ExecutiveSummaryTheYESNetworkProjectcontinuedtoproductivelyworkwithallitspartnersinallactivityareastomakesignificantprogresstowardstheproject’sendgoal.TwosessionsofLocalEconomicandSocialCouncilforStrumicaheldatwhichtheRulesofProcedureweredefinedandadopted.MeanwhileinBitolatheformalbasisforestablishmentofLocalEconomicandSocialCouncilforBitolawasdefinedandagreedupon.AlthoughtheTetovoMunicipalityformallydecidedtoinauguratethelocalSocialandEconomicCounciltheformaldecisiontoplacethisitemontheCouncilmeetingagendawaspostponed.TheYESNetworkprojectbeganimplementingactivitieswiththreeadditionalmunicipalitiesthesebeingStip,GostivarandPrilep.All13schoolssecondaryschoolsfromPrilep,StipandGostivarhavesubmittedapplicationformsforenrollingincollaborativeactivitieswithYESNetworkproject.InterventionswiththeESACentersintheseareaswerealsostartedaswereinitiativeswithlocalyouthservingNGOs.AssessmentsoftheneedsforthreeJobClubsweremadeinthethreenewpartnerESACenters.Around80youngout-ofschoolunemployedpersonsthatarenotregisteredwiththeESAcompletedtheworkreadinessskillstrainingprovidedbyyouthfocusedNGOs.InStrumica,BitolaandTetovoESAstaffandNGOtrainersworkedwithyouthintheimplementationofsixWRCworkshopsconductedattheESAJobClubs.AsecondseriesoftheWRSworkshopswascompletedduringthequarterand100additionalteachersweretrainedtoprovidestudentswithknowledgeaboutsoftskillsusefultoindividualswhowillsoonbeenteringthelabormarket.ACareerCenteropeningceremonywasconductedinthe“MosaPijade”secondaryschoolinTetovoandcareercenteractivitiesandservicespromotedamongstudents,parents,municipalityrepresentativesandthebusinesscommunity.CareerCenteractivitiesincludingworkshops;presentations;competitionsandsuchlikeandwerebystudentsandschoolstaff.JobClubsinBitolaandTetovoESACenterswereofficiallyreopenedduringthequarterwhilecollaborativerelationswereestablishedwiththethreenewESAcentersinStip,PrilepandGostivar.AMoUpreparedUSAID/EDCYESwassubmittedtoMoLSP.ThisdocumentoutlinestheactivitiesandresourcestosupporttheseneededforthecreationofafinaldraftoftheInternshipLaw.InanMOUareasofcooperationbetweenYESandMoES,activitiesproposedandresourcesneededforestablishingaCareerAdvisorstraining,certificationandprofessionaldevelopmentprogramweredefined.ThedocumenthasbeenprovidedtotheMoESforreviewandcomment.AfourmoduleworkbasedlearningprogramwascreatedandadaptedtosatisfyexistingVETcurricularequirements.AworkbasedlearningprogramspeciallytailoredforESAstaffneedsandareasofinterventionconsistingoffourmodulesdevelopedwasalsodeveloped.ThefirstworkbasedlearningworkshopforteachersfromStrumicaandBitolawasconductedwith20teachersparticipating.YESandHabitatforHumanity–Macedoniaestablishedregularmonthlymeetingsatwhichtodiscussandplancollaborativeworkaroundworkbasedlearningissuesparticularlyinternshipsbasedongreenjobswhich.CollaborationpotentialestablishedwiththeAmericanChamberofCommerce–Macedoniaparticularlyfocusingoninternmentors.PotentialcollaborationandareasforcooperationestablishedwiththeEUfunded-“FurthermodernizationofESA”projectimplementedbyanItalianconsortium.

1.ProgramActivitiesandOutcomes
1.1. FacilitatePublic-PrivateDialoguethatwillimprovedemand-supplylaborexchangeatthelocallevel
EstablishmentoflocalESCs Bitola:STSforPPDattendedasessionoftheCommissionoftheBitolaCityCounciltodiscussformalitiesregardingtheestablishmentoftheLESC.TheCommissionapprovedthedraftdecisionforestablishmentoftheLESCBitola,resultingintheformaladoptionofthisdecisionbytheBitolaCityCouncilduringitsFebruary16thsession.TheBitolaLESCwillconsistof12membersrepresentingtheMunicipality,employersandworkers.AdditionalmemberswillrepresenttheEmploymentServiceAgency,thesecondaryeducationconstituency,youthandbusinessassociations.Thiscompositionwillincludeallrelevantlocalstakeholderswhohaveaninterestindialoguearoundeffectivelytacklingyouthunemployment.LESCmemberswerenominatedbytheMunicipalityandthesocialpartners,thuspreparingthewayforaformalsigningoftheAgreementtomarktheinaugurationoftheLESC.
OnMarch27thacommunitymeetingwasheldinBitolatodiscusswhathadbeenachievedtodatebytheYESNetworkprojectandlocalpartnerstoenhanceemployabilityskillslevelsamongyoungjobseekersandwhatlocalsocialandeconomicdevelopmenthasprovidedintermsofemploymentopportunities.Participantsincludedmunicipalrepresentatives,secondaryschoolrepresentatives,employers,theDirectoroftheEmploymentCenterBitola,youthandNGOs.ParticipantsconcludedthatmuchhasbeenachievedinBitolawithsupportfromtheYESNetworkProject,butmanymoreissuesrequiredattentiontoenhanceyouthemployabilityskillsandreducetheunemploymentlevelofyoungMacedonians.Ms.ChristineTefft,DemocracyandGovernanceSpecialistfromtheUSAIDOfficeoftheCoordinatorofAssistancetoEuropeandEurasia,StateDepartment,Ms.LeAnnaMarr,USAIDProgramOfficeDirectorandMr.JosephLessardUSAIDEconomicGrowthOfficeDirectorwerepresentatthismeeting.Tetovo:TheMunicipalityofTetovomadetheformaldecisiontoestablishanLESCintheTetovoMunicipalityduringDecember2011.Duringthisreportingperiod,theMunicipaladministrationbegantheprocessofnominatingitsrepresentativesandsendinginvitationstotheexternalpartnersseekingtheirparticipationintheLESCandthenominationofLESCrepresentatives.TheHeadoftheMunicipalCouncilwassupportiveandcooperativeduringthisprocess.Voting-inmembersfromthemunicipalitywilltakeplaceattheupcomingsessionoftheCouncil,heldtowardstheendofApril.
Strumica:StrumicaisthemunicipalitywhichhasestablishedandhasafunctioningLESC.Duringthisreportingperiod,theStrumicaLESCheldtwosessions.Thefirst,onFebruary06th2012,wasdedicatedtodevelopingtheinternalRulesofProcedurefortheLESC.TheseruleswilldefinethebasisforitsfunctioningandtherolesandresponsibilitiesofthechairpersonandsecretaryoftheLESC,aswellasoftheothermembers.Inaddition,aworkinggroupwasestablishedtodeveloptheStrumicaLESCStrategyActionPlanthedevelopmentofwhichwillbesupportedbytheYESNetworkProject.ToassisttheworkinggroupincomposingtheStrategyandActionPlan,theYESNetworkProjecthiredaconsultantwhowilldeliveratwo-dayworkshopforstrategicplanningtoStrumicaLESCmembersandwillbeworkingjointlywiththemtodevelopthedocument.TheSTSforPPDtogetherwiththeconsultantforstrategicplanningattendedthesecondsessionoftheStrumicaLESC,heldonMarch29th,2012.TheLESCadoptedtheRulesofProcedureatthissessionandmembersoftheLESCreceivedinformationaboutthe

upcomingworkshopforstrategicplanningwhichwilltakeplaceinthebeginningofApril.Inaddition,LESCmembersagreedtoorganizeaTownHallmeetinginAprildedicatedtothediscussingthechallengesthatyoungpeoplefaceinthelocallabormarket.TheTownHallmeetingwillinvolveawiderlocalaudienceincludingemployers,municipalityrepresentatives,educationrepresentativesandyouth.Results1.1

1.2. Developvenuesformeetingimmediateskill/trainingneedsofthelabormarketandcareerdevelopmentopportunities
WorkReadinessSkillstrainingbyyouthservingNGOsSelectedNGOsfromthethreemunicipalitiesreceivedasub-awardfromtheYESNetworkProjecttoimplementtheWRCprogramintheirmunicipalitieswithunemployed,out-of-school,unregisteredyoungpeople,enablingthemtolearnandpracticeworksearchandjobentryskills.DuringthisquarterTrainersfromselectedyouthservingNGOscompletedWorkReadinessCurriculum(WRC)trainingsforunemployed,unregisteredout-of-schoolyouth.Thisactivityalsobuiltthecapacityoflocalyouth-servingNGOstoprovidetrainingsforyouth.AllNGOscontributedin-kindleverageforthisactivitybyprovidingthevenuesforthetrainingandconductingpromotionactivitiesforthetraining.AppendixII.TheStrumicabasedNGOPlanetumheldthefirstworkreadinessskillstraininginearlyJanuary.Twenty(20)youthcompletedthefourdaytraining,coveringalleightmodulesinthecurriculum.InTetovo,theYouthEducationalForum(MOF)heldtrainingfor20youthontheWRC.TheCenterforEducationandDevelopment(CED),anotherYESsub-grantee,heldatrainingforyouthfromTearce.TheYouthCulturalCenter(MKC)implementedWRCtraininginBitola.AllNGOsusedtheWRCdevelopedbyEDCandcustomizedforuseinthissectorbyYESincooperationwithlocalNGOs.Ofatotalof80youthparticipants,thegreatmajorityindicatedtheirsatisfactionwiththetrainingthroughevaluationsadministeredbytheNGOs.SeeAppendixIforresultsofvariousWRCtrainingsconductedduringthequarter.FollowingtheWRCtraining,youngpeoplewillhavetheopportunityengageinawork-basedlearningexperience,suchasaninternship,allowingyouthtodevelopprofessionallyandpersonally.Inordertoprovidethesework-basedlearningopportunities,theYESNetworkProjectwillcontractMyCareer,afor-profitNGOestablishedwithUSAIDMacedonia,tofacilitatetheconnectionbetweenemployersandyouth.

CareerCentersTheYESNetworkprojectcontinuedtosupportsecondaryschoolsinimplementingemployabilityskillsrelatedactivitiesandintheuseandpromotionofCareerCentersamongstudents,parentsandthebusinesscommunity.Teachersandstudentsorganizedavarietyofworkskillsdevelopmentactivitiessuchas:
Ø Surveysaboutstudents’interestsinspecificcareersandprofessionsØ PresentationsbyESArepresentativesonthespecificsoflocallabormarketsØ Workshopsforstudentsonjobsearching,CVwriting,preparationforjobinterviews;Ø Presentationsbyuniversityrepresentativesaboutprogramsandstudyopportunities;Ø StudentsbusinesscompetitionsincollaborationwiththeBusinessStart-upCenter(BSC).
TheCareerCenterattheVocationalSecondarySchool“MasaPijade”inTetovoofficiallyopenedinlateJanuary.USAIDProgramOfficeDirector,Ms.LeAnnaMarrandtheDeputyMinisterofEducationandScience,Mr.SafetNeziribothattendedtheribbon-cuttingceremonyandofficiallyopenedtheCareerCenter.Studentsfromthisschool,alsoinvolvedinthe“WorkReadinessProgram”,presentedtheCareerCenter’sresourcesandservicesandtheactivitiesthattheyhaveimplemented.TheYESNetworkprovidedtheCareerCenterwithrelevantcareerrelatedmaterialssuchasbooks,DVDsandpostersobtainedfromtheU.S.Thesematerialswillbeavailabletoallstudentsandteachersintheschoolforuseincareerrelatedactivities.JobClubActivities
YEShassuccessfullyrenovatedJobClubs(JCs)inthreeinitial(3)partnerMunicipalities:Tetovo,BitolaandStrumicatocreatemodernandfunctionalyouthvenueswhereyoungpeoplecanobtaininformationonlocallabormarketsandemployers’needs.AllthreeJCsareopenandfunctioning.TheYESNetworkproject,incollaborationwiththeESAsofBitolaandTetovo,heldribboncuttingceremoniesfortheJCsonJanuary20and27,respectively.Localauthorities,stafffromthelocalESAEmploymentCentersandtheStateEmploymentAgency,representativesfromtheMunicipalities,businesses,USAIDandtheYESNetworkparticipatedintheseJCopenings.ESAbeganprovidingWRStrainingtounemployedyouthusingacustomizedcurriculumandtrainingprogramcomposedofeight(8)modules.ESAstaff,incollaborationwithstafffromlocalyouth-servingNGOs,co-facilitatethetraining.YESisgivingcarefulconsiderationtohowitcanassistESAstafftodeveloptrainingcapabilitiesinordertoeventuallydelivertrainingusingonlyitsownstaff.IfNGOstaffbecomelongtermprovidersofWRStraining,thenESACenterthenmustbudgetforthoseactivities.YESalsobeganprojectactivitiesinthree(3)newadditionalMunicipalities:Prilep,StipandGostivar.YESestablishedofficialcontactswiththethree(3)localESAcentersandbeganassessmentsofphysicalas

wellasstaffneeds,establishinghowYEScanbuildstaffcapacitytodeliverqualityclientservicesincludingworkreadinesstraining,workbasedlearningopportunitiesandcareercounseling.InitialassistanceactivitiesinthethreenewmunicipalitieswillfocusonrenovationandreequippingtheexistingJCs.Tothisend,anassessmentofneedsandanaccompanyingdraftbudgetfortherenovationandequippingofthethree(3)JCswasmade.YESexpectstobetheprimefunderforthisactivitywhiletheESAswillprovidein-kindmaterialsandlaborcostshare.
InternshipLawInordertosupportthelegalbasisforinternshipsinMacedonia,YESandUSAIDcontinuedcollaborationwiththeMinistryofLaborandSocialPolicy(MoLSP)onthepreparationoftheInternshipLaw.YESandUSAIDhavepreparedaMemorandumofUnderstanding(MoU)detailingeachparty’sresponsibilitiesduringtheprocessofpreparationoftheLawandthedrafthasbeensubmittedtotheMoLSPforreview,revision,approvalandeventualsigning.YESwillfacilitatetheprocessofdraftingtheInternshipLawbyorganizingmeetingsfortheworkinggroupsengagedindraftingthelawandforpublicdebatesrequiredtoobtainbroadinputregardingthecontentofthedraft.ThesedebateswillleadtothecreationofthefinaldraftoftheLaw.

WorkReadinessSkillstrainingatESACentersDuringthisquarter,YESstartedprovidingWorkReadinessSkills(WRS)trainingspecificallydesignedandadaptedtoaddresstheneedsofESAandtheunemployedyouthwithwhichitworks.TheESA-adaptedWRSCurriculumisatwenty-fivehourcoursecreatedthroughcollaborationbetweenESAstaffandYES.Trainingeffortsintheoriginalthreemunicipalitiesbeganthisquarter.ESAs,withYESsupport,organizedsixWRS(6)workshops.Eachtraininglastedfive(5)workingdays.ESACenterstafforganizedtherecruitmentoftrainingparticipantsandformedgroupsof,atmost,twenty-five(25)youngpeoplecommittedtoparticipatinginthetraining.TheStrumicaESAorganizedtrainingcyclesatitsJC,holdingoneintheendofDecemberandthesecondinlateJanuaryandthethirdinlateFebruary.InBitola,theESAconductedtwoWRStrainings,inlateJanuaryandlateMarch.InTetovo,ESAstaffdeliveredtraininginlateJanuaryandlateFebruary.Inallcases,trainingswereconductedjointlybyESAemployeesandNGOstafftrainedbyYESasfacilitatorsforWRSinterventions.(SeeAppendixIfordetailsofevaluationsofthesetrainings).YESplanstoconducttheWRStrainingforthethree(3)newpartnerMunicipalities:Prilep,StipandGostivarinMay-June2012withsupportofYES,theSTSforLaborMarket,ESAemployeesandthealreadytrainedfacilitatorsfromtheprimarypartnerMunicipalities.TheDirectoroftheESACenterinBitolaappearedonDeutscheWellaandRadioNovaradioprogramstospeakabouttheWRStraininganditsusefulnessfortheyoungunemployedseekingwork.Promotionofthiskindandamorevisiblepublicprofilewillgeneratemoreinterestamongthepublic,leadingtoagreaterdemandfortrainingandallowingtheESAtofulfillitsmandateofgettingpeopleintoworkandaproductiveroleintheeconomy.

1.7.MonitoringandEvaluationDuringthequarterthefollowingactivitieswereimplemented:MonitoringofworkreadinesscurriculumworkshopsTheM&ESpecialistobservedasampleofWRSworkshopswithyouthimplementedbyNGOsandESAstaff.Basedontheobservedlevelofparticipation,interactivityandthefeedbackreceivedfromtheyouth,bothverballyandthroughevaluationforms,acommonfindingwasthattheworkreadinesscurriculumisreadilyacceptedbyparticipants.Thecontentisrelevanttotheirperceivedneedswhiletheinteractiveapproachmakesthesessionsattractiveandinspiring,providinganenvironmentconducivetolearning.Asaresultoftheobservationsthefollowingaspectswerenotedandrecommendedforimprovement:
• ParticipantsattheNGOworkshopsweretobe:youngpeopleagedupto27,unemployed,unregisteredatESAandout-of-school.Allparticipantsfulfilledthefirstthreecriteria,butmostoftheparticipantswerecollegestudents.Upondiscussion,YESfoundthatthelastcriterionwasnotexplicitlyconveyedtoyouthapplyingfortheworkshop.Theout-of-schoolrequirementwasnotincludedinthelocallydistributedinformationalandrecruitingpostersandflyers.NGOshavebeenaskedtoincludethe“out-of-school”criterionintheadvertisingmaterialsandintheapplicationforms.Furthermore,recruitersdiscoveredthattheout-of-schooltargetgroupwasmoredifficulttoreachthanoriginallythought.Totacklethisissue,theM&Especialistfacilitatedagroupprocessofon-linebrainstormingonhowtobesttoreachouttothisgroup.Usefulideasweregenerated,suchas:
Ø askingESAtoshareinformationaboutyoungpeoplewhoarenotlongerontheirbooksbecauseoftheirfailuretoregularlyre-register;
Ø promotingandpresentingtheworkshoptothecollegestudentsintheirfinalyearorinvolvedinpost-graduatestudies;
Ø creatingaFacebookevent;Ø advertisingtheworkshopsonthejob-mediationwebsites;Ø advertisingtheworkshopinthelocalmediaandonthelocalNGOs’websites.
Theoutcomeoftheseinterventionswasencouraging:allparticipantsregisteredforparticipationintheupcomingworkshopshavealltheattributesofthedefinedtargetgroup.
• ESAstaffsupportfortheWRSworkshopsshouldberedesigned:mostofthefacilitationandtrainingisdonebytheNGOfacilitator,andthereisnoplanforhandingovermoreresponsibilitiestotheESAstaff.ThisarrangementwillresultinacontinuinglackofESAcapacitytoconductWRStrainingfortheregisteredunemployedunlessESAsdevelopanfeeforserviceapproachinvolvingNGOsandNGOtrainers.ThispossibilityishighlyunlikelygivencurrentESAplanningandfundingpriorities.YEShasstronglyrecomendedthataplanforre-balancingtraininglevelsofeffortandresponsibiltiesbedevelopedandimplemented.Forexample,duringthefirstworkshoptheNGOfacilitatorcouldcover75%ofthemoduleswhileESAstaffwouldberesponsiblefortheremaining25%.Duringthesecondworkshopeachwouldcover50%andbythethird,75%wouldbetheresponsibilityofESAfacilitatorsand25%byNGOtrainers.Inaddition,aftereachworkshop,allfacilitators(ESAandNGO)shouldengageinadebriefingsessionforrevisingtheworkshop,givingfeedbackontheconductofthejustcompleted

theyarenot,anddonotplan,toregisterinESAbecausetheydonotexpectthatESAwillhelpthemfindajob.Thisconvictionisbasedontheexperienceoftheirfriendsandacquaintances.Somealsoexpresseddistrustingovernmentalinstitutionsbecauseoftheirpersonalpoliticalaffiliationsandthedominatinginfluencetheyseecomingfromthepoliticalpartiescurrentlycontrollingthegovernmentatalllevels.Theygenerallydonotseeanypositiveoptionregardingtheirfutureemploymentbecausetheyareconvincedthatajobcanonlybesecuredthroughconnections.Therefore,theymostlyseethemselvesasmovingtowardself-employment.YouthalsocitedthatemploymentofferedthroughtheESAprocesswillmostlylikelybeanunattractiveposition.YouthstatedthattheonlyreasonforregisteringwithESAwastogainaccesstohealthinsurance.TheyoungpeoplevisiblychangedtheirviewsontheESAafterreceivinginformationabouttheActiveLaborMarketMeasures(ALMM)implementedthroughESA.TheystatedthatthisinformationpaintsanotherpicturethatmightmotivatethemtoregisteratESA.ThisfocusgroupagainconfirmsthatESAvisibilityamongyoungpeopleisverylow,resultinginfewerregisteredindividualsandalackofuseoftheopportunitiesforemploymentthattheESAsoffer.Atvariousmeetings,theESACentralOfficeinSkopjehassignaleditsunderstandingthegeneralpublichasofESAservicesismeageratbestandfrequentlymisinformed.AlthoughESAhasapositionfor“OutreachandPR”,thepositionisvacantandtherearenoplanstofillit.
