ically handicapped. If you have any such, ask the D.C. for modified t es ts to suit his disability.

ADVICE ON STARTING A GROUP OR SECTION 1. Before you mak e any start, discuss the matter

with the District Commissioner and the L.A. Secretary. 2. You will be invited to meet the ·warrants Comm­

ittee and you cannot be r ecognised until the Eocecutive Committee has given permission for a Group or Sect­ion to be established.

3. When recognised, you will have the benefit of all the faciliti es of th e Association.

4. Before you are given a warrant you will serve for at least three months on probation, during which t im e you are exp ected to make use of the facihtit>s for training•and to reach a useful standard and to read the books given below. You will be expected to wear uniform.

5. When you receive your warrant you will be expected to take the Scout Promise as a Scouter, to accept fully th e responsibilities of the warrant and loyally to observe th e rules of Scouting.

6. Before recognit ion of your Group, you must establish a Group Committee and send the names of a t least four memb ers to the Secretary. Permissi'on must be obtained from the Executive Committee for the addition of a fur ther Section to your Group. Senior Scouts.

Every effort should be made in due course to find a suitable leader to run either a Senior Patrol or a Senior Troop as a separate section.

In the case of a Senior Troop, recognitioFJ as a Troop must be sought by writing to the L.A. Secretary,

Senior Scouts must have a programme of activities more advanced than that provided for the Scouts. "The Senior Scout Handbook" and "over 15" should be studied by all leaders of Seniors. Troop .. ders.

A Troop Leader rrmst be of Senior Scout age. If he is to' work with Scouts only, he must hold the First Class Badge; if with Senior Scouts, he must be a Queen's Scout.

THE ORGANISATION OF YOUR GROUP The following are essential:-

1. A Group Committee to assist with the financial and other non-technical aspects of your work.

2. Regular meetings of the Group Council and of the Court of Honour.

3. Trust Deeds where there is any appreciable amount of Group Property. (Model forms and advice may be obtained from the Secretary).

4. Accurately kept accounts. A Group Treasurer is required.

5. The annual accounts and Inventory of the Group for March 31st must be submitted to the L.A. after having been audited (P.O.R. 210).

Every Group pays to the Association a registration fee which covers insurance, (this page) a contribution towards County Scout Funds, and expenses incurred by the L.A. in working for the Groups.

INSURANCE 1. Scoutmaster's Indemnity lnsurance-Everv

warranted Scouter in this County is covered by a;1 indemnity policy, for which the premium is paid by I.H.Q. against claims made C?n him or her. ar_ising out of an accident during- recogmsed scout acttvt!tes. The L.A. Secretarv should be .informed immediately such a claim is made.

2. Personal Accident Insurance~Every Invested member of a Group is insured under a policy to cover expenses arising- out of accidents ocurring- dur~ng­Scouting, th rough the H.Q. Insurance Scheme of whtch full details 1nay be obtained from the Secretary. The premium is paid by County H.Q. and suhtcqucntly collected at the rate of 2d. per head, from Groups, through 'the L.A. The L.A. Treasurer should be -in.formed immediately such an accident occurs.

3. Insurance o.f Group Property-A policy is available which provides favourable cover for Troop equipment in store, in camp, ,in transit or wherever it may be. Details ;nay be obtained from the L.A. Secretary.

TRAINING It is the du ty of every probationer and Scouter

to prepare himself to give to his boys Scout Training of the best possible standard. Boys join the Move­ment for Scouting and not for some in!ferior or different type of activity. The following means of training are available:-. 1. Careful r~ading and study of "Scouting for

Boys. 2. Regular reading of the "Scouter." 3. Frequent visits to see a well-run Pack or Troop

RULE.S AND REGULATIONS FOR CAMPING EQUIPMENT

The following rules must be strictly adhered to :­(1) Equipment can only be borrowed from the Q.M.,

and must be returned to him personally. (2) Equipment wi ll only be loaned to the Scouter in

charge; except .in special circumstances. (3) Equipment can be obtained three days b efore

requirement of same, or on the day of going to camp. Up 1o three days will be allowed after the camp for returning gear. Failure to do so will mean that the usual rates per night or week etc, will be charged, and deducted hom c\ep9~!t.

( 4) Fair wear and tear is expected on gear, ·but deliberate damage will be charged for, and the Q.M. reserves the right to bring th is matter up before the H.Q. CommiHee, whose authority will be only superseded hy the Execu t ive, w hich will have the final say.

The Headquarters at North Parade, although a little cramped, is at ·the disposal for any Scouting events, or Scout Social affairs, etc., and catering can be provided (consult Qdvi. for this and bookings).

SCOUT CAMPING P.O.R. 332 to 341A

.Every camp must bave the previous permission o i the A.D.C. Camping.

For per.iodic week-end camps at a fixed site, previous permission of the A.D.C for that site mus t be obtained for the whole season .

For two or three day hike camps the A.D.C. will issue Short Camp Permit Cards to approved leaders.

For longer camps the leader must obtain form F.C. from the L.A. Secretary and send it fully completed to tbe D.C. at least three weeks before· the camp.

In order to qualify for a Camp Permit a Scouter must have been given a good report on a past camp or must run a short camp, e.g ., for a week-end, in this Distr.ict, and have it visited hy a Commissioner and secure a satisfactory report.

Commissioners will gladly advise and heip Scouters to organise good camps, and will welcome requests :fo r this help.

CUB CAMPING. P.O.R 332 to ~lA. Special conditions apply in the case of Cub

Camping. Before giving the cubs or paren: any intimation of a camp the C.M. should consult he D.C. a nd his preliminary permission must be obtained. In the case of a Cub Scouter who has not pre\iously been in charge of a Cub Camp, or whose camp ha been the subject of an unsati;;factory report, this permission must be sought three months before the date of the proposed ca~p. In any case of cub camping. Cub­masters should obtain the requisite per:n.iss:on before notifying cubs or parents so that in the eYent oi 2ny difficulty unnecessary disappointm ent may be anided.

Approximately a third of the site has now been allotted to the J oint Scouter Training Team- oi ,\-est and Central Yorkshire, but the remainder oi the site as at present _ developed can still accommo<iate about 200 campers in comfort. There is a fu rther large area awaiting development. Towns water is laid on. Ther.e are no permanent latrines available to ca:npers as 1t is the policy of the Committee to encouracre and_ insis t on the use of the site as a 'practice ground ror all aspects of camping. . _ .

An Appeal has been launched to r~1s.e mnds to build a fine Chalet .for the Scouters Trammg Centre. The 'Planks Scheme' has been devised in which each 6d. given helps to buy <l plank. Plank sheet a re available from the L.A. Secretary.

WOLF CUBS. A MESSAGE TO CUBS AND TROOP SCOUTERS

FROM A.D.C. WOLF CUBS How often does one hear- "Oh its the Cubs, they

won't mind." Such statements can have two very different constructions, the one happy and pleasing, hut the other thoughtless and disturbing.

If the application is that the Cubs, even though asked to accept some difficult or unpleasant situation, will not mind because they can and will do their best in all ci rcumstances, then the speaker obviousl y appreciates and und erstands tl' e versatility and the r esilience of the youngsters. lf, however, the applic­ation is "Its only the Cubs they don't co;mt", then the speak er is displaying a thoughtless and inconsiderate approach to Scouting's youngest potential.

Do -not .forget that Cubs are the Scouts and Rovers of tomorrow and that as such, they merit the attentjon of Scouters of all Sections that help and assistance when sought, should be eagerly given by Troop Sco_ut­ers as it can and will lead to a better understandmg of the work of the P ack ; that occasional visits to the Jungle will soon lead to a personal knowledge <?f t~e Cubs· and that the step from Cubbmg to Scoutmg IS

a very big one If or a little boy, but if, in his Pack _life he has met and known the Scouters then a steppmg­stone is ready laid to help him on his way.

Th ere is a comparatively bigger jump from the Pack to the Troop than between any of the other branches of Scouting·, and Troop Scouters can help tremendously to bridge that gap if they will only take the nu'merous opportunities that ar.ise of esta.blishin g personal contact with the Cubs themselves, not mer ely through the "Official Channels."

The Wolf Cub Section as a numerical factor should not be taken for granted. There is a discrepancy between those leaving the Pack and those entering the Troop, and every effort should be made to 'decrease this loss. ·

It has been said that a Scouting career is not complete without hav.ing partaken of life in the Jungle. Are you as a Troop Scouter, doing all in your power to enco~rage your Pack, helping it whenever you can and taking every possible step to close that g~p - I hope so, because the success of your_ Group w 1ll be greatly increased by your efforts 111 th1s directwn.

E ach boy takes part in these act iv.it ies as a member of his own Troop. These activit ies are de signed to maintain the boys' interest in Scouting and fit in with ou r plan for the develop'rnent of Senior Scouting-as set out below.

IN A NUT:SHELL-THE LONG AND SHORT TlEIRM PLANS.

. "SHORT TERM PLAN"

(a) IN THE TROOP . Estaiblish the Principle.

(i) Se~iors (at 15) are to get plain maroon shoulder straps even if they remain memb ers of their old Boy Scout patrol.

(ii) They will belong to a Senior Scout Patrol even if this is in addition to their memb ership of a Boy Scout patrol.

(iii) These Senior Scout Patrol s must meet re~gularly even if jnfrequen tly.

(iv) There should be a t leas t an A.S.M. (S) in each Group-even i.f he retains duties within the Boy Scout Troop-and he should be responsible for the ·welfare and progress o.f Senior Scouts within that Group. H e should wear Senior Scout insign ia.

(b) DISTRICT ACTIVITIES. Maintain the I,nterest.

(i ) District recreational act ivities. (ii) District training activities.

(iii) Overseas Scouting etc. (iy) Provision of expert tuition.

"LONG TERM PLAN" L Build up the strength of Senior Scouting by

means of the Short T erm Plan. 2. Re-esta~blish Senior Scouting on a Troop

rather than District basis. 3. Search for new Sc~mters (S) against the time

when the effects of this consolidation are felt.
