We are excited to publish our new year-in-review of the School of Law of the University of Nicosia, which covers the main activities of the School dur-ing 2019. The School houses two de-partments, the Department of Law and the Department of Politics and Gov-ernance and accordingly this booklet refers to the three pillars of the School: law, politics and governance.

The School of Law is one of the most active in the region, as shown also by the sample of events detailed in this book-let, offering its graduates spe-cialised knowledge and skills in handling difficult situations and resolving practical day-to-day problems. During 2019 our faculty were actively engaged in high quality teaching, edge research and extra-curricular activities that promoted the School and the University of Nicosia.

The Department of Law of-fers an LLB with three distinct routes: (1) an English law, Eng-lish language LLB, (2) a Cypriot Law, Greek language LLB and (3) a Greek law, Greek language LLB. The LLB is unique for ac-commodating a comparative legal environment and for of-fering a full range of courses of common law (English law), continental law (Greek law) and mixed law (Cypriot law). The Department of Politics and Governance also offers a well-recog-nised BA in International Relations and European Studies. At a postgraduate level there is a wide range of options at School level: an LLM with concentra-tion on European Business Law, as well as Human Rights and Criminal Justice, which is offered both in the conven-

tional mode and the distance learning teaching mode, an MA in International Relations and European Studies, which is also offered both in the conventional and distance learning teaching modes, a joint MA in the Law of the Economy and of the Enterprises with the Hellen-ic Open University which is offered as a distance learning programme, a joint

MA in Criminal Law and Addictions with the Aristotle University of Thessaloniki; as well as an MA in Law and Politics in the European Union and an MA in Pub-lic Administration, both offered in con-ventional and distance learning modes, and with the support of the well-known Centre of European Constitutional

Law-Tsatsos Foundation. At PhD level, the School offers a PhD in Law, a PhD in International Relations and European Studies, a PhD in Public Administration, as well as a joint PhD in Human Rights, Society and Multi-Level Governance with the Universities of Padova, Zagreb and Western Sydney.

Our objective is to further con-solidate our position as a lead-er within the University of Nic-osia and in Cyprus in academic activities pertinent with its ar-eas of interest and to maintain and constantly expand and deepen our network of coop-eration and partnerships with other institutions in Cyprus and abroad, including govern-mental institutions. We further aim to promote engagement in high - level teaching and edge research in its areas of interest and to contribute to the further development, evolution and in-ternationalization of the Uni-versity of Nicosia through our activities.

In this respect we constant-ly expand our attractiveness to international students by designing and offering pro-grammes of study, both in conventional and DL form, that correspond to contemporary academic needs and exploit the School’s comparative studies advantage and spe-cialization in the interrelation

between law, politics, governance and technology. We further submit com-petitive research proposals seeking for international research funding, as well as for the organisation of inter-national conferences and seminars, and coordinate with our affiliated think tanks and research institutions.

HIGHLIGHTS Dean Emilianides elected in the Cyprus Academy of Sciences, Letters, and Arts

The Dean of the School of Law, Professor Achilles C. Emilia-nides, was elected as one of the 12 founding members of the Cyprus Academy of Sciences, Letters, and Arts. The Acade-my, which was founded by law, and began its operation with the election of its founding members in April 2019, is stated to be the supreme intellectual body of Cyprus in sciences, letters, and arts, and home to the most distinguished Cypri-ot scientists, intellectuals and artists. Prof. Emilianides was elected in the Class of Ethical, Economic and Political Scienc-es. Members of the Academy also elected Dean Emilianides as the Academy’s first Secretary-General. In March 2019 Dean Emilianides was also officially admitted as an ordinary member of the European Academy of Sciences and Arts in a special ceremony held in Salzburg, Austria, his election hav-ing taken place in 2018.

Honorary PhD to Dr Georgios Serghides

On 5.12.2019, the School of Law awarded an honorary PhD to Dr Georgios Serghides, Judge of the European Court of Human Rights (ECHR) and Section Vice-President. Dr Serghides has four PhDs from the Universities of Exeter, Athens, Thessaloniki, and Komotini. Prior to his appointment in the ECHR, he was the President of the Family Law Tribunal. Rector Pouyioutas gave a welcome speech and award-ed the honorary PhD to Dr Serghides. Dean Emilianides presented in detail the work and contribution of the honouree, noting the excel-lence of Dr Serghides in both academia, and as a professional judge. Associate Dean Ioannou read the Senate resolution on the awarding of the honorary academic title. Dr Serghides delivered a speech on the ‘European Convention on Human Rights as a “living Instrument” under the Light of the Principle of Effectiveness’.

Prof. Achilles C. Emilianides has been re-elected as Dean of the School of Law, and Dr Christina Ioannou has been re-elected as Associate Dean of the School of Law. Their term of office is: 2.4.2020-1.4.2023. Prof.

Andreas Theophanous has been re-elected as Head of the Department of Politics and Governance, whereas Dr Constantinos Adamides has been elected as his new Associate Head. Dr Christos Papastylianos has been

re-elected as Head of the Department of Law, whereas Dr Demetra Sorvatzioti has been elected as his new Associate Head. The term of office of Heads and Associate Heads is: 2.4.2020-1.4.2022.

Agreement with Max Planck Institute for Foreign and International Criminal LawThe School of Law signed an MoU with the Max Planck Institute for Foreign and International Criminal Law (Max-Planck-Institut für ausländisches und internationales Strafrecht) in the field of international and comparative criminal law. Max Planck Institute for Foreign and International Criminal Law was founded in 1947 and is a member of the Max Planck Society. It is widely considered as a leading research institution in Germany in the field of criminal law and criminology. The MoU, signed by the Dean of the School, provides for the organisation of common research activities, scientific conferences

and seminars and other relevant activities. Prof. Nestor Courakis and Dr Vagia Polyzoidou were invited by the Max-Planck Institute in Freiburg and presented a paper in the International Workshop in Effectiveness and Proportionality on 17-18.10.2019.

Agreement with Tassos Papadopoulos Center for StudiesThe School of Law signed a Memorandum of Understanding with the Tassos Papadopoulos Centre for Studies on 19.9.2019. The MoU includes joint initiatives and co-operation in the fields of politics and history and was signed by the President of the Council of the University of Nicosia Nicos Kartakoullis and the President of the Tassos Papadopoulos Center for Studies Panos Papadopoulos. The first joint event/conference of the two organisations was entitled ‘60 Years since the Signing of the Zurich-London Agreements: An Appraisal’, and was held between 8-9.11.2019. The two-day event was addressed by the President of the Council of the University of Nicosia Prof. Nikos Kartakoullis, and Ms Fotini Papadopoulou on behalf of the Tassos Papadopoulos Center. Speakers from the School included: Achilles C. Emilianides, Andreas Theophanous, Costas Stratilatis, Michalis Kontos and Andreas Karyos. The organising committee consisted of Achilles C. Emilianides, Petros Pa-papolyviou, Chrysis Pantelides, and Christina Ioannou.

School of Law delivers expert report on the regulation of lobbying Vagia Polyzoidou and Achilles C. Emilianides finalised the expert report on the regulation of lobbying in the Republic of Cyprus, which was prepared upon request by the House of Representatives of the Republic of Cyprus. The report was handed over to the President of the House of Representatives on 4.12.2019 by Dean Emilianides, Christina Ioannou, and Vagia Polyzoidou.

School of Law organises the 1st Festival of Cyprological Research Between 5-7.11.2019, the School of Law organised the 1st Festival of Cyprological Research under the auspices and sponsorship of IdEK (Research Promotion Foundation). On

5.11.2019, bookseller Mikis Michaelides received an award for his contribution to the development of Cyprological re-search by Dean Emilianides and the Director of the Bank of Cyprus Cultural Foundation Dr Ioanna Hadjicosti. This was followed by a music event presenting poetic compositions

by Giorgos Kalogirou and his band. On 6.11.2019 a book exhi-bition and a ‘meet the expert’ in the field of Cyprological pub-lications event was held with the participation of Voula Kok-kinou (En Typois) and Hera Ioannou (Hippasus). On 7.11.2019 a photo exhibition titled ‘Visions of Cyprus’ was presented, showing the works of the Cypriot amateur photographers Maria Karefyllidou Ioannou and Stavros Michailides. Dur-ing the evening an event honouring Όμιλος Πνευματικής Ανανέωσης (ΟΠΑ), Michalakis Maratheftis, and the journal Κυπριακή Μαρτυρία, was held. The latter was chaired by Emilios Solomou, with Prof. Panayiotis Persianis and Prof. Mary Koutselini as speakers. Dean Emilianides explained the justification for the granting of the award.

The School of Law becomes co-publisher of academic books

The School of Law has become a co-publisher of aca-demic books containing original research and with the aim to promote scientific debate. The first two volumes, originating from conferences organised by the School are:

University of Nicosia joins the Association of Commonwealth Universities

The University of Nicosia was admitted as a member of the Association of Commonwealth Universities (ACU) in Febru-ary 2019. The decision to apply was reached by the Senate which endorsed a joint proposal by the Dean of the School of Law and the Dean of the Medical School, Prof. Andreas Charalambous. Rector Pouyioutas signed the agreement on behalf of the University of Nicosia. The ACU was estab-lished in 1913, and has over 500 member institutions in over 50 countries across the Commonwealth.

School of Law prepares Guide for Cyprus Diaspora and Repatriates

The School of Law prepared the Guide for Cyprus Diaspora and Repatriates (2019) pursuant to a contract awarded by the Office of the Presidential Commissioner. The presentation of the Guide took place in the Presidential Palace and at the 20th World Conference of Overseas Cypriots held between 27-30 August 2019. The task was successfully carried out by Marinos Papaioakeim. Christina Ioannou coordinated the administrative tasks required on behalf of the Office of the Dean and in co-operation with the office of the President of the Council of the University.

Distinction of UNIC Students in Rome MUNMyrto Kourouni (Department of Law) won the Best Delegation Award in the Rome MUN Security Council, whereas David Kapanadze (De-partment of Politics and Governance) received Honourable Mention Award in the Rome MUN Security Council. Three other students, Stefan Jovanovic (Department of Politics and Governance), Maria Lubbat and Panagiotis Mamuneas (Department of Law) had a very successful participation in the competition. The Rome MUN is Eu-rope’s largest diplomatic simulation of the United Nations. The par-ticipating students were coached by Marinos Papaioakeim, under the supervision of Constantinos Adamides.

Christina Ioannou appointed in the Parallel Parliament for Civil Society

Christina Ioannou has been appointed as a member of the Parallel Parliament for Civil So-ciety (Παράλληλη Βουλή για την Κοινωνία των Πολιτών) for a two year term, participat-ing in the Parallel Parliament’s Committee on Human Rights and Social Affairs. The launch of the Parallel Parliament by the House of Representatives aims to enable an interactive, continuous relationship be-tween civil society and MPs.

Conference on the 100 Years of ILO The School of Law of the University of Nicosia co-organised with the Ministry of Labour, Welfare and Social Insurance a conference on the 100 years of the foundation of the International La-bour Organization (ILO) on 8.5.2019.

The Minister of Labour, Welfare and Social Insur-ance, Zeta Emilianidou, and the leaders of the em-ployers’ associations (OEB/KEBE) and employee trade unions (SEK/PEO/DEOK) discussed about the future of work with interventions by School of Law lecturers Konstantinos Dimarellis and Dimi-trios Koukiades, as well as other speakers. Rector Philippos Pouyioutas and the Secretary-General of the ILO Guy Ryder addressed the event, which was coordinated by Christina Ioannou.

Award of Marie Curie Widening FellowshipDr Maria Hadjiathanasiou, Research Associate of the School of Law was offered by the European Commission, under the Horizon 2020 - Research and Innovation Framework Programme, a Marie Skodowska-Curie actions (MSCA) Widening Fel-lowship, to complete a two-year funded research project at the School of Law of the University of Nicosia. The project is entitled ‘Power through Attraction: British, Greek and Turkish Cultural Diplomacy in Cyprus, 1945-1974’. Prof. Hubert Faustmann will act as supervisor to the Fellow on behalf of the School of Law.

Establishment of the University of Nicosia Gender and Law Research TeamAchilles C. Emilianides, Christina Ioannou, Nikos Koumoutzis, Anna Plevri, Konstantinos Rokas and Dimitrios Kourtis have formed the UNIC-GLaRT (University of Nicosia Gender and Law Research Team), through which they participate in the Gender & PIL project, administered by the Max Planck Insti-tute for Comparative and International Private Law (Hamburg FRG). Konstantinos Rokas attended the kick-off event of the project in Hamburg on behalf of the UNIC-GLaRT.

UNIC CITY

Faculty awarded framework contracts by the European Parliament through TEPSAThe Trans European Policy Studies Association (TEPSA) was awarded five (5) framework contracts aimed at pro-viding the European Parliament with ad-hoc external ex-pertise for studies and workshops. The following faculty of the Department of Politics and Governance have been designated as experts/contact persons:

� Lot 1: EU Enlargement, Eastern Neighbourhood, Northern Policies, Non-EU European countries, EEA, Russia, and Central Asia – Giorgos Kentas;

� Lot 2: Southern Neighbourhood and Greater Middle East – Michalis Kontos;

4th EMSI Annual Conference launches initiative for the establishment of a regional organisation in the Eastern Mediterranean The School of Law of the University of Nicosia organised the 4th Eastern Mediterranean Studies Initiative (EMSI) An-nual Conference. Speakers to the event included Ambassa-dors, academics and the Ministry of Foreign Affairs of the Republic of Cyprus.

The latter officially announced during the Conference the initiative of the Republic of Cyprus to establish a region-al organisation in the Eastern Mediterranean. Evie Zam-betakis Polemitis welcomed the delegates on behalf of EMSI, whereas Dean Emilianides delivered an address. Faculty members Andreas Theophanous, Costantinos Ad-amides, Michalis Kontos, Giorgos Charalambous, Antonis Stylianou, Ioannis Kastanas, Konstantinos Dimarellis and Evi Eftychiou presented papers to the Conference.

Launch of the Procedural Law UnitOn 18.12.2019, the Procedural Law Unit of the School of Law of the University of Nicosia, headed by Anna Plevri and Nicolas Kyriakides (co-directors) was launched. The Procedural Law Unit organised an event on ‘The Establish-ment of a School for the Judiciary in Cyprus’, with the par-ticipation of judges and academics from Cyprus, Greece, Ireland, and the UK. Thanasis Korfiotis, Secretary of the Cyprus Bar Association, Dean Emilianides and Nicolas Kyriakides addressed the event, which was coordinated by Vagia Polyzoidou.

� The School of Law has signed new Erasmus Agreements with the following Universities: University of Messina, Birmingham City University, University of National and World Economy (Sofia), Goethe University Frankfurt, University of Freiburg, and University of Valencia.

� The Diplomatic Academy of the University and the School of Law have opened an annual call for internships, in partnership with the Ministry of Foreign Affairs of the Republic of Cyprus. The call invites fully registered School of Law students to participate (in unpaid roles) with the Department of Security Policy of the MFA for a period of 12 months, starting January 2020.

� The Cyprus Bar Association approved the recognition of the School of Law as the provider of accredited programmes for the purposes of continuous professional training of Cypriot advocates.

� The Royal Commonwealth Society Cyprus signed an MoU with the Royal Commonwealth Society India. The MoU includes several activities between Cypriot and Indian Youth in topics related to the priorities of the Commonwealth.

� The University of Nicosia created the website of the Black Sea and Eastern Mediterranean Academic Network (BSEMAN). The website aims to become a central point of communication for BSEMAN’s member institutions and is managed by School Faculty Michalis Kontos in coordination with BSEMAN Secretariat.

� The Cyprus Center for European and International Affairs (CCEIA) signed an MoU for collaboration with Terra Cypria on environmental matters.

RESEARCH PROJECTS � Achilles C. Emilianides and Anna Plevri participate as research-

ers in a Civil Justice project funded by the EU Commission. The project is managed by TMC Asser Institute, University of Ham-burg, University of Antwerp, and International Legal Institute (IJI), and focuses on Regulation (EU) 1215/2012 on the juris-diction, recognition and enforcement of judgments in civil and commercial matters.

� Achilles C. Emilianides participates as researcher in a project funded by the European Law Institute (ELI) that seeks to iden-tify the source of Common Constitutional Traditions in Europe.

� Achilles C. Emilianides has been appointed as Regional Coor-dinator for the MENA (Middle East and North Africa) Region for the Global Access to Justice Project.

� Costas Stratilatis and Christos Papastylianos are part of the research team of a project awarded by the Hellenic Founda-tion for Research and Innovation (ΕΛΙΔΕΚ) on populist consti-tutionalism. The project is coordinated by AUTH, Greece, with the University of Nicosia acting as a co-operating organisation, together with the Universities of Bologna and Ljubljana.

� Christos Papastylianos has been appointed to COST Action CA18144 ‘European Non-Territorial Autonomy Network’, fund-ed by the EU.

� Constantinos Adamides participates in a research project funded by the Research Promotion Foundation titled ‘Politici-zation of Identities in Diaspora: Cosmopolitanism & Conflict Discourses’. The duration of the project is: 2019-2021).

� Giorgos Charalambous and Christina Ioannou joined a network under the general coordination of Prof. Hermann Schmitt of the University of Manchester, in order to carry out the European Election Survey 2019 (for the European Parliament Elections of 2019), as country experts.

� Giorgos Charalambous was appointed as a member of the Research Advisory Group for the (LSE) Hellenic Observatory’s newly established Research Innovation Programme on Cyprus.

� Anna Plevri was the rapporteur of the national report/chapter on substantive family law, succession law and private interna-tional law of Cyprus, in the framework of the European project on Personalized Solution in European Family and Succession Law (PSEFS) on EU Regulations 2016/1103 and 2016/1104, concerning matrimonial property of spouses and registered partners (CAE-IRENE-CNUE)

� Marinos Papaioakeim was appointed to the management com-mittee of COST Action CA17119 ‘EU Foreign Policy Facing New Realities: Perceptions, Contestation, Communication and Rela-tions’, funded by the EU. The Action will run until 2022.

DISTINCTIONS OF OUR FACULTY1. Emilios Solomou was honoured by the Council and

by the Senate of the University of Nicosia for his contribution to the academic community.

2. Irini Stamatoudi was re-appointed in September 2019 as an Advisor to the International Confederation of Societies of Authors and Composers (CISAC, Paris, France) on the developments on collective management in Greece. She was further appointed, in September 2019, as President of the Law Drafting Committee of the Ministry of Culture and Sports on Copyright Matters and on Collective Management. This Committee aims to implement the recent European Union Directives into Greek law.

3. Nestor Courakis was re-appointed as the Vice-Chair of the Centre of Anti-criminal Policy and Security of the Republic of Cyprus until 6.3.2022.

4. Stamatoula Panagakou was the winner of the Political Studies Association (PSA) Jennie Lee Prize (Main Entrant) for Outstanding Teaching 2018. The Political Studies Association (PSA) is a learned society in the United Kingdom which exists to develop and promote the study of politics and it is the leading association in its field in the United Kingdom.

5. Nicholas Ioannides was awarded the Georghios Tenekidis award for the best PhD thesis in the field of international law and international relations between 2017-2019 from the Hellenic Society of International Law and International Relations. Nicholas received his PhD from the University of Bristol and its topic was ‘The Eastern Mediterranean States’ Approach to the Law of the Sea: Tensions and Trends’.

6. Dean Emilianides became a member of the Editorial Board of the Journal of Law and Administration (Pravo I Upravlenie XXI vek), published by MGIMO University, Russia.

7. Demetra Sorvatzioti became a member of the Trial Watch® Expert Panel, American Bar Association (ABA) Center for Human Rights. The TrialWatch® project, established by the Clooney Foundation for

Justice (CFJ), and implemented through a partnership with the ABA and Colombia Law School, monitors trials around the world that pose a high risk of human rights violations.

8. Andreas Karyos was elected as member of the International Commission of Military History’s Bibliographic Committee.

9. Antonis Stylianou was appointed, in October 2019 at the Cyprus Foundation of the Sea (CY-FOS) Board of Directors. CY-FOS’ vision is to apply an integrated approach with respect to the ‘Blue Economy’ cluster affairs and to enhance the already established sectorial and cross-sectorial cooperation and dialogue.

2. ElbMUN: David Kapanadze (Department of Politics and Governance) was recognised with the Best Position Paper Award following his distinction amongst delegates participating in the Elbe Model United Nations (ElbMUN), held in Dresden, Germany, between 1-5 April 2019. He also participated successfully in the MUN simulation in Sarajevo between 25-29.9.2019 where he chaired the Security Council Committee.

3. First PhD Graduates in Law/International Relations and European Studies: Dr Salome Yiallourou was awarded the first PhD in Law of the University of Nicosia. Her primary supervisor was Prof. Achilles C. Emilianides. Dr Ioannis Sotiropoulos was awarded the first PhD in International Relations and European Studies of the University of Nicosia.

4. Field Trips: In July 2019 Konstantinos Rokas organised a visit for students of the School to the International Chamber of Commerce in Paris, as well as to Sherman & Sterling – one of the leading law firms in the world. On 29.11.2019 students of the Department of Law visited the District and Family Courts of Larnaca-Famagusta, with their instructor Despina Hadjidemetri, attended trials, and discussed with judges. On 6.12.2019 students of public procurement visited the Administrative Court with their instructor Theognosia Kouspi, viewed proceedings, and discussed with the President of the Administrative Court Marika Kalligerou. On 17.12.2019 students of law further visited the House of Representatives of the Republic of Cyprus.

5. Election of Student Representatives: New student representatives for the School of Law were ratified on 25.10.2019. They are: Cleri Nicolaidou (Senate), Constantinos Koulopoulos and Melody Todorova (School Council), Stavros Soteriou, Panayiota-Errika Kosti, Panayiotis Marinos and Ibrahim Ismaeel (Department of Law), Melody Todorova and Haitham Layth (Department of Politics and Governance).

6. Students Law Club: The Students Law Club of the University of Nicosia was founded in December 2019. Its first board consists of: Kyriakos Sylvestrou, President, Stavros Soteriou, Vice-President, Fanos Demetriou, Secretary, Kyriakos Miliotis, Treasurer.

7. Mediation Tournament Participation: The School of Law participated in the International Law School Mediation Tournament of INADR (International

Academy of Dispute Resolution), between 14-17.3.2019 in Athens, with a team of students coached by Dr Anna Plevri. Participating students: Joanna Nestorides, Thea Pavlou, Myrto Kourouni and Ligeia Zachariadou-Milopoulou (LLB students).

8. EVENTS � Compliance of the Administration with Judicial

Decisions: The important issue of the compliance of the administration with judicial decisions was at the heart of a seminar co-organised by the School of Law and the respected Judicial Studies Society of Greece (Εταιρεία Δικαστικών Μελετών). The scientific event took place on 22.2.2019 in the offices of the Judicial Studies Society in Plaka, Athens and was attended by a large crowd, including senior justices. Dean Emilianides was a speaker, together with Appellate Judge and Professor of EKPA Stefanos Pantazopoulos, and Judge of the Symvoulio tis Epikrateias Dimitrios Vasiliades. The event was chaired by retired Supreme Court Judge Ioannis Hamilothoris and was addressed by the Head of the Department of Law Dr Christos Papastylianos.

� Law and Literature Lab: The School of Law of the University of Nicosia and the Law and Literature Lab of the School of Law presented the play: The Exception and the Rule by Bertolt Brecht. This was presented as a theatrical play by students of the School of Law on 4.4.2019. The event was coordinated by Stergios Mitas

and Vagia Polyzoidou. Dean Emilianides addressed the event. Participating students: Antonis Giorgakis, Constantinos Zapros, Myrto Kourouni, Panayiotis Marinos, Giorgos Pantelopoulos, Charalambos Parlakides-Kotanides, Marianna Rafti, Vasia Tekerleki and Dina Tsoukali.

� New Role of China in the Middle East: The changes in the Middle East, China’s objectives in the region through its far-reaching economic and political Belt and Road Initiative (BRI), as well as the role of Cyprus and other neighbouring countries, were at the heart of a symposium organised by the CCEIA, the School of Law and the Chinese Academy of Social Sciences on 17.1.2019. The Conference was addressed by the President of the House of Representatives Demetris Syllouris, the Honourable Mr Huang Xingyuan, Ambassador of the People’s Republic of China

to Cyprus, Dean Emilianides, and the Head of the Department of Politics and Governance Prof. Andreas Theophanous. School Faculty Andreas Theophanous,

Farid Mirbagheri, Michalis Kontos and Theodoros Tsakiris, as well as members from the distinguished Chinese Academy of Social Sciences were speakers to the event.

� Energy Arbitration: The publication of the book of faculty member Anna Plevri on arbitration in the field of energy (Διαιτησία στον Τομέα της Ενέργειας) gave the incentive for organising a well-attended event on

energy arbitration. The event, held on 13.2.2019, was chaired by Associate Dean Dr Christina Ioannou and was addressed by Dean Emilianides, Filippos-Alkis Filippou, and Stelios Ahniotis. The three speakers, Prof. Athanasios Kaisis of AUTH, Agis Georgiades and Sotirios Manolkidis, analysed current issues relating to energy law and international arbitrations.

� Drug Treatment Courts: A conference on Drug Treatment Courts was organised in Thessalo-niki on 2.3.2019 by fac-ulty of Law of AUTH with the Law Department and KETHEA, in the frame-work of the Joint MA Programme in Criminal Law and Addictions. Speakers included Dem-etra Sorvatzioti, who has carried a two year funded research by UNRF related to sentencing and the operation of DTCs in Canada.

� Solidarity and Law: The School of Law organised an event on solidarity as a fundamental legal principle and presented the book of faculty member Stergios Mitas, Η Αλληλεγγύη ως Θεμελιώδη Αρχή Δικαίου on 21.3.2019. Faculty members Costas Stratilatis and Stergios Mitas, as well as Theodoros Rakopoulos,

Associate Professor of Social Anthropology at the University of Oslo, were the speakers to the event, which was chaired by Christos Papastylianos. Dean Emilianides addressed the event.

� Civil Procedure Reform: On 30.10.2019, the School of Law organised a seminar on Civil Procedure and the need for reform, on the occasion of the publication of Despina Hadjidemetri’s book Διαλέξεις Πολιτικής

Δικονομίας (Hippasus, 2019). Anna Plevri, Nikolas Kyriakides, and Despina Hadjidemetri were the main speakers, whereas Dean Emilianides and VR Phellas addressed the seminar. Dimitris Kourtis coordinated the discussion.

� Public Administration Reform: On 12.12.2019, the School of Law, the Centre for European Constitutional Law − Themistocles and Dimitris Tsatsos Foundation (CECL), and the Sakkoulas Publishing House co-organised a conference on the occasion of the launch of the book Public Administration after the Crisis (Sakkoulas, 2019), edited by Professors Xenofon Kontiadis, Achilles Emilianides and Charalampos Anthopoulos. The Minister of Finance Constantinos Petrides was the keynote speaker. Prof. Nicos Kartakoullis, President

of the Council of the University of Nicosia, gave the welcome address, while Christos Papastylianos and Odysseas Christou presented preliminary observations. Christina Ioannou coordinated the event, whereas Achilles Emilianides discussed the results of the research presented in the book.

� Dialogue for Ancient Greece: The School of Law organised on 9.4.2019 an event entitled ‘Dialogue for Ancient Greece’, presenting the books Το Αίνιγμα της Αρχαίας Ελλάδας and Το Πνεύμα της Αρχαίας

Σπάρτης by Prof. Nestor Courakis. The speakers were: Klitos Ioannides, Theodoros Mavrogiannis and Nestor Courakis. The event was coordinated by Christos Papastylianos. Dean Emilianides addressed the event.

� First Saripolos Lecture: The School of Law held the

first Saripolos Lecture on the Present and Future of Legal Studies on 9.10.2019. Dean Emilianides was the speaker in a very well attended event, with the participation of the majority of the faculty of the Department of Law and over 100 law students of the School. Christos Papastylianos delivered introductory comments on the life and works of Nicolaos Saripolos.

� Summer Schools: The School of Law organised a summer school on conflict issues for Kenyan students of the Nairobi Jeffrey Academy School in

July 2019. A Summer School was further organised for students from SYA by the School of Law, the Diplomatic Academy and the Department of Politics and Governance, between 8-14.4.2019. Marinos Papaioakeim coordinated the summer schools.

� Kyrenia Knowledge: On 15.11.2019, the Keryneia Folklore Society (Λαογραφικός Όμιλος Κερύνειας) and the UNESCO Chair of the University of Nicosia, in cooperation with the School of Law, organised the tribute event ‘Keryneia Knowledge’ («Γνώση Κερύνειας»), which included thematic presentations, a book fair, and a photographic exhibition. Associate

Dean Christina Ioannou represented the School of Law, while Emilios Solomou, Director of the UNESCO Chair, gave a speech on the importance of the Society’s contribution to the preservation and development of Cypriot culture. On 12.12.2019, the Kyrenia Folklore Society handed over to the Library of the University of Nicosia 45 of their publications donated to the University.

� EU Citizens’ Dialogues: The School of Law co-organised with the European Commission Representation in Cyprus, the Citizens’ Dialogue ‘What does the EU do for me?’ with the Head of the Representation of the European Commission in Cyprus Ierotheos Papadopoulos, on 14.2.2019. A second Citizens’ Dialogue was held on 9.4.2019, with the Director-General for Migration and Home Affairs Ms Paraskevi Michou as a speaker. Both events were chaired by Dr Christina Ioannou.

� Intercommunal Negotiations: On 3.12.2019, the CCEIA and the School of Law organised a discussion on the Cyprus problem on the occasion of the publication of Andreas Theophanous’ Policy Paper 11/2019 ‘The Intercommunal Negotiations After 1974 and Future Prospects’ publication. The panel included former Foreign Ministers Ioannis Kasoulides and Erato Kozakou-Marcoullis, while it was coordinate by Christina Hajisoteriou, Assistant Professor of Intercultural Education, University of Nicosia.

� Missing Persons Documentary: Following the School’s support last year (14.11.2018) of the official premier of the documentary Traces (‘Ιχνη), organised by the Advanced Media Institute, on

27.2.2019 the School supported a new screening of the documentary. The documentary has so far received Awards and Distinctions at the Thessaloniki Documentary Festival and the London Greek Film Festival, among others.

� Post Graduate Law Studies: In an event attended by more than 100 students, the School of Law presented,

on 7.2.2019, its Master and PhD Programmes. Programme Coordinators answered questions by pros-pective students.

� IREA Debate: The IREA (International Relations and European Affairs) Student Society held a debate on Brexit, supported by the Department of Politics and Governance, on 1.3.2019.

� Chagos Archipelago: The School of Law and the CCEIA held on 6.3.2019 a seminar on the legal and political consequences of the advisory opinion of the International Court of Justice on the Chagos Archipelago and the sovereignty dispute between Mauritius and the UK. School Adjunct Faculty Nicholas Ioannides and Dr Klearchos Kyriakides of

UCLAN Cyprus were the speakers in the event, which was coordinated by Giorgos Kentas. Dean Emilianides addressed the event.

� Privacy on the Internet: The School of Law and the Municipality of Heraklion held, on 8.3.2019, an event entitled ‘Σερφάρω με Ασφάλεια’. ‘Η Προστασία της Ιδιωτικής Ζωής στο Διαδίκτυο’ in Heraklion, Crete. Giorgos Tsaousis was the speaker.

� The Weimar Republic: The School of Law co-organised with the Department of Law of the University of

Cyprus a book presentation of the book of Alexandros Kessopoulos, Assistant Professor of the University of Crete, Η αυτοκτονία του δήμου. Πολιτική κρίση και συνταγματικός λόγος στη Βαϊμάρη on 3.4.2019. � Social Media in Society and Politics: The Dialogue Chair in Middle Eastern Studies, in co-operation with the Diplomatic Academy and the School of Law, organised a seminar on ‘The Role of Social Media in Society and Politics: The Case of Iran’ on 4.4.2019. The speaker was Mohammad Soltanifar, Director of the Press Section, Ministry of Islamic Guidance of Iran. The Seminar was coordinated by Prof. Farid Mirbagheri.

� EMU and Debt Crisis: On 12.4.2019 the CCEIA and the Department of Politics and Governance held a

seminar on the EMU and the debt crisis in Greece with Dr Konstantinos Dimoulas, Assistant Professor, Panteion University, as speaker.

� Law Practice: The School of Law organised a seminar on the challenges of law practice in Athens

on 11.5.2019. Ioannis Laskarides, Honorary Vice-President of Areios Pagos, Dr Themistocles Sofos, Vice-Head of the Athens Bar Association, and Christos Papastylianos, were the speakers.

� Young Arbitrators Forum: Adjunct Faculty Agis Georgiades organised the ICC Young Arbitrators Forum ‘Procedure in International Arbitration:

Different Perspectives and Expectations’ at the University of Nicosia on 31.5.2019. Dr Anna Plevri addressed the international arbitration event and was responsible for the closing remarks.

� Law Studies, Athens: The School of Law held an event on law studies on 4.9.2019 at King George Hotel, Athens. School Professors, Achilles C. Emilianides,

� Turkish Invasion in Syria: On 30.10.2019, the CCEIA and the Department of Politics and Governance organised an event on the Turkish invasion in Syria and its repercussions.

� Religious Spaces and Conflict: On 1.11.2019, the Department of Politics and Governance co-organised a conference hosted by the Friedrich Ebert Stiftung on ‘Religion, Religious Spaces and Conflict: Cyprus, Lebanon, Bosnia’. Hubert Faustmann and Andreas Theophanous addressed the Conference.

� Parties and Politics in Greece: On 7.11.2019, the School of Law, and the CCEIA organised a workshop about ‘Parties and Politics in Greece after the 2019 Elections’. The Event was coordinated by Giorgos Charalambous and addressed by Andreas Theophanous. Costas Eleftheriou was the keynote speaker, whereas Yiannos Katsourides, and Stergios Mitas made brief interventions.

� Equal Belonging: On 7.11.2019, the Department of Law organised a presentation of a book authored by Elena Drymiotou, titled Human Rights Constitutional Law and Belonging: The Right to Equal Belonging in a Democratic Society (Routledge, 2018). Christos

Papastylianos and the Attorney-General addressed the event, which was coordinated by Stergios Mitas. Alecos Markides and Konstantinos Kombos were the speakers.

GUEST LECTURERS � Two Former Ministers of Foreign Affairs become

Guest Lecturers: The Department of Politics and Governance and the School of Law announced their cooperation with Mr Ioannis Cassoulides and Mr Markos Kyprianou, for 2019-2020. Mr Cassoulides

and Mr Kyprianou deliver lectures to students of the undergraduate and graduate Programmes in International Relations and European Studies, in the context of their curricula.

� Erasmus Mobility Faculty on European Succession Law: Dr Pablo Quinzá Redondo, Lecturer of International Private Law at the University of València was Erasmus mobility faculty at the School of Law in June 2019. In the framework his visit, between 5-6.6.2019 the School organised two research seminars (the second in co-operation with the Nicosia Bar Association) on the new EU Regulations 2016/1103 and 2016/1104, concerning Matrimonial Property of Spouses and Registered Partners, which were both delivered by Dr Pablo Quinzá Redondo. The Seminars were chaired by Dr Konstantinos Rokas. Dean Emilianides commented on the Regulations.

� Erasmus Mobility Faculty on Sustainable Development: Dr Chamu Kuppuswamy from the University of Hertfordshire was Erasmus mobility faculty at the School of Law in April 2019. During his visit, he delivered a speech on ‘The role of Voluntary guidelines on the responsible governance of tenure of land, fisheries and forests in the context of national food security (VGGT) in the fulfilment of the Sustainable Development Goals 2030’.

� Head of the European Parliament Office in Cyprus: In the context of the Dialogue with a Diplomat event series, organised by the Diplomatic Academy, Christina Ioannou and Constantinos Adamides invited Andreas Kettis, Head of the European Parliament Office in Cyprus, in an event geared for BA students in International Relations and European Studies.

� ILO Maritime Convention: On 11.12.2019, the School of Law organised a lecture titled ‘The ILO Maritime Convention at a Glance’. Marios Meletiou, former

Senior Official of the ILO, was the invited keynote speaker. Associate Dean Christina Ioannou gave a welcome address, while Konstantinos Dimarellis moderated the panel discussion.

� OJ Simpson: On 9.12.2019, the School of Law organised a movie evening titled ‘OJ Simpson – The Trial of the Century: A Movie Night to Discover the Legal System of the USA’ coordinated by Anna Plevri. The screening was followed by a lively discussion with the participation of Professor Stefano Maffei (University of Parma, Italy).

� EU Law guest lectures: Students of European Law were delivered guest lectures by Prokopis Dimitriades, Advocate of the Supreme Court of Greece (21.11.2019), Evgenia Balamoti, Lawyer Linguist of the CJEU (2.12.2019), Victoria Banti, European Asylum Support Office (12.12.2019), Stamatios Tsetos, Advocate and Arbitrator (18.12.2019), Stella Thanou référendaire

� Irini Stamatoudi: i) acted as a Head Tutor and Tutor on the Distance Learning Courses of the World Intellectual Property Organisation (WIPO) Academy based in Geneva, ii) led a training project in Egypt on IP, Cultural Heritage and Tourism, in co-operation with WIPO and the Government of Egypt and trained the personnel of the Library of Alexandria, iii) lectured on international and comparative IP law in the LLM on IP Laws co-organised by World Intellectual Property Organization (WIPO) and Ankara University, iv) delivered a guest lecture in the Master Programme of the University of Macedonia and the University of Thrace on Law and Information Technology.

� Giorgos Charalambous undertook an Erasmus+ Staff Mobility Programme visit to the Albert Ludwigs University of Freiburg, where he gave lectures on the Greek and Cypriot far right and on southern European politics.

� Konstantinos Dimarellis taught in an Erasmus exchange programme at the University of Verona.

� Demetra Sorvatzioti gave guest lectures within the framework of the Master Programme on Criminology of the Panteion University of Social and Political Sciences.

� Constantinos Adamides was an invited speaker to the Eastern Mediterranean Virtual Trading Hub, which was organised in Vienna by the Austrian Institute for European and Security Studies (AIES), KAS and Hebrew University Truman Research Institute for the Advancement of Peace, and at the workshop series ‘Energy Resources in Cyprus’, which was organised in Berlin by Stiftung Wissenschaft und Politik (SWP) (German Institute for International and Security Affairs) in joint collaboration with PRIO Cyprus.

� Anna Plevri was the Leading Trainer of the Training and Accreditation Programme for Mediators, authorised by the Cypriot Justice Ministry, and hosted by the Cyprus Consumer Center for Alternative Dispute Resolution. She was also an invited instructor within the context of the preparatory courses/seminars for trainee lawyers, organised by the Thessaloniki Bar Association on 5.12.2019.

� Costas Stratilatis lectured as a guest professor at the University American College Skopje and the FON University Skopje, Republic of North Macedonia.

� Achilles C. Emilianides delivered a lecture in the postgraduate colloquium of Modern Greek Literature of the University of Cyprus on 3.12.2019. He was also an examiner/instructor for the Legal Council of Cyprus for trainee advocates on land law and succession law, and participated in various committees as an external for the Universities of Cyprus, Athens, and Thessaloniki.

� Achilles C. Emilianides presented papers in various international conferences, including the joint Commonwealth Secretariat and British Red Cross event ‘Protecting Cultural Heritage in the Commonwealth’ on 16.7.2019 in London, the 4th English-Cypriot law day organised by the Cyprus and England Bar Associations in Limassol on 13.9.2019, and the conference on Common Law Day organised by the Cyprus Bar Association and the British High Commission on 25.3.2019. He also delivered a number of lectures, and book presentations.

� Christina Ioannou represented the Republic of Cyprus as an official repre-sentative from aca-demia for the 2019 Labour Law Confer-ence entitled ‘The Charter of Funda-mental Rights from an EU Labour Law Perspective’ organ-ised by the Europe-an Commission in Brussels between 5-6 April 2019.

� Irene Stamatoudi was a member of the organising committee of the annual conference of review Δίκαιο Μέσων Μαζικής Ενημέρωσης και Επικοινωνίας held in Athens (January) on artificial intelligence and law entitled Τεχνητή Νοημοσύνη και Δίκαιο. � Nestor Courakis was the lead organiser of the conference of the Hellenic Society of Criminology held in Athens (January). Dr Demetra Sorvatzioti and Dr Anna Plevri presented papers. Prof. Courakis was also the keynote speaker during a meeting which was organised in Athens by the Laboratory on Urban Criminology (Panteion University), and a speaker at an international conference, held in Nicosia about Juvenile Justice on 1.11.2019.

� Christos Papastylianos represented the School of Law as a speaker in an event presenting the national human rights strategy organised by the Ministry of Justice on 10.12.2019. He further presented a paper, as did Giorgos Tsaousis, during an event organised by the Interdisciplinary Electronic Journal of Ecclesiastical Law held in Athens, Greece on 21.12.2019.

� Demetra Sorvatzioti was a speaker at the 47th Annual Conference of the European Group for the Study of Deviance and Social Control held in Barcelona on 4-6.9.2019. � Odysseas Christou presented a paper at the American Political Science Association’s Teaching & Learning Symposium held at APSA’s headquarters in Washington, DC in June 3-5, 2019. The Symposium

provides a unique opportunity for faculty with similar teaching interests to present on timely substantive issues in the field, share best practices, and develop new teaching resources. The Symposium focused on “Teaching Comparative Politics” and Dr Christou led the session on “The Study of Political Violence.”

� Constantinos Adamides was invited by the Romanian EU Council Presidency, GlobalFocus Center (Bucharest) and the German Council on Foreign Relations / DGAP (Berlin) to a high-level roundtable on the future of EU policies. He further gave a talk at the German Marshall Fund (GMF) in Brussels on 24.9.2019 and at an expert workshop organised by the Ministry of Foreign Affairs and the Centre of Excellence on Hybrid Threats, Jyväskylä, Finland, 11-15.8.2019. He

� Andreas Karyos represented the Republic of Cyprus by presenting a paper at the XLV Congress of the International Commission of Military History at Sofia, Bulgaria, between 18-23.8.19. He also presented a number of papers, including at the Academy of Historical Studies of the Foundation of the EOKA Liberation Struggle (1955-1959), the Cultural Foundation of Kykkos Monastery, the First Scientific Conference on the History and Culture of Omodos, the University of Neapolis, The University of Cyprus and the Open University Cyprus.

� Konstantinos Voulgarakiswas appointed as arbitrator to the 26th Willem C. Vis International Commercial Arbitration Moot, held in Vienna, Austria, which is the largest moot court competition in the world for its field. He also delivered the keynote speech on European Res Judicata at an event organised by the Association of Greek Proceduralists (Ένωση Ελλήνων Δικονομολόγων) in Athens, Greece, on 5.3.2019.

PUBLICATIONSThe Cyprus Review

This year has been particularly challenging for The Cyprus Review (TCR). As Editor-in-Chief Associate Dean Dr Ioannou noted in her Editorial Note of Volume 31(1), ‘This year the main challenge before us as a Journal is to respond to the continuous flow of articles submitted to the Review, as well as to successfully deal with the in-ternal goals we have set, most important amongst them being that of publishing an additional third (Special) Issue in De-cember 2019.’

The Editorial Team of the Journal was significantly strengthened with the re-cruitment of a Publications Editor, name-ly Dimitris A. Kourtis. Each of the three issues of Volume 31 –namely fall 31(1), spring 31(2), and the Special Issue on Cy-prus-Russia Relations 31(3)– comprised more than 300 pages of articles, book reviews and policy papers. Volumes 31(1) and 31(2) hosted Tributes, the former to the late Dr Caesar Mavratsas and the lat-ter to the late Prof. Andreas Sophocleous.

Finally, the Journal also issued, in 2019, a Special Issue 31(3) on Cyprus-Russia Re-lations, in cooperation with the Moscow State University of the Russian Ministry of Foreign Affairs (MGIMO). This Issue pub-lication was seen as the culmination of a process that began with an agreement signed between our two Universities to launch an academic project, offering the possibility to UNIC students of the Mas-ter’s degree Programmes in ‘Internation-al Relations and European Studies’ and ‘Law and Politics in the European Union’, to earn a Master’s Degree in International Political Consulting from MGIMO.

This is the revamped Editorial Team of the Journal: Dr Christina Ioannou, Edi-tor-in-Chief; Professor Achilles C. Emil-ianides, Consulting Editor; Dr Emilios A. Solomou, Managing Editor; Dimitrios A. Kourtis, Publications Editor; Dr Maria Had-jiathanasiou, Assistant Editor. Dr Micha-lis Kontos and Dr Giorgos Charalambous will act as our new Book Editors. Further-more, the journal added two copy editors and a graphics designer to its roster. Dr Odysseas Christou assumed his duties as Member of the Journal’s Editorial Board.

Civil procedure was published for the first time as an e-book in December 2019, whereas the other five were published as e-books in 2018 and as paperbacks in 2019. Law and Religion is now in its third edition fully updated, whereas Family and Succession Law, Constitutional Law, Media Law and Labour Law, are now in their second editions.

All volumes have been published as part of the International Encyclopaedia of Laws series (IEL) and Kluwer and are widely recognised as the authoritative sources for practitioners, academics and students alike.

Παραδοσιακά το δίκαιο προβάλλεται και διεκδικείται –κατεξοχήν απ’ τον ανίσχυρο– ως αντίβαρο στη βία, την αυθαιρεσία, την ωμή επιβολή ισχύος. Την ίδια στιγμή το δίκαιο έχει πολλές φορές εξηγηθεί και ελεγχθεί ως ένα φαινόμενο που αντανακλά, όπως και αναπαράγει, σχέσεις ισχύος που ενυπάρχουν μέσα σε σχέσεις εξουσίας.

Στην έκδοση στεγάζονται συμβολές που διερευνούν τη σχέση αυτή στη σκέψη και το έργο κλασικών, νεώτερων και σύγχρονων φιλοσόφων και φιλοξενούνται μελέτες που θίγουν τη συνάρθρωση δικαίου και ισχύος αναφορικά με θεμελιώδη ζητήματα του δικαίου και της νομικής θεωρίας. 8. Adamides Constantinos, Securitization and Desecuritization Processes in Protracted Conflicts: The Case of Cyprus (Cham: Palgrave Macmillan, 2020), pp. 196.

Using the Cyprus conflict as a case study, this book examines how the securitization process in protracted conflict environments changes, as it becomes routinised and potentially even institutionalised. Furthermore, the process is not limited to the mainstream top-down path, as it also follows a horizontal and even bottom-up direction, which inevitably has an impact on the goals and securitization options of both the mainstream securitizing actors and the audience(s). Lastly, on a theoretical level it examines how the multi-directional securitization forces have an impact on the elite and audience-driven desecuritization efforts and ultimately on the prospects for conflict resolution. The book’s case study, the Cyprus question, offers an alternative reading of the forces dominating the specific conflict, while concurrently offers a useful framework for the study of similar protracted and deeply securitised conflicts.

Η Δημόσια Διοίκηση, πέρα από τις όποιες αποσπασματικές αλλαγές έγιναν και τις οποίες οφείλουμε να αξιολογήσουμε αυτοτελώς καθεμία, 10 χρόνια μετά το ξέσπασμα της κρίσης εμφανίζεται απαξιωμένη και αποδυναμωμένη. Καμία από τις όποιες θετικές παρεμβάσεις έγιναν δεν μπορεί να ισοσκελίσει την αρνητική φόρτιση όλων αυτών των χρόνων, η οποία έχει επιδράσει καταστροφικά στην επαγγελματική ταυτότητα και αυτοσυνειδησία των στελεχών που υπηρετούν σε αυτήν. Κανείς δεν αρνείται τις παλιές (και κατά κόρον αναλυμένες) σοβαρές παθογένειες της Δημόσιας Διοίκησης στην Ελλάδα και την Κύπρο. Δεν είναι όμως αυτή η μόνη πραγματικότητα. Ο παρών τόμος περιλαμβάνει έξι κεφάλαια που ανατέμνουν τη δημόσια διοίκηση, τις επιπτώσεις της κρίσης και τις αναγκαίες μεταρρυθμίσεις.

While there has been much focus in recent times on the rise of right-wing populism in Europe, there has been surprisingly little material on the phenomenon of left-wing populism. This edited collection seeks to fill that gap with an investigation of the relationship between the radical left and populism. Featuring a broad range of historical and contemporary case studies from across Europe, this is a much-needed empirical account of this phenomenon. This book will be of considerable interest to researchers, scholars and students of left radicalism, European politics and the politics of social movements. It will also appeal to appeal to non-academic audiences, especially party and social movement activists because of its politically salient topic and its historical and comparative focus. 11.
