1. The Executive Summary

This year, 2015 marks the 39th anniversary of the June 16 Soweto and other related uprisings. The uprisings

tragically ended with hundreds of young people killed by the apartheid government when they protested against

the imposition of Afrikaans as a medium of instruction. This day is popularly known as the Soweto Uprising or

June 16. The reason for associating it with Soweto is because it is in this area where revolts began, gained

momentum and spread to other parts of the country. Since this tragic incident, the day has been commemorated

as June 16. The advent of the post-colonial and post-apartheid democratic political dispensation brought about

the new way of looking at the day by rededicating it to the youth of South Africa – hence Youth Day/Month. The

idea was to perpetuate the memory of those who died and suffered during this day as well as to carry on with

their legacy and principles of selflessness determination and devotion that are necessary for success and growth

for any society or nation.

The commemoration of Youth Day is being led by Department of Arts & Culture (DAC) and strong support from

the NYDA and various government departments. The NYDA will continue to lead the co-ordination of the overall

youth month activities, and once again with the support from various government departments. The success of

the commemoration events depends on joint co-ordination and collaboration by the NYDA, government entities

and Government Departments.

The 2015 Youth Month is highly significant as South Africa marks 60 years since the adoption of the Freedom

Charter in Kliptown in 1955. The Freedom Charter declared amongst other things, that South Africa belongs to all

who live in it, black and white, and that no government can justly claim authority unless it is based on the will of

all the people. That was a powerful, visionary and reconciliatory statement which set the tone for the non-racial

democracy South Africa has established.

During his 2015 State of the Nation Address, President Jacob Zuma declared 2015 as the year of the Freedom

Charter and Unity in Action to Advance Economic Freedom. It is the year of going the extra mile in building a

united, democratic, non-racial, non-sexist and prosperous South Africa.

It is also the year of rededicating ourselves as a country to eradicate racism and all related intolerances in our

country. It is also the year of investing more in our future, by educating our children and the youth about the rich

heritage of this country.

In line with these pronouncements, the 2015 youth month programme will entail a month long programme

aimed at highlighting the work of government in providing opportunities for the youth, educating young people

about their history and heritage, communicating opportunities brought by the democratic government, while

having conversations with the youth on their role in building a united, democratic, non-racial, non-sexist and

prosperous South Africa.

2. Strategic Objectives for Youth Month 2015:

The Youth Month 2015 programme will seek facilitate conversations with the youth on the achievements and

progress made in youth development over the past 21 years; as well as the challenges that still exist. The Youth

Month programme should be engaging and interactive, and will be underpinned by the following:

a) To educate the youth about their history and role played by young people in the struggle for national

liberation by reflecting on the events of 1976.

b) To highlight progress made by government and its related agencies in implementing the Freedom Charter

declarations as the country marks 60 years of its adoption.

c) To encourage debates, discussions and conversations about the challenges confronting the youth today

and how they can take forward the baton of leadership.

d) To highlight programmes for youth development and how youth can access them.

e) Have conversations with the youth on their role in building a united, democratic, non-racial, non-sexist

and prosperous South Africa.

f) To promote social cohesion and nation building.

g) Youth Month will seek to establish and showcase partnerships with the private sector and civil society in

youth development.

3. The Theme:

Government Core Message (2014 – 2019): “Together We Move South Africa Forward”

The message calls for a focus on evidence or proof of how various sectors of society are moving South

Africa forward.

It also issues a challenge to individuals or institutions whose words or behaviour may undermine the

ethos of moving South Africa forward.

The theme for Youth Month 2015: “Youth moving South Africa forward”

This theme implies an action-oriented approach, surrounded with evidence of actions and initiatives by a

broad range of social partners – led by government – that are moving South Africa forward.

Recognizes the role that the youth of South Africa have played and are still praying to move the country

forward.

The Rational Behind the Creative:

The sneakers (aka takkies) speak to youthfulness as every young person can identify with them. They are

universal and are part of everyday youth culture. The forward movement of the Youth Moving South Africa

Forward is showcased by the steps that are being taken in the creative by the sneakers.

For the Youth Month launch and the June 16 Commemorative event, it is proposed that young people (and the

principals and government officials) come to the events wearing school uniforms and sneakers. School uniform in

general speak of togetherness, inclusiveness and being part of a community. The colours have been kept vibrant

so as to appeal to the young people.

4. The Approached

Youth Month 2015 with take a three (3) phase approach: Pre, During & Post. The idea seeks to engage the youth

of South Africa and have them talking long before the launch of the Youth Month activities on 01 June 2015 and

right up to the end of the month.

6. Summary of Events & Activities

Live TV youth dialogue on building a united nation: 03 June 2015 The TV dialogue is in-line with the Freedom Charter objectives of building a united, democratic, non-racial, non-sexist and prosperous South Africa the question of race and unity remains paramount, including the participation of youth of other races in commemoration days including Youth Day/month. The platform will provide for an opportunity for youth of all races to air their sentiments on the question of race

and recommend solutions. A panel of experts as well as opinion makers will also be invited to present on the

theme. The NYDA will work to source a media partner to ensure that the dialogue is carried live on television.

Educational Tour: 06 June 2015

As part of the activities to celebrate the Youth Month (in commemoration of June 1976); a cultural history educational tour will be organised to cater for in-school youth to learn more about the activities that contributed to the June 16 related uprisings and also visit the various places that played a role. To realise this activity NYDA is implementing this activity in partnership with the National Department of Arts and Culture. This is part of the legacy education that contributes to social cohesion and ensuring that youth understand and appreciate their history.

This was with the aim of educating the youth of today about the June 16 uprising, and the historical places in Soweto that form part of the country’s rich history. The purpose is to:

To educate the youth on the June 1976 and related uprisings

To showcase the historic monuments/places and their significance to the struggle and liberation in the country

To promote and encourage social cohesion The criteria for choosing schools to participate: The focus is on Grade 11 and/or 12 learners in selected provinces. The criteria for selecting learners is as follows:

Learners from top performing rural schools,

Learners from top performing township schools and

Learners from the former Model C schools

Tour Programme:

Learners will be handed reflective questionnaires on all the destinations that they will be visiting. This was with the aim of assisting the learners to reflect on what they will learn during the tour.

There will be various sessions held with the learners - a career guidance session by an NYDA career guidance counsellor, and an Arts and Culture session where young people will be given a crash course on the South African symbols and the AU anthem.

Building and Handing over a house as part of Youth Build – Fiksburg, Free State: 15 June 2015 NYDA in partnership with the Provincial Department of Human Settlement will build a house/s in the Limpopo Province as part of Youth Service Programme. Youth from the Community, Government officials and officials form supporting institutions will participate as volunteers in the process under the supervision of an experienced contractor. Through the National Youth Service (NYS) NYDA and Human Settlements will build a house/s for youth headed households and the elderly. The objective of this programme is to: • Demonstrate the NYDA and government commitment to youth development and participation in service

delivery; • Commemorate the 39th year of the 1976 youth uprisings

Youth Day (June 16) Commemoration: Tshwane Events Centre, Pretoria (Due to budget constraints, Tshwane Events is being considered as the host venue for this event) The programme for the day with be in three (3) parts, which are the following:

a) Walk for Freedom

Time Activity 7:00 am: The day will start off with a walk from Freedom Park by youth from all walks of life

carrying a banner/pledge committing themselves towards contributing to a non-racial, non-sexist, democratic and prosperous South Africa. The walk should reflect the rainbow nation (reflecting all race groups, gender and disabled youth). Examples of the pledges: I PLEDGE TO EDUCATE MYSELF

I PLEDGE TO TAKE RESPONSIBILITY FOR MY ACTIONS

8:00 am: The walk ends off at the Lawns at the Tshwane Events Centre with the pledge taken to the stage for the arrival of the President

08:00 am: Parallel to the walk from the Freedom Park – SABC Morning Live will be hosting a few young people who will be doing analysis of the proceedings of the day, including the significance of the walk and the pledge. The significance of June 16. The live Morning Live broadcast will from time to time cross over to the walk until it reaches the Tshwane Events Centre. NB: The SABC has been approached to be the media partner. Interviews to be scheduled for identified youth from different sectors speaking about their commitment to SA as a young person.

10:50 am: Upon arrival of the President on stage together with the Podium Group from the holding room, a few youth representatives will go and hand over the pledge to the President of the Republic with the Chairperson of the NYDA

10:55 am: The President with the Chairperson of the NYDA to receive the Pledge

The objectives of the Youth Pledges is to mobilise young people around one common objective of committing to

play a positive and constructive role towards the development of a non-racial, non-sexist, prosperous and

democratic society.

Young/youthful Ministers and Deputy Minister: DM: Manamela; DM: Masina; DM: Gigaba; DM: Mbalula; DM:

Manana and DM: Ndabeni to lead youth walk with a select number of youth ambassadors that would be selected.

Ministers & Deputy Ministers to be encouraged to be active on social media as part of the build up to June 16th

and on the day and remainder of youth month.

The Ambassadors will be utilised to mobilise youth people through social media to make their pledges on how

they commit to contribute towards a non-racial, non-sexist, democratic and prosperous South Africa. The videos

are to be uploaded in the Youth Month mini-website, four of which will be played via Audio Visual during the June

16 Official Program. Some of the pledges will also go onto the banner to be carried by young people during the

walk from Freedom Park to Tshwane Events Centre.

NB: DAC has advised that they have a number of ambassadors on their database as part of social cohesion that

can can be utilised to save costs. DAC to share the list of ambassadors on their database.

The Podium Group:

The Podium Group consists of the President, Ministers, Deputy Ministers, the Premier, Executive Mayor and

NYDA Executive Chairperson. In addition to the traditional composition of the podium group; it is proposed that

a group of nine (9) young people join the podium group. The breakdown of the nine will be made up of four (4)

young people selected from provinces/in rural areas – and the other four will be outstanding or influential

young people in business, the arts, social and politics (this could be a representative of the South African Union

of SRC’s) and one (1) will be a young person leaving with a disability who has been able to break physical

boundaries.

The programme will commence at the arrival of the podium group from the protocol briefing. The official

program will end at the conclusion of the address by the President of South Africa and the vote of thanks.

About the Mara Foundation:

Mara Foundation is a social enterprise that focuses on supporting and encouraging entrepreneurship in Africa.

scaled its programmatic focus and is now active in a number of countries across Africa, including Nigeria and

Kenya. Its mission is to be instrumental in the development of thriving SME sectors by supporting African

entrepreneurs through mentoring, funding, networking and capacity building. Mara Mentor is designed to enable,

empower and inspire students, aspiring entrepreneurs, business owners and young people who are passionate

about business. Mara Mentor is open to new members from countries across Africa, who can join the community

to raise questions, kick-start discussions and reach out for personalized advice on their business ideas. It offers

training tools and materials that are tailored to youth and women and run regular forum topics on issues relating

to youth and women in business. Through this partnership, this programme is expected to reach of 1 million

young people.

There is a need to have a pre-launch event and social media campaign to hype up this initiative and have young

people pre-register so as to ensure that when the President announces this initiative that there are at least

100 000 young people on the system. The suggested date for the pre-launch is 4/5 June 2015 when the Founder

of the Mara Foundation Mr Ashish Thakkar is in South Africa for the World Economic Forum.

c) Cultural Programmme & Exhibitions

The cultural programme will start at 08h00 am with a variety of South African musicians and will be paused when

the official programme starts. This is so to accommodate those young people who will not be part of the

walk/arriving from outside the province. The proceedings will resume when the official programme is wrapped

up.

The performances will cover the different genres of South African music, poetry and other performances in line

with the approved theme for the Youth Month. The content should suit the audience as mainly dominated by the

young people. The screening of interviews with young people from different communities (black, coloured, white,

indian) on how they believe youth are/should be moving South Africa Forward.

Exhibitions

A exhibition space will be laid out on the grounds at the Tshwane Events Centre – a creatively designed exhibition

floor plan that will be for:

footage of NYDA beneficiary run businesses)

Provincial Youth Day Commemoration Events: 08 - 15 June 2015 With the Gauteng province will be the host province for the National Youth Event the other eight provinces will host official Youth Day commemoration events during the week of 3 – 15 June 2015 instead of 16 June 2015. Hosting the event before June 16 will allow Premiers and youth across South Africa to also get the President Youth Day message. All Provincial events should be in the following format:

Youth in Business Forum: 19 June 2015 The Youth in Business forum is a platform created for Development Funding Institutions like the NYDA, IDC, SEFA, SEDA and other to share information on opportunities with young people. Young people will also get a platform to share their businesses ideas and successes stories.

The New Age Business Breakfast: 24 June 2015 A live studio discussion by the NYDA and stakeholders on progress made in improving the lives of young South Africans. It also provides an opportunity to a live audience to interact with the presenters in a question and answer session.

Sanitary Towels Dignity Campaign: 19 – 30 June 2015 The NYDA launched the Sistas4Life initiative in 2012 with the aim of promoting the health and wellbeing of female leaners in schools and restoring their dignity and self-esteem. Since launching the initiative, the NYDA has distributed Sanitary towels to a number of schools across the country benefiting thousands of female learners. Minister of Women to be included in some of the initiatives of this campaign. Pharmaceutical companies that manufacture sanitary towels will be approached to come on board as well as part of their CSI initiatives.

An annual dialogue session takes place in Parliament with youth to discuss issues of relevance to youth with

focus on solutions.
