Welcome to the Mount Pleasant/Titus County Chamber of Commerce 2013 Your Connection, Business and Visitor Guide. We hope you will use it to discover the wonderful businesses and people who make Mount Pleas-ant “Everything Texas.” One of the top chambers in Northeast Texas, the Mount Pleasant/Titus County Chamber is proud to be a leader and advocate for businesses and the community. In 2013, the Mount Pleasant Chamber will initiate a new marketing and branding campaign. While exploring what makes Mount Pleasant unique, there was a unifying and resounding focus that kept appearing. With Mount Pleasant’s diverse economic, recreational and agriculture culture, it became very clear that you can find a wide variety of similarities in Mount Pleasant that can be found across the state of Texas. With this concept in mind, the idea of Mount Pleasant being “Everything Texas” rose to the top of the concepts. The mission of Titus Regional Medical Center propels the hospital forward in a continuous quest to expand the availability of high quality primary and specialty care for North East Texans. As a not-for-profit hospital district, TRMC is dedicated to balancing growth opportunities with financial accountability to local taxpayers. To meet the challenges associated with being a rural health care provider, TRMC has made significant investments in building strong foundation pillars to support the hospi-tal in its strategic planning initiatives. A culture of service abounds in the facility...from the friendly faces of Auxiliary volunteers serving popcorn at the entrance to the compassionate care provided by clini-cians to help those who are sick or injured. There are a multitude of initiatives to help foster high levels of patient satisfaction, including room service dining options and recently renovated private guest suites in the 164 bed hospital.
People are one of the hospital’s greatest assets. With approximately six hundred and fifty employees and more than seventy medical staff physicians and mid-level pro-viders, TRMC is dedicated to providing patient-centered care from highly skilled practitioners.
As a tax-supported entity, the hospital collects approxi-mately $3.6 million in tax dollars annually. Financial operations are constantly updated to ensure maximiza-tion of our share of federal and state funded dollars to

minimize the operational dependence on taxpayers. The finance pillar goals help ensure efficiency, productivity and increased automation to offset challenges associated with health care costs, which are projected to increase at a faster rate than inflation and economic growth.
Titus Regional Medical Center places a large emphasis on community. In addition to community outreach initia-tives such as health fairs, support groups and educational offerings designed to improve the overall health of our citizens, the hospital also offers a Wellness Center. The Wellness Center features two indoor heated pools and a walking track, as well as a wide array of fitness equipment and trained providers to help participants lead a healthier lifestyle.
As a result of the aforementioned pillars, the by-product has been remarkable growth in the past decade. The Patty & Bo Pilgrim Cancer Center, Breast & Diagnostic Health Center, Behavioral Health Unit, Skilled Nursing Unit, Wound Healing Center and Family Care Center have all been established in recent years to meet the expressed health care needs of Titus, Morris, Franklin, Camp and Red River counties.

The American Cowboy embraces changes like boots do manure, but, in the last few years, American ranching and agriculture have undergone major changes to their economic and social makeup. Those changes to our livelihoods have dramatically altered the world of ranch-ing and the cowboy’s culture. The one constant that has remained, whether in the shadows or on front stage, is the cowboy’s true heritage found in the rodeo landscape. There is a sense of need for the rodeo that the cowboy draws back to when his surroundings seem to be realign-ing themselves, and rodeos are longing to share that with the communities around them.
Forget about tradition. Toss out any questions about what kind of event it will be. Rodeos everywhere are holding on to what makes the cowboy and cowgirl live on – love for the sport. Bringing out the ‘soul’ of their motiva-tion continues to be what makes the rodeo entertaining. Communities all over, and especially here in Texas, have connected more than ever with the sport of rodeo.
Mount Pleasant is no different. One might recognize it as tradition, but the local rodeo is really a part of the heri-tage found here in Mount Pleasant. The Mount Pleasant Rodeo Association (MPRA) has been around since 1954, and, while it has had its ups and downs, it has continued to provide a true foundation for the American cowboy
and cowgirl. Over the past decade or so, while the local rodeo slipped more to the ‘shadows’ in our community, the rodeo never stopped. Since 2010, MPRA and its members have restored the heart and soul to its own local rodeo and continue to strive to bring it back to center stage as a top local event for Mount Pleasant and Titus County.
Now let’s consider the facts. MPRA hasn’t been simply making progress; it’s been completely rejuvenated. In 2010, the first full year under a committee filled with fresh leadership, the MPRA experienced higher financial support and community participation than in many years combined.
Just one year later, while bringing to the rodeo a higher skill level of cowboy as well as a higher number of par-ticipating cowboys, the rodeo committee took the 2011 MPRA rodeo to the next level. By earning United Pro-fessional Rodeo Association (UPRA) 2011 Rodeo of the Year honors the MPRA eliminated any doubt that they were serious about providing the best rodeo to the cowboys, the cowgirls, and the sport of rodeo – as well as providing excellent entertainment to the surrounding community. By coming together, the community and the MPRA proved to be a powerhouse by offering the highest payout to participants in the UPRA. This award clearly

demonstrates the love for the rodeo heritage found within the Mount Pleasant area.
But it goes beyond one year honors of Rodeo of the Year. 2012 proved to be another step toward solidifying MPRA annual rodeo as one of the top rodeos in Texas. The MPRA achieved one of its most prestigious awards ever. A true representation of success within any sport could only be awarded by the athletes of that sport themselves – the actual cowboys and cowgirls. The cowboys and cowgirls of the UPRA voted the MPRA the 2012 Rodeo Committee of the Year, making it the rodeo that provided the highest honor for the rodeo event itself. Credit goes where it is due, to the members of the MPRA that put in weeks and months of planning, working, and recruiting community support. The committee isn’t one of the big-gest, but it is definitely one of the strongest – Good Job MPRA!
Once again, it doesn’t stop there. On May 30th through June 1st, 2013, the Mount Pleasant Rodeo Association will be knee deep in this Texas cowboy heritage. Plans are underway to bring to Northeast Texas another year of top UPRA rodeo action and entertainment in 2013. From the day 2012 ended, the MPRA committee has been working to keeping the ball rolling. A partner-ship with the Mount Pleasant/Titus County Chamber of Commerce has been in the works to take the rodeo atmosphere to the next level. The Chamber and the MPRA have agreed to combine talents and deliver what makes our community unique. The Chamber and MPRA partnership will not only set the stage for rodeo week but expand the atmosphere to the “Everything Texas Fest.” One thing we have come to realize is that the things and places that make Texas special are right here in Mount Pleasant.

“Consistently Improving” might be the best way to de-scribe the economy in Mount Pleasant and Titus County throughout 2012. This improvement was spurred by an overall economic recovery throughout the nation, but several key factors contributed significantly to the Titus County economy. Among these:
• Award of bids and start of construction of the west loop around the city of Mount Pleasant. Includ-ed in this are additional related construction projects such as new water line construction awarded by the City.• Completion of the new Mount Pleasant City Li-brary and improvements to City Police Dept.• Award of bids and start of construction of the east loop around the city of Mount Pleasant.• Beginning of construction of the Trans Canadian Keystone Oil Pipeline in west Franklin County.
These projects, plus the return of some speculative resi-dential building in the county, significantly contributed to the economy of the County in 2012. The construction of all three phases of the loop is expected to take 36 months, so this aspect of the economic engine should continue for another two years.

The Trans Canadian Keystone pipeline being built in western Franklin County has brought an unexpected, but welcomed, boom to Titus County. Companies engaged in the construction chose to locate offices in Titus County and conduct trainings at the Mount Pleasant Civic Cen-ter. Employees of these companies have also chosen to take temporary rooms or taken advantage of Titus Coun-ty campgrounds during construction. These construction projects and workers contribute greatly to the revenues of local restaurants as well as hotels and motels which in turn increases retail sales in the economic food chain.
Sales tax receipts through September 2012 show a gain of almost 6% over the previous fiscal year (FY). Every month during the year has shown improvement over the same month in the previous year. Several new restau-rants and retail businesses started up during the year, which bring more choices and contributes to a growth in sales tax.
Twelve new homes with a total residential value of $1.94 million were built in FY 2012. This was a net increase of six homes over the FY 2011. Commercial construction also increased with three projects in 2011 and eight proj-ects totaling $2.33 million in 2012.

Unemployment within the northeast Texas workforce region dropped from 8.3 percent in 2011 to 7.0 percent in 2012. Much of this drop can be attributed to the increase in manufacturing employment over the year. 2010 and the national economic slump saw a cutback in employ-ment by many of the manufacturers but by 2012 most of those employees had returned to the workplace and manufacturers were at pre-recession employment levels. Unemployment in Titus County dropped from 7.7 per-cent in 2011 to 6.7 percent in 2012. In spite of these good economic indicators, some issues continued to concern Titus County businessmen at the end of 2012. One of the most significant concerns is the long term viability of the existing coal-fired electric plants in the area and the potential impact to property tax valuations if those industries are lost or scaled back. One factor is known and that is that the existing lignite coal reserves in the county are being depleted and min-ing operations are scaling back. Whether those jobs and equipment are moved to the Leesburg mining area in Camp County and they continue to contribute coal to our generators remains to be seen. The availability of coal is known, but the EPA restrictions on emissions and the ex-pense of new technology to control emissions may limit or curtail any plans to mine lignite coal in the future. Basin (PRB Coal) of Wyoming can reduce emissions but it is still a more expensive fuel source than natural gas. Answers to these concerns are not simple but hinge on these factors:
• Government regulation and implementation of new rules to control coal fired generation and pollu-tion.• Cost of natural gas as compared to the cost of Powder River Basin Coal delivered to Titus County.• The ability of Luminant to obtain and invest new capital in existing generation facilities to make them more efficient and pollute less.• The increased demand for electricity within the AEP-SWEPCO service area and long term generation capacity of that company as the new TURK plant in Arkansas goes on-line.
Economic conditions in Titus County should continue with steady improvement in 2013. Some new national retailers, as well as restaurants, have indicated a desire to locate in the area if adequate strip center space or pad sites can be identified. In the area of housing, local build-ers have indicated that they are seeing growth in their market and have discussed new spec home construction and/or the development of garden home projects. In-

dustry and employment within the industrial sector will grow if the national economy continues its recovery.Although new manufacturing locations did not occur in 2011 and 2012, several projects did come into the market place to search locations but, due to uncertain economic recovery, have since put their project(s) on hold. The In-dustrial Foundation launched a new more aggressive plan to seek out projects in 2013 by funding new marketing initiatives, working additional trade shows and targeting specific industries in specific states. This effort coupled with an improving national economy should bring indus-try growth during the latter half of 2013 and early 2014.
Construction on the east and west loops will continue through 2013. The third portion of this project, the east and westbound lanes on the south side of Mount Pleas-ant which will connect the two loops that are currently underway, should be bid and awarded early in 2013. Construction on the new 5 mg/day water treatment plant is also scheduled to be completed in early 2013. The city has begun infrastructure improvements on the north side of Mount Pleasant as well with the design of a project known as the “Northwest Loop” which connects High-way 1402 to Green Hill Road, Highway 271 Business and Highway 271. The first phase of this construction (Hwy 271 Business to Hwy 271) should begin in 2013.

Agriculture is a major force in Titus County. Products include poultry, beef cattle, timber and hay. Since 1950, major crops of cotton, corn and watermelons have been considerably reduced while other crops gained ground. The current market value of these major crops, exclud-ing timber, is in excess of $80 million. There are now two vineyards in Titus County, and several more in surround-ing counties, giving indication of this growing industry.
Beef cattle are grown throughout Titus County and brought to market here as well as surrounding counties. Poultry is centered around Pilgrim’s Corporation, which has a major processing plant in the county and numerous chicken and egg production facilities. Large round hay bales, visible throughout Titus County, are sold over a large area. In times of drought, local farmers donate hay for drought stricken areas.With the recent hiring of Rene’ McCracken as the Di-
rector for Agriculture for Northeast Texas Community College (NTCC), an increased impact from the NTCC Whatley Ag Complex has been shown.
The second annual “Living From the Ground Up” Ag Field day program was recently held to provide usable information from area experts, local farmers and special-ists on various topics designed to improve overall sustain-ability for both the experienced and the inexperienced. This program began the first of three such events for the year designed to help local producers and agriculture businesses to improve their skills in agriculture, learn of new marketing measures and pull together resources for them to share. According to the Director, two more community outreach methods are planned for the spring and summer to meet different objectives and needs of area agriculturalists. First, a Beef and Forage Meeting that will focus on the areas custom hay operations along

with marketing techniques for beef cattle. Next, a sum-mer meeting of area producers interested in raising meat goats. In each case, specialists will be speaking on top-ics designed to ensure success and reduce risks associ-ated with these type business ventures. Approximately 120 people were in attendance at the “Living From the Ground Up”. It is expected that the following community field days will draw an even greater crowd.
Future Plans for NTCC Agriculture program and the community include the establishment of a cooperative program in which members will be able to share re-sources such as equipment and learn new techniques to improve their businesses. The Agriculture Committee for Titus County will be “re-established” and serve as a steer-ing committee for this continued community improve-ment plan. Additionally, plans include building upon joint ventures and relationships with Master Gardeners, Texas AgriLife Extension, Texas Forestry Services and others to share resources, improve educational opportu-nities for our students and increase agriculture business sustainability in Titus and surrounding counties.
Dual credit classes are now being offered for high school students, and more agriculture classes are being offered
to continuing education students, as well as “mini-mes-ter” classes in subjects such as Farm Financial Training for Women or Annie’s Project, Parasite Management Training or FaMacha for goat producers, and coopera-tive trainings such as Irrigation or Rainwater Harvesting Certification Courses for Master Gardeners.
The Titus County AgriLife Extension Office is here to provide the full resources of Texas A&M University to individuals and organizations in Titus County. The ma-jority of this support is in agriculture, whether providing support to rural and urban individuals, Future Farmers of America, 4-H and other clubs. Individuals having problems, contact the Extension Office daily to have their questions answered.
Cypress Basin Master Gardeners (CBMG) is one of the many organization that fall under the Extension Of-fice. This organization exists to provide services to Ti-tus County regarding yards, whether it is grass, plants, shrubs, gardens, and trees. CBMG are currently man-aging two 3-year test programs for certified EarthKind roses in Texas. Individuals provide services to numerous individuals and organizations in Titus County.

CBMG maintains in excess of 16K square feet of gardens to provide support for civic and charity organizations. The largest garden (13,500 sq. ft. ) has been established in conjunction with CBMG, Titus County Sherriff ’s Office, Titus County Commissioners, and NTCC. It has been set up as a model garden featuring some of the latest tech-nology in irrigation and plastic mulch. After 2013, plans are to turn this garden into a no-till garden.
To provide educational information, CBMG have horti-cultural information available. CBMG maintain “super star” beds at the Extension Office featuring plants that are adapted to or native in Titus County, so that individuals have a ready-made database of plants that do well in this area. Additionally, a new bed of EarthKind test perenni-als has been established and the Native Plant Society for this area maintains a bed of native plants at the Exten-sion Office. Hard copy horticultural information is also available. CBMG offer classes every January to allow interested individuals (young & old) to become Master Gardeners.

about 143 people with a payroll of $5 million in 2009 (latest year available). Including direct, indirect, and induced impacts, the forest sector had a total economic impact of $25 million in industry output and supported 196 jobs with a payroll of $7 million in the local econo-my. Every job created in the sector resulted in another 0.37 jobs in the county. Every dollar generated in the sector contributed an additional 29 cents to the rest of the economy in Titus County. The value of timber ranks third among the top agricultural commodities in Titus County, behind poultry and eggs, and cattle and calves. In the wild, Titus County forests provide habitat for many animals, including white-tailed deer, wild turkey, gray squirrels, rabbit, quail, bobcats, an occasional mountain lion, and doves - and even bald eagles.
Titus County has slightly over 27,000 acres in forest land, which constitute 10% of the total land area. This acre-age, plus forested lands in surrounding counties, provides support to multiple independent logging operations. Softwood (Southern Yellow Pine) logs are transported to distant sawmills for processing, but much of the hard-woods are processed by the two sawmills in Titus County. Over 4.7 million board feet in sawlogs and well over 3,000 cords of pulpwood are annually harvested.
