of the AICTE officials, who are at present on valley tour, the officials shrugged their shoulders- stating that only in these colleges, the students can enroll themselves.Reports informed KNS that there are around 8-10 AICTE officials including the Director Administra-tion on the state tour and are holding counseling ses-sions in Srinagar’s S.P college. It was informed further that under the scholarship program, various courses are being offered to the students of valley including Engineering, BDS, BBA, MBA besides several others.The students said that despite there are AICTE ap-proved institutions across India in hundreds, why the limited 20 colleges are being offered to them. (KNS)4449 posts of doctors, paramedics vacantSrinagar, Sep 1 (KNS): There are 1144 posts of doctors in the state lying vacant while as around 3305 posts of paramedics yet to be filled.According to the KNS correspondent, there are 4449 posts of doctors and paramedics staff lying vacant in the state with the government assuring that the speedy measures are being taken for the filing up of the posts.The details maintained further that the CT scan facil-ity is available in four district hospitals of Kashmir division and that the remaining district hospitals will be provided such facility in phased manner, subject to the availability of funds. The government however admitted that there is no MRI facility available at the district hospital.While proving the details about Jammu region, the government stated that there is no MRI facility in the health institutions of the Jammu division. However, the government maintained that CT scan facility is available is district hospitals Katua, Udampur, Dodo, Kishtiwar, Poonch, Rajoori, Ramban, Government hospital Gandhinagar and SDH Bhaderwah. The state authorities stated that in district hospital Samba and Reasi, the installation of CT scan is under process. (KNS)

Srinagar, Sep 1 (KNS): Nine persons were injured in different road accidents across the valley.A motorcycle bearing registration number JK03/8638 collided with Tata 407 vehicle bearing registration num-ber JK01F/3610 at Halmulla in the jurisdiction of police station Bijbehara Anantnag, resulting in injuries to the motorcyclist Syed Altaf and pillion Syed Aadil residents of Magam Kokernag. Both the injured persons have been shifted to Hospital for treatment. Bijbehara police has registered a case in this regard.Meanwhile, an Eon car met with an accident at Wussan crossing Tangmarg resulting in injuries to two persons including the driver of the car. Both the injured were shifted to Sub District hospital for treatment. Baramu-lla police has registered a case in this regard.In another accident, five persons were injured when truck bearing registration number JK01A/2388 and a Maruti van Bearing registration number 8152/ JK03C meet with an accident on NHW near Lasjan bridge.

TOKYO: Japan and India agreed on Monday to strengthen strategic ties as Asia’s second and third big-gest economies keep a wary eye on a rising China, and agreed to accel-erate talks on the possible sale of an amphibious aircraft to India’s navy.

Japanese Prime Minister Shinzo Abe and Narendra Modi also agreed to speed up talks on a so-far elusive deal on nuclear energy cooperation.

“The two prime ministers reaf-firmed the importance of defence relations between Japan and India in their strategic partnership and decided to upgrade and strengthen them,” Abe and Modi said in a state-ment after a summit in Tokyo.

The two countries agreed to pur-sue comprehensive security and de-fence cooperation, including mari-time security.

On the nuclear deal, Shinzo Abe said, “I had frank discussion on this issue, we are able to deepen our un-derstanding on both sides.

The government on Monday appealed to the Supreme Court not to cancel all the coal blocks that have been de-clared illegal.

Attorney general Mukul Rohtagi told the court that 40 of the 218 coal blocks in the country were ready for pro-duction and they should not be scrapped.

The at- torney general also told a Supreme Court hearing that the government was open to re-auctioning the coal blocks if their al-locations are revoked.

Last week the court had stopped short of de-allocating the blocks, and said the is-sue required further hearing. 155 of the blocks were allot-ted by the previous UPA regime and 63 by the NDA govern-ment under AB Vajpayee.

The court found the allocations “arbitrary, unfair and illegal” and that guidelines were observed more in the breach. The court also slammed the government for the “lack of objective criteria, and criteria for evaluation of comparative merits.”

Special CBI Judge Madhu Jain rejected Tejinder Singh’s bail application and sent him to judicial custody till October 20.

The court had taken cognisance of the charge sheet on August 28 after relying upon the statements of former Defence Minister A.K. Antony, V. K. Singh and other witnesses whose testimonies were recorded by the agency during the probe.

The CBI in its charge sheet had alleged that in August-September 2010, the file per-taining to procurement of 1,676 Tatra ve-hicles was pending before V.K. Singh.

was not convinced with the total project-ed requirement of the vehicles and it ap-peared to him that the requirement has been inflated, the agency had said, adding V.K. Singh had sought fresh opinion on the issue from different quarters.

In its charge sheet, the CBI had alleged that Tejinder Singh met V.K. Singh in his office in South Block on September 22, 2010, and during the meeting, he had offered a bribe of Rs 14 crore to V.K. Singh for clear-ing the file of Tatra vehicles by first week of October.

V.K. Singh got infuriated and asked Tejinder Singh to immediately leave his of-fice and he, thereafter, intimated Mr. Anto-ny about the whole incident of bribe being offered to him, the CBI had said.

The charge sheet had claimed that Mr. Antony had confirmed having been in-formed by V.K. Singh about such offer of bribe made to him about by Tejinder Singh.

A case was lodged by CBI against Tejinder Singh on October 19, 2012, follow-ing complaint by V.K. Singh.

LUCKNOW: Stung by electoral set-backs, BSP chief Mayawati, address-ing her party workers on Sunday, fell back on castigating the upper castes for their alleged anti-dalit agenda. She said the upper castes have historically tried to mislead the dalits into believ-ing that Ambedkar gave them a “backward iden-tity” while treating them as their slaves. This per-nicious upper caste at-titude, she said, was ad-opted to deny dalits the benefits of quota.

Mayawati, who after her 2007 electoral vic-tory had advocated up-per caste entry into the BSP, said the dalits were not only en-slaved by the British but also by the upper caste. “Ambedkar used to visit the colonies of dalits to get them enlisted in the scheduled caste list so that they could avail of the benefits of reservation.

Around the same time, the upper caste people too came to dalits and tried to convince them that Ambedkar was fool-ing them in the name of reservation,” she said.

“The Brahmins and upper caste peo-ple used to tell the dalits that by getting

reservation, they would always be categorized as lower caste. This was a big conspiracy,” she told BSP workers. Accord-ing to a reliable source at the meeting, those present included senior Brahmin leaders of the party like Satish Chan-dra Mishra, Ramveer Upadhayay and Brajesh

Pathak. Subsequently, Mayawati said, the dalits were converted into “fake Brahmins, Thakur and Baniyas”. May-awati asserted the BSP cadres needed to work among dalits who were once again being fooled by the upper castes.

HYDERABAD: The first gov-ernment of the newly-formed Telangana state under K Chan-drasekhar Rao has completed three months in office.

It is too early to assess the per-formance of the maiden govern-ment.

Suffice to say that despite fac-ing teething troubles, the TRS regime has shown earnestness to resolve the issues faced by the state and formulate plans to bring development and prosper-ity to the people.

The first challenge that Telan-gana faces is the truant monsoon that has the potential to adverse-ly affect the kharif crop, thereby putting strain on the govern-ment’s finances. Infrastructural bottlenecks due to severe power shortage are also adding to the woes of the people. The bureau-cracy is yet to become fully func-tional as the final allotment of All India Service (IAS, IPS and IFS) officers and the division of the state-level staff is pending. The state’s financial position is pre-carious, as the tax flow has not gained momentum.

The TRS government un-veiled its vision for Telangana and its people through the gov-ernor’s address to the state leg-islature in the maiden session in June this year.

While focusing on welfare schemes, particularly for the scheduled castes, scheduled tribes, backward classes, mi-norities, women and disabled persons, the government has

also taken up several exercises to ensure that the schemes are not misused, one of the and their benefits are not cornered by the undeserving.

Government is spending thousands of crores on welfare schemes such as scholarships and fee reimbursement, pensions for senior citizens, widows and disabled, Rs one a kg rice scheme, free power for farmers, Arogyas-ri, Deepam programme and sub-sidized housing among others.

All schemes are meant for the below-the-poverty line (BPL) families with varied criteria of

income ceiling and other condi-tionalities. However, countless ineligible persons have been availing the said benefits.

The TRS government has de-cided to continue all the welfare schemes, besides introducing a few new ones, by focusing on the delivery mechanism. The quan-tum of assistance under pension schemes is being raised.

The overall allocations for SCs, STs, BCs and minorities are being raised to Rs 20,000 crore per annum over a five-year pe-riod. Government has promised to hike reservations for Mus-lims and the scheduled tribes to 12 percent each, in keeping with their proportion to the total popu-lation of the state.

Since the scholarships and fees reimbursement schemes constitute a big chunk of the al-locations earmarked for the SCs, STs, BCs and minorities, the gov-ernment has sought to modify the scheme to weed out undeserving’ beneficiaries and participating colleges on the one hand and fo-cus on “Telangana sons-of-the-soil” on the other.

Although lakhs of people from other regions and states settled in Telangana since 58 years raised concerns over the nativity issue, it has raised hopes among the natives of Telangana that they

would get attention now.There are numerous prom-

ises that the TRS has made in its election manifesto. As the party which formed the first govern-ment of the new state, it has both tremendous responsibility and opportunity to translate its as-surances into action.

People are eager to see im-plementation of its promise of free education from KG to PG. However, long-term plans such as making Telangana a power surplus state and bringing irriga-tion waters to each of the 100-odd assembly segments in the rural areas are promises that may take longer to fructify.

Over the last three months, KCR and his cabinet colleagues have thoroughly reviewed the per-formance of various departments and schemes and also come up with several announcements.

Apart from unveiling mea-sures to give a fillip to the agri-culture sector through focus on creation of irrigation facilities, the government has contemplat-ed mega plans to provide a boost to industry, infrastructure and services sectors, besides making Hyderabad a truly global city. All the grandiose plans require lakhs of crores over the next 15 to 20 years to achieve “Bangaru Telan-gana.”

Telangana govt completes three eventful months

SANTINIKETAN: A Bolpur court on Sunday turned down the bail plea of three students of Visva-Bharati’s Kala Bhavana and remanded them to three days in po-lice custody for “sexually torment-ing” a girl, also a first-year fine arts student from Sikkim. The fourth ac-cused is still on the run.

The three accused — Anirud-hha Karmakar, Anirban Giri and Masum Asick Molla — were ar-rested on the basis of an FIR lodged by Visva-Bharati’s proctor Harish Chandra after a university sexual harassment committee found four people responsible for the crime.

The move by Visva-Bharati au-thorities to lodge an FIR was partly prompted by Sikkim CM Pawan Chamling reacting to the incident strongly. Chamling termed the inci-dent as unacceptable.

“The state government will do whatever it takes to secure justice for the girl and her family so that their reputation and dignity are not tarnished. I request all the con-cerned authorities of Visva-Bharati

University and the government of West Bengal to take appropriate action for speedy justice so that the dignity of the girl and her fam-ily are redeemed. The state govern-ment is confident of assistance and

cooperation from the concerned authorities,” he said in a statement.

The girl had reported the mat-ter to the Kala Bhavana principal on Tuesday. She was admitted and treated in the varsity hospital for

two days. The absconding fourth accused

from Bolpur used to frequent the university campus, police said. “We have clues on his whereabouts. Raids are on. We expect to get more information after interrogating the three accused,” Bolpur SDPO Surya Prasad Yadav said. The statements com-ing from army are also visibly positive and indicative of in-tentions of armed forces which have said that they will support and protect democracy instead of an individual. Army has also said that if is compelled for any brief intervention, that too will be aimed to safeguard the dem-ocratic institutions. It has also warned police forces to refrain from using excessive force in a subtle and have explained that such things will be detrimental to the interests of state of Pa-kistan. Whatever the results, whatever the consequences and whatever the strategies adopted by ruling clan, oppo-sition and army, everything at present is contributing to one emerging trend and that is the terrorism in Pakistan has to be tackled properly and there has to be a mechanism which will save that country from dangers of terrorism which all the con-cerned parties are aware of .

The rice production in Jammu and Kashmir is decreasing day by day because the agri-cultural land is being

used legally or illegally for oth-er purposes such as residential and commercial. This has creat-ed lots of problems and the extra burden on the economy has also increased and is leaving adverse effects on the overall financial health of the state. Similarly the illegal felling of trees and the timber smuggling has caused enormous damages to the ecol-ogy of the state as it has turned a lot of forest land into a barren and unproductive one. Though a force called forest protection force was created many years back for safeguarding the forest wealth but this organization has not been able to control the ille-gal felling of precious trees and the smuggling of timber within and outside the state. Not only this, some forest land is being utilized by tribal community for residential and agricultural pur-poses as envisaged under Forest Dwellers Act. This has not been defined to this purpose only but some land is being taken over by expansionists and used for com-mercial purposes. Nobody cares as to what is happening to our forests which are being devas-tated with every passing year. Some unscrupulous and greedy people are setting portions of forest on fire so that the green trees which ultimately get burnt or half burnt are used in differ-ent ways without being caught for illegal usage of the precious wood. There are no checks or hurdles for these vested inter-ests as some forest employees are in hand in glove with smug-glers and those elements who for their petty interests damage this natural wealth. The forest department except issuing some statements is not doing enough to get these smugglers caught and take action as per the law of the land. Unless there are strin-gent laws and well meaning and sincere forest officials in abun-dance, the forest wealth will be disappearing with every passing day and the time will not be far away when Jammu and Kash-mir State will become a cold des-ert. The ecological balance will get destroyed to such a level that nothing will grow in our lands and it will be impossible for human life to survive in such a hostile atmosphere and weather conditions.
