Introduction This report is an analysis of the figures supplied by the Children’s Reporter for children in Argyll and Bute who have been referred to the Reporter on offence grounds. The period covered is from September 2005 to September 2006. During this period 595 offences were recorded by the Children’s Reporter for this authority. The figures supplied have been used to produce this report, and have been evaluated for the following criteria:

Age range of offenders Gender of offenders Area: data on individual area basis Offence types Day of the week: is offending related to specific days Drug & alcohol involvement in offences Persistent offenders Repeat offenders: were children previously involved in offending behaviour in 2004/05 SACRO referrals Offending whilst in residential placement Demographics Comparison with previous years data including trends

The report aims to provide useful data to assist in the planning and provision of youth justice services in Argyll and Bute and to aid in addressing offending behaviour among children and young people in the community. To ensure confidentiality individuals are not identifiable in this report. Regarding persistent offenders it should be noted that the Scottish Executive’s definition of a persistent offender is ‘someone who has committed 5 or more offending episodes in a six month period’. Argyll and Bute Council however defines a persistent offender as ‘someone who has committed five or more offences in a six month period’. It was felt that using this definition would allow a more perceptive analysis of this type of offending behaviour. Therefore, throughout this report reference to persistent offending uses this council’s definition. For information and reference a full list of statistics are included in Appendix 1 at the end of the report. A glossary of offence categories is included in Appendix II at the end of the report.

Age Chart 1: The age range of offenders is from 8 to 17 years old. The majority of offences was committed in the age ranges of 12-16, with the highest offending level in age 15 (N=224, 38%).

Top Ten Offences by Gender Chart 3: Shows the top ten offences committed by males. The most common offence is B.O.P. (N=113, 24%), followed by Assault (N=72, 16%) and V & MM (N=50, 11%). Chart 4: Shows the top ten offences committed by females. The most common offence is B.O.P. (N=34, 26%), followed by T.B.S. (N=23, 18%) and Assault (N=21, 16%) Comparing the top ten offences committed by gender it can be seen that there is a difference in the types of offences being committed by males/females.

Charts 7 & 8 shows the number of offender2/ Area Team The largest proportion of offenders reside in the Helensburgh area (N=71, 28%) followed by Oban (N=45, 19%) and Kintyre (N=38, 16%). Comparing charts 6 & 8, Bute is second highest for the number of offences committed yet is only fourth equal for number of offenders. This means that although Bute has a relatively higher rate of offences it has a relatively fewer number of offenders. This would imply that individual offenders on Bute are tending to commit a higher number of offences. Number of offenders for each community support team:

• Helensburgh & Lomond N=71, 30% • Cowal & Bute N=64, 27% • M.A.K.I. N= 59, 25% • Oban, Lorn & Isles N= 45, 19%

In the Mid-Argyll area 11 offenders committed only 1 offence (79% committed only 1 offence) In the Islay area 5 offenders committed only 1 offence (71% committed only 1 offence) In the Oban area 30 offenders committed only 1 offence (67% committed only 1 offence) In the Kintyre area 24 offenders committed only 1 offence (63% committed only 1 offence) In the Helensburgh area 39 offenders committed only 1 offence (55% committed only 1 offence) In the Cowal area 16 offenders committed only 1 offence (50% committed only 1 offence) In the Bute area 13 offenders committed only 1 offence (41% committed only 1 offence)

Where 6 or more offences were committed, Bute had 22% of their offenders committing 6 or more offences, Kintyre had 11% and Helensburgh 9%. Where the number of offences was 10+, Helensburgh had 7% of offenders in this category, Bute had 6% and Oban had 4%

Offence There are 31 different offence categories used by the Reporter’s office. (A complete list can be found in Appendix II.

Charts 9 & 10 show the top ten offences both numerically and as a proportion

The most common offence is B.O.P. (N=147, 25%) followed by Assault (N=93, 16%) and V & MM (N=11%). In total the top ten offences account for 515 (87%) of all offences committed.

Charts 11 & 12 show numerically and by percentage the number of offences committed on each day of the week

The most common day of the week for offences to occur is a Friday (N=128, 21%) closely followed by a Saturday (N=126, 21%). There is very little difference in the offending rates across Sunday, Monday, Tuesday, Wednesday and Thursday with a range of 10%-14%. Offending is fairly evenly spread over the week with a peak occurring on a Friday and Saturday.

Persistent Offenders Persistent offenders for this report are defined as ‘offenders who have committed five or more offences within a six month period’. (Note that this does not mean offending episodes). This definition also means that only offences committed within a six months timescale have been used in the following analysis. The offenders may, in actual fact, have committed more offences than have been counted under this definition, over the period from September 2005 to September 2006. 24 offenders come under the category of persistent offender. This is 10% of all offenders. These persistent offenders committed 200 offences within the six month time frame. This means that 34%3 of all offences committed were by persistent offenders.

Majority of offences committed by persistent offenders are in Bute area (N=60, 30%), closely followed by Helensburgh (N=58, 29%)

Oban and Cowal have same number of

persistent offenders (3), but there are more offences committed by persistent offenders in Oban (N=37, 19%) than in Cowal (N=18, 9%). It would appear that in Oban persistent offenders are committing twice as many offences as they are in Cowal.

Chart 29 compares the ratio of offenders in 2005/06 who are repeat offenders. Repeat offenders make up 32% (N=78) of the total number of offenders (N=243). This means that nearly one third of offenders offending in 2005/06 are prolonged offenders who have continued to offend from 2004/05.

Chart 30 compares the ratio of offences committed by repeat offenders. Repeat offenders made up 54% (N=323) of the total number of offences (N=595). This shows that a large proportion of offences committed in 2005/06 were committed by offenders who have continued to offend from the period 2004/05.

Offending whilst in Residential Placement Information used to produce this section of the report has been collated from a variety of sources and although every effort has been made to ensure accuracy, any inferences should be treated with caution. For the purpose of this section only offending which occurs whilst in a placement is taken into account, there may be offences which have taken place prior or post placement, but these are not considered here. Nor is location of offending behaviour taken into account; as this information is unavailable. Therefore offences may be occurring whilst either in a placement or during home leave. There were 118 offences committed by young people whilst in a residential placement. This accounts for 20% of all offences committed in Argyll and Bute.

There were 8 females in a residential placement during the period of this report who committed 36 offences. This accounts for 31% of all offences committed whilst looked after and accommodated.

There were 14 males in a residential placement during the period who committed 82 offences. This accounts for 70% of all offences committed whilst looked after and accommodated.
