Re: Local Road Improvement Grant Application

It is my recommendation the Proctor City Council adopts Resolution 07-21_authorizing a Local Road

Improvement (LRIP) grant application up the maximum amount of $1,125,000 to fund portions of

eligible construction costs for 2nd Street improvements.

The Duluth Superior Metropolitan Interstate Council completed the Proctor Transportation Plan which

identifies needs for multimodal accessibility, street rehabilitation and overall aesthetic improvements

to 2nd Street. In addition, the 2nd Street project placed #1 in the City of Proctor's Capital Improvement

Plan Utility and Street ranking and it is identified as a route to school by the Proctor Public Schools Safe

Routes to Schools Plan.

2nd Street is connected to a County State Aid Highway and Trunk Highway 2 and therefore meets the

LRIP eligibility requirements. LRIP maximum grant award amount is $1,250,000 and if awarded the City

of Proctor will have to leverage other funds to complete the project. The total estimated cost of

roadway, sanitary sewer, water and multimodal transportation construction, engineering and design is

$2,700,000. We are seeking approval from St. Louis County to act as our fiscal agent as required by the

grant. If awarded the project would be scheduled for 2022-2023.

10% Gambling Fund Donations

Proctor Area Historical Society President Russel Habermann brought forth an idea to install an

Engine 225 interpretive sign on the back side of the golf course entrance sign. Mr. Habermann

drafted a design and solicited estimates of which were around $700. I am asking the council to

consider a resolution approving a donation of up to $750 payable upon invoice to the Proctor

Area Historical Society for the purchase and installation of the sign from the 10% gambling fund.

I have included the 10% gambling fund regulations and a proposed resolution.

The 10% fund balance was $19,570.13 at the end of 2019. We do not have the 2020 report

completed however, only two expenses were approved in 2020; $300 to American Legion and

$1500 for animal control.
